THE ORGANISATION: The InterConnect Treaty Organisation (ICTO) is a cooperative trade oriented pact - first created between the Crux Dominion and the Republic of Sunset. The series of treaties were officially ratified, and established during the Essinaar Accords in the Crux enclave of Liu Xiu.
The newly ratified agreement linked the two Star-States and their gates together, creating a series of uniform trade-lanes that stretch across the Galaxy. The quadrants of Alpha and Gamma were officially connected by these trade-lanes, known as hyperways, creating a much faster, and more secure series of trade-corridors across the Galactic plane.
HOW IT WORKS
FTL Warp, Jump, or Portal gates are superstructures that provide FTL travel across great distances. These gates are Alpha-Omega Routes, or point-to-point. Essentially allowing a vessel to travel at FTL speeds from point A, to point B. The advantages of this allow quicker travel, and greater safety.
Signatories of the Accords will be able to link gates with other states (of their choosing), and still maintain full control of the use of their gates. In doing this, InterConnect hopes to avoid the problems that plagued the now defunct HERMES networks. To further this, star-states will be fully responsible for the maintenance, and security of their own gates.
Through the InterConnect Operator Board [ICly or OOCly], signatories will be able to pick and choose who they wish to connect to, or don't, and may change these policies at any time. The Engineer Board will be an optional, and advisory committee that may inspect or assist in speeding up construction of signatories' gates, at the choice of the signatory.
As a centralised body, InterConnect will maintain no central control over any signatory's gates. Bodies such as the Engineer Board or the Operator Board are merely optional venues provided at the leisure of the signatories. Although trade oriented, InterConnect will not restrict the types of vessels signatories allow on the hyperways. This power will be entirely vested in the respective signatory.
InterConnect is not a security organisation, shall not have a defensive nor financial base or figure, and will not be held accountable for the abusive, or otherwise malevolent use of a signatories' gates. Likewise, should a signatory partake in the aforementioned uses, that signatory will be wholly accountable for their actions, and the matter will not involve InterConnect but only that of the offending party, and those affected. InterConnect's duties to 'defend' a signatory should they commit to these aforementioned uses will be entirely non-existent.
Hyperway Junctions will be optional interchange points for signatories when planning their trade-lanes. Signatories will have the option of linking to Junctions, to provide a middleman interchange to easily, and freely adjust their route as need be. Any signatory may build junctions, under the premise that they be optional for use.
Hyperways are the trade-corridors that stretch across the Galaxy via hyperspace produced by gates. Ships within Hyperways will be able to travel vast distances without the threat of piracy or marauders. The establishment of Hyperways is entirely at the leisure of cooperating signatories.
Gates are Alpha-Omega superstructures used as static points where vessels may gain access to Hyperways and reach their destination. Gates will remain in the ownership of their respective signatories, with their use, security, and maintenance being the responsibility of that signatory, and that signatory alone.
THE ACCORDS:
- The InterConnect Operating Board will be composed of delegations from respective member states, and be based within the Essinaar Station of Liu Xiu.
- The InterConnect Engineering Board will be composed of engineer, and inspection delegations from respective member states, and be based within the system of Sol.
- Member states will be responsible for the maintenance and security of their own gates.
- States must either have Faster Than Light Jump, Warp, or Portal gates, or have these gates under construction in order to apply to the InterConnect Treaty Organisation and further be able to be connected to InterConnect Hyperways.
- The InterConnect Operator Board will be offered as a venue where signatories may negotiate the use of their gates, and who will use them. [This can all be done ICly or OOClyy]
- The InterConnect Engineer Board will be offered as a venue and responsible for inspecting, and helping to establish a basic technical standard in the use, construction, and application of these Faster Than Light Gates and their Hyperways.
- The Sagittarium Trade Junction (Located at the Core) will be a neutral and optional interchange, open to all member states regardless of political conditions with the Crux Dominion.

Signatory Information
All applicants and interested parties wishing to sign the Essinaar Accords must provide the following information below, and in an official missive addressed to the Warden of the Essinaar Station in Liu Xiu. At which point, upon signing the agreement, signatories will be accepted as members of the InterConnect Treaty Organisation.
