Today was the day.

The atmosphere was different, much different to what was usually felt, changed over the course of the last few days by a growing energy. The various representatives from across the nation were present. But instead of debates, there were arguments. The tension had been growing ever since ‘The Great Intrusion’ began, and it was about to reach its height.

Instead of smiles & handshakes, cold looks were exchanged between even members of the same parties. The calm only sustained with strained professionalism & a noticeable increase of security. Across the nation, polls were opened and citizens were encouraged to leave their private vote.

Ion Ponta, visibly stressed, stepped into the central podium and carefully looked at the black, feeling less microphone. He closed his eyes and took a deep breath, gathering the strength required. He leaned forward to the microphone and spoke in as clear of a voice he could muster.

“The national referendum for the removal of Cardulan from Tekeristan is now in session.”

The chamber was consumed in a rising vortex of angered yells & shouts.

Jan was tapping his foot as he watched the screen, but he didn’t know it. There was simply to much to think about these past week alone. He needed, however short, some sort of break from it all. So did Yohan.

He had taken time this week to order a special delivery from his home, a bonquet of flowers to be delivered discreetly without the knowledge of Yohan. It may have costed extra, but it was worth it - despite the recent slashes to his paycheck. He needed a break more than Jan, or, at least he thought he did.

The Dog Rose was the national flower of Tekeristan, a flower often seen during Tekeristan’s Flower Revolution. It made a perfect center piece, combined with an array of native-Tekeri wildflowers in a seemingly random yet vibrant manor. The easiest part was leaving it on his desk while it was unintended. The hardest part was making sure he didn’t have any pollen allergies.

Jan shook his head.. Such wouldn’t work, would it?. He decided to focus on the game before him. It was the newest episode from a new television show he had much enjoyed while he was back in Tekeristan.

"Pedal to the Metal" was a growing sensation in Tekeristan, and there was little question as to why. Featuring remote controlled, sometimes autonomous, full sized vehicles racing or competing to complete objectives on various closed courses. There was just one twist - every vehicle was rigged for a fight by various teams, from engineers fresh from college to even families. Everything from sling-shot firework cluster bombs to nitrous-assisted rams was allowed & encouraged - the more curious & clever the better, with various 'power ups' available on the courses that unlocked weapons hidden in vehicles. It was a glorious game - and fit well at home with Tekeristan's robotics sector.

This episode was about 2 teams competing to take down a 'juggernaut' - a semi-truck tricked out with tracks & a ram, crude armor plating, & topped with harpoon guns and even a flame-thrower. There was certainly a 'Mad-Max' appeal to the show, that was certain. Nonetheless, Jan enjoyed it.

Despite the stresses of life clawing at the back of his brain, he put his feet up and tried to relax for a bit. Save the stress for tomorrow, when the vote comes through from home.. He gently sipped his tea, smiling softly as a flaming cluster of industrial grade fireworks rolled out the back of the juggernaut - filling the air with a shower of intense colors & flames as a small pursuit car tipped off the gravel and into a tree, igniting moments later as its napalm glues caught fire.

The delegate waiting at the table was about to get a very strange surprise. A, well, person, dressed in a black cloak, and with some sort of, metallic scarf, covering their mouth, walked in as if they owned the place. The only facial feature on view were there green eyes, green just not by colour, but the delegate noticed, by envy. This would be interesting. The delegate spoke first.

"Would you happen to be one of the representatives to be attending this meeting? Because if not I'm sorry to inform you you'll be thrown out. A very important meeting is about to take place".

The delegate couldn't quite tell without seeing the mouth, but the person's eyes suggested they were smiling, almost laughing at this comment. The voice that now came from this person seemed odd, almost electronic, as if altered by some device. High tech equipment for sure.

"I'm only here to try to help, you know. But if you try to insist I leave, need I remind you that despite your recent government change, you haven't quite got a handle on your corruption, yet. I think your smart enough to realize what I mean".

The delegate couldn't help but nod, ever so slightly. But he needed to be in control, this was his meeting. He was still intrigued, however. He simply had to ask.

"Say if this were true, and I had little choice to listen to you. What's so good that you can just barge in here and expect me to care what you say?"

The man simply pulled out a map and slung it across the table to the delegate. It was if the man was trying to turn this into an elaborate performance. The delegate opened the map just to see where it was. Significance. The delegate was even more curious.

"What has Significance got to do with your plan? And why should I care? Significance poses little threat to us after their failed military attack".

The man seemed unphased.

"Ever heard the expression, the enemy of my enemy is my friend? Rhetorical of course. Well, that is my enemy. Or at least, the government is my enemy, especially their leader, Governor 'Peace'. A silly name if you ask me. But anyway. Those that control Significance, stand in my way of being rightful ruler of those lands, and I intend to get revenge on those that cast me from power. I have assets of course, but they pale in comparison to the military might of you and your allies. While I can cause trouble, I need someone to take advantage of that trouble, and I hope that to be you and your allies. If you help me now, I'm sure we can find some way for me to help you. I even have a demonstration planned if your willing to watch. What do you say?"

The delegate had something in front of him. A delightful proposition. Not only take Significance out for certain, for even he was unsure whether they'd return, but possibly take down other nations too as well as make a new powerful ally. He gave in, just.

"I assume this demonstration will be televised. If so I'll bring a television in. But if your lying, know their will be consequences for using my valuable time".

The man simply nodded.

"Of course".

Somewhere over Menthi

Meanwhile, Borris flew back as fast as he could to Peace. He was certain he would be needed in any future plans.

Sadly, his journey would be cut short. From seemingly out of nowhere a missile flew. The alarms only just reacted in time. Borris tried to outmanuver the projectile, but it kept tracking. Borris saw little choice. He jumped out. Luckily as a safety precaution he'd been wearing a parachute while flying.

Unfortunately, as the debris from the helicopter floated back to earth, the high winds meant, as Borris quickly pulled his chute, he was likely to stray quite far off course, before landing.

Worse, with no map, he would likely get lost once he landed.

The Kingdom of Cardulan is making great progress transforming Tekeristan into a civilised and functioning state. Our operatives have encountered many difficulties while working with the officials of the former totalitarian dictatorship.

More than 15,000 suspects could be detained while about 1,200 could be arrested - 200 of those have been transferred to Cardulan for further interrogation. The worst problem we did encounter so far is the state-organised culture of impunity. Most officials in Tekeristan knew - and still know - about the crimes in Oehiton and the other crimes against humanity - but no-one was ever arrested. Without Cardulan Tekeristan would never even try to break with the dark past. As so often before, the burden of civilising another people falls to Cardulan.

Success! Thousands of suspected war-criminals and terrorists are in custody.

We are currently investigating the kidnapping and murder of a member of the Royal House of Watersville. About 200 of those detained can in one way or the other be linked to the murder of royalty. While Tekeristan has done nothing to solve this crime we will arrest everyone involved in this operation. No-one will escape justice. From the men who pulled the trigger to the hoods who sold them their cameras we will find everybody and drag them into the light.

Tekeristan has a long tradition of breaking international treaties. The moment we started to investigate the current weapons programs and black operations of the secret state police the government put up the fake referendum. This act of sabotage is unacceptable and we have taken the necessary steps. Those behind the sabotage are currently arrested and handed over to the authorities. We all do remember the Ferrum Pogrom when those considered sub-humans by the acting government of Tekeristan had their property taken away from them by the secret state police. The government does indeed believe that it can hold a referendum on whether or not the raping of children should be allowed or not – but they are wrong. International treaties are binding.

Saboteurs - responsible for planning of crimes against international treaties are being arrested by Cardulan's investigators. Nobody is above the law.

The totalitarian ideology is still the driving force behind most of Tekeristan's actions. Those who are willing to respect international treaties are a small minority within the opposition. While we did arrest the saboteurs we are not afraid of the outcome of the mock-referendum – the treaty is binding – just like a peace treaty. There is no way for the regime to opt out of an international binding treaty. We hope that the few individuals within the regime who have an understanding of international law will prevent their illiterate comrades from doing something they later regret.

MURDER INVESTIGATION

The Royal Ministry of Justice has collected enough evidence to link the former government of Tekeristan to the murder and kidnapping of Watersville Royalty during the Oehiton conflict. It came as a surprise that the authorities in Tekeristan tried to cooperate with the investigators from Cardulan. However, the old regime is still strong – most members of the government do not care about international treaties. Despite the claims of having a new regime Tekeristan did never investigate the crimes of the old one. They never extradited the terrorists and those behind the terrorists but instead became a save haven for the worst scum of the universe. Enclosed you will find enough evidence to link the old regime directly to the murder. They provided weapons, training, money, transport, accommodation and information to the Ghosts of Oehiton.

We would appreciate if you would allow Cardulan deal with these people according to our laws and customs. If you want them extradited to Watersville you just need to file an official request of extradition. Tekeristan has long hidden these criminals and prevented the murder of Lady Watters to be solved. Now as we are close to brining all perpetrators to justice they have organised a fake referendum to opt out of a contract that does not have an opt-out clause. You do remember the Ferrum Pogrom when the government dispossessed ethnic minorities – if you enter international relations with Tekeristan it is not a question if they will stab you in the back but when. You should be well aware that if you enter closer relationships with those who actively are helping the people who murdered a woman who spend her whole life helping others more of your family members can end up dead. If they can get away with this once they are tempted to try it a second time.

We do not recommend cutting all diplomatic ties with Tekeristan but we recommend watching their behaviour in regard to the illegal referendum closely. If they do indeed decide to break international treaties once again – just to prevent the murderers of Lady Watters to be brought to justice you need to come to your own conclusions.

We are confident that you are taking the right steps at the moment. You are making great progress and we think that you are on the right way. Additional means to prevent Watersville from appearing militaristic would hand the control of the military to the parliament. Neither King nor government could decide on the use of force on their own – only a vote of all elected representatives of the people of Watersville could mobilise the military. This would make the use of your armed forces a lot less flexible but it would also prevent them from being used in contested situations.

A small elite force would have the advantage that the Watersville Self Defence-Forces would not pose a threat to any organised nation. A small force could neither defeat nor occupy another nation. It could only be used for self-defence and humanitarian operations. In Cardulan we have the Patriotic Front – a huge paramilitary organisation. Members of the CPF were active in the Oehiton conflict. During our war against communism the cadres of the CPF formed guerrilla units to fight against the occupation. Normally the CPF is a volunteer organisation that assists the gendarmerie and the police but in times of war it becomes a military unit. You might be interested in using a similar doctrine for the defence of Watersville.

The "People's Defense Militia" is a growing sight within Tekeristan


With the Tekeristan economy slummed and foreign fascists arresting with little regard to justice, there has been a growing tension in Tekeristan, especially along the east.

The People's Defense Militia, made up of those seeking justice, socialism, and even communism were a growing paramilitary branch in Tekeristan. The capitalist system has failed the people of Tekeristan - and it was time for change! Now fascists roamed the streets, stealing, raping, arresting all those who even dared to look at them wrong or express their rightful opinions in the face of injustice! Enough was enough!

The jackbooted thugs of Cardulan would no longer torment the rightful citizens of Tekeristan! Justice was to be pure, not the shriveled corruption these dogs dare bring from their twisted homeland! They would defend the people to the death against injustice, whether by the inked ends of pens or the bloodied ends of bayonets.

The Ministry of Internal Affairs was over encumbered, keeping track of the legions of evil that roamed the nation & inspecting their work was simply to much. The thugs were actively butchering Tekeristan of even its representatives for representing! Now legions loyal to the people of Tekeristan stood ready to assist! Crowds of investigative reporters, rallied by the militia, would investigate these thugs either with federal assistance or without it!

The National Nutrition & Health act has passed, despite the recent struggle in Tekeristan politics, to combat rising poverty & hunger across the nation. In combining efforts to combat hunger, food waste, inefficiency, and to promote community & health the N.N.H promises to ensure that all citizens or migrants in Tekeristan - regardless of status - receives the healthy foods they need.

The N.N.H program is working to secure nutritional food items that would otherwise go to waste from across the nation for use in the nation's Food & Health welfare programs. The program also actively supports community & private gardening, composting, and other various methods to reduce food waste. The program also supports farmers to grow a wider variety of foods through the use of tax breaks, subsidies, and community efforts to increase nutritional diversity & to cut down on waste nationwide.

The N.N.H program also contains segments supporting additional efforts to increase the public's health, such as a government advertising campaign, creation of public exercise locations across the nation, and changes to school physical education programs to encourage exercise & to educate on the benefits of exercise.

The N.N.H has seen heavy support from communities & organizations across the nation. The Federal Tekeristan government has moved segments of labor from the C.W.A & Armed Forces to assist in the establishment of the program across the nation to help ensure that no community is left behind.

PUBLIC ULTIMATUM TO THE REPUBLIC OF TEKERISTAN



The world now stands on it's toes now that Tekeristan has once again confirmed that it has no will for a peaceful resolution. With the formation of a "People's Defense Militia" which has threatened to attack the investigators and has publicly said it will tamper with evidence, Tekeristan has confessed their acts of terror to all nations of the world.

There can be no other explanation - if Tekeristan were civilized nation, why is the government not keeping the People's Defense Militia that has threatened murder in check? Why would Tekeristan tamper with evidence if they have no crimes to hide? Cardulan has conducted investigations following Tekeristani law when arresting, not to mention that the investigation by Cardulan is overseen by Caracasus. The answer is that Tekeristan is still a communist dictatorship which created this People's Defense Militia for plausible deniability - and all evidence points that way. Even before the referendum, the Terrorist Intelligence and Security Agency (TISA) tried it's best to obstruct the Cardulanian investigators in their work and tampered with evidence.

The biggest problem is that Tekeristan thinks that if they no longer like some type of agreement such as the investigations, then they can just undo this agreement. However, they are wrong. International treaties and agreements between nations are binding.

Flauc has been forced to take action due to the recent events. We also request the Tekeristani government dissolve the People's Defense Militia which has threatened to attack Cardulanian investigators within 48 hours. If even one Cardulanian investigator is killed, then the State of Flauc will answer with military action. If the demands are also ignored, the same will occur. We also demand that the Republic of Tekeristan withdraw their previous statements and negotiate with Cardulan.

In response to the aggressive and militant government of Tekeristan, the State of Flauc is forced to take action. We have placed a travel ban on the Republic of Tekeristan, and have requested all Flaucese nationals within Tekeristan leave within 48 hours and that the Tekeristani government assist them in this. The Flaucese Embassy in Ferrum will continue working until an order to withdraw is given by the government of Flauc.

The crisp white bill sat before him, centered in the middle of the desk. The referendum was in support of removing Cardulan from Tekeristan with a popularity of 64%. Ion stared at the bill.

Ion Ponta was quite popular on nearly all sides across Tekeristan, often being refereed to as a mediator & the man who brought unity to the Tekeristan government. A problem solver, someone who had what it took. Someone who could get things done. Things that needed to be done.

Ion stared at the bill. Its crisp white paper, covered in layers of thin black text.

He took a long exhale.. Looking up at the empty office around him. He had requested it for this particular bill, he needed the silence.

He reached into his desk, taking out a set of stamps. Popping the top off the right one, he gently pressed it onto the bill.

The bold red letters of VETO were stained into the bill before him. He had done what needed to be done. He felt his eyes tear.

To whom it may concern,

The recent statement release by the Flaucese office of foreign affairs has been cause of high concern in Tekeristan. The Flaucese office has issued Tekeristan an 'Ultimatum' in a clear attempt of intimidation on the Republic.

The Republic of Tekeristan will not heel to the demands issued by the ultimatum. All official statements of the Tekeristan Government released in the past 48 hours will remain in place. Investigations will continue peacefully under additional scrutiny & review. It is our government's duty to ensure that all those arrested & detained were done so within reason & with evidence; that all citizens receive their rights.

The People's Defense Militia is a widespread & growing organization. The Tekeristan government will look into the threats that have been made towards Cardulan investigators, however threats to investigators are reasonably common these days. However, due to law, the Tekeristan government cannot take action to dissolve civil sectors of the People's Defense Militia that have not broken any laws. The Tekeristan authorities are already taking efforts to peacefully pursue armed sectors of the People's Defense Militia. The People's Defense Militia is an organization split between many areas & names. Efforts to ensure the security of the investigators are being enforced.

The Tekeristan Armed Forces will be partially mobilized and put into a state of readiness within the next 48 hours to ensure the security of the Republic against the paper forces of the Flaucese military. The Republic of Tekeristan will not be intimidated by the threats of a nation that has shown support for tyranny & oppression. Tekeristan will stand in its defense.

The Tekeristan government will actively assist in the transport of Flaucese nationals as requested.

Joseph sat in his office trying to get everything reorganized after tiring and barely succeeding to deal with multiple letter, invitations, and trade proposals that he had been given over the past several weeks. Soon a man walked into the room and handed him three letters. "Here is the mail, the two from Cardulan were received as highly encrypted messages and have been decoded and sent here by the decryption center of the WCIA." Joseph shook his head in understanding and dismissed the man while walking back to his desk. He quickly opened up the first letter and found a response rom the Cardulan ministry of War. He read over it and smiled. He was glad that they cared about the safety of Watersville and were giving helpful tips. The next envelope, however, wiped the smile off his face. As he opened it, multiple photos came sliding out of the envlope and fell to the floor. He quickly bent down to grab them and noticed the content of the photos and other documents on the floor. One photo we'd two men shaking hands like a deal had been made. He looked at the date on the photograph. It had been taken in the middle of the Oehiton war. Another was a receipt from a weapons dealer in Tekeristan. The delivery was set for some place in Oehiton, and was stamped with an offical stamp from Tekeristan on the "Paid in full by" line. He then picked up the letter and read it. Joseph looked through all of the documents and stored them in a folder in his desk filed "Confidential." He then wrote back.

We understand that many of these will also be accused of crimes in Cardulan, and we will return them after their sentencing is over. However, we are also interested in the information that you have sent us. Is there any way that you could ask Caracasus to confirm that this information is correct? This is not because we do not trust you, we would just like to be sure that this information is correct before we make any sort of statement on this situtation. We make it a priority to check, and many times recheck, information to ensure it's truth. We thank you for your help and we look forward to any future information that you can send us.

Joseph sat in his office blankly staring at a picture on the wall. He stood up and walked over to thee painting and looked intently at the fine brush strokes that together made the painting. He wished that he could paint, however art had never been his strong suit, math and science had. He looked at the scene and carefully studied the picture. It showed a small town on the sea, the town had a small church, several houses and a port. He looked out across the ocean and saw several boats out in the distance. He looked below the picture and saw the title; "Watters City at Midday, by Marco Salerito May 14, 1798." Soon it was time for sleep.

The next morning

Joseph awoke and began to watch the news. He became distraught as he heard that Tekeristan was limiting the powers of the Cardulan detectives. He quickly went to his office and began writing.

Statement of Concern


After increasingly tense relations have begun to rise between Cardulan and Tekeristan, we are worried about the situtation that has begun to unfold in Tekeristan. The situation has come into light that Tekeristan has held a referendum and Cardulan has arrested those who began the referendum. We wish to try and figure out what is going on. The Tekeristan government was quick to act to establish its defense, it was, after all, a nation focused on defense.

The first stages of the Tekeristan plan for defense, particularly against non-native Black Sea nations, was intelligence. War could not be fought, let alone won, without intelligence. Perhaps the most vital instrument to the Tekeristan defensive plan against foreign powers was the monitoring of the Dardanelles, the straits of Gibraltar, & the straits of the Bosporus. It was possibly the most simple, yet most effective, tool of all.

There were several methods of surveillance, all of which were to be utilized. The first was simply to watch online cameras of the straits, to review tourist photos uploaded online, and even social media. Hundreds of tourists rounded these areas alone, and many people simply liked taking photos of warships simply because they looked cool.

The second method was the use of intelligence operatives. Easily fit under the disguise of tourists & photographers, they would be deployed to each location to take pictures & videos of passing warships. This would not only tell that there are warships coming, but to keep track of the numbers of ships in each class, and the individual hull numbers. Besides the deployment of Tekeristani operatives with quality surveillance equipment, local informants with half-decent off-the-shelf cameras would be sufficient, and would blend in easily with the crowds of tourists and citizens snapping pictures of "look I saw a destroyer go by today!"

The most promising aspect of this plan was that sections of it was already being utilized before the Flaucese ultimatum, used as a method to keep track of former Krajstalli warships near Turkey. Even though such a conflict ended more or less peacefully, the various ties & connections remained to this day.

The story of the damned...

Overlooking the Significance Senate building, Significant, Significance

The hotel was a prime tourist hotspot. Overlooking the Senate building, anyone wanting to watch politics at work, or watch national speeches, would want a room in this hotel.

Of course, only those that could afford the price for such a pleasure stayed here. The most expensive room therefore, was the penthouse suite.

Although, there were benefits of staying here other than the view. Fine dining, luxury rooms with each bedroom having an suite, 24/7 room service, maid service, everything a rich tourist could want.

The man who currently stayed here, wasn't a tourist however. Although he did enjoy the chance to stay here, he had a job straight from master himself, and if he knew anything by now, it was not to disappoint master.

And so, he was waiting with a silenced sniper rifle waiting for the speech the country waiting for.

While the country had at first gone along with protecting another nation's sovereignty, questions had begun to be asked. What was Significance currently doing, Peace was said to be well again but not much more was known, and whatever the country was doing, how long would it take. A small group of individuals had started to question Significance remaining involved. After all, this conflict of interests could go on for decades, and no one wanted to be dragged down by that, surely.

This was were Prime Minister Michael Gortos had decided to step in. His speech, hopefully, would keep the populace complacent for the time being. The event had a large crowd attending, and would be televised

Sadly, it wouldn't go quite as planned.

Michael walked up to the recently erected podium, he tapped the mic to see if it worked. He went to open his mouth.

The shot flew true. Michael wouldn't even know what happened. His brains had been shot out.

Panic.

The crowd that had gathered ran, screaming, trampling any too slow to escape. News stations showed the full horror of what had happened. The prime minister was dead.

To make matters word, posters fell from the sky, presumably by aircraft. They read three words.

"He has returned"

As the world watched the greatest day of infamy in Significance, the sniper packed his weapons away, and proceeded to leave the hotel, and the area. Someone had signed him out only moments ago, and no one would be any the wiser.

Somewhere in ex Menthi territory

Nightfall had come, and everyone had settled down for night. Ben had apeared to be returning to his normal self, so Shaun and Dennis had relaxed a little. They would wish they hadn't.

Amanda woke first. She was sure she could hear something. She crept outside here tent to see.

She caught a glimpse of Ben, he had a silenced pistol in his hand. And he was shooting people in their tents while they slept. Amanda quickly grabbed her own gun and kept behind him, shouting.

"Stop right there!"

This was enough to wake any survivors up, who rushed to their feet, weapons drawn. Ben seemed to smile as he became surrounded..

"You really think you can stop me? You will soon learn your place, puny humans!"

His eyes turned red. Everyone took a step back in fear. A shot rang out.

Ben looked at his chest, blood spewing out. He collapsed. Everyone turned to see who had shot. It was Shaun.

While they had there backs turned the strangest thing happened. Shaun, still watching the corpse of Ben, saw it rise up, as if given new life. The red eyes now focused on Shaun.

"I told you, you can't kill me!"

Shaun screamed.

He woke.

It had all been a dream, just a dream. He was safe.

He turned to Ben, still asleep. Then he noticed.

Ben's throat was slit. Blood oozing out.

He looked down at his hand. A blood soaked knife was in it.

This time, he really did scream.

The Tekeristan government has released an ambitious new report detailing increased support for environmental efforts across the nation. The new program plans additional restoration & preservation of ecosystems, such as rivers & wetland, across the nation, as well as support for concentrated development, additional support for clean sources of energy, public transportation, and environmental education. The plan also states an ambitious goal of reducing national pollution levels by upwards of 40% in the next 8 years as well as nearly eliminating river pollution!

The Ministry of Natural Resources have begun efforts to remove dams across the nation in an attempt to revitalize river & wetland ecosystems, especially the Danube Delta, including the recent detonation of the dam creativity named Dam 2446. Demolition & removal of additional dams across the nation are underway in cooperation with the C.W.A & Army engineers to ensure the safety of citizens.

A new stretch of regulations across the nation are showing an increase of devotion towards increased density in order to slash runoff & other pollution, to increase the quality of life for communities, and to utilize 'smart' and 'green' technologies & methods. The ambitious program released by the Tekeristan government with support from the C.W.A moves to 'condense' Tekeristan communities & cities under a doctrine of 'concentrated development' & 'smart growth'. Already, in some areas, entire towns are seeing vast infrastructure efforts.

This effort has been reportedly conjoined with ongoing beautification efforts currently underway by the C.W.A. The efforts are seeking to further 'develop & protect' Tekeristan culture & its environment. Smart growth & green design is being extremely encouraged by communities & government regulation, challenging the legions of engineers, architects, artists, & even scientists under employment of the C.W.A to work with communities to design sustainable, community friendly, & efficient villages, towns, and cities. Communities are being designed around public transportation, accessibility to schools & other public services, as well as 'green areas' & technology - such as communal draining being used to feed communal gardens & parks, solar panels being used on 'living' roofs, and active density-focused development to preserve & protect natural resources & space.

In pursuit of reducing pollution in accordance to the program the plan supports rapid expansion of clean energy sources through community & public awareness, tax cuts & subsidization, and direct government efforts. The PD-42 interceptors landed on the carrier. The chatter from communications ceased – as did the targeting programmes and E-warfare tests. Sailors and marines of the Caracasusian Navy began to prepare to move out. The admiral elect gave the order and the fleet moved away from Menthian waters.

Rather oddly, and to the confusion of many commentators both at home and abroad, the fleet did not do what almost everyone thought it would do; they believed the Fourth Fleet would move just out of Menthian waters, lurking in international waters to continue their campaign of Kopesh-rattling.

Instead the ships sailed a good distance away, far beyond that which the Flaucian letter had stated. The sleek grey lines of the fleet cast a shadow over the waters. Even the most desperate conspiracy theorist would have trouble identifying precisely what was odd about the behaviour of the fleet.

In small rooms across Jevellit Metropolitan District, in office blocks seldom used and in battle rooms across Nineday House, those few who knew of the leaked intelligence from Balagan, and the plans for retaliatory strikes against the Flaucian navy got little sleep and more than a few stress induced migraines. The Flaucian naval force in Menthian waters were no longer a confused mass of different signals, planes and ships – an attack on them would be a sole attack on Flaucian vessels.

The men and women partial to the information watched and waited. The fourth fleet had moved beyond the area that could lead to confusion and a reasonable accusation that Caracasus had attacked, if the attack came. All they could hope is that they had bought enough time for the Balaganian armed forces to reconsider.

Flashback – Javvid – mission briefing codename Snowflake.

“She's one of the best.” The agent from International Observations handed Javvid the file. Snowflake had racked up a kill shot at over two and a half kilometres in the battle for Alfsund. Her psych profile was a textbook one. She was a rare individual who had the patience to wait for days if necessary, with the absolute lack of compunction about putting a metal slug through the body of someone over a mile away. Her accuracy ratings were off the charts.

“At any one time the Caracasusian Armed Forces has perhaps two people as good as her. If we are very lucky. Other nations around the world can boast a sniper as good. At her level, distinctions between the fourth and first best sniper in the world are more or less academic. We... keep an eye on such people.”

“I know how good she is... or are you forgetting? I served with her.”

The man from IO smiled, a little uncomfortably. “I know. That's why we're sending you. If she's gone rouge... frankly I hope she joined up with the Bull for ideological reasons. That at least would be understandable. If she's being paid... well, then I imagine that the world just got a lot less safe for anyone with wealthy enemies.”


Snowflake had led them on a strange route, through the trails and paths cut through Menthi's jungle area. Hills and swamps were climbed or waded across. Twice they had hid in cover whilst Carosian soldiers passed by. The insects were relentless. The Significance unit began to relax as they approached the border. Javvid struck up conversation with Snowflake. Most often they'd complain about the usual things soldiers since the dawn of time have bitched about. Rubbish boots, poor leadership and crap food. Other times the conversation became more personal.

“So why the Bull?”

Snowflake bit her lip. Irritated. Lugged the rifle she carried onto her shoulder.

“Why not? What was left for me in Caracasus? You know how it is... ever hear of anyone getting accepted into The Guerillas on a second application?”

“There's that I guess.”

Snowflake turned to him. Pausing by a tree bent under the weight of the wild fruit that grew in abundance. “I have no family. You know that. I have no ties to anything or anyone and my entire life there has been only one thing I've been any good at.”

“So that's it? You're fighting a war because it's there?”

“People climb mountains because they're there.”

“What's the end goal? Going to assassinate Alvarez?”

Snowflake snorted. “If you knew what the Bull had planned, you'd know how stupid...” she stopped. Mid sentence. Strode on, making it clear the conversation was over. Javvid fell asleep that night, easily. He woke up to screams.

So, as the world teeters on the brink of imminent annihilation, it is pleasant to see that everyone is getting in on the action. Even the pacifists of Watersville want to join in! Caracasus Industry and Trade has successfully managed to flog a whole load of rifles and older generation fighter planes to the peaceful little island nation! What an achievement! Not even the most unscrupulous venture capitalists managed to muscle in on the deal as quickly as our elected central planning committee. Perhaps as an encore they will manage to sell septic waste and nuclear bombs to Tekeristan? I hear that a new group of armed psychopaths are on the warpath in everyone's favourite troubled nation.

Speaking of coups and armed psychopaths, Flauc has gone from a state covertly run by mobsters and corrupt army officials to one overtly run by the most criminal and corrupt outfit in the world; the Flaucian armed forces. General Maezawa is, for want of a better word, merely the biggest, most psychotic and meanest gang leader in Flauc. General, sorry, Don Maezawa has already bought in nationalistic policies that will see thousands in Flauc arrested without trial and tortured for the unforgivable crime of having an opinion different to that of Don Maezawa.

As Don Maezawa and Don Alvarez carve up the nation of Menthi between them, it is remarkably surprising that either of these crime kingpins have any problem with Tekeristan's newly emerging nationalistic fighting force. Frankly I feel that these two may be a little behind on the times. Imagine how much more they can tighten the thumbscrews on the people of Menthi and Flauc with Tekeristan as an enemy! Imagine how many more wings Don Maezawa can add to his palace as a result of “contract money”?

Frankly I'm glad I made it out of Flauc before the coup kicked off.





Yohan – Cardulan

Yohan prepared his letter to the appropriate people within Cardulan. The peace talks between Cardulan and Tekeristan had faltered. He began:

The best way to build a bridge is to begin construction on both banks. At present the ongoing conflict in Tekeristan is fuelled by several factors. Caracasus intends to do what we can to mitigate them.

A war between Tekeristan and Cardulan is simply not a realistic option. If the past years have taught anything, it is that only lasting peace can ensure stability within a region.

The newly formed Tekeristani militia must be disbanded – however under the strict requirements placed on Tekeristan, Tekeristan is not in a position to wage war on itself. There is a real danger of a coup within Tekeristan should this situation not be resolved.

Tekeristan's economy has suffered significantly. There are plans in place for boosting the economic position of Tekeristan through the construction of a freight network of canals – this will hopefully help mend some of the damage done to the Tekeristani economy.

The current regime unwittingly harboured several war criminals, most of which have been uncovered by the recent joint Caracasusian/Cardulan investigations. The war criminals formed part of a parallel political structure during the most oppressive years of the Tekeristani dictatorship. These men and women were mostly uncovered, however a few had gone to ground.

Tekeristan needs to see that the removal of these individuals from their positions of power is in the best interests of Tekeristan. There is, I believe, an action that can be undertaken to help show this.

Several hundred Tekeristani are currently being held for their involvement in the Oehiton crisis. Whilst this number does include a few operatives guilty of heinous crimes such as the supply of chemical weapons – it is mainly comprised of soldiers and sailors who were doing what they were ordered to.

This does not excuse such a crime, however it would be beneficial for many of these men and women to be released as an act of amnesty. They pose no danger to Cardulan or Tekeristan - “I was just following orders” is never an excuse for committing war crimes and those guilty of the most terrible acts must of course face justice. Those who joined under threat of execution for desertion? Those who surrendered so readily to Northern Alliance forces? Their release would show that Cardulan can indeed differentiate between a hardened power crazed psychopath and someone whose crimes are less terrible.

I sincerely hope that peace can be reached between Cardulan and Tekeristan. Tekeristan has already conceded much, and has followed all requests to date. It is time that Tekeristan is guided towards a better, more stable future.

Greetings.

In an effort to improve trade routes in the region and to further ease the burden on trade routes to Bohemivaria, Cardulan and Tekeristan, Caracasus Industry and Trade would like to propose a joint venture.

A system of canals across Tekeristan allowing for the passage of freighters could cut emissions produced and travel time by up to a week. In conjunction with investment by Caracasus Industry and Trade in renovating rolling stock and railways in Tekeristan, this could boost the potential of Caracasus, Cardulan and Tekeristan for the exchange of goods.

The improved infrastructure would come at significant cost, part of which would be met by Caracasus. There would be a pressing need for Tekeristani workers on the ground, and a great number of them after completion of the project. We understand this would create jobs and potentially boost your economy, relying as it does on the exchange of labour for money.

Such a plan cannot begin whilst the ongoing operations are in effect. It is understood that many of the Cardulan operatives have imprisoned several Tekeristani officials and this has created some tension. We would rather that Tekeristan remains at peace with Cardulan and wish for a speedy resolution to these current issues so we may begin this ambitious joint venture.

Ferrum, Tekeristan. The Last Look Hotel

The operatives from Parsoh's militia paused at the door to Jarthos's hotel suite. The electronic card reader was easy enough to fool. A cloned plastic card inserted into the slot, attached by wires to a complicated panel. After a few seconds the door unlocked with a barely audible snick.

The four men quietly entered the room. A figure lay under the covers in the blackness. One raised a silenced pistol and fired a clip into the figure. Another opened the blinds.

Shock. The “figure” on the bed was nothing but a rolled up set of towels bundled under the covers. Feathers and cotton dust filled the air. On the small desk lay an empty bottle of whisky, two glasses and approximately twenty kilograms of white powder, wrapped in polythene bundles.

The men darted about, too late. A soft pop and a tinkle of glass and the head of the militiaman who had opened the window blew apart, his brains and skull embedding themselves in the new crater in the wall. A split second later, the crack of a sniper rifle.

The sound of commotion on the other side of the wall. Six armed thugs with sawnoff shotguns wearing bike leathers burst in, firing randomly. The militia lost another, before opening fire with their snub nosed submachine guns, cutting through the bikers.

Shouts from the courtyard. The bikers in the adjoining room began to open fire on a new group, who had just pulled up in front of the hotel. Distinctive in their suits and ties, the Mortic family returned fire. They had begun to get the better of the bikers before the sniper from the Flaucian Mafia picked off four in quick succession. Panicked, they dived for cover. Opening themselves up to machine gun fire from the Caracasusian CAJ gang operating in the area.

The CAJ were pushed back, losing several members, by sustained fire from the Militia holed up in the hotel room and the biker gangs. Eventually retreating in their armored pickup trucks. The bikers made another attempt on the hotel room, hot after the drugs. The militia died, gunned down by Flaucian mafia snipers or butchered as the bikers began shooting through the dividing wall.

Machine gun fire was exchanged between the Mortic Family, now covering behind the waste disposal bins and the Flaucian mafia snipers. One sniper fell – the distance was not so great and the element of surprise had been lost. Counting their losses, the Flaucians fell back.

Tekeristani Armed Police showed up some twenty minutes later. There were no survivors of the militia left. There were no survivors at all. Some twenty three suspected gang members and eight innocent bystanders had been killed in the worst case of armed gang violence in recent Tekeristani history.



As soon as his contact had told him that the Militia had located him, Jarthos had first called the bikers, posing as the Flaucian mafia. Eager to sell vast quantities of cocaine. The bikers would turn up armed and nervous. From there it was a matter of informing the Flaucian mafia that a “traitor” to their organisation was holed up in Jarthos's hotel room. The CAJ faction were tipped off about a drug deal going down in the hotel room, a drug deal that they could easily rip off and take for themselves. The Mortic family were told that the bikers were holed up in the hotel, planning a move on their turf.

From the comfort of a rather pleasant cafe in Ferrum, Jarthos watched the news unfold with a grin.

We have a breaking news story. Journalists have uncovered evidence that large amounts of powerful armaments have been sent to Carosi via the newly reopened rail link.

Several train cars laden with imported Leopard surface to air missile platforms have already crossed the border into Carosi, with scheduled deliveries of more of these formidable weapons platforms planned during the next week. The Menthian Armed Forces were approached for comment regarding these weapons, but declined to comment. A colonel has assured the PBS that these missiles are not a threat to Menthi, but were rather part of Menthi's ongoing economic expansion plans.

Others are deeply concerned that a well-armed and fortified Carosi may prove a formidable foe for even our most well-armed allies and our revitalized army.




Menthi Elections


Citizens! The day draws near when you will democratically elect a leader and representative for your country. This is a vital civic duty that all are expected to participate in. You will have already been informed of your local polling station.

There are two separate elections occurring tomorrow. The first is to elect a representative for the Menthi Senate. These will either be from one of the allowed political parties below, or an independent candidate who has passed the requirements needed to stand for office.

The following political parties representatives may be chosen from are listed below:

Menthian Conservationism

There are twenty wards coming under the geographical areas of Karthos, fifty for the geographical areas of Jarka and thirty for Peni. These reflect the population densities of the respective wards.

The War Crimes investigation in Tekeristan is stalling due to acts of sabotage from elements within the state. Huge amounts of data - mostly regarding the most recent activities of Terrorism, Intimidation and Sabotage Agency (TISA) most commonly know as the secret state police - have been destroyed or made unavailable to the investigators.

As the dater concerns the funding of the WASPS paramilitary group in Watersville, the bombings in Caracasus and Flauc and criminal and subversive activity in Balagan there is not much room for speculation. From our perspective the only reason for the sabotage and the violation of international law is that Tekeristan has organized all these attacks.

We reject all amendments to the contracts signed between Tekeristan and Cardulan. Not a single subject will be released, not a single attack will be tolerated. Advertising for violence and sabotage will not be tolerated.

The death squads formed and controlled by the government have access to military small arms and government facilities. Tekeristan's insane claims that they are not violating Tekeristan's laws are absurd. The death squads have only been formed for the single reason of killing and abducting witnesses who wish for Tekeristan to become a civilized nation and to generally sabotage the international treaties signed by the nation.

We came to Tekeristan with the intention to restore their honour and credibility - at this moment we have to conclude that the majority of officials has not been replaced and that Tekeristan has not changed. We also come to the conclusion that there is enough circumstantial evidence to tie the secret state police to the gunrunning and bombings in rival nations in the recent past.

We will continue to investigate the past - investigating the recent activities of the secret state police has become impossible and can only be resumed if Tekeristan ends all acts of sabotage.

Arrests at Political Times headquarters – Ferrum

A joint operation between the intelligence agencies of several nations has culminated in several arrests and the temporary closure of the infamous Political Times newspaper in Tekeristan.

The paper, made infamous following its gloating over the seizure of Balagani citizens' assets and accompanying cartoons, has been to date tolerated under Tekeristani legislation governing freedom of expression. It has trod a careful line between opinionated speech and calls for violence against individuals.

It is understood that the far-right nationalistic paper caught the attention of a joint team of intelligence agencies for other reasons, however. Evidence is emerging that the paper itself received significant amounts of funds at its inception from a company with links to terrorist groups within Oehiton. It is believed that at least one of these groups may have been led by a wanted war criminal – a Tekeristani political operative wanted in connection with the funding of the infamous “Ghosts of Oehiton”. Links may exist to the murder of several Caracasusian aid workers and a Watersvillian civilian known as the Watters Incident.

Unfortunately, the financiers behind the paper have – according to Tekeristani Intelligence – likely fled the country following the high profile arrests. It is unknown when the paper will be opened once more, if at all.

In a rare display of violence - riots are consuming Tekeristan



Tekeristan - Ferrum, and other cities across the nation of Tekeristan, are under city-wide lock down as violent riots & protests take to the street against the Cardulan investigations in Tekeristan - igniting after the recent closing of a media office by Cardulan investigators as well as the refused release of public officials despite official protest.

National Tekeristan Civil Enforcement Administration urges all citizens in cities under lock down to remain inside their homes & to keep their doors locked. The National Gendarmerie & sections of the National Guard have been reportedly mobilized in order to contain riots & looting. The Tekeristan government has yet to release any statements regarding the situation. However the National Tekeristan Civil Enforcement Administration has stated that they have the situation under control.

Reportadly, dozens of police officers have been injured in the past hours in their attempts to contain the violence. The national guard has been deployed to protect hospitals & public services & infrastructure against the violence. It is unclear how long the violence will remain, however it is obvious that the recent situation has made people very, very angry. Loose reports of rioters hoping to 'remove Cardulan dogs' themselves have spread onto social media.

News regarding the recent violent crime in eastern Ferrum has been buried beneath the news reports of the wide spread riots. The National Tekeristan Civil Enforcement Administration has declared the shooting a national disaster and pledges that they will be taking extensive efforts against organization crime in Tekeristan. The Civil Administration urges all citizens to report all information regarding the shooting & other crimes to local or federal police institutions. Police investigation has been halted due to the recent riots across the nation, however.

The large-scale arrest of Tekeristan parliament members have forced the creation of the emergency council due to the paralyzing effect the arrests have had on the Tekeristan political system. This council is currently being held in semi-secrecy to avoid the Cardulan investigators, for the elimination of this council would lead to a situation most dire. This council will not stand any attempts of arrest by Cardulan.

With the status of Tekeristan falling into further disarray by the direct actions of Cardulan, we seek your immediate assistance in properly stabilizing the situation. Cardulan officials have overstepped their power and now pose an immediate & direct threat to the stability of Tekeristan. They have refused to release any vital officials linked simply to the referendum. We ask for the assistance of Caracasus in the negotiations & attempts to free these individuals so that stability can be scavenged. Efforts to garner the release of these individuals are currently underway, however if things continue at their current pace the Gendarmerie & other police forces will be used to free the detainees.

We hope that your assistance can come as soon as humanly possible. The situation in Tekeristan is increasing unstable.

This so called regime is anything but peaceful, and alignment with such a regime would be like declaring war on everything we stand for.

Therefore, you have two options. Let nature take its course, or face the consequences much like Prime Minister Michael Gortos did.

You have 48 hours to respond. None response will be considered the same as supporting the 'Peace' regime. Choose wisely, your nation's fates depend on it.

Caracasus

The situation was horrible. Not only was the Prime Minister dead. Not only had 'he returned'. Not only had Borris not come back yet. But worst of all, a message had been decrypted that was trying to force away any help Significance needed.

Peace was stuck. Should he return home now, without Borris, or stay and wait, while his country fell apart.

Luckily, Frankenstein had a compromise.

"You and Penny go. Your country needs you. I'll wait for Borris. Perhaps I can still make my plan work with just two people too".

Peace wasn't sure whether to trust Frankenstein's word still, although he had kept to his word of formulating a plan to help the penisula. Peace had little other choices however.

"Come on Penny, Frankenstein is right. I'll explain on the way".

Penny simply nodded. She didn't truly know what was going on, but the look on Peace's face said it was serious. And so, within the hour they'd packed their bags, and had hailed a taxi to the airport. Would they make it in time to save Significance?

Meanwhile, when Frankenstein was sure they'd left, he packed his own bags. Lied through his teeth he had. It hurt a little, not doing the right thing, but he had his reasons. Plus, Hannah was probably to blame for any feelings at all.

He'd known for some time now what was coming. Not in detail but he had a vague idea. If his suspicious were correct, disobeying Peace was the least of his worries. He needed to act fast. If 'he' really did find a way back into power, Frankenstein knew he'd be first on the list of traitors.

So he was going to find his own way to help. Difference was, he had his own ideas on where to look.

Once he'd packed his bags, he checked out the embassy, telling the front desk that if Borris asked about the Significance delegation, his orders were to return home immediately.

By the time Borris got to Significance and Peace found out about the lie, he'd be long gone.

Frankenstein hailed his own taxi to the airport. Once there, he boarded a flight to China, then Flauc. This mid stop change was to make sure no one knew his final destination. He certaintly didn't want to go onto Caracasus' radar. Flauc was chosen because, well, if Frankenstein were 'Him', that'd be his first stop.

In a case of this magnitude and profile it would be reckless to rely on a single nation - especially if one takes the relations between Cardulan and Tekeristan into consideration.

The information will be made available to Caracasus and they will have access to all witnesses and all suspects in custody. The key suspects - those directly involved in the murder - have already been transferred to Cardulan. Not all of them are citizens of Tekeristan. As soon as Caracasus has confirmed the evidence we are ready to extradite the killers to Watersville.

The extradition can cause political turmoil as Watersville does not have the death penalty and the killers are going to be re-extradited to Cardulan after they served their time in Watersville. If found guilty they will be executed. We suggest that you discuss the possible political problems in Watersville with Caracasus.

The situation in Tekeristan is becoming more complicated every day. The closer we get to the most recent activities of the government the more aggressive they become. There is nt much support for an occupation of Tekeristan - most ministers think that the killing of our investigators can not be tolerated. The most likely response are limited air strikes against legitimate military targets.

Unfortunately the scale of the operation has become to big to be handled by the RMS. We simply have arrested too many suspects. Releasing those with minor charges now would be unwise. This would lead to more violence and bloodshed - probably even civil war in Tekeristan. Those behind the current sabotage would be encouraged to become more aggressive. We have to stand firm against terrorism and increase the mandatory minimum sentence for involvement in illegal activities in Oehiton to five years of hard labour.

There are indeed small parts of the government and the public whishing to break with the past and working towards peace. This is a small minority. Most of the government officials are stll fanatically loyal to the old regime and are using everything in their disposal to trigger a war between Cardulan and Tekeristan.

Tekeristan is openly supplying the militias with weapons and logistics. All their military arms can be traced back to government stock. If the regime does not disband these illegal units we will list them in our report as government sponsored death squads.

Watersville has requested your confirmation of the evidence and interviews regarding the murder of Lady Watters. We would like to reinvestigate the case and talk to the suspects to confirm our findings to Watersville.

Things had deteriorated, rapidly. The Tekeristani government lacked cohesion, lacked guidance and above all lacked the ability to manage the day to day running of the country. The plea for assistance came from an emergency council that was fending off a rise in nationalistic sentiment fuelled by operatives from the old regime on one hand, and total social collapse on the other.

Dictatorships die hard. The Tekeristani government had been purged of the old political system, however many of the old regime had clung desprately to power, weilding their dying influence and money to buy positions within Tekeristani society.

The purge had created upheaval. The remnants had fought back, and hard. Militias had formed, some with perfectly reasonable greivences – others... others had been bankrolled by shady powers.

The arrests had left Tekeristan with many government positions unfilled. Something had to be done, and quickly.

Caracasus was offered a referendum.

Should Caracasusian peacekeepers be sent into Tekeristan in an attempt to restore order?

Options and counter options were, and would become available as the discussion developed. For now, plans were put into place, soldiers armed and transports activated.

Ion Ponta paced his office, hands behind his back as he tried to think about the situation. The Cardulan investigators were now a direct threat to the stability of Tekeristan, they had arrested dozens of members of Parliament, they had ruined the Political Times operation in an attempt to remove free speech, and now they could be very well coming after him!

Now the military was actively getting involved, the national Guard and even regular army troops were being deployed to contain the riots & monitor the situation! He had already read the digital letter, military command was brought under protection and they were forming the emergency council that was also to be put under protection from arrest.

There was a knock at the door, causing Ponta to pause in his steps and take a shivered breath. Was it an investigator, a soldier? He had a sigh of relief when 2 members of the Gendarmerie stepped into the room, motioning Ponta to hurry.

"We need to take you to a secure location Mr. Prime Minister." the first member stated, clad in full gear. "Situation here is unsafe, the emergency council requires you."

"I know, I know." Ponta raised a hand, already walking briskly through the room. The Gendarmerie had secured the hall and the path to the roof, a helicopter awaited him. The move itself was brisk, in mere moments Ponta found himself sitting in the back of the military helicopter. In mere moments he found himself opening the secure data line in his laptop. In another mere moment, other members of the council were on screen before the helicopter even began to lift from the roof.

"Damnit, I need answers!" roared the general on the other end as the helicopter lift from the roof and flew north - towards the emergency council location - pre-secured by memebrs of the Special Forces. Ion Ponta knew the stakes at the moment were high, already he could see pillowing smoke from burning vehicles as the helicopter flew over Ferrum - the local police forces were trying their hardest to contain the raging riots.

Should the emergency council fall, the military would have no qualms about eliminating the foreign threats to Tekeristan stability. Under the rights of national defense, such a treaty would be rendered null no matter who's signature was on it.

"By god there are riots in the streets, there is no way to run the country, and Cardulan has directly harmed Tekeristan's stability, security, & sovereignty! The treaty they are choking us by has absolutely no legitimacy now in the face of the right of national security, stability, & sovereignty! They have suppressed free speech, they have ruined operations with their arrogance, and they will absolutely not cooperate!" The general yelled through the contained room, sitting firmly in his seat. The other members of the council sat quietly. Ion Ponta was rubbing his scalp, but he sat up.

"General, there is no denying that they have overstepped their position, but we are trying our best to work with Caracasus to try and fix this situation! Cardulan has overste-!"

"And just how long is that going to take, Mr. Prime. Minister?" The general pointed. "Who is going to run the country tomorrow? After the riots? And by god Cardulan has over stepped! They have doomed our nations structure! You know that Caracasus is INFAMOUSLY slow and indecisive in their decisions, and this is a problem that needs a solution NOW!" he hit his fist down. Ion Ponta swallowed his words.

"The fact is that the civilian government, thanks to Cardulan, is entirely unable to, at the moment, rectify the situation! By the rules of the Tekeristan Army, it is our duty to ensure the sovreingty, stability, & security of Tekeristan! Yet you want to pursue peace with people who have absolutely no desire to?! We need to declare martial law, it is the only way!"

Ion Ponta raised his voice. "We are not declaring martial law just yet, we still have promising leads from Caracasus! The situation is still salvagable commander, & there is the THINEST of chances that Cardulan will change! We have the Gendarmerie units moving on the prisons to assist the guards in freeing the political detainees, we must at least allow them some time to see what fruits!"

The General sat back in his seat, reaching up to whip his brow as he cooled. "Of course, Prime Minister. You do know tha.."

"Yes, I do know." Ion cut in. "If they fail, you have full authority on the situation to free them. I don't care how you do it, general, we simply need to re-obtain the reigns of our country."

Joseph was expecting some information from the prime minister of Significance as he watched the man walk up to the podium. He sat down and watched the live feed as the man prepared to speak. Joseph watched instead, in horror, as the man's head almost exploded and his lifeless body slumped to the floor. The feed was suddenly interrupted by a message that said the feed was experiencing technical difficulties. Joseph just stared at the screen, the gravity of the situation overwhelming him. He was surprised to see the message change as the message flickered at first, and soon quickly changed to the message "HE HAS RETURNED". Joseph felt the hairs on the back of his neck raise. He was filled with multiple questions as he slowly shut the computer screen. Who was he? What did it mean that he "had returned?" What did this mean for the future? He guessed that he would have to wait and see what he would receive over the next few hours.

3 hours later

Joseph watched while the official that brought in the encrypted letters from Cardulan earlier returned with several letters. He handed them over and left the room as Joseph went over the letters. He immediately noticed the letter from Significance. He decided to keep that for last. He went on to the letter from Cardulan. After reading it over, he felt pleased with the response and decided that he would form a response after reading the other letter. He quickly looked over the envelope and noted some of the stranger markings on the envelope. He slowly opened the envelope and took the note out and began reading. As he finished, he began to feel nauseous as his mind replayed the scene that he had seen earlier and his mind couldn't stop think about his own near death experience...

The man parked the car on the side of the street and turned to face Joseph. "I can take you the rest of the way. It is not that big of a problem." Joseph looked at the man and shook his head no. "That is alright, I need to stretch out my legs and whatnot, I will just walk from here." Joseph smiled at the man and opened the door to the cab. "How much do I owe you?" The man turned to look at the miles. "Well, we drove around 150 miles, and I charge around a dollar a mile, plus miscellaneous fees, it would be around 200 dollars. Joseph reached into his pocket and grabbed 500 dollars and handed it to the man. "Thanks for your help today. Please be safe on your journey back." And before the man could say anything to him, Joseph got out of the car, grabbed his luggage from the trunk of the taxi, and began to walk toward the guards and the hotel as the taxi drove back toward the city of Tarbad. As Joseph slowly made his way through the snow toward the row of guards that stood in front of the hotel, he couldn't help but look around at how nice the street looked around him and compare it to the areas that he had seen on his way here. He looked around at the pristine shop facades and, of course, who could forget the hotel itself. The hotel looked like something out of a glamorous movie scene and looked even more out of place here on the street, where it was the largest and tallest building on the block, possibly even in the city. He looked around in wonder and continued until he reached the guards. He quickly got out his papers and began to hand them to the man. "No need to hand me those, the only person that I know that is dumb enough to drive into a war zone in a taxi cab is someone who has never been in a war. You must be Mr. Watters." The man kept a blank stare on his face. Joseph suddenly felt uncomfortable as he shook his head yes. "I presume you still have no weapons on you?" Joseph shook his head no and the man continued. The man shook his head in disbelief, "You must have some sort of death sentence not coming with a gun in a taxi cab driven by someone who you don't know. He could have killed you. Anyway, welcome to Renabourg, we hope you enjoy your visit." It was as the man said this that a loud pop was heard and the ground by Joseph's feet flew into the air and into his eyes. Instinctively, Joseph flew to the ground and felt somebody else putting pressure on him. The place seemed to be a buzz with movement as the guards went searching for whoever had shot at him. Joseph quickly got back on his feet and began to look in the direction of the way that the shot had been fired to see for a split second someone walking away from his direction.

Joseph slowly sat down and picked up the phone and dialed the number to some of his closest political advisors and hopefully someone from Caracasus who could give him some sort of direction as to how to deal with this situation.

Ferrum, Tekeristan

The police were on high alert, as was the Watersvillian Embassy as the ambassador Heather Fink looked out across the city that was usually peaceful, but was most definitely not tonight. The other staff at the embassy had asked, and had been given permission, to spend the night, Heather knowing full well that the streets were probably blocked and it would be virtually impossible to even get out of the embassy without running into some sort of crowd. Heather had released, as she had been trained to do, that the embassy was under heightened security. What she had not expected, however, was the alarm to begin to go off. She looked down at her computer screen. She clicked on an icon in her laptop. She read a notification that appeared on her screen as the program she had clicked continued to boot up. "Security breech in sector 2A - Notifying authorities." As the program continued to load, another box popped up. "Security breech in Sector 4 - Notifying authorities". She thought about the nearest security. On a good night, it would take them 10 to fifteen minutes to get here, but with what was going on outside, she wouldn't have been surprised if it would have taken them 30 minutes to arrive. Finally the program popped up, showing the security footage. No doubt someone at WCIA had been informed of their predicament and was also watching the cameras. She watched, anxiety rushing through her as she noted at least four individuals in two different locations walking through the embassy. She slowly and quietly walked over and grabbed the closest sturdy object nearby, which happened to be a autographed baseball bat that she had received the last time she was in Watersville had been given this bat to commemorate her, along with several other diplomats, as they prepared to become diplomats for Watersville. As her hand touched the bat and picked it up, the power first flickered, then went out completely. Immediately, the cameras went dark and came back on. Battery backup was doing it's part. She rushed over to her desk and took stock of where the intruders were. She had 120 seconds to memorize where they were before battery backup would cease. She picked up the phone and dialed the number of the Caracasusian embassy, which was right down the street. The phone rang once. Twice. She became worried as each passing second passed. The men had now come together. She could see the secretary being dragged forcefully toward a room. Another camera caught the lifeless body of the translator, whom she knew would not go down without a fight. She noted the four now coming up the stairs. The answering machine came on. "Hello, you have reached the Caracasusian Embassy in Ferrum, Tekeristan. No one is available, so please leave a message after the tone, and we will get back to you shortly. Thanks." After the beep, she looked at the footage and noted that the men were coming closer. She had thirty seconds before the back up power would come back on. She quickly and silently spoke.

"This is Heather Fink, ambassador to Tekeristan from Watersville. I have four intruders inside the Watersvillian Embassy, and I don't think the police will make it in time. If you get this message within the next 5 minutes, I may still be here, but I don't know how long I can stand up against them." *The sound of banging in the background* "They are coming. Please tell my family that I love them and not to miss me if I die." *Another loud thump followed by a commotion sounding like an altercation for several seconds, and then silence for a second before a dial tone.*

Heather put down the phone after saying she loved her family as she put the bat up into striking position. The first man who barged into the room bolted at her as she brought the bat down onto him, causing him to stagger for a moment. The second man came in and slammed her against a table causing the contents of the table, including a vase and the phone, to spill onto the ground. She began hitting the man in the face with the bat still in her hand, but it didn't seem to do any good. Soon they caused her to go unconscious as they took her out of the house, placed her in a van and drove off, but not before setting the complex on fire. Police arrived on scene 35 minutes after the call had been placed to find the place engulfed in flames. The fire department quickly got the flames under control before police entered the building to find two bodies and the ambassador missing.

The revolution in Flauc is one of the most glorious events the nations of the world have witnessed in the recent past. The military succeeded in executing the will of the people and to enforce law and order again. Those who support democracy, the rule of law and transparency have no right to protest against the revolution. In some nations the military is above the law. Not so in Flauc! The military is obliged to defend the law against all enemies, foreign and domestic. Even if these enemies are gathered in the acting government. This brave act of fulfilling one's duty should be praised by the nations that oppose tyranny.

In other world news, the situation in Tekeristan is causing me some concerns. The recent evidence collected by Caracasus and Cardulan against the current government of Tekeristan is worrying. The facts that were made public by Cardulan speak for themselves. I believe that there should be no second chance for Tekeristan to trigger another war. The official claims that the PDM is acting independently are implausible. If indeed the monopoly of violence is slipping out of the government's hands the international community should not hesitate and send peace keepers to Tekeristan to help the reckless and aggressive (yet elected) government to remain in power for the time of Tekeristan's transition towards a lawful state.

It is my right to warn Tekeristan not to violate international law again. If Ferrum decides to break their word again no nation will ever sign a treaty with Tekeristan in the future. You have the choice between banditry and civilization. If you decide to step further away from the nations that support you the consequences are on you. As the old proverb goes: You can't save a man from drowning if the does not want to be saved.

Parsho - Venus' Palace

Shahbaz was not so different from the other women of her age and social standing. She was well educated, intelligent and yet naive. Naive in the sense that she still did believe in the good of mankind. To those with prejudice and no knowledge of Islam her deeply religious personality might come as a contradiction to her believes in tolerance and her hopes for world peace. The world had to be in balance to be at peace. In a way she felt guilty, spying for an enemy nation and betraying Balagan.

She thought about her situation as she drove towards her gym. The driving was done by the fully automated car her father allowed her to own. She often fantasized about riding a fossil fuel driven motorcycle through the streets of Parsoh, dressed in tight leather, brandishing a shiny handgun...she definitely had a couple of spy novels too much in the recent past. Her father was in a difficult position as well. Deeply conservative he was under constant observation. He was keen to appear as a 'moderate' to Colonel Shala's Republican Guard. Not only did he allow his daughters to attend various universities in Balagan, he die allow her to accept this prestigious and interesting position in a nation as strange and far away as Parsoh.

The 'women only' Venus' Palace was a great place for dancing lessons. She stopped thinking about these problems as the car drove itself onto the parking lot of the gym. Taking dancing lessons was on the edge of being 'unlawful' for an unmarried woman. To an extend she enjoyed the thought of acting unlawful, and the idea that the name Venus' Palace sounded much more than that of a house of ill repute than that of a gym. A place, she thought, much more suitable for the meetings of secret agents.

Shahbaz had collected a lot of new information for her handler. She could not estimate the value of most of the data. Recently she often thought about fabricating her own information, to appear more interesting her handlers and to give her additional excuses to contact them. It was always great to talk to them and she felt important. She was a lot more confident now that she owned a Cardulanian Stryder Automatic complete with silencer, extended magazine, laser sight and the iconic Blackshadow handgrips. She blushed when she remembered the man in the gun store asking her whether she was a super spy. She was too surprised by this obvious question to come up with a witty reply. She loved the Blackshadow movies and she really admired the lead actress and the character. The man was simply joking and she did put way too much afford in her denial. She should avoid mistakes like that in the future.

The security guards of the Trade Mission had stopped following her to the gym. She was proud about the fact that she managed to fool them, even though she did consider pride a sin. As always she was hoping to meet Orlena Mortic, the martial arts instructor. If she would become friends with kuffirs she would most likely try to become Orlena's friend. It was always fun to listen to the stories she made up about being an assassin and enforcer for the Mortic clan. She even offered Shahbaz a 25% on her first hit, if she ever needed someone removed. Orlena also had an seemingly endless supply of 'happy pills'. Pills that were very helpful to Shahbaz. If used carefully and responsibly they could be used to control emotions like courage, lust, rage or despair in both directions. With the help of these pills it was easy to become the person she loved to be. Modest, focused, calculating, yet daring and brave. She did even loos a few pounds by forcing her occasional lust for desserts to disappear.

Today she was especially careful. She checked twice for agents tailing her and she did even put on her data-glasses for additional security. The facial-recognition software helped her to instantly identify everyone with a publicly accessible social networks entry. She prepared for her dancing class and acted as normal and relaxed as possible. The information she did pass on this time was perhaps the most valuable so far.

Balagan was going to blame all the bad blood between them and Flauc on the corruption of the old regime. She had a provisional draft of Balagan's stand at the summit in Flauc. As Khassim's personal assistant she had seen the draft before he had a look at it. For reasons she did not understand Balagan was going to support Carosi. She could understand why the Colonel would support Parsoh. Parsoh meant influence, income and naval bases, but Carosi? Balagan would also try to enter a treaty with Cardulan and Flauc. To secure their own sphere of influence they would accept that of Flauc and recognize the Alvares government and the current borders. More, and more sophisticated, nuclear arms were going to be send to Parsoh, with the city state's armed forces having partial access to these weapons. A fact that all the spy fiction aside, helped her to remember why she did become a traitor in the first place. Parsoh would sell everything to everybody. Allowing them to increase their nuclear arsenal was not a very good idea. She kept the most important part for the very end of the meeting. She had spend hours in front of the mirror preparing for the great moment, trying various facial expressions and sports outfits while quoting lines from Blackshadow. She really looked like a super spy when she finally explained to her handler that Jarthos was alive and well. She had his location, a list of his contacts and a number of suspects of who Balagan's intelligence agents thought that they were in support of Jarthos. There were enough photos to show that he indeed was alive. Whether or not he was receiving aid from the Slakonian mob in Tekeristan as the agency suspected could not be verified by her.




Parsho - Stadium

Khassim was sweating again. He was always sweating. Parsoh was hot and so was Balagan but Parsoh was also humid, forcing him to sweat whenever he left the climate controlled areas.

Jatti had won the elections with a land-slide victory and he owed that to him. Khassim himself was getting tired of the Mortic's ever repeating threats. To him the aging leadership and the refusal of modernization of the crime family was the reason behind its ever increasing failures. When there was a time for bribery and tempering with electronic systems the Mortic family did rely on brute force. When there was a time for politics and dirty tricks the Mortic family did come up with a better idea: brute force. When finesse and surgical precision were needed in an assassination the Mortics used brute force instead. And yet, they came to him looking for someone to solve their problems.

"You want a way out of this mess? You want to compete with the best? He thought."That's easy. Just shoot your senile capo and you will be on top again."

He watched his team crushing to the enemy lines like tanks. His money was well invested. At least something was going to his liking.

"We both know what's going on, Sir." He said, looking somewhat distracted. "You have endorsed the future and I hope that you will remain loyal to the cause. We both know what was going on in a certain hotel in some impoverished backwater hellhole. I only wish you would have come to me with the information about the resident."




Flauc

It was the first time in Flauc for Özcan Demirtaş. He was confident that some kind of agreement could be reached between the empire and the republic. All of those present at the summit had a common goal. To contain Caracasus' revolution and prevent Malsti from increasing its influence. Menthi had become stable and even successful to some extend. Alvarez had united the nation and he did chased the communists back to Caracasus. Menthi would always depend on Parsoh and so would Flauc if they would wish to continue their occupation. If the talks would move in the right direction he would be able to use his power to influence Parsoh. Balagan did not control the city state and the politics there were even more complicated than those of Caracasus but Balagan had some influence over some of the local strong men.

"The situation on the Iberis Peninsular is more stable than it has ever been in the past few months. Mostly to the tireless work of General Alvarez and his men. The Zaria rebellion is of some concern to us but right now this rebellion has not been very violent. In my opinion the best, cheapest and fastest way to solve the conflicts on the peninsular would be a mutual recognition of the current status."

A detailed map of the current borders of the peninsular is projected on the table as Demirtaş moves his fingers along the current borders.

"If Menthi accepts Parsoh's borders and those of Carosi we are able to help Alvarez to gain international recognition and financial support form Parsoh. With a bit of luck all of the anti-communist nations on Iberis can enter a mutual defense treaty. That way it would be possible to fortify the peninsular and make it a fortress against communism."

The day was going on just like any other day. Twelve embassy's were to, over the course of the day, test their security systems. The agents were not told which ones, however, and over the course of the day, eleven had done just this, and only one remained. The agents sat around, discussing the days tests thus far. Suddenly, the computers went nuts. Two calls came in simultaneously, one from the embassy in the nation of Caracasus and the other in Tekeristan. The agents quickly got to work. Soon the security cameras in each of the embassies were projected. The phones were tapped to ensure that if the delegates tried to make a call out, they would be able to hear if it was in distress. It didn't take very long, however, to figure out that the situation in Tekeristan was the emergancy call. They watched as one of the Embassy workers was mortally wounded by a weapon of some sort. The other worker was taken to the basement, where she was tied up. They watched the group go up the stairs, and they listened to the phone conversation as the group took her out until the backup battery went out and the security camera footage went blank. The office became abuzz with movement as everyone got to work.

Posters common all over Menthi. A different version says "VOTA POR UNIDAD NACIONAL"



Posters were hanged around all of Menthi. Glued on the walls by members of the National Unity Party, many of these posters were designed to make a quick point or to make sure the illiterate can understand what it means. The main point was to vote for either Alvarez or the National Unity Party. Since both "Alvarez" and "Unidad Nacional" were on the ballots, the illiterate could recognize the words when he would go to the voting stations. If those who could read wanted to, they could take the small pieces of paper from boxes next to polling stations which explained the manifesto of the National Unity Party.

The paint and paper for the posters were bought by the money that Flaucese companies donated to the business friendly party, which in fact, was a huge sum. Larger posters were glued onto buildings and important public & gathering areas. It was clear that the other parties had funding problems and asked citizens for donations for their campaigns.

Men and women, namely supporters of the National Unity Party, stood on the streets and handed out pieces of paper to people passing by. Some gestured with their hands that they did not want the papers, while some said they didn't want the papers, or that they had already voted. Advertisements were put on television so whoever had a TV would know that he "needs to vote for Alvarez."

The National Unity Party had a 'head-start' - Alvarez had already done something and proven to Menthi that he is a good leader. However, concerns among the party were that some could be dissatisfied with the recent laws against the Zaria, as well as the mandatory draft which might have upset some pacifists. While Flauc had a mandatory draft as well, Flauc was at peace time and conditions were much better. The recent deployments to Menthi were seen as something honorable, protecting the allies of Flauc from 'imperialists' and 'communist dogs'. Alvarez also did good things - he gave the Menthian economy a head start and restored order to Menthi. People began being paid for work, either with food or money, and could see a future that wasn't scarred by poverty.

While elections were in full blaze in Menthi, people at home were already talking about elections. General Maezawa promised elections and was appointed as temporary Prime Minister by the Emperor, but the questions were when the elections would occur. When asked, Maezawa said that they would occur either in the end of August or early or mid September.

SARUWA


After the propositions were made by the mysterious man from Significance. Someone carried in a TV as the man requested. Looking at it and switching to Significance TV, he watched as Gortos stepped on the podium. Being relatively calm, the delegate whizzed up out of his chair a little bit after the sudden shot rang and the head of Gortos seemed to be gone. After that, multiple screams overlaid each other as people ran away, pushing the cameraman. Soon after, the broadcast was interrupted.

Looking up at the mysterious man, the Flaucese man began speaking.

"Flaucese prefer to do stuff silent. You just shot a Prime Minister in the public, do you realize you won't be liked if you take power? Due to the recent.. problems with relations with Flauc and Significance, what we want - allied Significance or neutral Significance, is for Significance to stay out of the Iberis Peninsula. Flauc needs no help, although an neutral or allied Significance that doesn't interfere with our work would be good. Tell you what, my adviser will speak to you. He will take you to another room which is secure. There, you will tell him what exactly you want from us. While we would like a neutral Significance, we can't exactly applaud or commend the death of a Prime Minister."

The man in black clothes nodded and was taken away to another room.

Soon later, delegates arrived from Balagan. Cardulanian delegates didn't arrive yet, but the proposal of the Balagani man was quite interesting. While transferring the peninsula into an anti-communist powerhouse would be favorable and would certainly be good for Flauc since Flauc's main concern was eliminating communism, the Flaucese delegate was quite saddened to hear that Balagan wants the current borders to stay.

The Balagani delegate stopped speaking and after that, the Flaucese delegate gave a response.

"While this is a handsome proposal, we have a problem with recognizing the current borders. Do you think a country just gives away land for free? We know that Carosi occupied the territory for the Zaria, so we have a compromise. Sadly, Carosi and Parsoh decided not to attend this meeting. This compromise is that the Zaria are expelled to Carosi, since they have better ties with Carosi than Menthi, and Menthi gets it's old territories back. This is our first proposal."

"Our next one is that Carosi might want a border with Parsoh and wants the Zaria people. This can also be compromised, but Carosi will sacrifice a city of it's own. Land doesn't go for free, you know. Carosi will give the city of Jagus to Menthi and the new border would be as before, but Carosi would keep it's stretch of land from Carosi to the border of Parsoh, and would secede Jagus to Menthi and a strip of land next to the new border so Jagus isn't an enclave. The Zaria would be sent to Carosi and Carosi could keep it's border with Parsoh."

"I can't imagine another proposal. If you have another idea for the new territories of Menthi, then say so. We won't just give away the land of our allies. You see, Carosi is quite an aggressive nation. They used chemical weapons on Menthi before. We aren't going to let them be so close to the cities of Menthi, and we also aren't inclined to let them grab the historical lands of Menthi without some sort of compromise."



FERRUM


The riots had engulfed the capital city in flames. Looters had a field day - due to the slow response by the police because of the riots and large crowds, they could break in houses or shopping buildings and steal whatever they wanted without any precautions except a mask or hoodie.

With the riots continued with no end in sight, the Flaucese Embassy was in great danger. Next to the center of Ferrum, the area around the embassy was a gathering of many rioters and protesters. Since Cardulan had no embassy in Ferrum or Tekeristan at all, all of the violence was aimed at the Flaucese Embassy. Flauc was an ally of Cardulan for years and supported all of it's rulings, albeit with some disagreements at times.

Before the riots, a relatively minor anti-Flauc protest was held in front of the embassy, demanding Flauc leave Tekeristan alone and condemn the investigations. When the riots began, everyone who had the interest of following the law left. Since it was a riot, people were subject to police action. Because this was the epicenter of the riot and riots were in other parts of the cities, it would take time before the police could get their hands on the riot in the center.

The public ultimatum enraged the large crowds of Tekeristanis, some people in the crowds belonging to the People's Defense Militia. Large crowds, filled with nationalistic sentiment and communist views, screamed in anger at Flauc. Due to the anti-communist stance in Flauc, the anger was even larger. The People's Defense Militia also participated in these acts of aggression.

The Embassy security did not do much, until multiple shots rang from the crowd - directed at the embassy, possibly from the most extreme and violent parts of the People's Defense Militia. Staff was already taken to a safe area, and one security guard was monitoring the cameras, while two were on the roof and two were guarding the main entrance. The gunshots were the last straw, and the guards were already out of patience. The gates were closed to prevent anyone from breaking in, but some still managed to throw multiple items towards the embassy in anger.

Gunshots were fired in the air by the embassy guards - warning shots. Soon after this, most of the crowd dispersed and ran away, thinking they would be shot soon. Some still stood against their fears, but the biggest dangers were now gone. If another large, violent crowd would assemble, then warning shots would be fired again for the safety of the embassy.

With the flow of news from Ferrum - Nanjiwa continuing, the Maezawa government were now considering withdrawing the embassy if the riots would not end.


FLAUCESE EMBASSY IN FERRUM ATTACKED

Reports have come from the Flaucese Embassy staff in Ferrum that an attack was witnessed during last nights riots in Ferrum. Eye-witnesses state that gunshots were fired towards the embassy, until the security fired warning shots in the air to disperse the crowds of rioters and protesters. The security guards say that the attackers were most likely part of the People's Defense Militia, a paramilitary group that is, at the moment, is said to be funded by the Tekeristani government so they can order people to attack nations that do not bow to Tekeristan without directly implicating the Tekeristani government.

While the government of Tekeristan has issued an order of cease & desist to the People's Defense Militia, many still believe that the government of Tekeristan has allowed the organization to work underground and still funds it, albeit secretly, and has only banned it to make it seem like it has been dissolved.

Due to the recent attack, the Maezawa government is considering to withdraw the Flaucese embassy from Tekeristan to protect the Flaucese staff and security currently residing inside it.
