IC: Things to do in Caracasus before you die. (MT/PMT - Dip)

Rules
1) This is primarily diplomatic. There will be some warfare, but generally speaking no 1 million strong armies.
2) I am OP for this.
3) Longer, fewer and more developed posts are preferred over lists of troop numbers or one-sentence replies.
4) No nukes (unless it’s a really important plot device)
5) Work things out in OOC if there’s an issue, or TG.
Clarifications:
6) Please discuss first before taking definate military action such as invasion on the OOC thread. I'll give it the go-ahead if it fits.
7) The Peninsula is fairly small, and a lot of it is pretty inhospitable. Your best military strategists claim that it'd be impossible to land and support more than 30,000 troops.
8) Once you're in, you're in. Retconning will be allowed only in the most extraordinary of circumstances - and only for the last post made. Breaking this rule will result in darkly hilarious consequences for any of your people left on the peninsula.

Introduction

At approximately 15:45, a series of events laid in motion decades ago have culminated in a military stand-off between Caracasusian forces in the Quoris province and mercenaries from Parsoh. Parsoh has recently shifted from a generally belligerent stance towards its neighbours on the Iberis Peninsula to one of outright hostility – claiming sovereignty of large amounts of territory within disputed regions that make up the peninsula bordering Caracasus’s Quoris Province: Menthi, Carsoi and Malsti.

Caracasusian troops intervened after a Parsoh mercenary troop entered the Quoris province, briefly, to attempt the capture of several trucks fleeing the conflict in Menthi. Parsoh has issued a blanket statement that denies any wrongdoing on its part, citing that its troops were unaware of the precise location of the Caracasusian/Menthi border and were in pursuit of wanted criminals.

After a brief, but tense standoff, the Parsohian mercenary company departed back into Menthi. The trucks they claim to have been pursuing have not been heard from.

Lead-up to current tensions – the past three weeks

Parsoh mercenary groups have begun seizing control of railways, demolishing bridges and capturing harvests from nearby Menthi after Menthi refused a trade deal between the two. Menthi’s comparatively weak armed forces have retreated to the three major cities of Jarka, Peni and Karthos and have dug in, leaving most of the country to fend for itself.

Carsoi, Parsoh’s western neighbour has taken the opportunity to seize territory from Menthi along its easternmost border that has been the subject of dispute between the Menthi and Carsoi for decades. Guerrilla soldiers and battalions of Menthi’s army cut off from the general retreat have begun to fight back against Carsoian soldiers.

Malsti, the westernmost province has appealed to Caracasus for aid and reinforced its own borders following a tense naval standoff between Malstian ships and Parsoh. At present, Malsti is still at peace with Carsoi, Menthi and Parsoh.

Overview

The Iberis Peninsula
The Iberis Peninsula has been home to countless despots and tyrants of various types over the last century. Caracasus has close ties to this region, it too underwent a series of significantly less successful and beneficial revolutions than Caracasus's against governments similarly created by the foreign power that previously ruled vast areas of Caracasus through a proxy government. Caracasus has felt somewhat responsible and popular support seems to overlook some of the worst of the regimes in the Iberis Peninsula in support of a common revolutionary background.
The four main states within the peninsula are as follows:

Parsoh

Parsoh is a corrupt and crumbling highly nationalistic city state occupying the tip of the peninsula. In spite of endemic corruption, Parsoh remains powerful and capable as a nation due to its position. Several major trade networks intersect its territorial waters, and it proves a natural point of trade for large areas of the continent.

Parsoh boasts a strong navy, and a relatively powerful military (the second largely mercenary in nature). It is an authoritarian state under the rule of President Jarthos. The citizens of Parsoh are either wealthy traders and businessmen – the elite who can afford Parsoh’s extortionate Upstanding Citizen levy, militia members or members of the armed forces or the poor. The regime turns a blind eye to various infractions of national and international law provided the perpetrators are not acting against the greater interests of the city.

Whilst always belligerent towards its neighbours, Parsoh has recently translated this belligerence into force – seizing territory from a neighbouring state.

Menthi

Menthi is the poorest of the four powers on the peninsula, forming a narrow strip of sparsely populated land separating Parsoh from Caracasus, Carosi and Malsti. Mostly mountainous, with small areas of lowlands primarily comprised of salt marshes, Menthi has three cities. Jarka, Peni and Karthos. Menthi has a democratic government of sorts, but after decades of open and covert warfare against its neighbours Carosi and Parsoh, relies heavily on Caracasus and other nations for aid.

Carosi
Carosi is ruled by self-titled Emperor Mardock III. Mardock himself was elected president of Carosi several decades previously. Within five years he managed to establish himself as Emperor and protected his rule with a large, ruthless army.

There is little distinction in Carosi between the military and police, or indeed between either groups and priests of Mardock’s personal religion – a strange mix of paganistic ritual and new-age symbolism that demands buildings in Carosi are constructed on leylines and that the armed forces consult the stars before engaging in warfare.

Mardock’s rule and decrees have become less and less legible as the years have progressed, as have his personal appearances – leaving some to speculate as to his health.

Malsti

Perhaps the most stable state in the area, Malsti benefits greatly through exchange with Caracasus. Malsti’s government remains wary of Carosi, and devotes funds to its armed forces as a precautionary measure. Treaties exist between the two states, with sentiment between Quoris province and Malsti being that Malsti may well become part of the United Socialist States of Caracasus at some point in the future.

Caracasusian troops in border clash with Parsoh soldiers!

Parsoh mercenary forces crossed into Quoris province in pursuit of unknown suspects fleeing Parsoh justice in the early hours of this morning.
At present, it is understood that no shots were fired between Caracasusian and Parsohian soldiers. The Parsohian diplomat to Caracasus, Lord Wainthrigh, issued the following statement this morning:

”Parsoh apologises for the error our soldiers made in pursuing wanted terrorists across international borders. The Parsohian forces in question suffered a malfunction with their radio equipment, and were therefore not alerted in time to divert their course from the Caracasusian border. Thankfully, the commanders of both Caracasus and Parsoh were able to resolve this mistake and rectify it promptly, without undue loss of life or property. We would ask that Caracasus, on apprehension of these terror suspects wanted in connection with several bombings across Parsoh, extradite them to Parsoh were they may….


The man put down his tablet. The news story was brief – impersonal. The Caracasusian Broadcasting Commune really had little fact to work on, and could broadly be trusted not to speculate too wildly. Other media communes, The Laughing Elephant in particular would have a lot more to say, most of it no doubt derogatory. The man sighed and finished his chilled mango juice.

The Night of falling stars on the water commune, Quoris City’s largest eatery spilled out chaotically into the paved street, metal dining furniture stacked haphazardly like modern art, not needed until the breakfast rush. In smaller towns, each commune had its own chef, its own supply of food taken from IndTrad. In larger cities, where time and space were more precious, specialisation ruled. The mango juice was rather good, as was the almond and fig stuffed pastry. It annoyed the man somewhat. He could take a mango juice and almond and fig pastry from any eatery run by Night of falling stars on the water and it would be rather good. Something was lost in this, unimportant perhaps, but lost nonetheless. Recording his breakfast on his ident card he strolled down the street.

As an agent of International Observations, the man recognised the most important part of the news story. It was not the blatant disregard for international borders dressed up as an equipment malfunction that would no doubt have the more nationalistic among Caracasus calling for a stronger armed response. It was not the tense standoff between Caracasusian soldiers and Parsoh mercenaries. It was the escaped “terrorists”. Three small panel trucks had fled, speeding through tiny backroads in the jungle into Caracasus, mercenaries in hot pursuit.

One of the men in the truck had sent a message. It was one word – Help. An unremarkable message, except that it was encoded with the cryptogram used solely by Caracasusian Intelligence Assets in Parsoh.

Just a week before, almost every Intelligence Asset in Parsoh had disappeared.

Declaration from the senate

Declaration of new national borders

Parsoh hereby formally enforces its territorial borders as defined by the senate of Parsoh declaration of 1934. Following the collapse of De Facto governance in the region referred to within the Treaty of Quoris City as Menthi, the Parsoh Senate declares the treaty no longer binding as detailed under the following article:

Article 245 (iii) – Menthi shall remain a separate, self-governed state autonomous from Parsoh.

Menthi has been supported, following a three year drought, by Caracasusian aid. As such, Parsoh no longer recognises Menthi as a separate, self-governed autonomous state capable of acting without outside interference. The senate will act within the national interests of Parsoh to ensure that Parsoh can procure the food required to avoid the collapse of Parsoh.

“With reports coming in today. What is left of Menthi’s government has sadly refused to accept the very generous terms of surrender offered by Parsoh High Command. Parsoh troops have successfully captured the northernmost part of Menthi. Our brave troops have been welcomed in every village and town as saviours, bringing with them the stability and order so desperately lacking within Menthi these past few years.

The remnants of Menthi’s armed forces have retreated en masse to Menthi’s cities. High Command has predicted a “short, sharp military engagement” and “surrender by Menthi within a month”. Already, citizens of Menthi are lining up to take their part in Parsoh’s future – eager to pay the Outstanding Citizen Levy and receive the honours, privileges and voting rights that such a lofty position entails.

Parsoh Senate will be auctioning off administrative rights to newly acquired territories at noon today. Prospective groups are invited to the Senate where the auction process will be conducted.”

Following recent aggressive acts by the government of Parsoh, the government of Sweden officially condemn the nation of Parsoh for their barbaric & aggressive attack on the independence of Menthi.

We stay committed to the nation of Menthi and are ready to send aid in-case of total war between the two nations. The Kingdom of Sweden thus officially condemns Parsoh and limit trade with Parsoh.

What we are seeing now seems like an re-birth of a dictatorship that seeks to expand it's influence by aggression and war. We invite the government of Parsoh to evaluate their actions and to come to a peaceful conclusion.

Following recent actions by the Parsoh government, and the various organizations under its helm, on the Iberis peninsula, specifically involving the sovereign nation of Menthi, and the disappearance of Tekeri cargo freighter #221 after a brief S.O.S signal, has brought into question the future actions of the Republic of Parsoh and the safety of the Tekeri trade fleet enroute to the nearby nation of Caracasus.

The recent incursion of Parsoh forces into Menthi has alone been deemed inappropriate, however the actions of the past 3 weeks have been outright unacceptable, with acts of outright sabotage on civilian infrastructure, and the capture and destruction of vital agricultural elements in Menthi. Should such acts continue, our nation will be forced to cut ties.

The disappearance of the Tekeri cargo freighter #221 near Parsoh waters is also simply unacceptable. Should no investigative actions, with Tekeri oversight, are taken the Republic of Tekeristan will be forced to arm or escort any future freighting through Parsoh waters. Should any more Tekeristani ships disappear, be harmed, boarded, or request a confirmed S.O.S we will be forced to protect our elements by any means necessary.

We request investigation of the disappearance of cargo freighter #221 and its missing crew to begin immediately.

The Republic of Tekeristan hopes for an avoidance of any short-term and long term conflict, and hope for prosperous futures for all our nations. We also request the exchanging of envoys for potential negotiations and business establishment in Ferrum, Tekeristan.

The forces and nature of this Republic, acting in accordance with the philosophy of the Coalition of Sovereign Nations, commends and denotes respect to all fellow nations currently involved in this conflict. Despite the vast distance that may separate the Republic from the shores of Caracasus and Parsoh, recent affairs in your respective lands has garnered world-wide attention. Tensions and fears remain high on all sides and yet conflict need not escalate.

In an effort to establish closer ties with the belligerent parties of this possible crisis, the Republic humbly offers it services as a "middle-ground-man" between the involved parties and would like permission to send a single military/civil attaché, and accompanying guard and administrative contingent, to each of the addressed nations. Parsoh Senate chambers

President Jarthos sits with his advisors, military men and women for the most part. Uniforms are in abundance – the Parsoh colours of mottled bronze and green. President Jarthos himself sits, slumped in a leather, high backed chair. His General’s uniform, cut to a trimmer figure hangs from him in places, is stretched in others where the ravages of age and excess have taken their toll. His sallow, heavy jaw rough with gray stubble. Deep, inky black eyes heavy set in creases. On occasion, when he becomes interested in something and leans forward, you can just about make out the shadow of the virile, handsome and charismatic general who seized power all those years ago.

“The auctions are going remarkably well” A junior minister flicks through a projected slide. “Already the Broken Knife Syndicate and the Mortic Family have expressed interests in purchasing administrative rights to the newly acquired territories.”

Appreciative murmurs all round. The Upstanding Citizen Levy that Menthi farmers had paid, mostly in foodstuffs and some in jewellery and bonds, would swell the coffers of Parsoh for quite a while, and most importantly, ensure that Parsoh remained fed.

An advisor, the newest addition to President Jarthos’ inner circle laughed. A choking, rasping sound. He lent forward, breathing deeply on the oxygen tank he carried by his feet. His voice harsh, rasping.

“These groups are sharks.” Silence filled the room as the man coughed, gaining his breath he spoke again. “Rabid dogs. President, you must be prepared. Keep these animals on a short leash. You may have won territory by force, but you’ll never hold it if these sharks are given full reign of the territories.”

The President nodded, smiling slightly. The junior minister in charge of the rather boring slides depicting rather interesting abuses of human rights spluttered. “The Parsohian army is the strongest in the peninsula! By gods we will hold this territory! What are a bunch of farmers going to do against Parsoh’s finest?”

The new advisor smiled. “Pipe bombs. Garrottes. How many brave Parsohians do you have in the captured territories?” The new advisor studiously ignored the more neutral name the invasion had been given – border redefining. “Do you have enough to watch every farmer, all day, every day? Have you any idea what will happen if you do not handle this with the utmost care? It will escalate. Caracasus will have an excuse. They will invade. Intervene. We cannot risk that, not yet.”

The young man spluttered, indignant. “The Parsohian army will stop them! Our navy! We are a powerful…” Several older generals exchanged uneasy glances across the room.

The new advisor spoke, softer – almost kind. “Son, the worst thing you can do in politics is lie to yourself. Parsoh would not stand a chance against Caracasus. They’re bigger. They’ve got more soldiers and they’ve got better weapons. Never kid yourself. Never think that we’d win – we can’t win – not like that. Caracasus has its weaknesses. Its people do not like ambiguity. They want clear acts of good and evil, no shades of grey. We hide, we hide in ambiguity and we grow.”

President Jarthos had listened intently to the exchange. He nodded. “The Menthi citizens who have paid the Upstanding Citizen Levy will not be harmed. They are to be treated as any Parsohian who has done the same. They will have our respect, for as long as they pay the Levy.” He turned to the junior minister, standing deflated at the table. “Make sure your…. Sharks – your new administrators know that.”

Another voice spoke up. “And those who don’t pay the levy?”

The President shrugged. “They’re stateless. They are not protected.”

Regarding: Missing freighter #221
Sirs,

We have no record of the missing freighter in question. We do understand, however, that Menthi pirates are in operation along the Peninsula. At present, Parsoh is attempting to bring law and order to Menthi, however it is a slow and arduous process.

The Senate recommends that you enlist naval escorts from Parsoh for any freighters that you wish to send through waters previously belonging to Menthi. A very reasonable fee can be worked out between our defence contractors and your merchant navy.

The Senate fears that you have been sadly mislead by the actions within the area previously known as Menthi. Parsoh is merely redefining its borders following the collapse of governance in Menthi. After Menthi governments reneged on trade agreements to provide Parsoh with food, we had little choice but to ensure our economic stability through direct action.

Should the Menthi situation be allowed to continue ungoverned, the Senate feels that more than a few Tekeristani freighters may vanish.

The Parsoh Grand Senate refuses to acknowledge the legitimacy of the claims outlined within your condemnation. Parsoh is acting in the legitimate interests of our nation, and is merely redefining the borders of our state following the collapse of Menthi.

Parsoh is not a dictatorship. President Jarthos and his government have been elected in free and fair elections. Every Parsohian who pays the Upstanding Citizen Levy has had a chance to vote and choose the government of Parsoh.

The Senate warns the Kingdom of Sweden that its vessels may no longer traverse Parsohian territorial waters. Any attempt to do so will be met with force and considered an act of aggression.

To: Hasmer Gamor, Chairmen of the Foreign Relations Department of the Republic of Prumia

We thank you, Chairman, for your correspondence. At present the situation on the peninsula is concerning to us all and we are glad to see that this is recognized by nations as an affair that will have global ramifications.

It is perhaps an understatement that Parsoh has no love for Caracasus. Diplomacy is based on the principle of shared common ground, and there is precious little of that between Caracasus and Parsoh. Current referendums indicate that Caracasus has no wish to stand by and watch as Parsoh expands its borders at the expense of its neighbors though equally Caracasusians have no desire for armed conflict.

The offer of a neutral mediator between us and Parsoh is welcomed. If it is the wish of your diplomats, space within Jevellit Metropolitan District can be made for your diplomats and ambassadors. We would not take it as an insult if you decided against this, however. Perhaps a more neutral meeting space would be more beneficial?

The Empire of Donner Land in this Communique hereby condemns Parsoh for its recent actions. Including: Crossing International Borders with military units, Extortion of populace with "Citizens Levy" and agressive actions twoards other Nations in the Peninsula.

If you do not cease and desist with your actions in the Peninsula we will be forced to take action which may or may not include Military intervention. The Empire of Donner Land will be happy to participate in any talks or diplomatic meetings between Nations concerning this issue to prevent such a thing. But if you pressure us, we will destroy you with extreme prejudice and will not blink even once when your government is destroyed.

We aren't trying to be tough, nor are we arrogant. This is a fact. Do not lie to yourselves or your population that you are an invincible force. This is your first and final warning, do not test us.

To those affected by this Nation. We are sorry for any grief that has been caused throughout this affair and offer our support in anyway in which we can solve this mess without the loss of life or spilling of blood. But if a war begins, we will provide only the best support to our new allies.

Foreign aggression and interruption of national sovereignty
Sirs,

I am overjoyed that another nation has seen sense here. The Senate is glad that your fine republic continues to recognise the importance of national sovereignty in each nations' affairs. At present we have two major concerns that we wish to enlist your help with.

Firstly, we have received a direct military threat from The Empire of Donner Land. Their diplomats have threatened us with warfare unless we change the very constitution of our republic to match theirs. I know that your fine republic will stand firmly behind us on this. They have no right to intervene with our governance, or indeed how we redefine our national borders.

Secondly, Caracasus's continued existence and presence within the Peninsula continues to destabilize our efforts to establish ourselves as an economically independent entity. Their insistence on providing aid and support to our neighbors has escalated the current situation. If Caracasus had not taken it upon themselves to import thousands of tonnes of aid into Menthi, the free market would have been allowed to take its course, and the peoples who reside now in Parsohian territory would not be able to claim what passes for a government in the disputed territories as a sovereign nation. Caracasus's insistence on supporting failing states has led to this position - they are entirely to blame for the collapse of the failed state of Menthi.

We formally request your help and intervention on our behalf with both these matters.

It felt strange. Home. Even in Tethir, a hundred kilometers or so behind the border between Caracasus and Menthi. The town itself, last time he had been to Caracasus, was smaller. Now, with the expansion of the Mordhiem Dam project, thousands of Caracasusians had poured into the town. Industry and Trade, Caracasus's central planing committee, had done well - prepared well for this influx of citizens. Newly built apartment complexes and housing littered the hillsides, contrasting with the town's older buildings, gleaming white in the mid-morning sun.

Here and there the various multitudes of Caracasusian dialect from hundreds of communes all over Caracasus was punctuated by other languages. Tekeristanians were in evidence, often sweltering in the unusual heat. No-one built dams quite like the Tekeristanians.

The man set up his little tripod, his little camera and waited. The main routes by land were blocked. Too unreliable. The sprawling town caused traffic jams as an almost daily occurrence. The air though...... The man, exile of Caracasus, adviser to Parsoh, made measurements. Made notes in his own cryptic shorthand.

He waited until the second day, when he could reasonably confirm the positions and approaches of the large, ponderous airships that carried raw materials and workers this way and that. More notes were made, cross referenced. Timing would be important here. After the third day visiting his native land - the country that had forgotten him - he boarded one of those great airships - tracing a route from Quoris City airport back through a maze of stop-offs and several air trips to Parsoh. The plan had begun to take root in his mind. Soon he would put it into motion.

Joseph had been watching the area closely and had decided that a group of volunteers should be sent to at least help the poor in the nation of Menthi. He just didn't know where. That is, until now. He had heard that there were some issues with other local governments in the northern portion of the nation. He wanted to build his camp in the north now that he knew that was probably one of the worse off locations. He began to write a letter to both Caracasus and the government of Menthi about his proposal.

Greetings from Watersville. We have heard about some of the suffering in the northern most section of Menthi and are quite concerned with the safety of residents in the region. We propose a solution. We would like to build a camp, in the northern portion of the country, preferably within the city of Peni. This camp would run under a humanitarian aid site and at the moment would provide free healthcare and medicine to those in need. At the moment, however, it would not run as a refugee housing development, just as a medical center of sorts. If this were to happen, we would most likely travel into the country through the border with Caracasus as a convoy, which is why they have been included in this message. Please inform us of your decision and of when and where we could set up our base of operations. We thank you and look forward to hearing your reply.

The atmosphere in Caracasus was tense. Parsohian troops had fought a few scattered firefights with what few military and partisan units Menthi had left in the field. The invasion (or redefining of national borders) had been successful. Large chunks of north Menthi now fell under the control of Parsohian troops.

There were victories, scattered occurrences here and there, reported on by Caracasusian media communes. A group of Menthi soldiers had led an overly ambitious Parsohian company into a mountain ravine. The Parsohians thought they were mopping up the last of a battered unit - until mortar fire and grenades fell from above - the granite walls of the ravine trembling - the blasts of mortar rounds adding chips of granite to the deadly shrapnel. Of the hundred Parsohian soldiers who entered the ravine, fifteen made it out.

The Parsohians came back the next day with artillery, blasting even the plant life from the surface of the mountain. An angry scar cut across the landscape. By that time, the Menthi unit had left - fled to one of Menthi's three cities.

The victories came too late, cost too much. Caracasus looked uneasily to the north. The usual protests were filed, the standard diplomatic channels used. Parsohian jet fighters, not yet used in the conflict buzzed Caracasusian airspace. Caracasusian destroyers increased their patrols.

Joseph was surprised at the quick and timely response from the Caracasians. He supposed that it would probably be best if they were escorted to the city. He looked over the proposal and smiled. He was glad that someone was willing to help. He quickly thought of when Watersville was founded and of all the help he had gotten. Joseph looked over the document to see His daughter, Hannah, walk in. She was 18 and had deep blue eyes and long golden brown hair that came down to her shoulders. "There's my little girl." Joseph smiled as he set the letter down. She looked at him, her arms crossing as she spoke. "I am not a little girl anymore, I want to go help others. Let me go to Peni so I can help others." A frown appeared on Joseph's face as he leaned back in his chair. "Absolutely not! I cannot let you go on such a dangerous trip. What if you get hurt? Plus you are now at the age where I am supposed to be teaching you how to be a queen." Hannah walked over and sat down in the chair that sat across from Joseph. "Well, I think that this trip will help me to learn." Joseph sat up in his chair. "Explain." A smile spread on her face as she began to speak.
"Well, to begin, I think that someone who wants to be in a place of authority should be a well rounded person. You have taught me things about finances, etiquette, and about learning about foreign customs. I joined you on that trip recently where you talked on the importance of peace and how it is necessary for success in a world of violence. But the one thing that I can't under any circumstances learn here in Watersville is the importance of helping. Helping those in need. Of seeing what the other side has to deal with. That is why I feel it is important for me to go." Joseph was frozen in place. He looked down at his desk, a tear streaking down his cheek. "You know, you remind me more and more of your mother as you get older. You have her temper and you most definitely are as stubborn as she was, but you are right. I just don't want to loose you too." Hannah stood up and walked around the desk and hugged her now standing father. "Well, I guess you need to pack your bags and get ready to go to the shipping yard." He smiled as he kissed her cheek. Hannah soon walked back to her room and began to pack up her things that she would need. Meanwhile, Joseph quickly got his emotions back under control. Soon he began to write back to Caracasus.

New Parsohian border crossing Capa

Fifteen large trucks rumbled through the night, halogen headlamps mounted on the cabs cutting an arctic white path through the hilly terrain. The trucks carried grain, meat and lentils from the farmlands of Menthi into the city of Parsoh. The speculative food market had already bid for the rights to foodstuffs from all over what was once Menthi, now they awaited its arrival eagerly. Throughout Menthi, and even within Parsoh there was danger of attack - either from angry locals or rival corporations eager to seize the riches of a new nation. The convoy was guarded - armored cars and trucks formed a vanguard and circled the convoy where possible, flanking it. When the convoy stopped at night, the trucks would rest within a perimeter of armed guards and patrolling cars.

Two weeks previously - Menthi farming hub town Arkis is captured

The situation was unusual. Cariere had kept his head down when the Parsohian soldiers had come to town. Cariere paid the Upstanding Citizen levy without a comment. He watched, equally calmly as three farmers refused to hand over their produce. Watched as the Parsohian soldier dragged the families of the rebellious farmers to his unit's heavy lift helicopter as the farmers waited below. Watched as the helicopter climbed into the air, hovered, and watched as women and children were thrown from its doors.

Cariere paid the Upstanding Citizen Levy. He then went home. Over the next week he contacted some people he knew. He assembled the series of bombs in his shed. They were crude devices, so he planned to place two in each truck. He knew four people who helped him smuggle the bombs onto the food trucks bound for Parsoh. Four he could trust. Consulting maps he was able to calculate the time needed for the detonators.

Cariere was not the first, nor the last or only to attempt something like this. His plan though, for whatever reason, was the one that had the biggest impact.

Parsoh proper

The foothills leveled out, became smaller. The convoy drove through many Parsoh villages and towns - some filled with Parsoh's ever shifting mass of non-citizens, picking fruit or engaging in some other low paid menial work. Some villages were expensive, exclusive retreats. Parsoh's non-citizens were present here, too - though more likely engaged in the kitchens of the large opulent villas.

The heavy diesel trucks meandered along Parsoh's roads. The bombs detonated. Not all at once, the blast hit the center of the convoy first, with several minutes between the first and the second and third explosions. After that, burning debris littered the roadside. Troops and drivers tried to flee, some successfully. A burning armored car, driver still alive, mowed down four escaping soldiers. Panic and pandemonium. The entire convoy had been wiped out.

Declaration of war

The Parsohian Senate has formally declared war on the remnants of the former state of Menthi.

Following destruction of sovereign Parsohian property valued at 32 Million SB as well as substantial loss of life, Parsoh is now to be considered in a state of war. Parsoh will not stand by while our nation is attacked. Hostile forces in the former Menthi state will be given three days to surrender completely to Parsoh. If a complete surrender is not received within this time frame, Parsoh will take actions to ensure that our property and our citizens are no longer threatened.

The docks were bustling with activity as people began to load supplies onto the ship. There was a little booth set up at the entrance into the marina to help people check in and to make sure that they were physically and mentally prepared for the task. Soon, Joseph and Hannah arrived on their bikes and the press began to take many photos. After posing together for a couple minutes they thanked the press for coming and Hannah walked up to the booth and signed in. "It is a pleasure to meet you Miss Watters," the lady in the booth started. "Now, here is your assigned Watersville coat." The lady handed over a pure white coat that had only the flag of Watersville on the left side. The lady began to speak again, "We also have decided that everyone going on the trip should wear similar shirts. If you didn't want that, we could make them in a different color for y..." Before she could finish, Hannah raised her hand to stop her from saying another word. "I don't think that will be necessary. I will be just like anyone else going on this trip, so I will be wearing the same clothes that everyone else must wear." The lady shook her head in approval. "Ok," the lady began to write again, "then I suppose that you will want your birth name on the shirt, or would you like miss Watters?" Hannah thought about it for a moment before replying. "I think that Hannah Watters will do fine." Hannah smiled, as did the lady. "Alrighty then, I think you are all set to go. Just take this up to the next booth and they will tell you what needs to go where and where you will stay on the boat." Hannah took the slip and walked forward. Another woman greeted her. "Ah! Miss Watters, pleasure to meet you." The lady then proceeded to show her diagrams of the ship and of where stuff needed to go. She was also told that she was going to be in cabin 437 on the first ship, where all her stuff and her new shirts would be waiting for her. "Great!" Hannah said as she walked off and began to help load things.

A couple hours later

Joseph looked at the official releases from Parosh and Menthi. It was both good and bad news. Good in that they had been granted access to the city of Peni now, but bad that there aid workers would now be in a war zone of sorts. Joseph was afraid of what might happen to the city if the aid workers were not there. That shouldn't be an issue though, the boats should be in port by the tomorrow morning and the convoy. Joseph froze, what if the convoy was not ready and they were delayed by a day or two? Then they wouldn't make it in time. He needed to know for sure that they would make it, the safety of those residents depended on it. He began to write.

This is a very serious concern about the safety of not only our foreign aid workers who will be entering the region, but also the residents of the cities and towns nears Peni, including the city itself. We have seen for ourselves the destruction that one nation can cause to an entire population of people. We cannot deem the importance that our aid workers are in place in the city of Peni as quickly as possible. That is why I am writing to you know, to ensure that the aid workers do make it to their destination within three days, else we may face dire consequences. Our aid workers have, indeed left for the port city of Quoris City and they intend on arriving tomorrow morning. We thank you for your continued support and we look forward to hearing your response.

"Hello Sir, I see you've heard the recent statements from Carsoi, Watersville and the Declaration of War on Menthi. It is... quite disturbing to say the least."

"Yes... the situation is a predicament. Of course... we take the side of the Caracasus. They seem like the only ones with their heads screwed on right.

"I agree."

"So, what's your standpoint on Carsoi?"

"They're a Monarchy, devout and religious. They appear to be claiming Menthi isn't a victim to Parsoh... more than it is a state provoking Parsoh."

"This is silly... we're clearly not going to be taking anything they say as a threat. Especially from a fucking Monarchy."

"And they are requesting aid, most likely to benefit from Watersville who is the brain of the Humanitarian actions in the Peninsula. They want to be the base of operations in the Peninsula as well."

A sigh was heard over the phone.

"Well there's not much we can do about that."

"Nope. Next?"

"This entire situation.. it's looking like appeasement. We're the only ones taking an agressive stance. Parsoh takes land, no one bats an eye and they do it again. What happens when they take the entire peninsula in the "Restructuring of their borders" it's madness. Speaking of Parsoh, your opinion?"

"I agree the situation is looking more and more like that. It's clear that they want to seem like the good guys in all of this. How do we convince everyone else that Parsoh will not stop at Menthi is my question without looking like warmongers."

"We find a Cassus Belli."

"Yes, but where?"

"We wait for Parsoh to fuck up. Everyone makes mistakes, it's only time until Parsoh makes theirs. Watersville?"

"Watersville isn't going to engage in Military operations. And everyone wants a peaceful end to this including them."

"We can't allow Parsoh to end up the winner in this. No punishment for the rediculous land grabs."

"At this time, it seems like the only good option. Diplomacy that is."

"And if that doesent work?"

"We send a Carrier Fleet in and begin leveling Parsoh. Ide ask your Military Advisor about that."

"Hehe, true enough. Alright so the plan?"

"Parsoh wants to be made to look like the good guys. We get incriminating evidence they aren't and we hit the table demanding they give up Menthi Lands or whatever they've taken. The other Powers in the Peninsula do not matter besides Caracasus. And besides that Watersville is only going to be a peaceful party in this, the Permians may join the Parsoh side but I believe they'll stay neutral. Everyone wants an end to this, so we'll supply it."

"I like it, how do we get incriminating evidence?"

"Espionage."

"Mhm, what if they yell at us for it?"

"By that time, everyone will know the jig is up. Parsoh will be in a rough spot diplomatically. Watersville will cease aid to them hopefully and Permians will remain unpredictable. We should keep the temperament low in our next Communique to everyone."

"Alright, I'll alert the Defense Advisor about your plan."

Messages had been sent. Watersville had appealed for calm, appealed for diplomatic relations to begin. Caracasus was more than happy to go ahead with the summit, although Parsoh had yet to respond. The latest telegram from Watersville filled some in International Affairs and Diplomacy with hope. It was unlikely that Parsoh would press an attack on Menthi if there was a risk of endangering the lives of civilian aid workers. For all Parsoh’s aggression, an all out war could not be risked. Watersville had an international reputation for placing peaceful aid and diplomatic missions ahead of immediate personal gain. A reputation hard won on the battlefields of Oehiton, across the Strait of Jakros, the earthquake devastated regions of Khepri and the war-torn states of Leng.

The sun rose on Quoris city, picking out the multitude of towers, apartment blocks and parks – the latter studded and weaving through the second largest city in Caracasus like vines across a grave stone. The Watersville mission had arrived, arrived at great haste – escorted across international waters by five T.U.S.K destroyers. There was a risk, of course, that the aid mission may have been sunk otherwise – by pirates or other chancers no doubt acting on Parsohian Silver Bits.

A Caracasusian mixed infantry battalion had voted in favour of the mission. They were to escort the bulk of the convoy from Watersville by land. It was an estimated journey that would take five days. By that time, Peni could well be shelled into rubble by advancing enemy forces. A decision had been made.

A group of Kevverit heavy lift aircraft – not quite planes and not quite helicopters – would transport a small contingent of Watersvillian aid and personnel under PD-42 escort to the city. There, a temporary, smaller aid encampment could be created. Enough to establish a presence before the main Watersville convoy arrived by land. A journey of five days by land would take no more than twelve hours flying, even with the weather.

The plan was sound. The only obstacle now was talking the daughter of Watersville’s leader out of travelling with the airlifted aid personnel. Something told Colonel Marka that this might be harder than putting the operation together in the first place…….

By the time Hannah awoke at 8 am, the ship had already sailed close enough to see the city. Hannah rose from her bed, put on one of her new shirts and a pair of jeans, and walked up to the deck of the ship where some other volunteers were already standing and talking. She soon was standing looking out across the large bay that they were entering, with lush forests and the tall, glass and steel skyscrapers that made up the cities skyline. "Wow, it's beautiful, isn't it?" "Yeah," continued another person. "The care for the environment, it almost reminds me of Watersville." Hannah smiled at the comment, "Yeah, but they do have lots of really tall buildings unlike us." Everyone nodded in agreement. After that, it seemed that most, if not all of them remained silent as they watched the boat come closer and closer to the city. Before they knew it the boat had been docked up and was ready to be unloaded onto the awaiting trucks. The process was simple, load your trucks according to the set guidelines and then await further instruction. Hannah looked over the ship to see around thirty or so cars awaiting supplies. This was kind of exciting for her, as this would be her first long trip in a car. Sure she had been on multiple trains and boats and planes, but this would be a first. Hannah soon got to work, and the team that she was on worked diligently into the late hours of the morning until all the supplies had been unloaded. Before long, the entire group came together. Soon a lady stepped forward, she was a little taller and just a tad more muscular than Hannah. She was probably in her late thirties and she had brown hair. She cleared her throat and waited for everyone to pay attention. "Hello," she began, "My name is Keira Modesty, and I am the leader of the Watersville Red Cross, and I will be in charge of keeping you safe and making sure that nothing goes wrong. I will be frank, something is bound to go wrong, but let me be clear, I will try my best to keep all of you safe. Now, it has come to my attention that the government of Parosh has declared that they will be invading Menthi in three, now two days, so here is the plan for the moment. Most of us will be traveling across the nation of Menthi. You will be making pit stops in Karthos and Jarka. There, you will be dropping off supplies, ensuring that all of the people there will have some supplies and food. A small contingency of us will, however, will be departing by helicopter to the city of Peni. This will be a dangerous flight, so this will be on a volunteer basis only. So, do I have any volunteers?" Hannah's hand immediately shot into the air along with several other people. "Alright, everyone who has volunteered please follow me. The rest of you, please make sure that some of the supplies that we need are loaded onto the helicopters." And with that the volunteers walked into a tent that was nearby. As soon as they got into the tent, they were introduced to a tall, strong woman who was looking at a map of the region.

TROUBLE ON CARACASUS PENINSULA

WEDNESDAY, MARCH 16, 2016 ~~> Dominating headlines across the Republic today are the starting events happening almost half-way around the world in Quoris Province outside Caracasus. The socialist state of Caracasus has held tight to authority in the region despite the presence of other national powers, most notably the states of Parsoh and Menthi. While tensions have remained high, few are the points of outward violence.

Until now... Early this month, after a dispute over fleeing prisoners and loss transport ships, the city state of Parsoh has found itself the center of many nation's international focus. The small and resilient nation has held fast to its independence in the Quoris Province, but the accelerating situation may test them against a unified task force of foreign powers. The current state in the Quoris Province is expected to invoke action even here in Olstain as Grand Consul Seymour Arkend is expected to call on his advisers to address this growing issue.

Due to the large portion of World Assembly nations involved in this conflict (all siding against Parsoh), senior political analysts claim Prumia decide to help Parsoh. Public support remains divided as memories of the Republic last major armed foray onto the international stage was mere months ago. While representative from the Olstain Parliament and the Grand Consul's office have remained silent, Chairwoman of Department of International Trade (D.I.T.), Selvaria Tamlin, has announced an immediate session of trade with all involved belligerents.

Chairman Hasmer Gamor, of the Foreign Relations Department (F.R.D.), refused to comment, but is expected to make a public notice late this evening following.

Tossing the paper onto his mahogany desk, Grand Consul Seymour Arkend slid into his chair with an expressionless face. "What is being done about this?" he asked.

Salveria Tamlin, the Head of the Department of International Trade, was the first to speak, "Trade has been halted with all nations in the province. Fortunately for us, there was little of that regardless. No major impact is expect, though a few fringe industries has already submitted complaints.

"Expected," Arkend shrugged in indifference. "

Chief Commander Donern Ruffel of the Conflict Resolution Department was quick to add, "Parsoh is holding its own for now, but my analyst do not expect that to last once Caracasus and its allies get things moving. I suggest we move to assist before that time comes."

Hasmer Gamor, head of the Foreign Relations Department, was quick to object, "That could be messy. We are fairly certain Parsoh started this conflict; we have no basis of kind intervention. Not to mention the international back-lash..."

Head of the Offices of Internal of Affairs, the aged Chairman Gatoma Tamu stroked his beard as he added, "There is no clear public support either way."

"Forget the back-lash," shouted Ruffel. "There is a reason Prumia joined the Coalition of Sovereign Nations: so we would not have to ask international permission before stepping on some toes -- or skulls. This is not the World Assembly, Gamor!"

"But there are a lot of them," Gamor reminded the chief commander. "We cannot rely on military might alone to win this one. Besides, I already sent a message to Caracasus promising mediation."

Ruffel scoffed. "Mediation?" he shrugged. "My department is strong. Leave it to us and we can have these bastards in their place."

"I recall," wheezed Tamu. "You saying the same thing about Acciw. How did that go for us?"

"A technical withdraw. We signed a mutually beneficial peace treaty."

"Only after exhausting our military power," reminded Tamlin.

"It was just to test our military hardware!" objected Ruffel. "Besides, we made close allies then!"

"Oslea..." said Gamor, Tamlin, and Tamu simultaneously.

"They joined the Coalition!"

"Enough!" demanded Arkend.

Everyone was silenced.

"We cannot risk full military mobilization without assessing foreign interests," the Grand Consul of the Republic recited, receiving a nod from Gamor and a pouting look from Ruffel.

"But we cannot do nothing because of the loss in gains," Tamlin and Tamu nodded.

"So we will do both," decided Arkend, turning his chair away from the assembled group.

"Sir?" asked Tamu.

"If we don not move now, Parsoh will be snuffed out!" objected Ruffel. "I say we deploy now, crush the opposition and set things steady. Ha-ha!"

"This horse is a buffoon!" disagreed Gamor. "We should extend diplomatic ties. A brokered peace, perhaps? Give Parsoh its prize, Menthi, and talk down everyone else. It was a puppet state anyway."

"Both," Arkend repeated. "Gamor: send out a message to both sides confirming communications and promising support. We will play the peace-make and resolve this conflict that way if possible. If not, then... Ruffel: prepare the 3rd Invasion Fleet and get them to sea off the south shore of Parsoh. That should move the international community to act and give us a better idea of the situation."

"As you say, sir," agreed Gamor and Ruffel.

We are glad that attempts to find a peaceful resolution to this conflict are in progress. There are some concerns regarding both locations currently highlighted that we will outline below:

Carosi - Carosi expelled diplomats from Malsti fourteen years ago, and ties between the two have suffered. Currently unconfirmed reports indicate that they are also responsible for attacks on some Menthi villages. Carosi as a location for talks would be seen as an affront to Menthi and Malsti. Parsoh may accept this location.

Malsti - As noted above, Malsti's diplomatic relations with Carosi are strained at present. A recent naval standoff between Malsti and Parsoh has heightened tensions with Parsoh. Parsoh and Carosi would most likely consider it an insult to hold talks here.

May we suggest a third option? In past conflicts that Caracasus has mediated, talks were carried out on board a ship. This holds several advantages. The location of the talks can be in international waters, ensuring that no nation feels insulted. Security is also easier to manage.

On approach to Caracasus

Roman stared quietly at the approaching landmass officially called Caracasus. Quietly he reached up, wiping his brow of a small shade of sweat and nervousness. He leaned against the ship's railing and thought quietly to himself..

Roman was just 1 of the X Tekeristani 'observers' being sent to the Iberis Peninsula to quietly observe the actions of the Parsoh government, primarily due to its recent aggressive actions in the nation of Menthi. There have been faded reports of cruelty, but that is what they are here to confirm.

He stood up, gently tugging at the collar of his clothing. He couldn't help but feel nervous, but with the chaos of the Menthi government the easiest part of it all is going to be the infiltration.

The Caracasus Intelligence Service has agreed to work with T.I.S.A (Tekeristan Intelligence and Security Agency) in its operations on the peninsula, from offering safe house locations to equipment. With Caracasus's connections with the Menti government, the forged documents will be appear completely legitimate. Everything from a motorcycle license to an insurance card. Yet, there was one thing that sat out against the rest. An upstanding citizen's levy proof sat in the middle, carefully paid for under the name of his false records.

His eyes lingered on the approaching landmass a few moments longer before he turned around and headed back to his dorm.

The Republic of Tekeristan is willing to extend its hand in the form of humanitarian aid, and is willing to open 2-3 small camps inside the borders of Carosi. Our doctors are eager to assist those that require aid, and to gain much needed experience.

The Republic requests, however, that we determine the location of these camps in order to reach those that require such aid the most. Our camps will purchase food stuff from local farms if it is deemed cost effective and safe.

We must warn however, any acts of brutality against camp patients or personnel will lead to immediate legal action. We also hold the right that inside our camps, we will treat patients in our own fashion.

We thank you for your patience and hope for a bright future between all of our nations in the near and far future.





Teams of armed guards will be placed on any Tekeristani future ships passing through or close to Parsoh waters after the disappearance of a Tekeri freighter off the coast of Parsoh.

Let it be known, from today in effect full sanctions have been placed on the so-called claimed "Empire" of Carosi will placed under the watchful eye of the Slakonian State and it's constituent services. We also implore Watersville not to open aid camps inside that country for the shake of moral decency, it ever tightens the hand of a despotic tyrant for he would care even less for his people. A man who accusses his enemies with racist remarks such as "zionist", "semites", "fascists" or "freemasons" without even bothering searching on the internet if those interest groups exist in these nations makes us to think that this man is dire need of psychiatric assistance or better yet a firing squad.

Although we are against instability and violent changes of state governments or regimes if you prefer, whomever overthrows this government; we are willing to sit on the same table with him.
