"This is the 21st century... The charter will be saved to multiple harddrives and data centers...." Se laughed. "We can't loose it"

"Oh, you young'uns are your fancy stuff & that. Back in my day, the government needed 30 copies just to have a sliver of a chance to not get lost, stolen, or burnt."

"In accordance to Article 12, I would like to present the following to the Committee

Resolution 1, Common Currency Union

In Accordance with Article Twelve of the Charter of the Common Currency Union,

Acknowledging that in Article Twelve, the following is stated: "c. The Committee will issue a statement, directly after the vote, in which the Royal will freeze. Bank withdrawals, minting, and anything falling under the financial criteria are halted."

NotingThat the freezing of the Royal may be a long process, so therefore

Enacts the following:

1. Creates a Credit Card, on which the Royal is printed, for the use of Electronic banking
a. All users of the Royal must own a card, distributed by the Union bank

2. All transactions concerning the Royal must be done electronically

3. All users with physical currency will turn it in to a Union Bank to have it converted into electronic form

4. In the event of a freeze, governments may approach the Committee and ask for a conversation of the currency. The Committee will have a vote, and of yes the Union Bank will convert Royals into the national currency, however it must still be withdrawn from the Union Bank and the Credit Card must be used.

5. After step D. of the process described in Article Twelve, the Union Bank will convert all remaining national currency to the Royal

"While I like the idea of a electronic currency, It defeats the point of freezing the Royal, as the Royal will than be unfrozen if it can be used in any way. It only freezes in the exiled nation anyways, the other nations can carry on." Anette coughed. "Sorry, also the expulsion of nations is a fairly quick process and it takes priority if it were to arise."

Of course, I did not understand that only the exiled nation would be frozen. Shall we modify it into this thin:

Resolution 1, Common Currency Union: Electronic Banking

Acknowledging that the use of electronic banking can be a more efficient and less expensive way of storing money

Noting that there still may be currency in the physical form

Enacts the following:

1. Creates a Credit Card, on which the Royal is printed, for the use of Electronic banking
a. All users of the Royal must own a card, distributed by the Union bank

2. All transactions concerning the Royal must be done electronically

3. All users with physical currency will turn it in to a Union Bank to have it converted into electronic form
