Lalaki-Hatay Diplomatic Meeting (Open/ IC)

Postby Lalaki » Sat Jul 26, 2014 8:29 pm

Message from the Lalakian State Department:

Image

The Community of Lalaki and the Republic of Hatay have recently agreed to commence diplomacy, and establish embassies with each other. Both nations have seen fit to establish a diplomatic meeting in order to to discuss potential disagreements, arrangements, and other aspects of forming an international partnership. Hatay has also requested that the Empire of Valaran also be able to join our conference. Over the course of the next week, these three nations will work on forming a trilateral partnership. General Secretary Jo S. Ko of Lalaki has decided to open the meeting to all nations of the world so that they may also discuss trade, diplomacy, defense, and partnership. He even hopes that more nations will decide to establish diplomatic missions with the three countries.

The facilitation of peace, diplomacy, commerce, and friendship should be the goal of all nations. It is my great hope that the nation I lead, the Republic of Hatay, and the Empire of Valaran can come together and form a trilateral partnership that will withstand global challenges.

-Secretary Ko on the upcoming discussions.

Discussions will begin immediately. Lalaki hopes to hear from Hatay and Valaran as soon as possible. All nations may offer comments, support, and raise concerns if need be.

We do not answer on the behalf of Hatay and Valaran.

I've noticed that some of the folks here are writing very short posts as part of the thread RP. While it is your right to do so, of course, it does make reacting to your post in a narratively constructive way more difficult. Here's a link to the Guide to International Incidents which contains a lot of helpful tutorials on what is generally considered effective roleplay on this forum. I know it's helped me a lot, and implore you to give it a read.

Eirénopolis, Holy Republic of Lankarta: Republican Central Office

"So, they're holding a summit, are they?" The Honourable Mary Basset, Syndic of the Holy Lankartan republic looked at the documents spread before her with the hint of an amused smile.

"Indeed, ma'am." Her Foreign Secretary replied, hinting a small amount of confusion in his voice. Frank Booker was not a particularly aggressive or active man, and as Foreign Secretary had become accustomed to slow news and a generally detached approach to foreign policy these past several years. This sudden interest of his superior's over a few young nations on another continent was worrying. Booker and Mary remembered the period before the slow pace of these past two years, when Lankarta had acted as a player in the struggles of great alliances and participated in events that had shook the world. Mary remembered them as glorious times of action and ideological fervor, when Lankarta had been a true champion of the ideals that its revolution had espoused. Booker remembered the sleepless night of fear and desperation as the Lankartan diplomatic corps had desperately scrambled to avoid the imminent deaths of millions. "I shall send one of our diplomats to assure these countries of our good wishes, mmm?"

Mary swiveled her chair to look out the window behind her, a sign that Booker had learned meant that she was about to do something that she thought was clever or unexpected. "No, I don’t think so, Frank. I will be attending personally."

Dr. Booker had witnessed the young Syndic make this sort of decision enough times to no longer be surprised, but spluttered forth protests nonetheless. "Madam, I hardly think that it would be necessary, much less appropriate to the gravity of the situation, for you to attend this little summit personally. In fact, I rather-"

"And I will give you three reasons why." Mary continued, cutting the Foreign Secretary off as she turned to face him. "First, it has been too long since we in Lankarta have given of ourselves to the cause of liberalism outside our own borders. If we are to remain true to the ideals of our revolution, then we must not continue to wallow in comfortable isolationism. Second, these are young and vulnerable nations that have courageously, if perhaps foolishly, made open declarations in the name of liberty amidst a world full of tyrants who would love to destroy them. Our involvement in this summit, particularly my personal involvement, may cause any would-be conqueror to think twice. And third," She smiled here, winking conspiratorially; "I hear that the cuisine and beaches of Hatay are absolutely divine, and I haven't had a good day off in almost a year."

Dr. Booker opened his mouth to argue, and then thought better of it. He could see that the woman's mind was made up, and neither heaven nor earth could move her in such a state. He sighed, defeated. "Very well, ma'am, I shall make the arrangements." He bowed and exited the room, silently mourning the period of Lankartan foreign policy that he had come to call in his head "the good, quiet years." A new era was beginning for Lankarta, and Dr. Frank Booker didn’t like the look of it.

Synic Basset stepped into the conference room that would host the various representatives of this diplomatic summit. She looked around, seeing only staff and security until her gaze fell upon the lone President Ali Golofad. Oh my, nobody else is here, I must be quite early. Hardly missing a beat, the Syndic walked over to the summit's host, flashing a smile as she came close. "Ah, President Golofad, I presume?" Mary extended a hand, beaming. "Mary Elizabeth Basset, Syndic of the Holy Lankartan Republic. Congratulations on your election, sir."

Subject: Re Invitation to join the Lalaki-Hatay Diplomatic Meeting

On behalf of the Valaran Empire, I happily accept your invitation to the summit. There is much to discuss, and we hope that great progress can be made through this cooperation. A our appointed foreign secretary is away on another diplomatic mission and our Prime minister may be forced to deal with another crisis, I will be attending personally.

Regards,

Acting foreign secretary Seward,
Astaria,

Normally I might agree with Sumguy/Lankarta, but much of this was already discussed on another thread, leaving comparatively little to say.

"Thank you very much. I am President Ali golfed of Hatay and I welcome you to this conference. Your presence is welcomed here. And yes you are slightly early. But that is okay. I am expected the Lalaki delegation soon. But please let me take you around the city." The two Heads of State left the building. Got into the Presidential Limousine and with escort drove around the city. Showing Mary the government buildings, bazaars and lastly the Hajan Balifa, the tallest building in the country. Then after returning to the foreign ministry. Golofad sat down with his wife and then he said "now I believe the others shall arrive."

Lalakian State Department

To: The Honourable Mary Basset, Holy Republic of Lankarta
From: General Secretary Jo S. Ko of the Community of Lalaki

Based on the information we have received regarding your thoughts on the Lalaki-Hatay Summit, we are a bit concerned. Shall you assure both leaders that the best interests of mankind will be upheld? We here do not establish our meeting to spread revolutionary ideology across the world. Both of the main nations disagree over many issues, but have still chosen to come together to further the well-being of humanity. Forgive us for our skepticism, we are sure that all is in good faith. Thank you.

General Secretary Ko wired this message to the Holy Republic of Lankarta. He was a bit anxious about how everything was going, being that this was Lalaki's first major summit in its history. Public opinion polls held by the Community Polling Bureau had indicated that 73 percent of citizens approved of these new relations, nearly a super-majority. This ensured that if a law needed to be passed to facilitate this summit, it would be passed quickly (being that Lalaki was a direct democracy). Just then, State Secretary Franklin Jefferson (elected just a week ago) ringed on the phone. He informed Ko that caution was necessary in dealing with nations in the summit, excluding Hatay and Valaran.

Jo S. Ko understood this, but was still ready to proceed. He wanted to begin discussing a treaty that would establish a cooperative partnership between all nations at the meeting. To do this, Hatay must first respond and give approval to this new proposal. Lalaki was ready for more trade with other nations across the world. This would help boost the economy. However, he was concerned about workers' rights in the other countries. Lalaki had a strong tradition of protecting the working class, with record lows of poverty.

Syndic Basset sat at her assigned seat for the diplomatic conference, waiting for the something to happen, and growing slgithly annoyed by the slow pace of the event. The other delegates were slowly appearing, though not at a pace quite fast enough for Miss Basset. She was granted welcome relief from waiting by the vibration of her phone, which heralded a message from her Foreign Secretary. Mary peered at the message on the tiny screen, which read "Thought you ought to see this, ma'am" and contained the Lalakian communique. She read it, puzzled. Aren't we at the same summit? Why wouldn't he or a representative come speak to me in person? Where is he getting this information from? Basset thought for a moment, and began to type a reply, dictating her response to Dr. Booker on the other end.

__________________________________________________________________________________________________________________________

Holy Republic of Lankarta
Private Communique

General Secretary Ko,

I have been informed that you have some anxieties regarding the intentions of Lankarta within the context of the Lalaki-Hatay Diplomatic Summit. I wish to reassure you that the Holy Republic of Lankarta, and I as its representative to the summit, hold only goodwill towards the nations which are attending this summit, and are in attendance ourselves both to show support for the republic of Hatay and to help ensure that all present parties are able to come to mutually satisfactory conclusions from said summit. We come in the spirit of co-operation for the purpose of mutual prosperity and safety, and hold no other motive. If this response has not served to sufficiently assuage your worries, I would be more than willing to speak in person with a Lalakian representative at the aforementioned summit.

Signed,
Mary Elizabeth Basset
Syndic of the Holy Lankartan Republic
via Dr. Frank Booker
Foreign Secretary of the Holy Lankartan Republic

The scene preceding Ms. Basset's arrival at this summit took place as a private conversation in an office; there really is no reason why your government would have caught wind of it in any way. Also, remember: not everything must be in the form of official state correspondence, and given that this is a conference between representatives some single-character personal interaction may be more appropriate.

As Foreign Affairs minister Abdullah Farsi entered the room, Golofad then spoke. "Welcome delegates of the world. I humbly thank you and your governments for agreeing to attend this meeting. Now to start off I would like to hear the natural resources of each of the nations present. Obviously, Hatay is abundant in petroleum and natural gas."

As her turn to speak came around, Syndic Basset stared for a moment in confusion at the delegates around her. Natural resources? They have basic intelligence gathering services for that, surely? There was a short, awkward silence before she pulled herself together. "Hmm? Natural resources? Ah, right. Well, Lankarta possesses significant natural gas reserves, though not at the level, I am sure, of Hatay itself. We have a strong lumber industry, and large amounts of iron in our northern mountains. May I ask though," she continued, turning to President Golofad; "is there a purpose for this query? Surely we all have files on these details, is there a specific reason to bring them up now? Do you intend to propose a trade pact of some sort?"

Might I suggest that we make an OOC thread where we can provide little background tidbits to one another, so that our national leaders won’t have to grill each other on facts that their respective intelligence services should have realistically already given them prior to the summit?

General Secretary Jo S. Ko, have just walked into the room and taken his seat, was surprised at the question the delegate from Hatay had asked. Ko responded that Lalaki was located in a relatively arid region, and that natural resources were dealt with carefully. This was especially true considering Lalaki's strong tradition of environmentalism.

I will work on creating an OOC thread by Saturday.
