Massive untapped oil well discovered in Petrokovia

“...General Vasili was cheered on today for his decision to erect a drilling platform on an oasis of petroleum that has recently been discovered, a project which is expected to massively boost the wealth of Ukranas. However, it is widely feared that the action will fuel hostilities with the nation of Petrokovia - While the well was discovered by our forces, it is still within Petrokovian borders. Despite the risks, our brave General has made the decision to establish his presence in the region, and full-scale construction of a large drilling platform is already underway. It is yet to be seen how Petrokovia will react. In other news…”

A massive, untapped oil well has been discovered by Ukranas and they’re already making a move to claim it. There’s only one problem - The oil well lies 120 meters within Petrokovia’s borders. Fears of an all-out war begin to rise in the two nations as international hostilities escalate over who should have control of the well.

RULES:

No All-Out war, or at least not until later. This is not a war thread, this is an international hostilities thread.
No godmodding.
No One-Liners.
Espionage is permitted.
No WMDs!
Other nations can intervene on either side, but try to keep it fair. In other words, don't go deploying the Queen Mary.

It has come to our attention that your nation has set up an oil drilling rig within our borders. As the well is on our soil, we claim ownership of the oil and the rig. We did not originally plan to set up an oil rig there.

To solve this issue peacefully, we propose a compromise: We keep what we get from the first 5 months of drilling. After that time period, we sell 4/5 of the oil produced by the pump to you at a lowered price, say, 50% of the normal asking price for Petrokovian oil.

Our oil rig is already running and operational. Our problem is that it costs much money to set up, and to leave it to Petrokovia would cause a major budget shortcoming. If we cannot drill the oil ourselves, we demand that you compensate at least 1/2 of the cost it took to set up the rig, as well as supply us oil at %40 of the normal cost. If these demands are met, you are free to continue using the rig. Anything else would be catastrophic to our economy. We also warn you that the rig does have armed guards on patrol. Attempts at sabotage or seizure will be met with lethal force.

We found this well, and we want to keep some of the profit. To lose our rig will cost us dearly.

Nope. If the Petrokovian guard killed anyone, we'd put the Petrokovian guard in prison for murder. We have rules. Also, simple mishaps are usually easily cleared up in a (relatively) short time.

A disputed oil rig went up in flames last night in what is believed to be an sabotage attempt. Petrokovia and Ukranas are both pointing fingers at each other. Both deny accusations. Petrokovian Police Comissioner Boris Enfield said," The oil rig explosion was no accident. Remains of plastic explosives were found scattered near the rig. We areworking hard to find the perpetrators." An estimated 25 people were killed, but no one has claimed responsibility.
