"Union City?" Frehrh Yelod openly questioned his new assignment, his time recently had been taken up by internal politics. The to and fro of budgeting and allocation of resources. He was sick of it, plans for new roads, where to locate the new hospital. How to reduce unemployment. All mundane, and frankly, a waste of his time. Considering his position of Chief Science Officer under the old Government, his new place within the government was a step down. But now he had a new job offer, one that would free him from the shackles of boring administration. "Yeah, they say it's a wonderful city." One of his aides was sat across from Frehrh, a wide oak desk separated them. Many papers littered the desk, most to do with the new assignment. One was titled: 'Best places to live in Union City. Frehrh was taking his relocation seriously, his appointment to GESO Minister had taken him by shock. "What about the embassy?" He continued on, the other man shrugging slightly. "You know the Council, slow and steady wins the race." Frehrh sighed, he did know all too well. He let his mind wander as the two men flicked through the papers upon the desk.




The journey to The Terran Alliance had been a long one, there was a stop over upon Rheyddyn, a few more passangers to pick up. Seemed like a few people had decided opportunities were better in Union City. Made sense, things in Dead Snow were still pretty chaotic. Normal life had resumed, but construction works around most major cities had caused uproar. Frehrh sat, window side, on the ship chartered for The Terran Alliance. Not that there were many sights to see. Darkness; the occasional twinkle of sime far off star. Even less when they travelled through slipspace. But still his eyes gazed out the window, his crooked nose sticking out like a sore thumb on his thin papery face. His aide, Junkes Kolbo, had decided to sleep through the journey; something about a heavy night on the liquor. Frehrh had thought about it, but decided his last night on Thalr would be one of reminiscing over his time there; he wasn't going to be back for a while.

During the journey Frehrh had managed to get his hands on a copy of the newest issue to face GESO, the IRI. His attention had been piqued by this paper. He liked the ideas put forth, his main focus was on the Galactic Disease and Control Organization. Considering that Dead Snow was located far out on one of the galaxy's arms, it seemed logical to build a giant tank full of killer nasties out of the way somewhere. Well, he was getting ahead of himself here. He whipped out a pencil and some scruffy sheets of paper; there he began drafting up a speech with which to address the other member states.




Frehrh gawped out the taxi's window, he had only been in Union City a few hours, but he had seen more new and amazing things in those short hours than in most of his adult life. Flying cars? That lost him there. Wide spacious roads on the surface - he was so used to the narrow, rickety roads in Dead Snow. He looked around, seeing great sky scrapers rise up and up and up. Wow. This is the future! He thought, his mind whizzing about what his flat would look like. Spacious he hoped. He wondered what materials they used to build with. He finally settled on the though that he would like it here.




Frehrh had sat listening to the Terran Alliance's speech, once it was over he applauded, let the noise die down and glance around. Seemed he would be one of the first to lodge Dead Snow's intrest in these scientific ventures. He raised up, both feet supporting his trim frame. He cleared his throat, attracting attention and began.

"First of all I'd like to introduce myself and the nation I represent, my name is Frehrh Yelod. I hail from The Lunatic Pandora of Dead Snow. I'd like to congratulate The Terran Alliance for their submission for a joint IRI and GDCO. Dead Snow fully endorses this charter and hopes for it's solidification with other member states. Secondly, with upmost respect, I would like to put my own nation forward to host the GDCO, there are many reasons for our self nomination; of which I would be happy to explore further. Thank you and I'll field any questions."

With that, he resumed his seat; folding his coat-tails under his rear. He awaited the inevitable debate.

Reginald took the floor, lips curling up in to a smile and that aged face of his taking on its iconic charm.

"The Terran Alliance, of course votes aye for this bill; we think its important to foster ties between nations on more than just political and economic grounds. With respect to the statement from High Hunter nam-Koch, while we may have opposing interpretations of this proposal.

It is the tenant and corner stone of GESO that all nations have the right determine their own destiny so long as civility as mandated in the charter is present; and that our democratic process here shall be held sacrosanct. We cannot , nor should not force anyone to do what they don't wish to do, while I do not fully understand the Nalydyan concern, it is well with in their right to take this stance.

-He cleared his throat looking to the Snowdeian representative walk in and nodded.. a small amount of time passed as people got settled and he arose from his seat again the iconic symbol of the GESO behind him, it was his turn to take "speakers role" since he put the bill on the floor.-

I'd like to make a special greeting to our newest council member Frehrh Yelod, from Dead snow. Welcome sir, its an honor that you should join our community of nations our family welcomes you. As I've and others have heard most likely your people are still rebuilding and have reached out to the galaxy; this is rare and it is admirable. And I am sure the UTA and many others would not object to providing your people with economic,and technological assistance as well as assistance with the construction of infrastructure.

To this end, the Terran Alliance dose not think your nation is out of place for wanting to become involved and host the GDCO; in fact we will support this bid and endorse it.

-Reginald smiled looking about the vast circular chambers with its blue and black marble tiling, white pillars and appealingly patterned walls. -

Frehrh sat back and listened to what Reginald had to say, he indeed understood the somewhat dire straits Dead Snow was in. Although the war ended only a few years ago, much work had been done. Frehrh listened to the end of Reginald's speech; he stood, nodded to the Terran delegate.

As I can understand many delegations may be apprehensive over our bid to host the GDCO, I myself are even slightly uneasy about the monumental task that will be ahead of us, if we are to pass this resolution. He paused, looked around the room once more; In my opinion it would bring nothing but great prosperity to Dead Snow, and of course the rest of GESO who are willing to partake. One thing we are proud of is our mining industry; which is back up on it's feet and producing at breakneck speed. So, we shall be able to provide a fair whack of construction materials. Now, the next thing I would like to bring to the councils attention is the economic prospects too, think of the jobs for all our nations this will create. If we are to host the GDCO within Dead Snow space, many highly skilled and unskilled jobs will be created, and required for the project.

The Commonwealth of Bentus would like to declare for the record that it whole-heartedly supports the principles and ideas behind the IRI proposal, and indeed has no issue offering its support to the creation of just such an organization. However, we feel that we are unable to offer such for the GDCO without the promises of safe-guards to prevent it infringing upon the sovereignty of member nations. Whilst the proposal does not explicitly declare the powers that will be wielded by the GDCO, many of the tools currently extensively used by similar organisations on a national or species-wide level pose very serious consequences for the afflicted areas. A key example in our mind is the application of forced quarantines. Whilst the establishment and maintenance of quarantines is essential for disease control in our increasingly inter-connected modern galaxy, such an act by definition involves the sacrificing the rights of some to protect others – such power is easily misused.

The Commonwealth of Bentus has the right and capability to enforce quarantines within Commonwealth member-states, but this right is bestowed upon the elected government by the mandate it is given by the people of Bentus. The GDCO will be an organisation that will not be directly elected by the individuals who fall under its jurisdiction, and more than that, will even be jointly-administered by non-GESO members who may-or-may-not have amiable relationships with the Commonwealth itself. It is for this reason, and the threat for foreign – even non-GESO – powers to be able to utilise such extreme measures within our sovereign territory, that must lead us to vote against the proposal as it stands.

However, we would once again like to make it be clear to the floor, that should we receive assurances in the law that nations will be suitably protected from having their sovereignty violated by measures such as quarantines, then we would be happy to change our position from one of nay to one of aye. We look forward to seeing how this ground-breaking idea moves forward.

Reginald patiently listened to the comments made about the GDCO , the Bentusi had a point and they had pointed out something that could be exploited. His thoughts turned to how to mediate this whole thing, then after a few moments he arose from the speakers seat that flag still in the foreground and with a calm rather confident tone spoke.


"We would like to pose a question to you then, we're all here not just to vote on what comes to pass but to work together to make sure we can all come to a compromise. We all want to work together to build a better future; so let us start the Bentusi delegate pointed out an issue of interpretation. Can the Commonwealth offer any suggestions on how to mitigate it?

Our view is that this agency wouldn't have the power to influence quarantines of sovereign powers; but we also recognize that the galaxy and the universe has a past with pathogens such as the Rehast.. And to be frank, If one SINGLE... nanobot from such a pathogen attained planet fall, extreme measures would have to be taken; and all would be lost for that world. So extreme it would involve bombardment or complete destruction of a planetary surface.


The Talonians know this well, our friend's and comrades have had experience with this malice thing. So, while I don't think such a power should be applicable to any situation, it should be present for situations such as the Rehast, or quick bronze.. Those are not only, a threat to the nations infected but a threat to OUR national security.. We cannot allow a wanton infestation of such a thing like the Rehast pathogen take hold on any world in any nation, and we will not, for it would spell the start of an age of bloodshed and abhorrent destruction.

I say to you, how would you prevent the abuse of this clause? Such a provision cannot be withdrawn under such threats, for it would result in millions even BILLIONS of deaths all to sustain some national pride. We do not want our rights violated any more than the next nation and agree such power can be too broad but..It must exist in a fashion that wouldn't set the precedent of meddling with the internal affairs of a sovereign power. In summery some plagues, and pathogens are so great in their threat, that it dose not become just an issue about and individual nations sovereign rights.. It becomes a national security risk to the Terran Alliance, and to the galaxy."

Charl, The Qenoian representative listened to the conversation about the Galactic Disease Control Organization and he found the very idea of the Dead Snow representatives using paper for something as trivial as writing a speech odd to a moderate degree. His blonde hair almost covered his bright blue eyes and his tail twitched while the other representatives talked about the subject then he waited for the room to quiet down for a moment. Some thoughts came to mind on how to word his stance on the subject and hopefully appease the twelve year old matriarch watching from the home planet of Qeno.

"I agree with the delegate from the federal union that we are dealing with a serious issue that needs to be addressed by the creation of a GDCO but from what I hear the topic seems to be seen from one point of view and that is pretty much the worst case scenario. What about those who trade between other nations including our own?" He asked as he slid a bright blue holo-recorder onto the table to reveal a derelict Qenoan ship drifting in space with a visual of a young Qenoian man suffering from the effects of an unknown contagion that slows down oxygen intake before the subject dies of asphyxiation.

"This poor man was on his way to deliver food to one of the more war torn planets in the Shadow Proclamation and by the time our military approached the scene he was already gone." The Qenoan representative said sliding his blonde hair to the side and looked about the room.

The odd creature at the back of the room had kept quiet as the others spoke but his mind was a jumble of transmissions and commentaries from the Collective Chorus as they debated the matter at hand. He listened, and requested clarification and listened again. Then he rested his elbows on the table, folded his hands in front of him, and spoke.

"The Glorious Borderlands of Swith Witherward abstains. We can not in good conscious approve for the very reasons brought to light by Dead Snow's proposal to host the GDCO. Prosperity? Economic prospects? You are not offering to house an intergalactic sporting event nor are you offering to host a symposium."

Argus Trilb wasn't an unreasonable being. He was rather polite in mannerisms, and spoke with a crisp British accent. He wore a nicely tailored suit and his hands were impeccably manicured. The silver-haired man exuded civility and kindness, but the construct (for in fact that is what he was) was sitting aghast and wondering what in the universe his leadership had gotten themselves into.

"You seek have your Interstellar Research Institute establish a galactic disease and control organization yet I feel as if hosting the GDCO and constructing the facilities will become a matter of finding the lowest bidder. Virology and disease and the potential to house a specimen that could tear asunder every species in the GESO should not be taken so bloody lightly. This isn't about creating jobs, and if it is then I will see myself to the door, thank you. This is about researching and engineering cures to help the universe. Profit shouldn't motivate compassion.

"May I suggest that the nation that hosts this GDCO be competent enough already to handle a worst-case scenario? Allow that nation to build the facilities, labs, containment and storage areas, and such, and allow them to provide the advanced equipment necessary to do the job right. All them to train the scientific representatives from other nations that have come to contribute their minds and talents. Allow them to share their experiences and wealth with the GESO and the parental research institute because not everything in the universe is the same, and one man's cure is another specie's demise."

Argus sighed. He had not seen the transmission from High Hunter Häzhel-nam Koch, but that being's sentiments echoed Argus' own. This resolution would pass, however. These things always did. People's hearts were in the right place even though they were unaware of what lurked in the darkness.

"Should this resolution pass, we request the right to host this GDCO under the conditions I have mentioned. Further, all training and equipment will be provided by us at no charge to anyone else. We will provide your researchers with training, and we will share what we have already gathered, barring any and all research on THC53 - Thatch. We would also like to partake in the planning and setup of the GDCO to include standard operating procedures, oversight committees and so on. We strive for full transparency.

"That said, we will not pay for those researcher's room and board nor will we pay for transportation and a host of other things - that's what your funds will cover. And lest this come up in this discussion; we have the capability to create nasty diseases and we've had that ability a long, long while yet we do not act upon that capability... thus you can rest assured that our offer is not made with the hope of getting our hands on biological goodies. We are not motivated by profit or war, gentlemen. We are motivated by the desire to see it done properly and to minimize risks. You're attempting to dance with the devil; Swith Witherward and the Greater Convocation have tangoed with him before."

He paused and listened to a final internal transmission from home before adding, "Er, if I can make a suggestion? Don't put all your eggs in one basket. It's nice to have a research institute, but true research is a community effort. The greatest example I can give is how research is conducted on Earth today. Universities and general researchers, gentlemen. These are independent groups with nothing to gain. When we engineer for profit, it's tempting to dwell on profit. How can I create a cure for less? That won't do. It's the researcher's job to find the cure and, once found, he turns it over to a group capable of manufacturing it. Don't allow him to become clouded. Let him retain his purist approach. Thus I suggest that your business offices are headquartered in one place, but that your researchers and their departments are spread out. Technology allows us to share data across great distances. We needn't be in the same building."

Frehrh sat back listening to the newest delegate to enter the fray, there wasn't something quite right about him. He seemed slightly distant, like he was listening to someone else. Frehrh was slightly taken aback by the negative comments about his nation. Sure, Dead Snow wasn't the face of civility; but it sure had a lot to offer. Frehrh dusted off his shirt and stood, when his turn had arrived.

"Now, I do believe you've gotten the wrong end of the stick here. When I was talking about the economics, I was merely insinuating that the construction and fitting of a research station would bring many permanent jobs to whoever was to host it. Now I can understand your concerns about this matter, I too have many concerns. You say you strive for full transparency but state you would refuse to share a certain amount of research data. Now, along with your bid, how do we know you aren't going to be conducting some sort of illegal research? With that aside, I do agree with your other statements. Just to clarify, Dead Snow isn't interested in profits. We too have had our fair share of interaction with the Rethast pathogen; we would just be interested in finding a cure for these virulent bastards. We are not interested in the offensive capabilities of disease control, as you so elegantly put it Argus, we too have the capabilities for murder. I proposed Dead Snow's bid for the GDCO because of our remoteness from major galactic populations. With further reflection, and in conjunction with your proposals of separate facilities, if we are to pass this; I would propose we host the storage and containment facility. That is of course, if we follow Argus' suggestions."

Ivana Steir had arrived a while ago. She sat in her designated area and quietly listened to all sides of the debate. She didn't think that she would have much to offer in all this. The Independent Systems Alliance was far away from any of the GESO members, thus it would make sense to try andhost the iinitiative. However, the region wasn't stable enough to host such a venture. So she had been told by the Red King to follow her instincts.
'Such great advice. ' she thought.
'Don't be like that. I've been following the debate from here, and I suggest that we support Dead Snow.'came the reply.
'Why? Argus has a point. It would be illogical to place the most dangerous biological agents in one location. Despite being far away from the others, it still is a huge risk. There should be as many safeguards in place as possible. ' she sent back.
'Then speak on it. Test the waters.'

She waited for an opportunity to speak, then stood silently.
"I apologize for my tardiness. Now, I will get right to the point. I've taken in everything and I will say this, the ISA wholeheartedly supports this venture. However, Argus does raise a few questions. The decision to place all research and storage facilities in one location is illogical. While I believe that the combined efforts of us all can properly keep safeguards in place, there is also ample opportunity for things to go downhill very fast. If said facilities are compromised then everything that we worked for will be lost. Lets not forget that these agents can lay waste to entire civilizations in a short period of time.
If something were to go wrong, it would make more sense to have several locations to fall back on in case of an emergency. If anything there should be multiple locations either within one territory, or several. And, as was previously stated, data can be shared across vast distances. There is no reason to have everything in one location."
'Good, maybe someone will see reason.'the voice commented.
Her icy blue eyes swept across the room as she sat down.
'Your commentary isn't needed. Let me do my job. Don't you have a battle to win?'she thought.

When Freyr Jemson went to apply for foreign affairs, he has no idea that his service in several embassies would eventually leave to being Dyste's representative in The Galactic Economic and Security Organisation's council. The white-scaled Light Draconid traveled alone, as he was known to do. Having slept through much of the flight, he knew little about the organization, as while Dyste had some ties to the organization, most did not even know it existed.

Getting a ride directly to the meeting place, Freyr finally arrived, feeling apologetic, "My apologies for my lateness; the papers involving my travel here were missing, and I nearly took the wrong flight; that was embarassing. Forgive me, but I am... quite lost as to what we are currently doing."

Reginald Green sat in his chair observing the debate, he didn't have much to add and thus was mute while the delegates talked things over. He was still awaiting the reply from the Bentusi council member regarding his counter point about offering suggestions in order to come to a compromise on the IRI proposal. The aged lines of his face were accented by the soft light emanating from the vast circular chambers lighting fixtures.

He folded his hands and placed them on the desk in-front of him; as the dragnoid came in to the chamber in a rather bemused fashion he merely gave it a slight glance. Argus offered an apologetic shrug to Frehrh. The virus was in the Convocation's past, but the fear of it still clutched hearts. It would only be a matter of time before some enterprising person started to dig through history and heaven help them all if they made a quest of finding the disease.

"I believe the representative from Vetega has a valid point," he continued, dearly hoping he had recalled the correct nation name. "There are many ways to set up research facilities and storage facilities. May I suggest this:

"There are various biohazard levels for various situations. The majority of things we discover in the cosmos are not as threatening as we'd like to believe. To equate it, well fall back on an old standard. There are four levels for transportation, for example. Category A covers infectious substances affecting humans and animals. These are things which would affect most lifeforms adversely if they are accidentally exposed to it. Category B affects only animals. They don't usually capable of adversely harming healthy beings but they can harm an aging population, and you don't want them hosted by livestock. Category C is lab. Biological substances such as blood or urine shipped for either diagnosis or to conduct pathological research. The final is your red bin medical waste, to include used samples and removed post-surgical organic material. You do not want to ship Category A substances to a Category C lab.

"Labs are set up for research and containment but not every lab has the same level of containment. When I requested that my nation be allowed to store potentially deadly substances, I meant the highest classification. You would find staph and chicken pox at Biohazard Level 1. You would find Lyme Disease or Measles in a Biohazard Level 2 lab; these substances are mild diseases that can't be easily contracted if aspirated. Biohazard Level 3 contains bacteria and viruses known to kill but are preventable via vaccine or else are treatable. TB, for example. You'll also find a good supply of carriers, such as mosquitoes or other creatures known to spread the disease. Biohazard 4 labs contain the things for which there are no cures. Hemorrhagic fevers, bacteria capable of stripping the flesh from the bone, and other nasties. These labs are painstakingly constructed and there are precious few of them. Biohazard 4 labs are a case of putting all the eggs in one basket. The containment is expensive and extensive as is the training. Very few researchers have the psyche to work in those conditions. Consider that it can take up to an hour to unbox the sample from the shipping container, and all the work is done by people who are moving at a snail's pace while in full protective gear. One tear, one loose hose, one inattentive moment and the person is dead. The staffing is minimal for research (much of it is contracted from outside research groups wanting to explore the virus or bacteria without physically coming into contact with it), and your biggest manpower resource drain is your security staff."

He eyed the representative from Dead Snow. "I don't want to rob your people of an opportunity, but I don't want to see your people placed in harm's way needlessly. I have no doubts about your ability to host a lab rated 1-3, but I humbly request you leave the level 4 up to us. The construction and maintenance of these facilities is what we do. It's our gift to the universe.

"Let's spread the workload with the other labs. Many of these pose little to no threat to any species but they carry the most common diseases that plague people. Some can handle multiple classifications thus you'll find various Biohazard levels spread out throughout a facility. Many times a lab is equipped to handle one aspect of diagnosis, and another lab is equipped to handle the process of finding a cure. It all depends on what you're handling. There are very few Biohazard 4s because they make for good targets. People think they can just bomb it, or breech security and take from it. They assume they can handle it with off-the-shelf containers."

He paused and then allowed a fleeting grin to flicker across his face. "There's also a Biohazard 5, believe it or not. Many nations use this classification for anything that comes in from a foreign planet. I don't know that it matters much. I've always found that concept amusing given how much interplanetary travel occurs unbeknownst to those nations."

Frehrh took a moment to evaluate the situation, the Swith representative did have some good points. Frehrh couldn't in all honesty argue with him any more. After the explanation to Thatch his head was a lot clearer than before, and as Argus finished his statement Frehrh spoke up.
"Now, before we continue I would like to offer my apologise to Argus, and your nation, for my off hand comments before. I had realised the gravity of the situation. I am from a political background, not a medical one; but have full confidence in our medical departments to host lower level facilities. With that said, I'm sure that Dead Snow will offer our full support to your bid to host the highest level facilities. There is no logical way in which I can contest this anymore, you have run rings around me with your last speech - and to that I tip my hat to you."
Frehrh nodded to Argus, flashing him a toothy smile. He cleared his throat before continuing,
"We would, however, ask for your nation to play a supporting role in our set up of these facilities and the expertise training that will no doubt be needed. That is, if we can secure the support needed to host these. But in closing, I officially give our support to Swith to host the highest level of containment facilities. We still would like to propose our bid to host the lowest level facilities."
Frehrh sat back down, folded his hands across his lap and awaited the next argument as to why Dead Snow shouldn't play host to these facilities...

Reginald looked on, he was quite elated things were going well. And he hopped that shortly before the vote would end; that GESO would have a join venture in the field of research. The Terrans and surely many others in the galaxy knew of the importance of science. The debate would go on for more than a few days longer, it was meant to let every nation have a say and indeed let them contribute to something greater. Reginald said at the end of the comments.

"Our government would support any compromise the Security council may adopt. It seems to me we all have much to gain from working together in this.

Reginald Green sat in his chair his ears open to the debate and his eyes analyzing every bit of data, every bit of body language and indeed the large metric clock upon his holo-computers desktop. The period of time in witch the council members had to debate and vote had passed. And as the author of the bill, it was his job to tally up the votes and declare failure or passage. This closure of the session would not in any way infringe on the possibly for the bill to be modified later on, or for others to sign up to the measure In absentia. Green was still aware the resolution had issues, and many voiced them but it was up to the Security council to work them out in a joint manner it was the point after all. The elder statesmen stood up, his lips curled up in to a smile those wrinkles on his face once again changing shape as his cheeks dimpled to accommodate his smile.



" ladies and gentlemen of the council, the period of decision has come to an end. And with a tally of 9 vote for, 3 abstentions and 2 against It is with an honor , that I announce the passage of resolution 10-9. Establishing the IRI, and subsequent organizations. It is also an honor to announce that The Swithwardian people will have the distinct pleasure of hosting the GDCO.

It has been a hard debate, and many here have raised issues. But we can always overcome those issues if and when you choose to help work out better terms for the proposal. Our nations are in a unique place in the universe, agreements or disagreements on paltry things and bills such as this need not wreck the fabric of cooperation and understanding. We're all here to work together, respect one another individual cultures and national integrity and to defend it against enemy powers outside of our organization, and we are also here to help build a better future for ourselves and this is one step toward that in the opinion of the alliance that is.

The diplomatic party for the Prador Sixth Kingdom numbered at seven total individuals acting as representatives and they were specifically selected for this duty for the purposes of being as diverse a group as possible to represent the various interests and parties back in the Kingdom. Strangely enough not a single Prador was amongst them, but those aware of the events that occurred during first contact this would not be surprising. The first amongst them, most senior in both rank and age was a Kanten - resembling some akin to a Christmas tree with less gaudy decorations though the few pieces of jewellery and personal technology he possessed could easily be mistaken for baubles. His name was Fagin and it was he who was appointed the position of Senior Representative and the individual who spoke up on the most recent proposal, even without his technology enhancements he could manage a perfect emulation of many other languages requiring no intermediate translator.

"For the sharing of technological advances and scientific knowledge; will there be an option to withhold certain pieces of knowledge out of consideration for cultural impact?" Fagin whistled softly. "The Kingdom is willing to lend assistance and material efforts toward the establishment of such an Interstellar Research Institute but not all member factions of the Kingdom support freely sharing knowledge; even with allied nations."

The State of the Alliance


President Jessica Galloway made her way briskly down a tiled blue marble ramp, on either side of her lithe well dressed form there were row after row of chairs that stretched clear across a vast circular chamber; they seemed to be arranged to face toward a semi circular forum made of some sort of white marble its apex being a mahogany colored podium with the great seal of the GESO upon it. Above this ornate facade and arrangement the seal of the GESO hung proudly. The laurels, the stars and the galaxy in the center stood out in gold, platinum, blue and silver.

Galloway as usual was flanked by secret service personnel on one side by a photoform drone, on the other by a human. All donning the standard black suit and ties that were so common to the organization. Galloway on the other hand, contrasted herself from her escorts and had a blue two piece suit that fit rather well upon her slender frame and accented in a polite manner her bust. The lower chamber was filled with representatives from across the GESO but above these countless seats peering through through the meta glass windows that encircled the assembly floor dignitaries and news outlet representatives from across the universe were casting their eyes downward. No doubt at Galloway, who by now had made her way toward the forum.

Galloway was experiencing that typical apprehension and tension that was familiar to anyone in such a position of leadership or politics; yet she hid this behind a facade. Her expression displayed none of her fear or nerves; in fact the wolvian smiled her slender furry hands placed themselves on the sides of the smooth mahogany podium, Galloway stood there before the galaxy, before the universe in the backdrop of the great seal of the Galactic Economic And Security Organization. This organization had only been founded three years prior to her election and she was now on her second year of her first term.

Galloway smiled, the holo links flickered to life across the galaxy with her image and the image of the chambers. Galloway seemed to relax inside of that stern shell, she cleared her throat with an iconic wolvian gruffness. Galloway looked around the chamber and began to speak, her tone seemed to carry and reverberate through the chamber.


“Five Years ago today, several diplomats and representatives gathered in this city to establish an organization on the foundation of mutual trust and co-operation between worlds from across the galaxy. These diplomats had no idea whether this grand idea would succeed; the galaxy at that time had turned its back on cooperation. The powers in the delta quadrant mockingly berated this ember as nothing more than a stillborn. Yet here we are, five years later; thirty two nations that maintain the bastion of interspecies co-operation.

GESO is not just an alliance, it is a symbol of our will and our commitment to maintaining a constructive peace; to improving the lives of its member states while celebrating and defending the individuality and independence of its cultures.

“You can never get the international community to agree to anything, alliances are dead”

A Vocanean official once said. We beg to differ, we have accomplished more together, in the five years we have existed than we would have ever dreamed of doing individually. we’ve established the largest gate network in known space, we’ve established joint research hospitals, research institutes, and a disease control center. And we’ve also committed ourselves collectively to an effort to improve the lives, not just of our own people, but of the galaxy by establishing a galactic aid organization to benefit all sapient kind.

And what have any of these nay sayers have done? We see nothing but strife, bloodshed, abhorrent war. And opportunist imperialism.

Not only has GESO established infrastructure to help those in need, those who cry out from the darkness of space whom are under the tyrannical boot of poverty, or death; but it has established itself as amongst the most technologically advanced organization and largest economies in the galaxy. So if alliances are truly dead, how are we explained?

Our belief in the spirit of sapient life to put aside their differences to benefit themselves by helping one another is our strength, the willingness to accept differing opinions the self determination of nations and the differences of cultures in this organization augments our unity adinfinitum.

I can personally say on behalf of the United Terran Alliance, that we are proud of what GESO has become and that it will always have our utmost support. The UTA, and I am certain that all of GESO will stand together no matter the threat, no matter the cost. We will perceive and we will maintain the example of how the civilized great powers of the galaxy should act; putting aside mistrust, putting aside hatred to help our fellow sapient move forth in to their own age of peace and prosperity. I ask you all, that we redouble our efforts to spread the good will that we all know we have within our essence across the universe; we've got the power by uniting in spirit and determination to make life outside of our own spheres better and to end the senseless and mindless destruction and death of war. Unity and and joint action does not and should not eliminate the unique differences that all of us have but it should thread together the common mesh of all our desires; to be free, to live as we wish. To put an end to or mitigate the need for wars that take our children, our fathers and our brothers from us.

While this is our goal and has always been our goal, it is an unfortunate truth that we must at times take up arms to defend and to preserve the very ideals of our nation and this charter and to indeed keep the torch of liberty, law, and just rule burning against the backdrop of a paranoid and hostile galaxy. We've survived, we've built something that we should all be proud of; the Ta'nar, the Sith empire, HERMES, IRON, the Resolute Syndicate.. They've all failed to impose they tyrannical and oppressive order upon the free minds and spirits of every sapient of the galaxy. No organization, no cultural norm imposed on others, and certainly no king can keep his or their subjects in the depths of despair, slavery and poverty through force indefinitely. We are not gods, nor masters of the galaxy we may be powerful but we must and should always use our resources and power for the benefit of all and not just a single nation. There are still many powers in the galaxy alien or otherwise, that seek to deprive us and innocent worlds of their freedom by a form of military blackmail, outright conquest or destruction.

We are not like these powers, we seek to build a brotherhood a sisterhood where all sapient life can be equal amongst one another, where we can all share in the benefits of our technological, and economic progress and where the cycle of hatred that spawns more hatred can indefinitely be broken by the reason of unity and the celebration of differences.

Even with this goal we need to maintain our defenses, and we need to maintain a steadfast commitment if any innocent world in our alliance is attacked, but I ask you this.. Many of you may not think of a distant world crying out for help against oppression as our problem; but what if we put ourselves in their shoes. All of us are made from the same atomic building blocks, hydrogen, carbon and other elements; our differences however are in the way of reason. GESO should continue to reach out to the galaxy to the MSU to other organizations for in our hands in his very room we have the capability, we have the power to bring out a golden age of civilization in this galaxy. Or to destroy it and render everything we've built in to ruins.


I pledge that the Terran Alliance will redouble its efforts in contributions of the GESO, and that we should all make a pledge that we will work for our people our nations and the galaxy at large through divides and differences; furthermore. We will and have proven; that GESO is not like the defunct alliances of times passed. A famous man named Carl Sagan once said so long ago.

This can apply to all our worlds, all our home worlds moons, planets , stations.. It is a reflection of our duty to the galaxy, while the universe is vast and seemingly limitless. What is also limitless is the spirit of sapient life the will of sapient kind to do what it must when it must to trek outwards and explore the unknown, and to satisfy its curios. And it can be applied to constructing a dream of harmony and unity between all different peoples. I urge all powers in the galaxy to join in an effort to bring about the end of the use of this limitless spirit within us for destruction. The construction of empires through the use of force and the senseless slaughter of living beings; or to further the pursuit of slavery and subjugation of free peoples may seem to many nations a distant and paltry problem. But is it really?

In closing It has been an honor for our nation to be a part of this alliance and for me to speak to you; both I and the UTA thank you for contributing to our organization, let us continue our work. And let us continue to uphold the charter of the GESO as a sacrosanct declaration of our achievement!”[/i]

Secretary Reginald Green was in his last year on the SC, his replacement haven been chosen by the Terran political forces at large; he indeed went willingly as the years of public service tired him. His face was worn and slightly wrinkled with the furrows and lines all to common to an elder statesmen. He had a few other last duties to attend to before departing in the next few months. A long over due update of the GESO charter; it would surely be quite an eventful debate between the delegates requiring compromises on all sides. The large organization needed it, having grown so large it outgrew its original and ambiguous framework. Green prepared himself for the grueling months of back and forth political debates and brinkmanship that lay ahead.

He glanced outside of the half dome window over looking Union City and the elegant forms of large buildings and sky scrapers gracing the blue cloudless sky. He coughed, and then stood his mind in one swift motion starting his point. By now he had learned not to choke or show hesitation; politics was a mean game and some lessons he had learned the hard.

"Ladies, gentlemen, sophonts of all nations, for many months now the issue of our charters inefficiencies in some instances have been brought to light and have seemed to hinder our growth; while we are still growing and welcoming sapients from across the galaxy with open arms, I think we all would agree that for the lack of a better word our charter could use a facelift and a few details added to it.

No document is perfect, I doubt this will be either; no being in the universe is perfect. But we can always strive to make things better not just for the few. But for the many, and to live up to our principles of liberty, sovereignty; and most of all peace. We must all come to realize we may need to make compromises and some sacrifices even on the part of the Terran government; but I am confident and sure no obstacle will stand in the way of our unified front of progress and prosperity.

a copy of a rough incomplete draft of the charter I've composed has been sent to you all; my hopes is our collective debates and comprises will build a better and iron clad document that will not just benefit us but benefit our children, our future generations. And establish a lasting peace amongst us; it is abhorrent and tragic that sometimes we may need to fight collectively to secure our own freedoms. I nor the Terran government takes any pride or honor in having to harm others. But there are times that it is necessary to take measures ; for our safety. And thus to secure economic, political. And as much as it pains some of us military sufficiency as well as prosperity. Today under the burning yellow sun hanging in the seemingly endless blue skies of our world, that for us is a euphemism for many possibilities; choose to forge a document that we can all take comfort in knowing will last. It may as I said before not be perfect.

But the submission of this draft is for everyone to review and add to, and put in suggestions or point out conflicts of interest; after all I and my government are Terran's we do agree on one thing that we may not all think alike, but our differences can be overcome. We never say never, and neither should any of us here; for within our grasp we have the intrepid spirit of co-operation and will to form a bond the likes of the galaxy has never seen in its existence; and to show those who may think praying on innocents with abominations of "Unholy" proportions that none of us will be swayed and we will retain our dignity our community and sovereignty collectively. And we must never fall to the temptation of empires or the grandiose past glories of antiquity; but we must build a new form of glory and a new legacy of harmony throughout the galaxy and the universe through trust and peace.

The Galactic Economic And Security Organization is a faction of peace foremost, and the signatories to this treaty will uphold the virtues of honor, dignity, diplomacy, mutual cooperation, and peace.

In entering this agreement, all parties agree to mediate disputes and coexist in harmony; suffering the countless genocides, the destruction, and the subsequent galactic dark ages that followed the era of disorder we the species of the Galactic Economic and Security Organization look forth to protect ourselves; to expand our knowledge of the universe, and to better the galaxy as a whole. We do not seek conquest; we seek knowledge, understanding, and economic prosperity.



To affirm this commitment, we establish these sets of amendments based on the principle of universal liberty, cultural liberty, religious freedom, and tolerance to all races amongst us.


Article 1 Section A- All sapient beings are to be granted the freedom of expression, speech, and thought; such actions may not be censured in international zones; as these international zones fall within the jurisdiction of Allied forces; the parties involved may ask for asylum from any number of member worlds.

Article 1 Section B-

Freedom of movement; unless sacrificed by allied trade command or the receiving world, all signatories shall retain free passage to their destination. Member powers shall promote freedom of movement for goods and services between worlds, and will attempt to minimize conditions that could cause an economic imbalance in intergalactic trade between member governments. Additionally, disputes between trading powers will divest to the Galactic Commerce Committee mentioned in section 4-A of this document. However, as the Galactic Economic and Security Organization cannot impede upon the sovereign decisions of a power to restrict trade through its borders or interfere to an extent in any internal policy, a recourse for the determination of compensation for lost goods and services will be levied.

Article 1 Section C-

Realizing that extradition is a rather complicated process, and that the galaxy has a myriad of legal systems that differ from world to world; the Galactic Economic and Security Organization establishes a magisterial assembly composed of one of each member races legal representatives and their respective judges and legal councils. If the offense is committed against a citizen in international territory, then the government of the offended person is well within its rights to request extradition. However, the matter of local authorities conducting investigations cannot be overlooked, and this may cause some delay in the extradition of the perpetrator of the alleged crime. If there is a dispute between two governments about a suspect or individual, then the matter will come before a tribunal to be decided by a vote, and provided sufficient evidence is attained, the suspect will then be transferred to the most heavily offended party. In cases of sovereignty and national disputes, mediation to resolve the issue will be an additional safeguard to prevent escalation.

Article 2 section A-

Signatories to this document henceforth shall pledge to uphold the ideals of intergalactic stability, peace, and freedom. With such aims, all peoples governed under this pledge shall strive to settle disputes amongst governments through peaceful means, and should refrain from destabilizing galactic affairs with unnecessary acts of aggression.

Article 2 section B-

In case diplomacy fails, and the only remaining recourse is armed conflict, the GESO mutual defense clause in article 2 second B shall be activated to facilitate the defense of endangered worlds and the entirety of the alliance. A singular command and control battle net will be established to facilitate efficient response to situations, and all diplomatic channels shall still be attempted under this article, the use of deadly force by GESO vessels is authorized against hostile targets. Strategic plans shall be distributed to fleet commanders upon complete assessment of the situation.

Article 2 Section C-

The Galactic Economic and Security Organization shall agree to invest both funds and material into the construction of a mutually connected hyper space network. This will allow for rapid trade, rapid response to situations, and an improvement in cultural interactions between differing species within the GESO itself.

To improve cohesion and economic stability, the Terran Alliance the primary signatory of this treaty will offer its currency as a triad as reserves to facilitate ease of trade and stable financial value, it is in the best interest that it be a primary peg for two other currencies; one each from two other founding powers to maintain maximum stability. Additional provisions to these other currencies maturing will allow them to appreciate to reasonable levels.

Article 2 Subsection C-2

Additionally, an optional technology sharing agreement between member powers is available for exploitation, and it is believed that it will further the cause of science.

Article 3 Section A-

To guarantee the functionality of this treaty to its fullest extent, member worlds jointly and individually by effective self-sustained capacity and mutual aid, will maintain and improve upon a collective and sufficient self defense capacity to resist armed aggression.

Article 3 Section B-

If armed aggression against a member state occurs, then article 2, section b shall be activated. If it is so chosen by the power under attack however, the GESO shall reserve the right to intervene in conflicts if certain situations are involved. Minor incidents can henceforth be brought forth to be mediated, and if a significant threat is recognized by the allied power, an emergency meeting of the Security Council shall be called to debate the ramifications of any potential actions.

Article 4 Section A-

The Galactic Economic and Security Organization in this clause establishes the need for a joint venture between all signatory powers to maintain a uniform defense and exploration force; this Galactic Reaction Force will be endowed with, amongst other tasks, to defend the GESO, its member states, and all those who require assistance. The GRF command staff including the supreme allied commander will be accountable directly to the security council. The GRF will be established as a defensive force, an exploration force, and a force for humanitarian aid; funded through voluntary donations of material, equipment, credits, personnel, and expertise.

Article 4 Section B-

The use of strategic weapons by any ships within the GRF fleet can only be initiated through approval of the chain of command of the GRF, and of its trusted adjuncts, or if the need is so dire that there is no other recourse but to use strategic level weaponry, or by orbital collapsed antimatter bombardment to stellar disruption. Tesseractation must be justified to the upmost detail, and can only be considered if the previous two methods have failed or were only minimally effective.

Article 4 Section C -

The GRF, shall be established as a unified military, exploratory and defense organization sanctioned to carry out the duties of collective defense, first contact and strategic or tactical operations; the GRF council will be composed of high ranking officers from member states with each respecting officer coordinating with if time and necessity permits a supreme allied commander in order to facilitate smooth logistical operations and interoperability of allied forces.
the SAC shall be chosen by consensus and vote of the GRF admiralty as needed but otherwise the post shall remain vacant until noted otherwise.

Article 5 Section A-

The Galactic Economic and Security Organization, noting the fact that an overall speaker and presiding member over council meetings is needed, hereby establishes the office of the Secretary General. This office, while limited in its powers will chair meetings and make statements to the general public, as well as attain the tie braking vote should a deadlock situation ever arise. If a Secretary General is ever in need of impeachment, than the security council shall have full authority to remove the speaker. The speaker's term shall last for no longer than two years, but may be reelected via a vote by the council.

Muniscus Ethan Wilwood was just sipping from his glass of water while the Secretary-General of the GESO addressed the assembly. At the same time, he was reviewing the charter through his Metaverse Eye, which can display digital documents, videos and other files through his cornea. It proved to be very useful, since he didn't need to use a data pad to read the proposed revision of the GESO charter. However, he is cautious in formulating a response, since this is the first time that Stormwrath is represented in the GESO, surrounded by fellow representatives, mostly from within the Milky Way Galaxy. It's not that he has a problem with that, it's just that he felt uncomfortable, being the few representatives from outside the Milky Way, and probably the only one from the Tanabiku Galaxy, otherwise known as the Pinwheel Galaxy.

He then opened up a document in the metaverse containing the current GESO Charter and then began to compare. Perhaps there may be something that is different in the draft, particularly that some sections of the current charter aren't put in the proposed charter draft. This was a relief, especially on the article describing slavery. It has been a rather touchy and sensitive subject, as the Stormwrathian Government still cannot agree on whether Uploads or AI Constructs are slaves, according to the definition provided by the GESO. Most of the time the claim was dismissed, because Uploads and AI Constructs haven't had any problems with being confined in the metaverse, other than the chances of rampancy.

"But honestly," he thought to himself, "they could've just added necessary amendments to the charter. That would save time."

Ethan also suspected that other representatives would still want to keep the clause on slavery and on not associating themselves with entities that practice slavery or piracy. This he thought, could be a huge blow to xeno member-nations in the GESO, who do not think the same way as humans. He also noticed that Article 4 of the current charter has a mutual defense clause, which may require a standing army. After comparing, he closed the files for a while so that he can see (as Metaverse Eyes can affect visual perception) and then decided to let his opinions be heard.

"Salutations, esteemed representatives of the member-nations of GESO. I would like to be first to raise such an issue. Initially, our nation Stormwrath was hesitant to enter this alliance, partly because of our government's constant debating. However, one of the reasons was the GESO's staunch stance against nations that practice slavery or forced servitude. I will be giving credit to the Multi-Species Union for the points and proposals presented, as they have already tackled the issue in the past.

Yes, Stormwrath does have a negative stance on the topic of slavery, and we do believe that slavery, as defined in the history of mankind, is bad. However, we consider that certain societies and cultures may have had slavery that is acceptable to them. Piracy on the other hand, should remain illegal, and we should coordinate our efforts to eliminate this threat. But, we at GESO should also consider that some of our member-nations are composed of non-human species, probably some of them have a form of slavery transpiring within their borders. Therefore, we shouldn't attempt to look at this from the anthropocentric perspective. Note that hive-mind cultures may not adjust to a point where servitude is not needed. Take a worker ant, for example. Despite it collecting the necessary food for the colony, it is not a slave.

If we take the definition of slavery as provided by the GESO, and extending it to cyberspace, then some member-nations may technically be practicing slavery due to their use of artificial intelligence beings, whether organic or inorganic, sentient or not. Therefore, human nations shouldn't have the right to impose their standards on other sapient cultures, societies, and nations. What we can do is examine the issue case-by-case to decide whether our organization should intervene. That way, member-nations can now feel more comfortable in maintaining relations with other countries, including those that rely on servitude, without compromising their stance on slavery or imposing it on others.
