If its just an alliance between nations and not necessarily open to nations beyond it, does it count?

Telros - is it a true alliance, or just a treaty - though I would have to say that it's a 'closed cycle' between just two with no allowance for other nations, then it might fall under treaty but I'll gladly take commentary from some one more knowledgable about such things than I.

Well, it's not totally closed as nations we have enough relations with to enter into that agreement but not anyone can come up and ask to join.
