Alright, just adding a note: Red Pacific will have pre-determined locations in the Pacific which they will operate in, while the Anarchists can appear anywhere if your government is not popular enough, although they too will have some areas to start with.

Madagasca definitely, but you will have to negotiate for Southern Africa. Also, the military is a little too COLOSSAL
