In an effort to help stop the insurgencies that are raging in the colonies of Devinasta, Alaneus and the western part of the country the government has decided to deport 31 million people from all over the empire to inhospitable locations where they will work or die.
Of the 31 million 17 million will remain within the borders of the empire. 2 million will go to the desert in the south eastern part of the country. 5 million will go to the penal colony of Southern New San Nicholas and the remaining 12 million will go to several slave camps within Devinasta and Alaneus.

For the remaining 14 million they will be sold. The prices are 100,000 Nickels for slaves aged 19-40 and 50,000 Nickels for 0-18. 10 million fall within category 1 and 4 million in category 2. All remaining slaves can be sold for 50,000 Nickels.
All slaves will be auctioned off in the three ports and those not sold will be fed to the zombies.
