Host: His Excellency, President of the Republic of Bratislav, David Albanov:

[Dragomerian Islands]

A plane, that looks similar to a 747 was heading towards Musrum in Bratislav. This aircraft has a black hull with a white underbelly. It also has a long red dragon adorning each side of the aircraft from nose to tail, as well as the Dragomerian Dragon Insignia on its tail. This aircraft, referred to as 'Dragon 1' is the official aircraft of the Dragomerian Government. Only seven were ever made, and they serve as backups incase one breaks down.

Onboard was King Draco Dragomere XIV himself, as well as his Minister of Foreign Affairs, 7 Diplomatic staff, and 21 Security Personnel for King Draco Dragomere himself. He reason why he decided to attend instead of Herald Aerie is because Herald had other work to do in the IFC.

Soon, after the plane had landed, he made it to where the summit was being held. Upon viewing him, attendees would see a tall man in a red robe that has gold dragon designs on it. On his head rests the Crown of Dragomere, made of solid gold and containing many diamonds and rubies.

[Flardania]

A black private jet,made its way towards Musrum in Bratislav. This aircraft is on of the personal jets of Minister of Foregin Affairs Dr. Pierre M. Joseph. However it was not Dr. Joseph onboard. Onboard was Rokuro Okajima, as well as his personal bodygaurd Rebecca Lee. Soon, after the plane had landed, he and Revy (Rebecca) entered a motorcade towards the great hall.

[New Carloso]

Musrum, Bratislav

An armoured Mercedes-Benz W221, flying the Carlossian flag, rolled to a stop outside the Great Hall of the Republic. An armed guard opened the back door, Supreme Chancellor Carl Tobin stepping out to meet the cameras of the media before walking into the building, several diplomats trailing behind. He looked around to see any fellow heads-of-state who had gathered at the venue.

[Estenia]

Musrum, Bratislav

A black limousine just stopped outside the great Hall of the Republic, inside it was the Tsar along with the Foreign Affairs Minister Andrei Lisenko. They we re discussing about the thing that was happening to Frelsia but they left it all back to get inside, the Great Hall of the Republic, even the Tsar was impressed by the Hall and when they go inside, the Tsar felt like home. He walked alone towards David Albanov and he said

"Hello, mister Albanov, it's great to see you around, thanks for hosting this, it's a big honour to be here, I would like to talk about the things that lately happen to Frelsia, you know, the borderning nation with New Austzeland., it's currently under a civil and lately we declared war against their fascist movement. I would like to talk about this,can we?"

[Estenia]

On the other the Foreign Affairs minister moved towards the Great Chancellor of New Carloso, Carl Tobin and said

"Hello mister Tobin, I am Andrei Lisenko foreign affairs minister of the Tsardom of Estenia. I would like to talk with you, about my idea of possible improvements of the IFC Rapid Reaction Force. Can we talk about it, sir?"

[New Carloso]

On the other the Foreign Affairs minister moved towards the Great Chancellor of New Carloso, Carl Tobin and said

"Hello mister Tobin, I am Andrei Lisenko foreign affairs minister of the Tsardom of Estenia. I would like to talk with you, about my idea of possible improvements of the IFC Rapid Reaction Force. Can we talk about it, sir?"

Carl turned around to face the Estenian foreign affairs minister. "Ah, Mr. Lisenko, good to see you. I'd be more than happy to hear your ideas. My ears are yours."

[Estenia]

On the other the Foreign Affairs minister moved towards the Great Chancellor of New Carloso, Carl Tobin and said

"Hello mister Tobin, I am Andrei Lisenko foreign affairs minister of the Tsardom of Estenia. I would like to talk with you, about my idea of possible improvements of the IFC Rapid Reaction Force. Can we talk about it, sir?"

Carl turned around to face the Estenian foreign affairs minister. "Ah, Mr. Lisenko, good to see you. I'd be more than happy to hear your ideas. My ears are yours."

"It may sound socialistic but propagandas are gaining more people, every day, like propagandas are a sign that you must fight, that you must join the army, it happened with all the great wars and it still happens today, that Propagada Movement attracts more people every day and I think we should use that traditional system to the militaries of the nations that want that, a propaganda movement in Estenia calls them with 'IFC Wants you to its Rapid Forces, become a member today and you'll earn respect', it attracted 5.000 and it still attracts more Estenians today."

said Lisenko to Tobin with a pretty happy mood

King Draco Dragomere, having heard the conversation said,"I believe that this summit should also touch the issue of sovereignty and the limits that it places on resolutions."

[New Carloso]

Carl turned around to face the Estenian foreign affairs minister. "Ah, Mr. Lisenko, good to see you. I'd be more than happy to hear your ideas. My ears are yours."

"Is mister Davis here? Can you lead me to him?"

asked Lisenko

"Yes, yes he should be here somewhere..." Carl looked in the direction of Albanov and a few Bratislavian officials before eyeing Davies out in the group. "Ah, there he is. I'm sure he'll help you with that."

[Estenia]

"Is mister Davis here? Can you lead me to him?"

asked Lisenko

"Yes, yes he should be here somewhere..." Carl looked in the direction of Albanov and a few Bratislavian officials before eyeing Davies out in the group. "Ah, there he is. I'm sure he'll help you with that."

"Thanks, mister Tobin."

said Lisenko going towards the direction of Davies. When he reached Davies he said

"I have got some great plans for possible improvements for the IFC Rapid Response Forces. Can I tell you the plan mr Davies?"

[New Carloso]

"Yes, yes he should be here somewhere..." Carl looked in the direction of Albanov and a few Bratislavian officials before eyeing Davies out in the group. "Ah, there he is. I'm sure he'll help you with that."

"Thanks, mister Tobin."

said Lisenko going towards the direction of Davies. When he reached Davies he said

"I have got some great plans for possible improvements for the IFC Rapid Response Forces. Can I tell you the plan mr Davies?"

"Mr. Lisenko is it? Good to meet you!" Davies said, happy to see a new face. "Sure go ahead!"

[Estenia]

"Thanks, mister Tobin."

said Lisenko going towards the direction of Davies. When he reached Davies he said

"I have got some great plans for possible improvements for the IFC Rapid Response Forces. Can I tell you the plan mr Davies?"

"Mr. Lisenko is it? Good to meet you!" Davies said, happy to see a new face. "Sure go ahead!"

"It may sound Socialistic but we can use propagandas to make more members join the IFC Rapid Response Force, how did Estenians got there? By using these simple propagandas, I would like to promote it to other nations so other nations can also have larger portions of forces to the IFC Rapid Response Force. A propaganda called 'IFC Wants you to its Rapid Forces, become a member today and you'll earn respect' still attracts Estenians to join the force today burt don't let them do so because it's not the right period to do so."

said Mr Lisenko while shaking mister Davies' hand.

Carl bit his slip for a second. "Hmmm, an interesting prospect Mr. Lisenko. To tell you the truth, I'm not the person to discuss the matter. Maybe the prime minister or the defence minister, Mr. Davies could help. You could always propose it during the talks."

King Draco Dragomere, having heard the conversation said,"I believe that this summit should also touch the issue of sovereignty and the limits that it places on resolutions."

He turned to Draco as he approached. "Of course, of course. I would have to agree that some limitations have to be made for the sake of sovereignty."

"I believe that issues regarding internal policies of member nations, should not be affected by resolutions. Also, the RRF needs more unity, yet should allow a nation to still run their own forces."

[New Carloso]

"Mr. Lisenko is it? Good to meet you!" Davies said, happy to see a new face. "Sure go ahead!"

"It may sound Socialistic but we can use propagandas to make more members join the IFC Rapid Response Force, how did Estenians got there? "Thats an... interesting proposition Mr. Lisenko. Make sure your country brings this up in the summit. I believe its worthy of discussion amongst the state leaders of the IFC." Davies stroked his chin. "I trust that this propaganda as you call it won't be compulsory for every nation in the IFC?"

President Albanov warmly welcomed the esteemed guests from New Carloso, Flardania, Estenia, and the Dragomerian Islands.

"I welcome you all to Bratislav. I hope you enjoy your stay in Musrum, as you know, not only is this great city the capital of our country but also we have the privilege of holding the Headquarters of the IFC.

I do believe that one pressing issue is our position towards dual-memberships between IFC and alliances such as UL, STO, and Axis. Our existing policy is to reject any new applications that are also members of UL and Axis. I firmly believe that a country cannot be at the same time dedicated to both the principles and philosophy of the IFC and also of the UL. The philosophies contradict in several areas that make such a thing rather impractical, that is why such dual-memberships make little sense. "

"Voluntary, it will be only to nations that want it, even in Estenia has the lightest form possible as the alliance is in periods of both peace and war, but I would advice the nations that have a war now to use the propaganda idea. I am going to propose it."

said Lisenko scrtching his chin.

Supreme Chancellor Carl Tobin took his seat and adjusted his mike. "I have to agree with you on this David. I myself can't see how nations of the far-right and far-left can even dream of joining an alliance of democratically aligned nations when they themselves fail to grant basic political freedoms to their own populace. Let the policy remain as it is."

President Albanov warmly welcomed the esteemed guests from New Carloso, Flardania, Estenia, and the Dragomerian Islands.

"I am against dual membership for members of alliances that are against our platform. The only memberships that they should be able to get is observer status. I believe this because allowing dual memberships may allow other alliances to put their own rules into this alliance.

asked the Tsar and on the other, mister Lisenko started announcing

"Hello fellow IFC members, my name is Andrei Lisenko and I am the foreign Affairs minister of Estenia, I got a plan for improvement of the IFC Rapid Response Forces. It may sound socialistic but my idea is the use of propaganda to attract members to join the IFC Rapid Response Forces, don't worry people it won't be complusory it will only be voluntary to the nations that want it. But I would advice the nations that are now in a war situation to use the propagandas for their own good. That's my idea fellow IFC members, are there any question? I listen."

"I am against dual membership for members of alliances that are against our platform. The only memberships that they should be able to get is observer status. I believe this because allowing dual memberships may allow other alliances to put their own rules into this alliance.

'The Tsar proposed

"What about having dual memberships just the people from other alliances, do not affect our rules to their own good but they can still participate in Summits and make proposals, all for this alliance's good and not for the other, let's just let them have the Partial member and not Observer status."
