Uncertainty in Priom Chesh [ic|PMT/MT|open]

Priom Chesh is an island nation located in the South Pacific. Its main exports are manganese, copper and bauxite and fresh tropical fruit, as well as tobacco, spices and coffee. Around 40% of its 3 million people live in isolated communities, surviving by subsistence farming and hunting.
There are more than 800 distinct ethnic groups in Priom Chesh, of which the most common are Highland Priomese (24.7% of the population), Lowland Priomese (48.9%) and Papuan (13.8%) and the remainder making up the other 12.6 percent.
Priom Chesh’s national languages are Portuguese and Priomese pidgin or Prio-fala, a mixture of the common words of the diverse Priomese languages –of which there are more than 400-, Poruguese and English.
The Portuguese colonized Priom Chesh in the mid-1600’s, building a feitoria (or factory) at São Nuno -today called Priom Vatra- in 1657. Desiring spices for trade, the Portuguese allied with the minority Highland Priomese to conquer the rest of the island, laying foundation for the later conflicts that would rock the island.
On May 7th, 1975 after their defeat in the Portuguese Colonial Wars in Africa and the Carnation Revolution, the Portuguese allowed leading nationalist independence leaders from Priom Chesh take control and withdrew, leaving an ethnic quagmire in its wake. The highland Priomese chose João Mukhara of the Priomese Nationalist People’s Party (PNPP) to be Premier of the nation and enthroned the seventeen-year-old King Pedro Batista do Nuno. The Lowland Priomese, allied with the Papuans, began a rebellion which led to mass genocide by the Mukhara government. Over 200,000 Lowlanders and 50,000 Papuans were killed.
Communist guerrillas –mostly Lowland Priomese- have operated in the country for many decades. But recently, the two Communist parties (the Communist Party- Marxist-Leninist and the Communist People’s Party Marxist-Leninist-Maoist) joined forces electorally to win a majority in Parliament, installing Chinese-Priomese Law Professor Hong Yongliang as Prime Minister and calling for a new constitution and an end to the monarchy.
On January 28, 2016, army forces under Colonel Ghangera Mujinghow stormed the House of Commons, shut down Parliament, assassinated Yongliang and twelve leading Communist PMs, and established a junta with Mujinghow and King Batista as dual heads of state.
Now, the Communist guerrillas have taken control of major cities such as Sengalvi, Chashra, Chengri Na’an and Vatra Bora, declaring people’s war on the monarchist junta government.
The military, united under Mujinghow and his New Crown Movement are some 80,000 strong, and have the best military hardware. But they suffer from desertion and mutiny, and their military leadership is poor and corrupt. They control the least amount of territory. In contrast, the Communist guerrillas have the best morale and leadership and number some 100,000, but have the worst logistics and equipment. Many Communist militants have no weapons or are armed with fowling pieces and muskets or single shot rifles. They also have some of the most committed leadership.

The intelligence watched everything.
In every major city abroad, there was a 'post', if one wanted to call it that: Usually a Selkie, which went abroad and lived there, usually just reading the newspapers and sending interesting stuff back to an acquaintance at home, in return for the effort, the sender got a bit of pocket money.
Most thought, that they were helping a merchant.
Others didn't care.
Next to none of them knew the truth.
One of these articles sparked the interest of the intelligence: It appeared, that Priom Chesh had a new government. In and of itself, that was utterly unremarkable for the intelligence, it was handled a bit like new governments and Africa were usually handled: "That's nice, isn't it?"
This time, it was different. A coup had taken the legitimate government of rather left-oriented fellows, chased them out of office in favour of a junta. A guerilla operated in the country for decades, but they were badly equipped and even worsely trained. The military had a well-funded army of mutineers.
It was a rather interesting situation to watch.
And the intelligence wouldn't just watch. As usual, they had their own little agenda in mind.
As usual, they were a bit low on cash.
First, an observer needed to enter Priom Chesh...

Booking a flight to Priom Vatra International was easier then it sounded, despite the inner crisis in the country.
By day, Ida Feic of the Tribe of Antrim had no reason not to be allowed into the pacific island nation, she was a businesswoman and a merchant acting on behalf of the Braich Destillery, which sold one of the finest whiskys in the world, if one asked her: Braich Reserve.
She might be a bit biased, but her boss liked that.
The red-haired woman with the emerald eyes sat in a commercial plane wearing the tribal dress of her people, the Geansai. Maybe not the most hiding of clothings, but she didn't go to Priom Chesh to stay hidden.
She was the intelligence's observer for the situation. The two dozen of small sample bottles and brochures, contract papers and freebies would be proof enough, together with her passport. It was all genuine, as one of her missions on this trip indeed was to sell whisky.
Maybe she would not only be able to sell from Braich's stocks, the intelligence had a few things, which might be interesting for both the rebels and the government.
That would have to wait, though, she had to arrive at the place, first.

Marshal Serebrov: we should probably talk to the neighboring countries to persuade them to place sanctions on the communists as well.

Emperor : right! Send a delegation to the Selkies' island and persuade them to join our alliance and yea... use the paycheck if you have to. Start a trade agreement and offer those Selkie businessmen a visa free travel, hopefully they will invest. Also when you get to PC, order the jets to bomb the communist strategic buildings.

News anchor: The empire of Danniria has declared war on the communist government of PC. TROOPS are being deployed.

Marcus Ohyes leaned back at his desk. He thought, "Chaos brought opportunity." He lit a long thin cigar and puffed on it and stroked his beard. Several thick gold rings shone on his fingers.
The map of the country Priom Chesh lay on the table. Pins were sticking in each of its cities.
A touchpad was next to the map with a description of Priom Chesh from the Greater Lexicon.

A man stood on his left his rifle slung over his shoulder. A tricorn hat rested on his head. A red patch was on his shoulder with crossed assaulted rifles under a burning skull with the words "Ghost Raiders."

Marcus Ohyes wondered where the central bank was, where the fields of "spices" were. He would not contact anyone yet.

Dannirian Forces have finally reached the island-state. They have set up a camp led by Marshal Serebrov who is planning to meet with the royal family in order to ensure them of Dannirian support.
Serebrov: "Danniarian Empire has an official policy of anti-communism and we will implement it! For now, order the SU-35 jets to start bombing the communist outposts in Vhengera, let us start with this island. Hopefully it will be communist-free tomorrow."
Assistant: "they did not expect such swift action from us so only 1000 of their militia are present here, but they are hiding in the island's lush forests and more reinforcements are coming from the central command."
Serebrov: Use the drones and mortars... I wonder what stance other countries will take.

Marcus Ohyes looked through the descriptions of the country, examining the map closely. His eyes shown slightly as he saw the words tobacco, spices, and coffee. High value, low weight goods worth intercepting. He frowned slightly at the words communist and monarchist and mashed out his cigarillo in a bowl on his desk. He typed a series of commands pulling up the common maps, Gogol maps which often showed where things were located. He was looking for harbors and obvious shipping lanes. There was a slightly vulpine smile on Marcus Ohyes's face lit by the screen he was looking at.

He typed up some commands handing them to the man with the rifle, Alexis Cruonis. Alexis Cruonis looked over the commands. Send two groups of commerce raiders (fast attack cruisers), one near the harbor of Vatra Bora, and one to the harbor of Sengalvi under the cover of night, board with armed men and use satellite signal jammers, and seize and transfer cargos of preferably spice, tobacco, and coffee. Be ruthless with resisters. Strand the sailors in small boats.

There was always uncertainty in these kind of operations.

Do not engage large military vessels, but destroy patrol boats if they approach too closely.

Alex Cruonis thought things had been quiet, he looked at the Letter of Marque which the company did not always follow. Still these were communists and monarchists enemies of freedom and self rule which should be swept away with the tide of history.

Alex Cruonis, simply said, "Yes sir." looking at Marcus Ohyes.

"At last the people see the Lord's truth."
He was busy reading The Bible (Being a creature of habit he always did this at 7:30 a.m.) when a Columbian Soldier walked in. He kneeled to the King and informed him that the members of High Command wanted to meet with him. It was about the budget cuts.

Ilbigug Jilkimug was shocked. Yymea had, over the last few weeks, attempted diplomatic talks with the democratic government of the island, and it had gone smoothly. A trade deal was about to be signed, but the coup came at the worst moment. Ilbigug felt sympathy for Yongliang, and when he heard of the assassination, he felt enraged. He soon called for an emergency meeting with his cabinet, and, after much discussion, it was decided that war was going to be proposed in a referendum. The vote happened the next day, and filled the country with a lugubrious aura, as the people had to decide between two options that filled them with fear and uncertainty. The results, as they were revealed the next day, were 58% in favour, 42% for. 53.000 troops were to be deployed. As the ships left the bay, and hundreds of people congregated to wave the men goodbye, the people of Yymea felt that they had decided the fate of a nation, a people. But Ilbigug didn't.

On her flight, still, Ida had taken the time to read up on a few business documents on her laptop, business class enabled her to do so comfortably. With her over-glorified sliderule on her knees, she read a document about possible business ventures with one hotel chain or the other.
It was work for Braich.
Suddenly, a chat window popped open:
AC: Ida, who did you drink below the table THIS time?

The businesswoman-slash-spy was a bit confused.
IF: No one.
Yet.
Why?

The reply took a moment.
AC: Because Donny is receiving a diplomatic delegation from the Kingdom of Danniria in a bit. And you have freedom of visa.
Oh, and KoD declared war on the communists in PC.

Ida was confused. She hadn't done anything (yet), which meant, that someone was well aware of her arrival.
That was bad.
So, stay low., she thought. If someone knew, that someone was coming, it could only get worse by the minute. And with who knows who sending thousands and thousands of soldiers, the chances of things getting ugly and unprofitable were rising very fast.

Indeed they were.
A stewardess (a pretty little thing) was walking along the seats to remind people of putting away their handhelds, laptops and books, as well as of other things to keep in mind before touchdown. A child refused to give up his teddy, which the stewardess assured was alright, as long as the teddy was strapped in as well.
Around an hour later, Ida Feic of the Tribe of Antrim, clad in her Tribe's colours, her bag over her shoulder, entered the airport café - she needed a bit of refreshment, after all.

Grand Duke Hans XVII sat on a plump velvet chair, sipping from a mug of warm coffee and watching through a giant window as the crisp January snow fell onto the neat little pine forest spread beneath the palace. He smiled; his great grandson, Prince Karl, had just turned six, and the whole country was celebrating. But, he had more important things to deal with. He sat his coffee down on a mahogany side table and picked up a thick stack of reports. He skimmed through the first three, and then something caught his eye. "A new government, for, Priom Chesh?" He raised his eyebrows. The small island had evaded Capilean colonization because of Malaya's abundant resources; however, he had had little interest in it until now.

Hans read for several minutes of how the pro-Monarchist forces had ousted the communist government, and had established a junta. And to Hans, another monarchy, especially so close to home, was always welcome. He decided to welcome the new government into the international community, and to help it out against the communists. Of course, unless the situation got especially bad there would be no forces(at least no land forces) dispatched to the country; the military was already wrapped up in the invasion of Buroasia.

He called for pen and paper, and then wrote a telegram to the new government:
To: The True Government of Priom Chesh
From: The Grand Duchy of Nova Capile
Greetings, friends! We are pleased to welcome you into the community of nations, and I would like to be the first to congratulate you on your apparent victory over the communist scum. The Duchy would like to open an embassy in your capital, and, we would also like to let you know that Capilean banks and manufacturers will always be ready to do business with you. The Duchy is pleased that another monarchy has entered the world, and we will not see it fall to Communism.

It was a rainy day so there was not as many airstrikes as planned. Imperial Dannirian forces have overwhelmed the remaining communist militia on the island.
Serebrov: our next target is a major city of chengri naan but the lush forest are filled with traps and reinforcements.
Assistant: we should send our BTRs first and people of 10000 men to siege the city.
Serebrov: ask the capital for extra 20000 troops but for now order the bombing of strategic city locations. when we take over the island, we will set up a pro Dannirian government and the people will be our protectorates
Assistant: our satellites have shown some activity in Yymea, they are no trade ships. We believe it's a military fleet.
Serebrov: I wonder what they want on this island... Ask the emperor to Order a complete naval blockade and do not let Yymea's forces near phom chesh island. They have not warned us and we do not know if we can trust them plus we came here first"

News anchor: the emperor has ordered Dannirian navy to set up a complete blockade of the island.

President Trump sat in his office, it's been a very long day. He was about to begin wrapping up for the day but CIA director John Brennan walked in.
"Good afternoon sir." Director Brennan said.
"Good afternoon, what bring you here?" Trump responded.
John Brennan walked over to the desk and sat in the chair across from the President.
"Well sir, the island nation of Priom Chesh in the pacific has experinced uncertainties." Director Brannan started.
"These uncertainties are?" Trump asked
"Well the communist government in place was overthrown by a monarchist junta. Neither are necessarily good." Director Brennan continued, "We have interest in the Pacific, and Priom Chesh is a part of those interests."
"Well, if we support the communists, we could install some pro-west ideas into the communist government of Priom Chesh." Trump said.
"Yes, I also believe we would have significant support in intervening." Director Brennan said.
"We do? The last time we intervened was Somalia in 2003. We all know how that went." Trump said.
"Yes, a decade of blood, money, and time wasted." Director Brennan sighed.
"But, I think we need to intervene now. We could secure our interests and help of the people of Priom Chesh. Let that "Defenders of Democracy" image to grow back again." Director Brennan grinned.
"Yes, will there be international help?" Trump said.
"Well a Mediterranean nation has intervened, the Kingdom of Danniria, but they are on the side of monarchist." Director Brennan said.
"Very well, a possible conflict with Danniria is possible then?" Trump asked.
"Yes, but we don't think one will be caused, being the United States we have sway and if they decide to engage in conflict with the U.S. they'll be dealing with international backlash." Director Brennan said.
"Well under which pretense will we go at this?" Trump said.
"Well, the Junta commited several international crimes, that's what we go in on." Director Brennan said.
"Very well, I'll start on a draft and get it through congress. Thank you Director Brennan." Trump shook his hand, Brennan left the room.
Trump had a little more pressure on him, intervention is no small thing.

30 Yymean submarines slowly advanced, doing all within their reach to avoid being detected. Captain Uhil Gatarreri, a veteran from the Malutian war, inspected his crew members. They were working with diligence, and they were soon going to reach the island. It was a risky move, but in the event of an enemy navy approaching, they would be useful. The bulk of the Yymean navy were slightly ahead, attempting to reach the western side of the island. Garrisons were to be established once they disembarked, and supplies and weapons sent to the rebels. The spark and the morale of the rebellion were to be released in a more effective form. They would be welcomed into Chengri Na'an, and there was nothing the enemy could do about it.

King Foley looked at the reports coming in about Priom Chesh. Things weren't looking good. With many New Crown supporters cowardly fleeing their duties to God and King he knew he had to intervene. Thankfully the Kingdom of Columbia could afford to send some of their own troops and military supplies to assist but it'd take at least a week or two to gather together two or so infantry divisions and another week or so to get their troops their. Thankfully he could telegraph the King of Priom Chesh.

Marcus Ohyes watched the two small groups of ships, designed for commerce raiding as they moved closer to the island. They would appear indistinct on radar because of specialized coats of paints. Outwardly, they would appear as fast cargo trimarans with sleek designs for high speed transport of valuable cargo. They were going at a standard speed of 45 knots. It would be impossible to run a naval blockade with satellite tracking, radar, and similar things.

Marcus Ohyes watched the announcement on the news. They were already in the waters of Priom Chesh. Their hope lay in moving into waters which were shallower where destroyers and submarines could not follow them so easily. The ships steadily increased speed to 55 knots. The ships could function in littoral waters.

Attached to a few of the ships were a few transport subs which they had bought from a government auction of seized property from an international arms smuggler. They had refitted them with a similar design to the boarding sub Karsk.

They did not have enough ships to attack a large navy. Maybe, they could use stealth instead.

Men lined the inside of four transport subs. They were cleaning their gear, checking their climbing equipment, adjusting the ceramic armor inserts in their uniforms, and checking their weapons. They were dresssed completely in black with no visible identification.

With satellite tracking, the boarding subs would follow merchant vessels, then board them and sail them into international waters. It was a bold plan, not without risk.

CNN News: Today the Dannirian forces have started besieging Priom Vatra while their Su-35 kept attacking the enemy positions from the air and their frigates kept attacking the Communist installations from the sea. No one expected it and while the communist forces are trying to stand their ground, they lack artillery and anti-aircraft equipment. No one saw this attack led by the Dannirians so there are a lot of tourists from other states left in the city and their fate is unknown. Two days ago, Dannirian Empire has publicly declared their support for the monarchical junta government. Since then, they have been actively providing the movement with military and humanitarian aid. Mujinghow's three sons and parents have already fled to Castusia, city in the Dannirian west.

With the island of Vhengera secured and Priom Vatra being besieged, the Marshal Serebrov changed his mind about Chengri Na'an.
Serebrov: "Even though the city of Priom Vatra is heavily fortified, we still should attempt to take it first and then we can go to Chengri Na'an. Have the reinforcement arrived?"
Assisstant: Yes, 20,000 more National Guards.
Marshal Serebrov:" Oh great! Send in 5,000 more men with 50 tanks and take Priom Vatra. Oh and use the cannons if you have too. Once we take the city, those people will surrender and the war will be over. The whole world will behold Dannirian might! And keep other countries in check; remember, this is our war and we will not let others to have our piece of cake. Priom Chesh will be our protectorate and we will use its natural resources in our interest. If others decide to go against us, well, they will be subdued to us as well. Our population of ~20,000,000 will dramatically increase and we will become a superpower. "

Civil War erupts in Priom Chesh!
A few days ago, communists took control of the government of Priom Chesh, but some miltary officers took control of the government and killed 13 high ranking communist officials and established a junta. The Tsar has expressed his support for the legitimate junta and will send 20,000 troops, 125 IFVs, 240 APCs, and 200 Main Battle Tanks to help the junta in their struggle against the evils of Communism. 15 Officers will also be sent to train the Priom Chesh forces, including Lt. General Smelk.

Raidri Saighdiúir of the Tribe of Monaghan was the Elder to his Tribe.
One of fifteen Elders, who made up the Elder Council.
The envoy from the Empire of Danniria, a Mister Abdulhamid ben Israeli arrived earlier that day, escorted by Marla Cróimiam of the Tribe of Cork, one of the Ambassadors of the Selkie, the one of Group 1, while the other half of the group, Donald Críonna of the Tribe of Louth, was currently engaged in work for the Foreign Office and trying his best to figure out a possible solution for their problem.
They were sitting in the salon of Cuairteoir House, the private residence of the Elder in Ironcastle, a comfortable room with a crackling fireplace, it was winter outside, after all, comfortable chairs standing in front of it. A large Grey Wolf, Fionnadh (or Fio for short), the Elder's pet, laid in front of the Elder, happily snoozing away the day. Behind him, a bit in the shadow, stood his guard, a young man clad in ceremonial garb of a Marcach with his lance held high.
Marla, clad in her own ceremonial Marcach-garb, but unarmed, was seated (by request of the Elder) on the armrest of the chair, following every word - it was good that way, not only would she learn things, she would also be able to report to Donny.
Both were important things.
The Elder nodded.
"I am in the know about the situation in Priom Chesh.", he replied, "But please, one thing after the other. I can't speak for the whole Council, so you will have to call on us during the next meeting. That shouldn't be a problem."
The Elder made a pause. "As for trade and visa-free travel, I am sure, that there will be little to no problems with getting the acceptance of the other Elders. It depends on the actual terms of a possible treaty."
There was another pause.
The Elder hummed, which made Fio crack open an eye. Apparently, he had enough of dozing and slowly stood up, stretching lazily. He then proceeded to pad over to Marla, who began to pet him, his tail swishing back and forth lazily as the placed his head in her lap.
"As for Priom Chesh...", the Elder said slowly, "Again, I can't speak for the entire Council. But you need to know one thing: We Selkie care little for political ideologies, so if the rebels in Priom Chesh are communist or fascist or whatever is of little interest to us, especially before we fight someone or support another one fighting against someone. Due to this, the chances of us issuing such a statement are rather thin - but if you could manage to offer us something going further then just trade and travel, something of interest to us... well, that would be another story. That might even result in Selkie-soldiers fighting at your side."

Twenty kilos from Priom Chesh

The Great Blue Fleet arrived right on time. Just another two or so days of sailing and the nations rightful King will be restored to the throne. The fleet contained only the best of troops, ships, and supplies as the two carriers and battleships based fleet chugged along to the island chain.

Oil and gas we have no use for, machinery we don't need, arms we produce ourselves and agricultural products we grow ourselves., the Elder thought, Clearly, my boy, you have to learn many things.
"In my experience, my dear boy...", the Elder told the Envoy, "...people who start out with 'but you got to trust us' are the least trustworthy persons under the sun. Your offers are of little interest to us, at least to my ears, that is." The Elder made a pause to let that sink in. "However, you are invited to bring your proposal to the next Council Meeting tomorrow. I can not guarantee for anything, but maybe it will be worth our time. Something of interest to us would make it worth our time."
Raidri let that sink in as well, before he turned to the young woman sitting on his armrest: "Marla, please show my guest to the exit. Envoy, I bid you farewell. Until tomorrow, if you want."
The bluenette (no one really knew, if it was her natural hair colours or not) stood up, bowed her head to the Elder with her hand over her heart and moved towards the door. "Of course, Elder. Envoy, please follow me."
The wolf had a wary eye on the foreigner until they left the salon. As the door closed with a click, he padded over to the Elder. He stroked his pet with much affection, but calm moves. "Sometimes...", he told the animal, "Sometimes I wonder who some foreigners think they are or who we are..."

As the Dannirian envoy was leaving the room, he stopped just before the exit and said:

"Oh I would love to talk to you all tomorrow... just name things which are 'of interest to you. We are a rich country and full of opportunities, I am sure we will come up with something." With a thoughtful smile on his face, he then proceeded to the exit.

Envoy: "Emperor, I have talked to that guy but he was hard to crack. He said that it is unlikely that they are going to express their support for us."
Emperor: "What do they like over there? Did you offer him any money, I said use the paycheck if you have to."
Envoy: "I doubt they will accept, they are not really industrialized here. I have asked them what are they interested in."
Emperor: "We gotta spread our influence around the world, work harder."

Fifteen Elders, one of each of the Tribes.
Raidri had informed them about his meeting with the envoy the evening before, as it was his duty. The Elders also heard Marla, who confirmed basically everything. And they heard the Head of the Foreign Office, Master Donald Crionna of the Tribe of Louth.
They asked him about Priom Chesh, about the Empire of Danniria, what kind of gain they could have from dealing with them or even fighting at their side. Marla had been at his side, tending to the old man, who's body was starting to fail him, while his mind was sharp as ever.
All of this was done, while the envoy was sitting outside and waiting.
After she placed Crionna on the sidelines, Marla was instructed to go outside and tend to the envoy. She wasn't in armour today, she wore her tribal Geansai in the colours of Carman Fea.
Discussion amongst the Elders began, about Dannirian influence in the world, about Priom Chesh and the ongoing intervention-efforts there, battles raging. Another man already seated in the council chamber, a certain Tyran Tabharthóir of the Tribe of Clonmel, was consulted as well. It was a discussion worth its time, but it basically boiled down to one questions: What could the Empire offer? Only what effectively amounted to slavery by Selkie-standarts and ressources they did not need? Or other things as well, like technologies, information, connections, knowledge and training? They would have to see.
The discussion took a while.
As the old men and women discussed, Marla sat down in the hallway outside the Council's chamber, opposite to the envoy. They were alone, safe for the two tribal guards flanking the door. She leaned back a bit, her head against the cool stone of the hallway, a soft smile on her lips.
"Don't worry.", she said, her smile turning a but mischievous, "If you know how to work them, the Elders are basically a bunch of Grampses and Grannies!"
