This is a Modern Tech RP. All technologies here must be, or be based on existing technologies.
Also, it must be fair. While, I will be the final judge on what is decided as OP or not, my most basic guideline is this- Can other states react to your piece of hardware /tech to prevent your intended outcome? If not, then your tech is OP.

Today, the Tarwam Corporation has showed for the first time, one of the few Quanta 22s produced so far. This fifth generation main battle tank has utilized an unmanned turret and use of innovative technologies, such as a radar array and a Simplified Laser Viewfinder. Speaking publicly, Lord Tarwam, the owner of the Tarwam Corporation thanked the Imperator for his generous funding of the Quanta Program. He went on to say, "This is the future of Imperium warfare. As a large nation, we cannot afford to create ultra-expensive gold plated tanks for our entire military. However, with great innovation, we can create high quality products whilst maintaining a low-cost philosophy. The Tarwam Corporation will not stall in its quest to arm the Imperium and is proud to do its patriotic duty."

The Imperator thought long and hard. There was no point to standing at odds with Wardomia anymore. Every other state was actively taking part in alliances and blocs. Of all of them, Wardomia had the greatest military position, as far as he knew. He picked up a pen and began to write.

Congratulations on your successful reign! Ever since you took power, Wardomia has risen to become a superpower on the world stage. We would be very open to the idea of a economic, political and military alliance. We propose that start through trade. This will open a new market for Imperium goods and give Wardomia cheaper products. If you agree, we can quickly move on to a further meeting, which shall primarily focus on military co operation through weapons programs and joint excercises. It is a dangerous world we live in. The Imperium would be a good friend, especially in these times of trouble.

"Exarch, we have the strength of Himmler at our backs! We can begin our rise to power!" hissed Magdair.

"Good, we will march on Gallifrey when the time is right." cackled Marethyu.

When Magdair had taken his leave, Marethyu said to the shadows dancing on the wall, "the time of the fiends is upon us. We will cleanse this land of non-believers and usher in a golden age for the lower planes."

The shadows almost seemed to laugh.

Chairman Fallek watched carefully as Damocles B01 was launched. This was one of a new series of satellites, one with a far more specialised purpose and payload. He scoffed for a moment. Those Niphilite couldn't make anything. Every little thing they had was conceptualised by a Pavensk. After all, they were but particularly well-armed descendants of slaves who could only toil away without the slightest spark of creativity. If it came down to it, the Imperium wouldn't be able to function half as well without Pavensk engineers and scientists.

Perhaps this was evident in the Damocles program. Lord Tarwam might be a genius in the Imperium, but he was certainly a fool in the company of the greatest Pavensk minds. Right under his nose, an override had been installed in the Damocles program. If the Imperium was going to use it on New Pavensky, they could easily turn it against Sittlelator.

In spite of all that, the Imperium was certainly a formidable opponent. The Imperator had ensured that the New Pavensky never grew big enough to pose a threat to Imperium forces stationed in military bases there. He was almost certain that Director Kraan had rigged every important government building with explosives. In a surprising act of hostility, Lord Tarwam had refused to sell Quanta 22s to New Pavensky.

Chairman Fallek clenched his fist. It was going to be a long and difficult road ahead, but New Pavensky was going to weather the storm.

Lately, the NTP has been falling behind in the polls, dipping in and out of third place, fiercely embattled by the Communist Party. While much of the poll positions still remain within the margin of error, this has still prompted an extreme reaction from the party, Its rhetoric has become even more extreme, with growing calls from top party leaders for a complete genocide of Pavensk peoples. It has also started advocating for a vastly increased police and military presence, causing it to draw even more support from many soldiers and even the Police Union.

The real worry upon the public's minds however, is the exponential increase of the NTP's paramilitary capability. They have acquired several bulletproof trucks, and are increasingly seen patrolling the streets with pistols, machine guns and the occasional rocket launcher. Many policemen who have not participated in the Police Union have voiced their concern, but also fear retribution from their colleagues. With a muted response from the authorities, alleged NTP supporters have dealt heavy damage to Pavensk businesses and homes, smashing windows and looting on a massive scale. While no deaths or heavy injuries have been reported yet, many fear that the NTP will soon bring chaos back to the streets of Wexx.

"The system is failing, we cannot be sustained. I will summon them immediately.", Tom Baker rose from his chair.

15 December 88 APW

The Panopticon, The Citadel

"Our nightmare has been realised. Although now, at peace we may seem, there are issues which must be addressed immediately..."

2 hours later...

"...and so, it is with great regret that I fear The Master is still alive and at large. His evil must be stopped at all costs. A greater threat looms, threatening to tear us apart." Pertwee finished. The congregation was mostly asleep.

A hand was raised into the air. "Yes, what is it?" Pertwee asked.

"Sir, on behalf of the Prydonian Chapter, now that peace has been reinstated, the War Council must be disbanded and Arcadia disarmed. This is the only way for us to maintain lasting peace. For a thousand and many more years we have ruled without chaos. We are a democracy-"

Peter Capaldi stood up. "Unnecessary. If crisis were to return, where would be our security? From my point of view, if we must advance, we have to become less conservative. Look at us, dusty, ancient senators, so frightened of change."

"Let me bring up another point as well. I am a representative of the Scorlean Chapter. For centuries, we were ruled by an oligarchy. However, over the past few decades, our parliament has burgeoned. Our political freedoms are too high." This statement caused much murmur.

"We shall vote on all of your suggestions. When the vote is taken, we will see who sides and who stands against."

"It is vital that we reinvent ourselves in this age. We may have a inexistent woodchopping industry, however, we boost a gigantic cheese export industry. Recently, our economy has also skyrocketed. We are also slowly moving outside primitiveness. Together with The Khan Empire, we have manufactured Guard Avians. We now also have more than 1000 battle TARDISes. Things are looking good for us."

"First, the vote must be taken. Only then can we determine our next course of action."


24 December 88 APW

It was Christmas Eve. All over the Cyberius Confederation, people were celebrating. Celebrating a season of goodness and grace. Churches throughout The Citadel were teeming in joyous celebration. Captain Tancredi was a religious man. He had, however, no time to celebrate. He had work to do, as he always had.

Tancredi had of late become increasingly busy, especially over the past 5 years, culminating in his appointment as Supreme Precept of the War Council in Arcadia. Now, with appointments in the Caellun Chapter, the Ministry of Security, the War Council and the Gallifreyan Unified Armed Forces, Tancredi had no time to be slacking off. He had sacrificed much in order to come this far. Now, at the age of 67, fearing that he was nearing the end of his life, Tancredi had single handedly accomplished what many could not. His contributions to the Chronarch society were widely acknowledged. Recently however, a great burden had come upon his brilliant mind.

Tancredi sighed. For more than 50 years, his belief in a utopian Kasterborous seemed to be affirmed. In the older days, he had witnessed the shining era of Gallifrey, whose economy had surged, political freedoms skyrocketed and civil rights championed. Ever since the Cyberius had entered into the 21st Century, Tancredi had increasing fears. Gallifrey, which had stood for over a thousand years, had finally begun to show signs of faltering. After the emergence of Capala Sword and the First Capalan and Nifilat Crisis, Gallifrey had gradually been rendered obsolete. The High Council, once being efficient and oligarchic, had burgeoned in size and become reckless and inefficient, shovelling responsibility to the lower castes of society, debating and arguing about a future which now might never happen.

Tancredi frowned, deep in complex analysis. Pertwee, 5th Lord High President, meant well, however championed pacifism and inaction. In order for Gallifrey to ascend into glory once more, Tancredi had always advocated militarisation and development. The High Council and the majority of the Chapters, however, believed in preserving the old instead of working for the new. Tancredi was disgusted. This had allowed for multiple security breaches which could have been prevented, the most severe one being the usurping of Pertwee's rule by The Master.

Meetings of the United Council and the Great Committee had merely waved the matter aside. How could such a pressing issue have been dismissed so hastily and casually? Tancredi cursed loudly. The Confederation itself, the great region, had a motto. "Hope is within yourself." Pondering over the wisdom of the phrase, Tancredi's illuminative soul leapt and danced into enlightenment. A sudden realisation dawned on Tancredi, galvanising his beliefs. He had to be the change. If no one else dared do it, he would ensure it be done. He would be the beacon of hope in this period of turmoil. Whatever or whoever stood in his way would be eliminated. Tancredi smiled and muttered under his breath,"Hope is within yourself. For the greater good, you shall be brought into power once again... And let nothing stand in your way against the dream of utopia!"

"It is beautiful, is it not?" Minister Ignia asked her longtime friend, Emperor Orose Khan. They were watching the bustle of the citizens from the Night Angel tower. They were of course flanked by 6 body guards.

"Aye, indeed it is. I only hope that peace will hold throughout the festive season," Empror Orose lamented.

"Orose Khan, I have been and always will be your friend. You can tell me what ails you," Ignia had always been empathic toward Orose, now was no different.

"Ignia, I sit upon a throne with a crown upon my head. But I am less than I have ever been. When we were in Standard 6, we dreamed of building a new nation and steering it to greatness. Now our economy is failing and my people resent me for stripping them of their political freedom and civil rights."

"Orose," Ignia chided, "has not your philosophy always been to hope for the best in the future? You have always said that even if today is bad, tomorrow can be better. The state of the economy is not permanent, you know that. And all it will take to improve the civil rights of the people is good judgement on your part." Ignia's phone rang, "I'm sorry, I need to take this call."

Emperor Orose sat down at his desk and sighed, he would have to be a better judge.

Patriach Mosley started wistfully at the Tarwam Corporation's facilities. Church attendance had been slowing as of late, as people had become more fearful of walking out in the streets due to the omnipresent Patriotic Directorate. Even his own colleagues had been overcome with doubt. Just 12 days away from Orthodox Christmas and already the poor sad fools lack faith, he thought. Such a pity. At the very least, the new church was sure to encourage renewed attendance. With that, the Church's influence could rise high enough to get the attention of the Imperator again. Then, we could finally get more funding and make more missions into New Pavensky. Perhaps there would be some strings attached to the funding, such as recognizing the Imperator as God's Chosen, but it was all insignificant in comparison to the good that the Church could do- for the poor, the needy and the lost. All, of course, in God's name.

He stood back as the gigantic figure rose to the sky. Like an angel, this great new church will herald Christmas and bring the Church back to greatness. He stood back and beheld the magnificence of the first of many floating buildings.

Several large ominous shapes, freshly produced by the Tarwam factories, appeared in the skyline. They were the new tools of the Patriotic Directorate- Surveillance Blimps. From these guard posts in the sky, the PD could tap into airwaves, as well as monitor large portions of the city with deadly precision. They could also beam government notices directly into televisions and phones of entire blocks of people. While their offensive and defensive capabilities weren't close to the Behemoths, they were still a terrifying tool for the Patriotic Directorate- an all-seeing eye in the sky to make sure that no terrorist dared showed his face on the streets and yet another sign of Imperium strength.

Within days, more would be deployed across the Imperium, from Krasbourn to the Nifilat border. A flying hideout amongst hundreds of others like it- a perfect base of operations for the Director to return to.

We notice your economy has entered some troubled times as of late. We would be more than happy to assist you in these of troubles. We are willing to station the First Patriotic Fleet at your waters to secure them and allow you to rebuild your economy without having to worry about naval defence. All we ask in exchange is that we maintain a good relationship as states in the days to come. Threats are just beyond the horizons, and we must stand together to overcome them.

Himmler Advocates Capala Sword

Our glorious leader, Rudolf Himmler, is now a new man. Once an avid womaniser and pleasure-seeker, one would not recognise our esteemed leader now. Devout, respectable, considerate and wise, Himmler has abandoned his old ways and has turned over a new leaf. Who could have imagined that our leader was once a drunkard?

Himmler has announced that he will support all future endeavours of Capala Sword and the Cult of the Fiend, who are currently believed to be in partnership. "After all, they have done so much for the Cyberius Confederation. It would be a travesty if they were not acknowledged for their contributions. Capala Sword, although believed to be vanquished, is still at large, albeit downscaled in size. I will do all that I can to support their charitable cause."

Himmler has also confirmed rumours that, contrary to popular belief, The Master, one of the leading members of Capala Sword, is still alive. "The execution was a hoax, you see. I'm afraid to say that my noble colleague, The Master, is alive and well. Our discussions with Spasticasia were but a ruse, all those people whom we mentioned are but one and the same man. The Master is indeed alive."

United Freedom and Rightian Embassy in Gallifrey

Himmler has ordered the closure of the United Freedom and Rightian Embassy in Gallifrey. Ambassador Francis Williams is to leave Arcadia and return to Freedomy. Himmler however, indicates that he does not wish for his friendship with Gallifrey to be ruined and proposes a conference in Freedomy. Nations belonging to the Confederation are encouraged to send representatives.


Dear Marethyu, Magdair, The Master, Black Bart, Khan Noonien Singh, Zabid,

I would be delighted to form an alliance with you and the other Capala states in the Cyberius. I have heard through my informants about the plan to invade Kasterborous Gallifrey. We shall, when the time is right. Currently I advise you to begin extensive militarisation in preparation for war. It seems that peace in the Confederation has been destroyed. We will annihilate our enemies together.

THE FORTRESS, WARDOMIA

With the enlargement of the Allied Nations to include East Niphilate, Wardomia reached yet another height. The newspapers trumpeted:'Superpower'!
Wardomian troops marched through Sclorini Square, displaying Wardomia's might to the world. The heads of the Allied Nations were all there. Field Marshal Freedsho, General Konis, CEO Nolan, Imperator Conrad Sittlelator and Generalfeldmarschall Alberto Sclorini. They saluted the combined might of the Allied Nations. Quanta 22s rolled through the streets, followed by the Landclankers. Solen-26s flew through the air, their helicopter blades chopping through the air. Below them, the FPH division 'J4KE Destroyer' marched past.
In a speech, the Generalfeldmarschall expressed his desire for regional peace.
"With this newest addition to the Allied Nations, our Alliance has reached yet another height. Let us work together for Peace and Prosperity among our member nations. However, our enemies should beware our might. We will not allow them to step over us."

Commentators predicted that this historical event would herald the new age of Allied dominance.
A new age where old enemies would be crushed mercilessly.

Outside Gallifrey High Command

Tancredi strode out of the Gallifrey High Command. His meeting with Pertwee had been positively received, that was good. Pertwee had expressed his support for the new Temporal Military Productions. A battalion of Guard Avians had began production and more than 1,000 Battle TARDISes had already been deployed. There would be no need for parades or celebrations though, the plans had to be kept safe from prying eyes. For now, the Church would conduct their annual Christmas Thanksgiving Parade. There would be no need to display their new technologies. Not yet.


Grand Universal Church

Right Reverend Salochin Salma led the religious procession of more than 1,000 monks of the Armed Church Branch. In modern times, the Church of Gallifrey had branched out from being just a location of worship or a gathering of people. The Church now had great power. It was not only a religious organisation but a military one. Monks were trained from the age of 10 to serve God during battle. Reverend Salma is also the head of the Royal Inquisition.

First Batch of National Servicemen Finish Training

A few months ago, National Service was implemented in Gallifrey to combat Capala Sword. National Service is compulsory military training for every able bodied man and woman under the age of 60. Today, the first batch of National Servicemen finish their training for the year, continuing after the festive season is over. They have also been indoctrinated by the Church. Dying for Gallifrey will be an immediate path to heaven. Nothing shall stop a Gallifreyan Crusade. God with us!

Gallifrey is concerned. We thought that we were in an alliance, however your recent actions go in contrary to our agreement. We hope to hear an explanation from you soon. After the elimination of Capala Sword, the region is now at peace. I cannot let anything jeopardise that peace.

*Note that Gallifrey is very religious. However, over time, the Church of Gallifrey has become greatly distorted, amassing a multitude of external influence from various other religions. As such, all Gallifreyans are members of the Church. It has no fixed beliefs, instead being a collection of every known religion.

Christmas day

On the day of Christmas, the hours passed as anyone could expect it. The churches rang with the chorus of Alleluias, families got together for Christmas Dinner, soldiers came home to their families and the Emperor had an office party for the supreme cabinet. Champagne bottles burst open, cake, pizza and roast beast was had. In short, the entire naation was partying. Eventually, Emperor Orose Khan decided to visit his relatives. It went about as well as expected. The elderfolk scolded him for the dismal state of the country, the children laughed with joy and mirth as the Emperor regaled them with tales of long ago and Orose' mother encouraged him to do what was best for the country.

Binwin too soon left to join his family. His was a more jolly gathering of drunken dwarves, mirthful children and entertaining elders.

"...and so, tha croc dinnae give up, tha thing kept thrashin' around in our nets. Good thing the net was made o' dwarven steel, else it woulda torn. Anyway, we finally wrestled tha croc down when... och, 'ello Binwin, come to hear tha tale yerself eh?"

"Nay uncle, just checkin' that tha young 'uns dinnae five ye any trouble."

"Ah, get yerself gone then. Yer holdin' up tha story!"

Even Ignia left the party to join her relatives leaving Zechariah to drive home a drunken Dante. Ignia had much more trouble with her family, her mother kept nagging her about her love life, her sisters complaining about her prestigious position, her brothers being immature pranksters and her grandmother fussing over her. It seemed that only her father and grandfather were welcome guests.


Christmas day passed all too quickly for the children of the Khan Empire, and too slowly for some others. And soon all were once again sleeping on their beds.

Capala Sword: Origins, part 1

Part of a series on the history of Capala Sword.

Capala Sword has existed for a very long time. A malevolent organisation bent on terrorism and anarchy, it was not always so. The story of Capala Sword is a very sad tale indeed. The organisation now known as Capala Sword was founded a very long time ago as The Order Of The Enclaves (TOOTE). The exact date of the founding of TOOTE is unknown, as the secret society is shrouded in obscurity, however archival cryptic mentions of TOOTE can be found as early as 1834. TOOTE was once a noble organisation, built on noble principles and beliefs. It was dedicated on the passing on and preservation of knowledge. Members of TOOTE were from many fields. Notable Scientists, Mathematicians, Historians and others of informative professions are suspected to possibly have been members of TOOTE. TOOTE was also suspected to have utilised Libraries and Churches as headquarters. Records of TOOTE are few and scarce, as the organisation was extremely secretive. TOOTE thus continued to communicate using secret codes and had an extensive network among even the highest members of society. TOOTE operated all across the Confederation, allowing for peace. However, all of this would change in a moment.

Eventually, a few disillusioned TOOTE members gathered together. These rogue members of TOOTE felt that knowledge should be reserved for a select few. There was thus a schism within TOOTE. TOOTE members turned on one another. However, nothing is ever just black or just white. After a moment of chaos, TOOTE members could not distinguish each other anymore. TOOTE was then reborn from the ashes. It's purpose, however, changed drastically during the schism and the organisation had assumed the name 'Capala Sword'. Capala Sword was a travesty of everything that TOOTE stood for. It thrived on chaos and terror. It believed that what it was doing was right. The Cyberius Confederation has long had a ban on cows and enforced a strict policy of Bovine Extermination. During the schism, TOOTE had become radicalised, inane and chaotic, knowledge being distorted as it was handed down. Capala Sword believed that cows were divine. TOOTE had degenerated into a barbaric cult.

Christmas Day

It was Christmas Day in Communal Commons. Not that there was a need to celebrate Christmas. Religion was discouraged. Heartliver Colon had always envisioned a rational, scientific world. Instead, on Christmas, the populace gathered in Commodity Market, listening to lectures which had been planned by the government, enforcing their beliefs in the government. Colon hoped to change this tradition. This year, fireworks would be displayed. Fireworks! That should give the citizens a well earned surprise. They would stand gawking at the light displays and their faith in the government would not falter. Colon snickered. What government? His government. His puppets. Ah, the greatness of being dictator...

Christmas Day, Wardomia

Children played in the streets. The anti-ballistic missile defence turrets had tinsel and Christmas decorations draped all over them. The usual tank patrols had been painted with christmas colours, and even the Secret Police wore extra Santa hats and other costumes over their body armour. As snow fell all over Wardomia, even the soldiers on parade were smiling and laughing.

All was peaceful and calm. With the New Year just around the corner, everyone was exchanging gifts, in the spirit of Christmas. Families laughed, and caught up with each other. Sons that had returned from Nifilat were given extra presents, and everyone was happy and contented.

It was Christmas Day. The nation was celebrating. Christmas trees could be found in public plazas and decorations and fancy lighting had been strung up all over the place. Christmas, the season of goodwill and celebration. The Common Church had also put plans in motion. A great service would be held today, allowing salvation to be bestowed upon millions of souls.

And as such, the nation celebrated, oblivious to the events that were to come. The events which would decide the destiny of the Cyberius itself.

Himmler laughed. Christmas. Christmas was for fools...

It was only a matter of time...

While the nation was celebrating, the High Council was busy. Pertwee sighed. How could this be happening? They had recently intercepted a telegram from Rudolf Himmler to the leaders of Capala Sword, which meant Capala Sword had not been destroyed. Now it would be waiting and gathering power. Rumours were that it had merged with another terror group, the Cult of the Fiend. Pertwee placed his face is his hands. The Master was still alive, too. This could not be happening, this must not be happening. Ever since he had assumed Lord High Presidency from Troughton, Pertwee had always advocated pacifism and peace. Tancredi was right. Perhaps sometimes force is the only way. Pertwee looked up. CEO Rasticlast was giving a presentation on new military weapons. Pertwee glanced at the blueprints on the table. Yes, yes. He would purchase them and manufacture more himself.

Lord Tarwam watched as the Flying Church slowly glided away from Krasbourn, to continue its journey around the Imperium ahead of the 7 January celebrations. The prototype floating megastructure had been a great success for the Nifilat Orthodox Church, attracting a rise in attendance for the first time in three months. He wouldn't be surprised if they had record attendances during the Christmas service.

More importantly, this was an incredibly useful test drive for the new concept he had been exploring. The Flying Church had succeeded in running extremely well in spite of the terrible winter. It had also maintained predictions of fuel usage. There had already been significant hype amongst Imperium elite about this, and with the collaboration of Pakla Niphilate Automobile, they had succeeded in making large strides in development already. A few scientists contracted from New Pavensky had been working on producing a new form of armor for some time and it would appear that they were nearly complete.

Project ArchAngel was to succeed. Once it did, it would herald a new chapter in Imperium history.

We invite you to the Imperium New Year's Weapons Expo! This exhibition has typically showcased military technologies from all corners of the Cyberius, and we'd greatly appreciate it if you could participate in this great tradition. Chairman Fallek read the message again. This was quite an interesting opportunity. If Sittlelator found out, punishment would certainly be harsh. However, until then, New Pavensky would be able to amass even greater technological capabilities, possibly than the Imperium.

However, this had to be done quietly. He was almost certain that half his local governors were paid of with the blood money of the PD. He wouldn't be surprised if his military officers had some kind of connection to either Malek or Kraan.

Fallek twirled a pen in his fingers. This was a huge gamble. Even so, it was a gamble he was willing to take.

I accept your offer. However, I have two conditions. Firstly, I cannot reveal any information from any Imperium projects. Essential data from those projects is fiercely protected by the Tarwam Corporation. Any inquiries into those would likely cast suspicion on my scientific team and me.

Secondly, all research must be conducted within New Pavensky. The Imperium holds very strict restrictions on Pavensk travel. If my team and I were to attempt to board a plane to leave, it would almost certainly be shot down.
