Following recent events Spirit of Hope is deeply concerned by Caracasus orbital weapons platforms. Finally we respectfully request the return of our operatives, at such a time as is medically acceptable. If you would like formal statements those can be arranged, along with a transfer of all video, radio, and other recordings and intelligence gathered by the operatives.

As for the obsolete Orbital weapons platform momentarily under the control of Agent Porythio, who you may know as The Man in Grey, Caracasus was in the process of decommissioning this particular orbital weapons platform at the time, so you may rest assured that a kill-signal has already been transmitted to the satellites. They are, for all intents and purposes, rather expensive space-debris. We will be launching a vehicle tasked with pulling them out of orbit into a decaying orbit, splashing down in a large, empty ocean. Caracasus cannot, however, dismantle any newer, more secure and impenetrable weapons systems we may wish to put into orbit, or have put into orbit. The Cedorian security agents fired quickly, expecting and anticipating that the CAJ leader would fire once he'd realised what had happened. In the ensuing firefight, one Cedorian agent was hit, the bullet lodging in his side, he sustained serious injuries. Two of the CAJ representatives were killed, One was seriously wounded and taken to hospital alongside the Cedorian PIA operative. A fourth man, presumably an accompliance of the leader, was captured and is now being interrogated by Cedorian counter-terrorism forces for the names and locations of other terrorist leaders.

Cedoria today has been successful in it's counter-terrorism efforts in support of our allies. We will soon be moving on other terrorist leaders in Caracasus.

Foreign Affairs Commissar Ricky Stavros expressed his misgivings about the continuing tense situation with the German Democratic Reich. Caracasusian Territorial waters, 23:45pm. (long past everyone's bedtime)

The inky dark water showed up as shadow under the still-flickering glare of burning oil and wreckage. The passenger ferry, carrying civilian contractors back to the mainland had been rammed, then blown up by an as-yet unidentified assailant.

Rescue crews had been quick to the scene. The sinking ferry had been salvaged, and towed back to the docks. There was little doubt that the ferry would ever sail again - but fragments from the bomb and shrapnel from the other ship could tell forensic investigators a great deal.

The casualty list now ranked 14, with at least 30 more in critical care. Some would not make it through the night. 240 were mostly but shaken and a further 20 were missing, presumed dead.

The forensic divers had located parts of the hull of the other vessel - a painted flag on one of the fragments confirmed eyewitness testimony - the German Democratic Reich Flag. This baffled several Internal Security commanders. Why would the German Democratic Reich go to such efforts to conduct a covert attack with a vessel that flew under their colours?.

The debate raged, with The German Democratic Reich dismissed fairly early on, both through forensic investigation and through the general consensus that the Germans "were not that bloody thick". Who was the true culprit? The finger certainly pointed towards CAJ, although they had never attempted such an audacious attack before on the ocean, so far from their usual bases of operation.

The Caracasusian ambassador requested a meeting with his German general friend. He expressed his condolances. His favorite cafe had been wiped out in a bomb blast, and several of Berlin's old, grand buildings had been irreparably damaged.

He leaned in close to the general.

"If you want my opinion, friend, someone seriously wants both our nations to go to war. I think it might be rather beneficial to both our nations to figure out exactly who that is, don't you agree?"

He poured himself and the general another drink, and lit a fine cigar.

20 of Belivonia's finest fighter-jets shot up in the sky this morning as a training drill, they flew over the Belivonian Fleet and even practiced shooting barrels laid on the ground, the first of its type, a modern man-carrier was launched from Tallinn-Linnd International Airport, it could carry thirty men armed and ready to any battle-zone. However, there was a downside.

A stealth fighter-jet flies high over the city, the pilot, Jake was inexperienced, he was a 30 year old Belivonian.

"Shit!" he shouted just after he moved his elbow over the Stealth-lever, it took him time to find it and switch it up, a few minutes to be precise, he blew the whole flight and he knew it. He took his time getting back to the fleet, because he knew he was going to be sacked.

"I agree one hundred percent. The problem is our President is stubborn. He will refuse to work with communist nations on anything unless they strike some kind of trade deal. The Generals know this, and so do many members of the Reichstag. The problem is, if we vote him out of power, the people will see it as an act of aggression against a good president. Blaming it on capitalism, communism, anything they can. The last thing we need is a civil war in the street-" The General realized how much he had been rambling on.

We thank you for your information regarding the actions of Belivonia. We are ourselves presently monitoring them after two of their citizens were arrested for planting explosives in Caracasusian territory. We will continue to keep yourselves and allies updated with information on their actions. It appears that Belivonia is, at present, undergoing some problems of its own. It is possible, though unlikely, that their agents oversees are acting on behalf of a group other than their government

Caracasusian Air space - near Jevellit Metropolitan District

Radar screens light up as an unidentified aircraft is detected. Two PD-25 intercept fighters are launched immediately and the unidentified aircraft is hailed by Nineday House and ordered to land. Two anti-aircraft missile platforms confirm a lock on the aircraft as the intercept fighters close in.

Internal Security offices

After the successful warehouse raid, Cedorian and Caracasusian agents were congratulating each other. The Cedorian agent injured was currently recovering and would be shipped home as soon as his health allowed. The two living CAJ members had been questioned and arrested - although as with most cell based groups neither knew much beyond the limits of their cell. One interesting piece of information emerged however - born from internet chat, myth and general rumor. The weapons may well have come from the north of the country. In addition, it was rumored that a larger CAJ group had found and inhabited an old colonial era fort high in the mountains and was using it as a base of operations.

A multilateral armed investigation team was quickly put together, with agents from several nations contributing. Satellite imagery had narrowed down the list of possible bases to five distinct possibilities. Old colonial structures stable enough to be used, close enough to civilian populations to be useful and far enough away to be discrete. It was decided. The armed investigation team (Codename Pachyderm) would scour the five potential sites for CAJ terrorists, not to engage at first - merely to confirm or deny a presence.

Berlin, Caracasus Embassy

The ambassador sighed and sank back into his overstuffed chair. The general raised some tricky issues. Peace had to be achieved, that was evident.

"General - correct me if I'm wrong but we need to find common ground here, yes? Neither of us want to see Berlin in flames"

"Your President is fast becoming unfit for power. Now, it would be the worst kind of mistake to force him out at the moment. Apart from anything else, radical movements in your nation will take advantage of popular sentiment and the power vacuum, further destabilizing your nation, as I am sure you know. What we need here is a compromise."

He sipped his brandy, quietly.

"We propose this. Caracasus needs to sell goods overseas. At present, we do not trade much with nations outside the Communist Bloc, but this is hardly a rule set in stone. Perhaps if Caracasus began to trade with the German Democratic Reich - no matter how small the trade, we could work something out. I am sure you have friendly journalists in both left wing and right wing papers - so here is how we should sell it."

"To the left wing papers you discretely sell it as a recognition of the German Democratic Reich that communism and left wing policies may have their advantages - hence closer relations with Caracasus. To the right wing papers, you quietly mention how the German Democratic Reich is aiming to change Caracasus and show it the error of its ways through increased trade with a more right-wing powerful economy. Both factions will spend so much time fighting each other over their interpretations they will have little time left to criticize the decision itself. The trade deal would certainly ensure peace between our nations and who knows? Perhaps there are things we can learn from each other."

The Cedorian operatives congratulated themselves on the successful apprehending of the terrorists. The useful nuggets of information that had been gleaned from the information from the suspect had led Cedorian operatives to suspect that the CAJ had a large base, and stockpile of weapons, in Northern Caracasus. Subsequently, they transmit this information back to Cedoria.

Poras, People's Republic of Cedoria
Chairman Vallance read the report on the suspected terrorist base in Caracasus with growing concern, but also some level of excitement. This was a huge base for the CAJ, this would be one of the nerve centres, if not the nerve centre, of their organisational efforts. He was more convinced than ever, as he read the report, that this was an important leading location for the terrorist leaders, and it would be fine to set a trap in order to catch them.

Seeking to begin an operation to break the back of the CAJ in Caracasus once and for all, Chairman Vallance immediately got on the phone to his military chiefs. In the conversation, he ordered the People's Revolutionary Army to commence the deployment of a Predator II Unmanned Combat Drone, which could be remotely controlled and operated from Poras. This drone would serve as the centrepoint for an attack on the CAJ leadership. Ordering the drone to begin moving into position near the location of the terrorist base and begin monitoring it from afar, he subsequently sent through orders to the PIA operatives in Caracasus to begin a sting operation to ensure all the leading terrorists in the CAJ would be gathered at the location in the one place.

Northern Caracasus, Temporary Operating Base
Nick Vujiki, the leader of the PIA Counter-Terrorism Operating Detachment deployed to Northern Caracasus received the instructions from Poras with a glimmer of excitement. Having already captured one terrorist, and killed several others, receiving valuable intelligence in doing so, he was quick to grasp the potential value in a strike against the terrorists. Reading his instructions through again, he blinked slightly, not sure if he had understood correctly.
They want me to release the prisoner into the base, in exchange for amnesty? That's Crazy!

But the more he thought about it, the more sense it made, and frankly, as he read further down on the instructions, he actually chuckled slightly to himself, a twisted smile playing out on his face.
This actually makes a lot of good sense, why didn't I think of it? he thought to himself.

He jumped up from his chair, and began to move towards the prison cell in which the captured terrorist from the warehouse was being held. It was time to set the trap..

Holding Cell, Northern Caracasus, Temporary Operating Base
Vujiki leaned forward on his elbows, his unblinking stare burning through the face of the prisoner in front of him.
"Do you understand what I am offering you. We have a simple proposition for you, I am willing to personally grant you a full amnesty from all your crimes, and a lifelong pension, free housing, and no retribution against any of your family members. All you have to do is this one thing for me."

Prisoner 15562, clearly stunned by the proposal, blinked under his interrogators gaze. He spoke hesitantly.
"You're asking me to betray my fellow freedom fighters, for money? for protection? You are offering me no criminal charges? Why are you doing this?"
Vujiki sighed,
"Look it's quite simple really, we are going to arrange for you to be released, you are going to contact your friends, telling them of your "escape" and requesting a meeting with all the top CAJ leaders, saying that you have information that can be used to help them attack targets that will cripple Caracasus's economy, electrical grid and infrastructure, but you'll need to meet with all the CAJ leaders to give that information. They will not be able to resist that nugget.."
He continued
"You set up the meeting with them in the location that you so generously gave up to us several hours ago, and then, when you are all engaged in the meeting, we will arrest the other CAJ leaders. In return for your cooperation, you will receive a full pension, immunity from prosecution, no retribution against family members, including the wife and young child you were begging for before, and in fact, you'll get a generous pay packet so they'll never have to be hungry again. Vujiki finished.
The terrorist nodded slowly.

"So I'm being guaranteed immunity... and no retribution?" he asked hesitantly.
"Yes," Vujiki replied, "as well as a nice pay packet and a full pension, not bad for a day's work. And your family will be set for life."

Prisoner 15562 spoke again, slightly more definantly now,
"And what if I refuse to play along, or if I betray you?" he asked.
Vujiki smiled unpleasantly. In decades of counter-terrorism operations, he had acquired quite a few battle scars, and his face was not pleasant to look at when he bared his teeth.
"Then we'll kill you, dump the body in a river, blow up your home, harass your family, abduct the kid and I'll let my boys have a little fun with your missus, and we'll get your friends anyway, they can't hide forever. We can deduce enough to get them just from the information you've already given us, I just thought I'd give you a proposition to help yourself a little, whilst you help us to finish this more quickly." Vujiki grimanced unpleasantly.

"You help us, and you'll be paid, have a safe home and family, Hell, I'll make them give you a war heroes medal if you like. You don't, bad things happen."

Prisoner 15562, clearly somewhat cowed by the quiet menace delivered in the threats of the man sitting opposite, and especially terrified of the man's threats against his young family, managed one last belated objection.

"But what if I tip off my comrades after my 'escape'? How can you be certain I'll not betray you?"
Vujiki shook his head.
"If you were planning to betray us, you wouldn't have asked me that question. But just for your information, we shall be implanting a temporary tracking device into you via a quick medical procedure for the duration of the mission, and then remove it once it's done. Of course, you must remember that if you betray us, I can still carry out everything i promised I would do against your family, home and friends anyway. You have no motivation to cross me." Vujiki continued.

Sighing slightly, but accepting the inevitable, Prisoner 15562 made his fateful decision.
"All right, I'll help you, I'll get my friends to the meeting in once place, so you can arrest them." he said.

Vujiki smiled slightly
"Splendid, rest assured you made the right choice, and neither you, nor your family will be harmed if you follow through on your end. Now, please come with me, we'll have the guards unshackle you, and the medical procedure to give you the temporary tracking implant can begin." He said.

As the Prisoner moved slowly, being unshackled and frogmarched down the hall to the makeshift hospital, Vujiki smiled slightly at his success. There was perhaps, a very small pang of guilt at having not been totally honest with the man. It was not strictly true the terrorists would be arrested. But the plans he had been given from Poras had clearly specified a Cedorian aerial drone strike would be directed on the compound, which would likely ignite the weaponry and supplies stored at the location, and almost certainly kill everybody inside, including the man he had just strong-armed.

He would however, keep his promise to arrange to provide fully for the man's widow and young child. They had not committed any crime after all. Although not a religious man, Vujiki fully supported the principle of the son not being held responsible for the sins of the father.

He relayed the message back to Poras. Hopefully the plan would soon be in motion.

Chairman Vallance was pleased to be forwarded the communique from the PIA operatives operating in the field in Caracasus. The initial stages of the plan were in motion. The double agent prisoner would arrange for a meeting with the top CAJ officials, under the pretext of meeting with them to exchange information that, if the CAJ were to engage in a coordinated strike with all cells working in tandem, could enable them to bring down the Caracasus government. With the GPS tracking device being implanted into the man's body, the Cedorians would be able to fully receive the final location of the old colonial fort in which the CAJ leadership was holed up. Satellite imagery and internet scouring had already made it likely that the location was already known anyway, but the operative meeting the CAJ leaders at the location would confirm it fully.

Vallance smiled slightly at the operative's cleverness. Making the prisoner believe the Cedorians already had the location of the CAJ base, and then having him implanted with a tracking device was genius. The man was in fact leading them to the exact location of his masters, convinced that they already knew the location, and he was only being monitored to keep him from running away. Whilst that was partially the point, the fact that it would confirm the exact location of the base was not told to the Prisoner. This was the true guile of the plan, it would ease the possibility of a guilty conscience on the part of the "escaped" prisoner if he believed he was only giving the Cedorians something that they already knew. This would lessen the chances of him possibly betraying the Cedorians, assuming the threats against him and his clearly loving family were not enough to do that anyway.

But there was also a double layer to the deception. The man had been led to believe that, when his CAJ bosses had gathered for the meeting, Cedorian and Caracasus officers and counter-terrorism specialists would swoop in and arrest them, and then he would be rewarded. This was not strictly true. Whilst the Cedorians would indeed be tailing the Prisoner after his "escape" (both for the purposes of getting an eye's on the location he led his bosses to, and to be able to quickly eliminate him in the unlikely event of a betrayal) they would not be arresting the CAJ, instead, the Cedorian Predator II Aerial Combat Drone would launch missile strikes against the old fort, which would not only ignite the weapons cache, eliminating a large stockpile of CAJ weapons in Caracasus, but also decapitating all the major CAJ cells in Caracasus with one swift strike. Of course, it would very likely kill the prisoner too, which was the reason he was deliberately being told that the meeting would lead to arrests of key terrorist leaders.

That was the true cleverness of the plan, but for now, Chairman Vallance sought to inform his Caracasus counterparts of the plan.

My Dear Comrade Leaders of Caracasus
As you may be aware, in the past few hours, key intelligence regarding the location of a key stockpile of weapons, and meeting space for leaders of the terrorist CAJ organisation has come to the attention of the People's Intelligence Agency Foreign Counter-Terrorism Directorate. To deal with this problem, I have immediately authorised a covert anti-terrorist operation, which if successful, will destroy a large stockpile of weapons which the terrorists have been using to conduct murderous attacks on the innocent citizens of Caracasus, and also decapitate the national leadership of the organisation. At the very least, this operation could rip the heart out of the terrorist army, and end their likelihood as a significant threat to Caracasus and it's security.

I am informing you of this operation for two reasons. The first is that the final execution of the operation will require the use of a Cedorian Predator II unmanned Aerial Combat Drone missile strike on an as-yet unidentified location in Northern Caracasus. Whilst the full details of the counter-terrorism operation should obviously not be shared until after it's conclusion (for who knows how many spies the enemy may have?) I do feel it is my personal obligation to inform you and seek your permission before launching drone strikes on your territory. Obviously, I don't anticipate any problems with your permission, or else I wouldn't have authorised the mission, but I nevertheless feel such respect for your sovereignty that I feel I must seek your formal authorisation for this operation. Obviously, given that it will remove a major threat to your nation, I anticipate no problems with permission for us to conduct the drone strike, and given the liklihood of the strike occurring at an extremely remote location, civilian casualties are highly improbable. I eagerly await your permission to conduct this strike as the key to wiping out the terrorist threat to Caracasus once and for all!

The second reason is that we should require, for the sake of operational security, certain members of Carcasus Internal Security to link up with Cedorian counter-terrorism operatives who will be tailing a CAJ turncoat who is the key to the success of this operation. I request that you dispatch 3 CIS operatives to link up with my forces at their Temporary Operations Area in Northern Caracasus and go with them when they tail this individual. They will not be expected to do anything else, but should look like they are prepared for combat, etc. The purposes of this is for deception of the terrorist enemy which will be necessary to carry out the full success of our plan. I once again apologise that I cannot provide full details of our plan to bring the terrorist threat to an end, due to operational security reasons, but rest assured that you shall receive a full debrief with all the details of the mission from my staff after it's conclusion.

If you could provide us with permission for the drone strike, and dispatch your operatives to our base to follow the instructions of our agents there, I can guarantee a very high probability that the CAJ will cease to be a serious problem for Caracasus in the future. Victory against the terrorist enemy is near at hand.

Please respond as quickly as possible with the affirmation of my above requests. The enemy grows stronger every day, and a swift strike is necessary for his destruction.

The debate raged. On one side, Commander Vilmes fully supported the use of drone strikes.

"They've murdered our people. They've attacked innocents, blown up trains and nearly started a war! Cedoria has given us the first definite chance we have had to cut the head off this menace to our nation!"

Other representatives were less open to this suggestion. Some called for negotiation, others for a referendum and others for demanding the surrender of CAJ operatives. What was clear, however, was that a decision needed to be made.

"It's not that simple" spoke up a senior minister. "If we attack CAJ as if they were a legitimate military force, then we give them authority. We teach them that we are afraid, and we give a blue print to the next group of fascists that wish to destabilize us"

Eventually the ayes won the day. If the worst came to the worst, the incident could be written off as the CAJ storing explosives incorrectly.

Holmes chuckled but then put a serious face on, "If we do, which is highly highly unlikely, Internal Affairs have us GDR uniforms, the 212 Belivonian Guard all can speak fluent-ish German with a accent, our talented IA men will give us radio chips and have them linked to a German radio, to make it more believable."
