After reading this one word came to mind: Special Forces

We deploy our elites to launch behind the line raids or gather intelligence. To counter their air force we must use intelligence to locate and destroy airfields that have been detected.

Our first move should be the gathering of intelligence for strategic attacks against the rebels. Its not like the rebels are suddenly going to launch a mass offensive against the Federal Government forces and take the country any time soon. And of they do they'll have revealed their positions making it ripe for a ballistic missile retaliation.

If we drop our standard ground forces onto the frontlines I expect the rebels to resort to devastating hit and run attacks. We should just construct closely connected outposts between our forces across the frontlines for a effective, flexible defence on the ground. I would agree with securing the mainland first before island hopping. Preferably working with the Federal Government to close the borders or something.
