After the execution attempt on the Pharell LiDorsiam, the man saved by Buddy, Fillip assassinated the prince and fleed to Pharell's summer home in Acharastan. That number could be tripled when Gilneas would open fire.

President Milburn has ordened both the navy and air force to be on stand-by as well. As any Gilnean attack could quickly get out of hand.
It wouldn't hurt to keep all branches of the millitary prepared for a quick strike. If such an attack would happen the millitray was ready to strike.

Gilneas now has 1.2 million Troops in its Army 1.1 million are Conscripts Der Kiaser sends 350000 troops to the Gilneas Acharastan Border.

Because of the doubts, I will give the full story of Fillip and Pharell.

Pharell LiDorsiam, originally Pharell Simdenhighe, was 18 when his disapproving parents kicked him out of their house in Gilneas. Pharell decided to secretly go to Acharastan to gain citizenship where he could be openly gay. When he turned 19, Acharastan hosted the Annual International Homosexual Pride Convention (AKA "Homocon") to help homosexuals feel proud and to open the minds of anti-gay activists. Fillip LiDorsiam, a man from Firewind attended this convention where he met Pharell. They bonded, began dating, and eventually got married at 20 years old. They then bought a house in Firewind, using Pharell's house as a "summer home". After 7 months, national economies were going down and the prices of owning a home went up. Finally Pharell's parent's let him live back in Gilneas. The two had a mutual divorce as they both agreed that the financial problems were too much. Pharell moved back in with his parents in Gilneas. A little after Pharell turned 21, Pharell had a fight with his parents. In a fit of rage, Pharell's father called the police to report homosexuality. He was going to be executed, but as you know, he was saved by Sam Tyson and his fox Buddy. Fillip got word of his ex-husband's execution attempt, and decided to go to Gilneas to kill their Prince. He then fleed to Pharell's summer home (Now vacation home) to avoid being caught in Firewind. The Acharian Police caught him and returned him to Gilneas.

As with the Tsar of Chernigov, I have no explanation.
