OOC: Assuming this was meant to be broadcast to the whole world and what not. If you want me to but out just say the word. Welcome back Kraven.
Kriegsreik Meeting Room 001 - Hive One - Rethan
The video ended and Istavar turned around in his seat. Before him was a massive steel table and the assorted military leaders of the Militocracy. The dark walls of the room were lit up by a slight reddish haze from the lighting and banners bearing the twelve pointed star were draped at intervals along the wall. Beside Istavar, his face half covered in black cloth with protruding wires and pipes stood Valtiel Avithe, his own personal bodyguard. Istavar Nihilus had been in command of the Militocracy for a short time and already had instituted a huge number of changes. To the military, the the common life of the citizens. He had reached out to their neighbours in The Wolf Hold. Rethan was changing and opening up to the world.

The world was just the same as records had shown it to be.

All the men assembled but one wore frighteningly pale faces. Some looked visibly nauseous and could be seen fighting back the urge to vomit. Only Dragomyr Lazarevik, seated at Istavar's right hand side, seemed unfazed and in fact wore a cruel smile on his face.

"Kraven... No doubt many of you are well aware of what The Corporation stands for," spoke Istavar. Halfway down the table, Reiksmarshal Kochman, head of the Stormkorp legions spoke up.

"They stand for violence and inhumanity. I do not need to explain to you, Reikslord, the disgusting nature of their Capitol Police. Nor their drive for constant expansion."

Further down, Wachtkindral Kasimir Draczynski added to the conversation.

"Kraven were - nay, are - a blight, a cancer in the eyes of the international community. They are vile, destructive, warmongering...."

"They are perfect," interrupted Istavar. The reaction from the assorted Kindrals and Marshals was not unexpected, and only newly promoted Reiksvater Dragomyr Lazarevik did not flinch, instead only nodding to indicate his agreement. The others began a tirade of arguments, calling the Reikslord a fool before Valtiel spoke up, his rasping voice easily overpowering the frenzied response.

"There will be SILENCE so long as the Reikslord speaks."

The assembled men immediately closed their mouths, unwilling to anger the Reiskvater who stood beside Nihilus. They settled down and waited for the Reisklord to continue.

"Kraven see the necessity for total government control, and they do not struggle. They understand the power of propaganda, of terror, of legions of soldiers marching the streets. Under the Kraven regime, under their Reich, their people live in total security from outside aggression. Their Capitol Police legions of old exemplify everything we see as strength. A lack of emotion, a lack of empathy. I see some of you still surrender to the weakness of emotions and that will be fixed or you will find yourselves relieved from duty. Kraven is, at heart, everything I desire from Rethan. Efficiency, perfectness, logic. Emotion is obsolete in a modern world."

It was Dragomyr's turn to interrupt now.

"My Lord, while your goal is a noble one, surely we cannot expect Kraven to do anything but subjugate us, as they have done others?"

"Indeed, my friend. For now, we continue on our reassembling of our nation. Do not acknowledge Kraven, nor draw attention to ourselves lest we face their legions when I am sure both nations can benefit from a friendship in some manner. I called you all here to show you this, and to motivate you all to accelerate our plans. You have seen the video, that task is done. Now leave. There is much work to be done."

As the numerous war leaders stood murmuring dissent, Dragomyr stayed behind to speak with Nihilus. Once the massive reinforced steel doors had closed behind the last Kindral, Dragomyr turned to speak, but Nihilus got there first.

"The return of the Capitol Police of old is a dark omen, Lazarevik. And so long as delegates and war leaders to not submit to my rulings as Reikslord we cannot stand beside this darkness as brothers in death."

"What do you wish done, Reisklord?"

Nihilus raised his head from the dossier in front of him and stared Dragomyr in the eye.

"You are to take complete control of the rearming. Do what you see fit."

With a curt nod, Dragomyr stood and exited the room to begin the long elevator ride back to the surface of the Hive City, the metal cage ascending through layers of rock and soil. Back in the darkened room, Istavar turned to Valtiel.

"Find all dissenters within the military leadership Valtiel... And kill them."

Information Acquisition Wing, Dominion Intelligence Ministry

An entire wing of the Ministry had been set up to glean the tidbits of valuable information from bands that most people thought too private or obscure to be bothered by major government powers. As a result, much of it was unencrypted and easy to intercept. Most of it, however, was hardly a threat to National Security. So it was one of the analysts suddenly and violently jerked away from his interface and threw up in the garbage can next to his desk that the supervisor knew they had something. Putting a reassuring hand on the ailing man's shoulder, she called an assistant over to escort him to the restroom. Turning to the vast computer terminal, she saw it was a feed from a resistance group within the nation of Kraven, an ally of theirs by proxy due to their recent alliance with the Vorgothic Empire.

"Resistance in Kraven, huh?" she muttered, "A resistance cell in an allied country would certainly trip our sensors, but what made him so-"

All color drained from her face as she clicked the video link and she dropped to her knees in horror. Like a bystander to a violent catastrophe or crime she couldn't tear her eyes away from what she was seeing. Despite multiple entreaties and questions from concerned analysts around her, she couldn't move or speak. Once the video ended she rose unsteadily and turned around, to be faced with the Intelligence Minister her self.

"Minister Stone," she stuttered, "I.."

"Take the rest of the day off, Supervisor," the Minister replied, "I'll take it from here."

The Supervisor nodded and staggered past her superior, noticing two individuals on either side of her shrouded in black body armor and carrying DM-33 assault rifles: Black Ops. It was short for the nonexistent branch of the DIM known as the Department of Black Operations. Its existence was only a rumor among anyone outside the Ministry, and select few within it knew of anything more than its mere existence. The two operatives moved to the terminal and began securing it as the Supervisor made it to a restroom and promptly threw up.

Office of the President, fifteen minutes later
President R.L. looked over the tape again, his face showing very little emotion, "Given their history it shouldn't surprise me. It was regimes like these that gave me pause when the Vorgothic Empire extended their invitation of alliance. Of course, this hasn't left the Ministry I take it?"

Alexis Stone nodded, "Naturally. The fallout would be disastrous. The public might even rally for war."

R.L. sighed, "So what, then? A coverup? The Dominion prides itself on being a beacon of democracy and, therefore, freedom to the rest of the world. I can't pretend this doesn't exist, nor have I stayed in office by lying to my people. I'll issue a private statement to the Kraven government about it, and we'll see where it goes from there. Remember, these are our allies and we must tread lightly. No action will be taken without my say so. Just passive observation, got that?"

Reluctantly, the Intelligence Minister nodded, "Of course, Mr. President. I'll keep you informed if anything changes."

As she turned and walked out, R.L. composed and sent a letter he utterly despised having to write:

Today, at approximately 0800 hours Dominion Central Time, our Intelligence Ministry intercepted what appeared to be broadcast from a resistance cell within the nation of Kraven. A copy of the video is attached and has been tested for tampering. None has been found. As President of the Dominion and a representative of the free world, I must condemn the actions being taken within your borders. Naturally this has not been made public due to our mutual membership in the Vorgothic Empire and therefore alliance, but such atrocities cannot be tolerated by a nation such as mine. I am sure that our mutual ally, Automagfreek, would be of a similar opinion on this matter.  in the name of decency and universal human rights these...experiments must cease immediately.

"What the fuck was that?!", shouted Emperor Marcus Resantole. He had been sitting down to enjoy a relaxing evening after another day of peaceful governance in Londim when the images flashed on screen. It wasn't just his screen that had played out the pictures. All over Londim television sets had been subjected to the images. Within moments the Emperor's Home Minister, Nathan Francis was within the Emperor's Chambers.

"What was that Minister Francis? Where did that image come from? How widespread was it?" asked the Emperor hurriedly.

"All the 24 hour news stations have jumped onto the image and almost everyone in the nation will be talking about it. I have asked of the television stations as well as the military to track the signal. Initial responses tell me the signal came from somewhere called Kraven. We have had no diplomatic relations with this group before but old reports indicate they are like a large type of national corporation. They have complete control of the state and I guess Free Speech is not one of their key tenets. If the image we received was legitimate then we are looking at extensive human rights abuses but these are done by a powerful state. The public may call out for all out war but that would be difficult and costly. I say an emergency session of Parliament be called, Your Highness." replied Minister Francis.

"I agree Francis. Summon all higher ranking MPs to the Palace at once."

Two Hours Later

News had quickly spread of the image and the public were coming up theories. Everything from Londim's own government being blamed to Aliens had been trotted out. So far none had guessed what really may have been happening. The Palace was in disorder. MPs were shouting at each other, demanding answers, calling for war or some action to be called.

"QUIET!", shouted The Emperor as he entered the debating chambers. "This is a place of respect, not childish shouting and name calling. All of you take your seats." The MPs all sat in their seats, none daring to be the focus of the Emperor's rage.

"Two hours ago, we all received images of a laboratory where women were nothing more than machines, children being ripped from their wombs. Initial reports tell me that this image came from Kraven, a place we have not encountered before however other records state this place is a hell hole and in my eyes the images were real enough. What then, my people, shall we do about this?"

"WAR!" shouted out many of the MPs.

"The people of that nation must be freed from such barbarianism immediately. Who know's how many more souls are suffering like that." said another MP.

"Regime change at the very least. Open war will be costly both in lives and money. We have taken the road of peace openly but I'm sure one of the nation's...assets could be used to topple whoever runs such a nation." said another.

Instantly other MPs agreed with the sentiment. "REGIME CHANGE", came the cry.

"I hear you Member's of Parliament. However on the surface we must condemn the nation without suggesting we will fight them."

The Emperor was sitting in his chambers. No way would Londim risk war with an untested nation. Instead open condemnation would be done. He sent a message to the leaders of Kraven without notifying Parliament.

R.L. nodded, "Of course. Unofficially I don't believe it for a second, but naturally this is the course we must take."

He was addressing the Assembly of Ministers, of whom an emergency session had been called to formally address the matter. The hundred or so Ministers, representing the various state departments and provinces of the massive democracy, were all shouting to have their voices heard above the others. R.L. grabbed the massive wooden gavel on his podium and and slammed it down, bringing the debate to an abrupt halt.

"Enough! They are our allies! As dubious as their testimony may be we are honorbound to take them at their word. If they claim it's a hoax," he sighed and bowed his head, "we will take their word for it. Officially. Officially we will denounce it as a hoax and stand with them against international uproar. Unofficially I'd like to investigate further if possible. That is my motion. Do I have a second?"

Several hands were raised and the vote called. The decision was not unanimous, but close to it. With Kraven being an ally, however distant, the decision would already have been made. In all truth, there wasn't much to be done. And so a reply was sent:

The Emperor looked at the wine with disdain. He had a feeling that it had been grown in a vineyard toiled by slaves. However he could not be openly critical with a nation that, on further investigation, had some powerful allies. No one would stand with Londim in this endeavour. Old alliances had gone, become a thing of the past, former signatories now shells of what they once were of wiped off the Earth.

No...he couldn't....could he? Yes....he was an Emperor...a man of power, who led a powerful nation. He could. He would. He would build a new alliance. He would keep an eye on Kraven but Londim could not stand alone in this. He would begin work on it at once.

My good Obersturmfurhrer, it with great honor that I accept your generous invitation. The Vice President will attend our dinner in my stead and I would be honored to join you along with my retinue in the city of Norska this evening. With me will be my Minister of Foreign Affairs as well as the Commandant of our Marines plus, of course, the usual security personnel. Gold Eagle One is being fueled as I write this, as the trip to Kraven is a long one. A fighter escort will accompany my aircraft until of course reaching Kraven airspace when they will break off. I look forward to meeting my esteemed ally in person.

The President took the offered hand and shook it heartily, "I am duly honored, OberReichmarshal. We are grateful for such a warm reception on this cold day."

As the party began to walk toward the waiting vehicles, R.L. responded to the OberReichmarhsal's question, "Despite the travel time limiting our ability to properly prepare for such an event, I think we have done quite well considering the amenities aboard my aircraft. For the time being, somewhere indoors would excellent."

The Intelligence Minister smiled politely, "Tell me, is it always this cold in Kraven?"

The Commandant followed stoically behind them, keeping his discipline. Behind him were three Secret Service agents clad in matching black suits with cold weather gear. Technically speaking, two were legitimate agents. One was a Black Operative, a master of stealth and infiltration. While the celebration would be going on, he would slip away and look into these underground facilities. The cover would be, unfortunately, as cliche as taking ill and departing the party. Unfortunate, but the only feasible way to leave with little scrutiny.

It was nigh midnight, yet all of the men and women who had assembled in the small room sat upright in their chairs, their eyes fixated on the screen before them. They were paralyzed by what they saw, unable to even shift a finger, their minds completely overwhelmed by the gruesome sight. Olimar Kabrinsky, who himself had once experienced the trauma of war during his days as a soldier, winced as the robotic arms of the torture device dissected the woman's stomach, a drop of sweat trickling down the side of his face. He could feel his heart beating the nervous terror, and a sickening feeling in his stomach. Some of the other ministers, however, had far more obvious reactions. A man of about forty - well built and tall - walked out of the room, and had to sit, shaking, in the corridor. His eyes, once burning with an unconquerable courage, seemed to grow pale with fright, his once strong, column-like arms becoming nothing more than those of a little girl's.

As the footage drew to a close, there seemed to be a simultaneous exhalation of held breath, and life returned to the frozen bodies of those assembled. And yet, no-one could speak, even mutter a word, thoughts still running through their heads, smothering any other thinking. Kabrinsky flipped through the papers regarding the video and its place of origin - Kraven - which he had placed on his desk with a look of revulsion and worry on his face. He had to do something: it would be unthinkable for Reijvajik, an embodiment of democratic values and personal freedoms, to do nothing. And yet, what could he do? War was out of the question: nations with militaries five times larger than that of Reijvajik trembled in their boots at the mere thought of going to war with the nation, and yet, it seemed needless to say that mere diplomatic jockeying would have no effect whatsoever.

His pondering was interrupted by the high-pitched squeal of one of his aides. Catherine Launceston was her name - yet Kabrinsky knew her only as "Cath" most of the time.

"What the fuck was that?" She was visibly terrified by what she had just witnessed.

"By the looks of it," Kabrinsky responded, closing the dossier, "it's a glimpse into a normality in Kraven. Women turned into nothing than mere vessels in which the nation's next generation of killing machines are born. It's beautiful, really. Disgustingly, revoltingly, beautiful."

He felt as if he was in a daze. The bright, fluorescent tubes above him sent beams of disorienting white light down, glinting off the tabletop and casting a cold, clinical glow over the room.

Message to the Kraven Corporation

Sir -

Last night, the Defense Ministry intercepted a video broadcast originating in your nation. As a part of an omnipresent, all-seeing government, I am sure that by now, you are fully aware of what I am speaking of. Needless to say, those within my cabinet that have witnessed the footage were all greatly distressed and worried by what they saw. Let it be known that if such atrocities are occuring within the nation of Kraven - and our files on your nation indicate that it is more than likely that this video was more than a mere fragment of someone's imagination - the Republic of Reijvajik will not and can not tolerate them.

R.L. had experience with such visages, having consistently winning free elections since the government freed itself from the puppet status it held in old days. Back then corporations had ruled the Dominion, back then they were part of the once-vaunted CAD alliance. Meetings with Emperor Helldawg in Doomingsland were common, and sights such as these were the norm. The Commandant held his tongue, but Minister Stone was visibly shaken. Neither had seen the full extent to which the Dominion had descended into oppression. Even in the darkest hours of the old days, things had never been like this. Despite their shared technocentricity, similarities between the Dominion and Kraven ended there. Where the spires and skyscrapers of First City stood for freedom and hope, here there was only darkness and despair, anguish and empty dreams rent asunder only to be set aflame by the fires of industry.

R.L. never lost his diplomatic edge, "I haven't seen such impressive sights since we were a pillar of the CAD alliance. Doomingsland could learn a thing or two from your architecture," he chuckled before continuing, "Your efficiency and majesty is to be applauded. Before continuing, i do have one question: is there any special custom that we may have accidentally overlooked when approaching the Lord Reichmarshall? We are greatly honored to have been invited here and I would be loathe to ruin such a momentous occasion with an easily avoided slight.

Confessor Conwell was on perfecting a Cyborg model when the screen with the Brotherhood news was abruptly changed with video the Resistance aired. His Assistant, a young student-intern who was pursuing a degree in Cybernetics, gagged and ran for the restrooms. But Conwell looked at the video with amazement and pick up a phone.
" Good evening, Brother. Yes, of course I'm studying the plans for the project, and i think i found a source for the manpower."
5 hours later a group of men were sitting at a table when the Grand Confessor of the region walked in. He looked at them, and said to his finance adviser "Let us ask this Kraven Corporation how the did this procedure that way we can strengthen the Brotherhood's Cyborg forces along with strengthen the normal army."
"Yes, sir."

The footage flickered off, the monolithic titan burning onto the screen."It's terrifying." Stepan noted, turning back from the computer screen to view the open confrence screens. "As I'm sure you have all realised by now, this newly presented evidence reveals a real threat to Toopoxican security."

An elderly gentleman shifted in his seat, leaning forwards to present a counter argument. "Are we not allied with the Kraven Corporation through our obligations to the Corporate Alliance?" He asked, an almost unnoticable hint of desperation in his question.

"This is true, however, as i'm sure Secretary Mistslav will back me up on, relations between the TCR and the CA have recently been in decline. We cannot garuntee the continued relations of any CA nation." Stepan carefully placed a pen on his desk, a fine silver instrument which now sat directly paralell to the edge of his open folder. "The presence of a belligerent new Kraven army threatens our security, it is not possible to predict where exactly the Coporation will strike, but we can know that it shall have a direct response on our financial security, we cannot afford to lose trade at such a critical period in world history."

A fair lightly tanned woman sat back in her chair, she excuded a strong aura of confidence which showed even through the digital medium on which she was displayed. "Secretary Stepan. I recognise the concerns of the Defense Department, I also refer to several restricted communiques which may assist should our situation demand stronger actions." She paused, looking down at her own folders for a moment. "Toopoxia shall wait, we have survived the conquests of Kraven before when it has rampaged, for now I see no reason to pre-emptively panic." She made a note upon a loose sheet, scribbling with an equally fine scribe. "For now, the Department shall be provided with a temporary budget increase, keep our intelligence agencies moving and alert, I want to know when Kraven plans to stab us in the back before Helghast himself."

Stepan nodded, accepting the resigned response, he had hoped for better but knew that conflict with Kraven was an inevitabiliy. "Thank you Madame President." The confrence closed and Stepan sighed with relief, musing over the future.

The Emperor looked at the video screen with interest, though showed not a single emotion as the images of a woman being carved open came on it. He motioned with his hand, and the slave pushed a button to replay the video, he again looked at the procedure with great interest. Once the short clip was again played through he turned to the man next to him, the head of the Department of Research and Development, tasked with the development of new technologies to further the cause of the Empire.

"Tell me, what exactly is it I am seeing?" he asked calmly.

"We do not fully understand the purpose of everything shown in the video, my Lord, but it seems to be a facility where children are grown. Obviously you noticed the mechanical apparatus that cut open the womb of the woman and extracted the child, and we assume that the syringe inserted after the operation was complete is to again impregnate her. But the wires connected to her ocular cavity and brain we do not yet know the function of. Quite marvelous really"

"I want to know more of this. If we can learn the secrets of this then we can grow the future Legions at a small cost, and train them from birth to be perfect soldiers. Contact Kraven and try to find out specifics, if necessary you may offer them something in return." He turned back to the screen, the video paused right after the mechanical arm had extracted the child, and gestured for the other man to leave.

He did so after giving the Emperor the traditional salute, heading back to his office to write up a message, the first message in a long time to be sent from the Department.

A recent video feed tracked to your nation showed a process that we found to be most intriguing. If at all possible we would like the chance to send a few researchers to examine this process more closely.

In return we would offer to you a technique that reduces the time a child need be born by the mother to fully develop from nine months to seven and a half months. Which if we understand the purpose of the facility shown in the video feed would increase the production rate by a respectable percentage.
