Midgar,46566- The USS has accepted the OES Zaphiron offer of the 350 billion NSD offer and the non aggression pact.We also agree with a trade pact be set up between the two countries and feel that a trade arrangement can be done during the SCG meeting. The USS will agree to have peace between the two countries. This should help regain some of the extra money that was spent paying the UWR. The money will split between those held and the government.

Commonwealth Forces to Remain In Orar
CAF spokesman van Horst today spoke in relation to the recent peace settlement between the USS and Unibearia and made the following statement;

"After much discussion the decision has been made not to withdraw our military forces from the southern province of Orar; furthermore the taskforce will continue preparations for the invasion of Unibearia which will go ahead unless the Commonwealth's own demands are met. I have been sent a list of five demands from the office of President Shen to relay publicly here as well as directly through our embassy in Unibearia; the list of demands have been approved by the Legislative in accordance with the Promethian Declaration and run as follows:

1) Unibearia will immediately withdraw and cede the islands known to them as the North Wolfen Islands and to the Commonwealth as the Southern Ashimas to the Commonwealth. (Hexes 0430 and 0531) In exchange the Commonwealth will pay a sum no greater than K2 trillion (Krendars) which at the present exchange rate represents a value of $3.6 Trillion NSD and will assist Unibearia in the construction of string of 18 permanent offshore platforms south of these islands. (Hexes 0432 and 0532).
2) Unibearia will sign a formal treaty with the Commonwealth banning the development and use of nuclear, chemical and biological weapons. The treaty may be enforced by the neutral observers already dispatched by the USS, if Commonwealth inspectors are not welcome.
3) Unibearia will agree to demilitarise its southernmost region (Hex 2036) and the surrounding waters. In exchange the CAF agrees not to territorially expand within a four hex radius of Unibearia and agrees not to enter the waters south of the demilitarised zone (all waters between hexes 1835 and 2336) with any military forces without the express permission of the Unibearian and relevant local sovereign governments.
4) Unibearia will agree to modest reform of its welfare system to be moderated by a committee of 3 representatives, 1 from the Commonwealth, 1 appointed by the GA and 1 appointed by Unibearia. In exchange Unibearia will receive a single payment of $25 billion NSD upon satisfactory completion of the reforms as judged by the committee.
5) Unibearia will agree to work towards cutting its overall military expenditure by 20% within the next ten years. In exchange the Commonwealth agrees to sign a Non-Aggression Pact with Unibearia and invest an amount equal to 25% of each year's military budget cuts in Unibearian healthcare and educational infrastructure.

We expect a direct answer to these demands within 72 hours and will not commence military operations in a hostile manner against Unibearia until after this deadline. Naturally we shall hold back for negotiation on the demands."

Zaphiron, NZE- The High Arbiter Lord Zaph officially condemned the actions taken by the Commonwealth against the UWR in a speech just a few minutes ago. Lord Zaph, after studying the USS' reaction in recent events to Imperial policy, issued a decree for all Arcadian citizens visiting or vacationing within the Empire to leave the country in no less than 12 hours. Those unable or unwilling to do so will be detained and deported in a safe and timely manner. Until further notice, any trade and travel between the Commonwealth and the Empire is hereby suspended indefinitely, and any business transactions between private parties of said states are declared null and void. Until Commonwealth troops have been spotted heading for Unibearian territory, no military moves will be made by the Empire at this time. The High Arbiter asks for the Government of the Commonwealth to, quote, "Stop this senseless and idiotic warmongering against an already war-torn people." Lord Zaph goes on further to say that "Striking a weakened foe is not only cowardly, but also shameful as well in the eyes of any decent man, woman, wolfen, or child." The NZE is now preparing for whatever things that the uncertain near future may hold.

The King has changed the 20% budget cut to 15% in the next 10 years because the national security of the UWR is his highest priority and 15% would save countless Unibearians from having to get fired from their military position because of such budget cuts being made. We hope that the Promethian government accept these terms and peace and prosperity become a reality.

"I am here today to report on our progress in Operation Enduring Liberty. I want to begin by personally giving my thanks to the fellow members of the War on Terror for sending forces to help us fight here in Qatanar. We are gaining ground in the north and our target is to take out the many army cells throughout the countryside. We have found widespread famine and disease throughout the nation. It seems that the nation has a staggering HIV/Aids epidemic. We are limiting bombing runs as much as possible but the cells are using people as human shields. Some have made their defenses in the few schools and medical areas. Our soldiers are doing everything possible to help the citizen population of Qatanar. Many are praising us as heroes and liberators. We have set up refugee camps, medical centers, and administrative offices. We are making progress in helping these people but I ask if there are any nations with compassion in their heart to send food and medical supplies. These people have been living in poverty for far to long and we want to help these people in whatever way possible."

"I am also here to report that we have found the name of the leader of Qatanar. His name is Hector Bin Fasani and he has been listed as New Toola's most wanted. We are uncovering more and more corruption as we are finding more records. We will do everything in our power to destabilize the Qatanar leadership as well as crippling its already weak army. In an agreement with the Empire of Thalmath, the High Arbiter has allowed the development and production of a powerful multivitamin that will significantly bolster a Thalmathian's immune system. Due to the Thalmathians' physique, they lack a proper natural response to diseases and contagious, often leaving many dead in the wake of severe outbreaks. However, the new multivitamin will provide lacking nutrients to the bodies of Thalmatians, strengthening the body's natural response through a heavy (but non-lethal) dosage of a blend vitamins that is focused on protecting against sickness. The Ministry of Peace and Defense responded today to requests for aid to be sent to the war-torn nation of Qatanar. Officials of the Demilitarized Corps were instructed to begin preparations for a full scale emergency aid team to be deployed to Qatanar.

"We will be landing in Kabajanar to assist the Toolans in operation Enduring Liberty, the Toolans will capture areas and we will move our field doctors and other aide technicians in after them. We think this will greatly affect the tide of the operation as this could also create rebellion in enemy territory." Said one official as he left Walden Court.

Commonwealth Accepts the Unibearian Compromise
The government of the Commonwealth has forwarded a final message to the Unibearian government which has also been published in the public domain. In this message the Shen Administration formally accepts the compromise set out following brief negotiations with the Unibearian government and will be sending Dr Mia Scovara formerly of the University of Vierne as their representative on the 3 person Welfare Reform Committee; the Unibearian government has 48 hours to appoint its own representative and apply to the GA to have their representative selected.

CAF forces will move to secure the Southern Ashima Isles in one week; President Shen has given the Unibearian military that long to withdraw their forces from the area fully and is allowing a period of six months in which persons living on the islands may choose to leave freely - during this period all Unibearian government officials and institutions will vacate the isles. The city known to Unibearia as Port Hudson is to be renamed Port Concord in honour of the peaceful agreement and the Unibearian ambassador is invited to attend the formal treaty signing there.

A further statement was also issued by a spokesman for the Shen Administration:
"In compliance with our side of the terms the full sum of $3.6 Trillion NSD has been placed on standby for transfer, it will appear on the Unibearian Treasury account as pending and the transfer will be forwarded in one month provided the terms of the agreement are carried out on the Unibearian side. Additionally the aid fund for the welfare investment as per Point 5 of the agreement has been set up and the government is in the process of calculating the initial payments."

"President Shen is immeasurably relieved that Unibearia and the Commonwealth have been able to reach a peaceful, reasonable and sensible agreement and hopes that this will mark the beginning of an extended period leading up to normalised relations with the UWR. However, while we are prepared to accept the recent Unibearian embassy application in line with Commonwealth law we politely request that all embassy personnel in the Commonwealth be human and not Wolfen."

A number of engineering rigs and civic infrastructure vessels are currently being mustered into a fleet for dispatch to hexes 0432 and 0532 as per Point 1 of the agreement. These vessels carry construction equipment and crews to begin work on the promised oil platforms and merely await raw materials and additional manpower from Unibearia in order to begin construction.

CAF Completes Occupation of Tiriande
The CAF has completed its occupation of Tiriande after securing the northern reaches of the territory by peaceful negotiation. The local Itharion commanding officers have been assured that once their personnel are disarmed and demobilised they will be free to return to their homes regardless of where in Itharion they may be. Additionally the CAF has agreed to use locally raised taxes to continue to pay demobilised soldiers their normal wage until such time as they find alternate employment or they are allowed to return to service. Itharion military equipment is now in the process of being collected and dismantled with the materials to be recycled the proceeds of this will be added to the provisional Tiriande treasury which shall be supplemented by the Commonwealth government in order to maintain infrastructure and government services in the region.

Now that the territory has been officially occupied in full the CAF has set about establishing two major military bases in north and south Tiriande named Fort Jinan and Fort Soto. The CAF spokesman for the taskforce van Horst has stated that work will now begin on rooting out the extremist groups and terror cells which continue to hold out in isolated areas near the border while civilian officials liaise with the local Itharion government officials to form a provisional government. The CAF has so far refused to comment on whether or not they intend to extend the occupation to include the whole of Itharion.

Rovstad, Unibearia- The UWR has selected John Unikev as their representative and formally asks the GA to select their representative to moderate the reforms in the Unibearian welfare system. To this, the UWR sends all military ships (With exception for the ones reserved for the War on terror) to relocate and rebase to Faloak until further orders. All military and government personnel in the North Wolfen Isles are already on in the process of preparing to leave within the next week, and the UWR has agreed to send a human staff ambassador and human staff with 6 armed guards (Also human) for the Unibearian embassy and Ambassador Jorrik Gurodiv (Ambassador to the Promethian Commonwealth) will attend the signing of the treaty. But if possible, the King would like to attend the signing also, but only if it is allowed and that no harm will be inflicted.


To add to this, shipments of raw materials are being sent to assist the construction of the 18 oil platforms and some 35,000 construction workers specialised in building oil rigs are also being sent. Crews are being trained in the UWR to work the Oil rigs when they completed, and all forces in Hex 2036 are to move up north. Only the national security force (Military police) will be serving as a protecting military force. Some 5 divisions of the Unibearian national security force (Military police) will be stationed there for the UWR is still in a state of martial law. When martial is removed, the National security force will return up north but will leave 3 regiments to patrol the wall.

A first step towards democracy in New Toola

Florentia, New Toola - New Toola has made a first step in what many believe to be in the direction of a democracy. Today, The Council of Elders approved in a vote of 13-2 to allow for the creation of what is called The Board of Mayors. The Board of Mayors is a group made up of the mayors of each city in New Toola. Once a week, they either go to the newly build Board Room in Florentia or communicate via phone on the issues in New Toola. They have been given the power to draft bills and send them to the Council of Elders. If a bill is made in the Council of Elders however, the Board doesn't have to vote to pass it into law. There are currently eight members of the Board of Mayors but as New Toola territory is growing, that number is said to increase.

Mayor Susan Perkins of Ithaqua has been voted in by the other mayors as the Head of the Board of Mayors. All the mayors of New Toola have come to Florentia for the first board meeting. Before entering the Board Room, Mayor Susan Perkins spoke to the nation. This is what she had to say...

"I am proud to see that progress has been made in allowing a more democratic form of government. We as mayors of New Toola will do everything in our power to help our nation as much and as well as the Elders are already doing. UWR Demobilises

Since the Arcadian Commonwealth has accepted the Compromise, the UWR is now officially demobilising it's military forces, abolishing it's martial law, going into defcon 4, opening it's borders, allowing flights into the UWR to land and removes it's NO-FLY ZONE warning. We also thank the USS and the Commonwealth for it's generous demands but we are still rather confused at why they had to practically go to war with the UWR, we do acknowledge that it is partially because of the construction of the our defensive wall and we apologise for our foolish acts but the wall going to continue it's construction until completed, but We assure you that we will follow the treaties demands and obligations.

Project Lupus starts in earnest

Since the massive surplus of capita money is appearing in the government's account, the King has authorised that phase one and two of Project Lupus start immediately.

Phase One, environmental/Eco-friendly laws and obligations;

All domestic entities must in the UWR comply with the following Laws; (Note that some of the following laws are meant fr industrial and commercial entities and not civilian)

- All domestic factories must recycle their waste (Plastic, metals, chemical products.. ect) and use air-filtration systems to capture air pollutants;

- The UWR is issuing compost bins, recycling bins and toxic bins to all entities in the UWR;

- All water pumped and used must be properly and thoroughly filtered and must pass the Water quality test before being put back in the environment;

- All compost will be used to make fertile soil.

- all domestic Energy companies must supply the nation with clean energy. But only 75% of it. Nuclear fusion counts as clean.

- Government payed employees will clean up litter and garbage.

- Littering is illegal and a fine of 50 Unakoes for each peace of garbage will be given.

- All domestic Companies must NEVER design products that are "built for the dump" and if suspicion of a company that is designing products that are "Built for the dump" than the Government reserves the right to send Quality control agents to supervise and do an investigation on all the products being designed. And if prooven that the companie is designing and producing products that are "Built for the dumo", a fine of 1 million Unakoes will be issued, the compnaie must redising the product to not qualify as "Built for the dump", will replace all products that were made by them that were "Built for the dump" and if it happens again, the Government reserves the right to permanently supervise the company's designing teams and the company's manufacturing process and a limit of 5 warnings will be given and if that limit is met, the Government takes over the company.

- All domestic petroleum companies must supply the Nation with atleast 45% bio-fuels.

- All domestic refineries and smelters must must develop and use eco-friendly and less energy demanding methods of processing and refining their products.

- All domestic companies must develop and use more automated factories that use modern and sophisticated machinery to produce it's products and not manpower demanding methods.

Phase Two, construction of facilities;

- 350 Geothermal energy facilities are to be constructed to produce renewable energy

- 20 Wind turbine farms are to be constructed around the nation in flat low lands and on the nations shore lines, each consisting of 100 wind turbines.

- 15 heavy duty recycling facilities are to be constructed in each major city and 5 normal recycling facilities in secondary cities and villages and 2 small facilities in small rural communities

- all agricultural land is to be replaced by bio-domes to produce food all year long. (an estimated 2500 biodomes are to be constructed by the year 2668 and 5000 are to be constructed by the year 2672.

- 25 Large compost facilities are to be constructed to recycle garbage.

- All Domestic car companies must supply the nation with atleast 56% hybrid/electric cars by the year 2669

- The Trans-Unibearian railway is to be converted into a high-speed railway that will use high speed trains by the year 2664.

- an additional 250 water processing centres will be constructed to provide more clean/drinkable water to the people.


Phase 3 will commence once Phase 2 is completed.

Industrial sector booms

Many cities like Faloak, Castamere, Yellowstone and Borondor have experienced a massive 'boom' in their Industrial sector, some 1500 moderate industrial facilities and 500 Heavy-duty industrial facilities have been constructed in total between the cities, and the industrial expansion in the UWR is estimated to increase with an estimated 5000 more industrial complexes in the next 10 years.

This Industrial expansion was not planed by the government itself but government officials have embraced this sudden growth. Most of it belongs to XD. Inc, a government owned and controlled (Mostly) company that is divided into several departments like weapon production, consumer goods production, a department reserved for only building things (XD. construction), a department for mining the natural resources and a department for producing energy (XD. energy) . With this sudden expansion of the company, the government as decided to merge XD. Incorporated to the government. XD. INC is now known as the Unibearian National Company.

So all it's departments are now changed to the following:

- XD. ARMS is now known as the Unibearian National Arms Company

- XD. Consumer Goods is now known as the Unibearian National Consumer Goods Company

- XD. Mining is now known as the Unibearian National Mining Company

- XD. Construction is now known as the Unibearian National Construction Company

With this merge, the Government can now say that they are now a planed economy.

In addition to this, the 10 FAF's that were ordered from OES Zaphiron have officially finished construction. This also marks the age of ultra-modern manufacturing capabilities within the UWR. Ithaqua, New Toola - Earlier today, a statement was released by Elder Henry Crane of the Department of State which spoke of a New Toolan fleet moving to secure the islands of hex 3405 and 3306. This is what Henry Crane had to say on the matter...

"These islands have not been claimed by any nation near it so we feel that we have the right to take it. While Newwald and Mcnernia can have the hexes that they claimed a long time ago, the islands in question are open for annexing. I hope that both of these nations do not see this as an act of aggression but we will not give up those islands so quickly."

With the SCG being mostly a trading alliance, this will be good for business. Unibearian trade partners such as Nedea, Mare Solis, Cyrellican, USS, UTR and are the primary targets for export, but the exportation of these goods will not only be exported by the Unibearian National Consumer Goods Company but by a newly founded Private business called The Unibearian Alcoholic Goods Store will be opening it's doors in many countries. Other private business's are free to order Unibearians Alcoholic Goods at any time.


In other news, the NUCGC (Unibearian National Consumer Goods Company) has finally stated that they will be exporting their products around the World. Most of it is in form of Canned goods, cigars, alcohol and some electronics; most notably the new XD TG5 Holotape.

The XD TG5 Holotape is a device which projects holographic images in stunning quality HD. It is mostly used as a personal phone but it has the option to be able to play games, project videos and much more! Mostly private companies are ordering it and hopefully, this product gets a spot on the shelf in your commercial centre!

The Commonwealth Expands
The Commonwealth continues to struggle under the weight of the vast number of Arcadian refugees to have come to Enkon seeking sanctuary; as a result the Shen Administration has given the CAF instructions to proceed south into the region now known as Xin a Kadiya and prepare for large scale settlement programs with the express intention of building new urban centres to try and house the burgeoning population. The orders were formally announced to the press as Stage 1 of the Shengcun Kongjian Initiative, a full mission statement for which summarised the overall goal as 'The extensive resettlement of Arcadian refugees and willing Commonwealth citizens away from overcrowded refugee shelters and urban centres into newly constructed settlements, both in new territories and within less densely populated regions within the Commonwealth.'

Vast quantities of raw materials and machinery have already made their way across the current border into the new territory behind the advancing CAF units who continue to protect the settlers. The regions are sparsely inhabited, with no native population and large numbers of potentially dangerous wildlife, including bears and wolves; rather than arming civilians the decision has been taken to assign military units to protect the settlers in the hopes that this will both facilitate swift settlement and development while preventing the large scale slaughter of local wildlife. Soldiers are under strict orders not to kill unless they have to and to aim to scare off any hostile wildlife without negatively impacting on their habitats outside the designated settlement areas.

Geological surveys are presently underway under the administration of teams from the Universities of Vierne and Czerniy to see if there are any notable resources below ground which can provide the newly settled territories with a means of economic growth and employment in the long term. The Shen Administration has been advised that there may be untapped coal and iron reserves in the area which could potentially provide the basis for the new province's economy. Meanwhile the Legislative in Nova Arkades formally ratified the Xin a Kadiya Settlement Act establishing Xin a Kadiya as the 20th province of the Arcadian Commonwealth.

A Federation spokesman stood at the podium today taking questions on the matter of New Toola sending their Navy to annex land of the Federation's ally to the north, Newwald. The spokesman said, "The declaration of New Toola to annex islands that are clearly Newwaldian sovereign territory is clearly a typo by the Toolan government or just sheer foolishness. The Newwaldian people has inhabited those lands for quite some time now. We have calls in to Eldar Crane to discuss the situation... In a separate note the 11th Fleet out of Newwald's Higgensdotter NAB is working on Operation Clear Vision, a training mission to help the Newwald Navy establish proper defensive and radar protocols in its Northern waters."

Entry VII: We have been exploring in the depths of Cyrellican's entrails now for more than three months now, it has been three long months since the expedition was dispatched, and it is seeming more grim than ever. The oddities started, first short, spastic earthquakes that did not seem to register anywhere else in Cyrellican, then dreams, horrible mind-breaking night terrors, there is something about these caves, something deeply unsettling, and if I would not give to see the sun again. We are blowing into the rock

Balendin stopped his pen at the sound of a dull crack and someone calling his name. "Balen!" Arozen Argia, one of the four members of his team, including himself, called his way, "you might want to take a look at this." Balendin set down his pen and paper onto the small desk he had constructed before the trip, and walked over towards where they had been digging. As he approached the site, a large gap in the cave wall was evident, and there seemed to be only darkness beyond, Balendin moved his head near the opening and breathed deeply. "The air is fresh, if a bit humid, almost cold, that is most certainly odd this deep down."

"Very odd indeed." Said Professor Chalichan, an intelligent, good natured man with a good sense of humour, not unlike the relative "Mission control" of this whole operation Sir Eledic. "I think that we should widen that gap so we can see the source of this air." Arozen pulled out a small handheld device "We appear to be almost exactly in the centre of the Urhiran Sea, just a few kilometres off Urhiran itself, could explain the humidity." Jelkas, a mild-mannered if quite skeleton of a man drew out a small charge and put beneath the gap "Stand back everyone." The charge ignited and bore a small hole into the rock beneath the gap, just wide enough for the quintet to squeeze through.

Balendin pulled out a bright flashlight and turned it on, further illuminating the cavern they had just crawled into, it was a tall, wide space with numerous large stalactites dangling from the ceiling, but the cavern itself was not what intrigued them, but the massive black and tarnished cylinder at the centre of the cavern, "what on Enkon ..." Muttered Chalichan. "That bears a striking resemblance to ... No, couldn't possibly be ..." "To what?" Inquired Arozen. "Oh it's just silly, it looks an awful lot like the "Homeship" of Gartilivashin legend." The groups eyes widened. "Frankly," said Balendin. "With everything that has happened so far, I would not be surprised if that really was the Homeship." "Well, there's only one way to find out." Said Arozen eagerly, the quintet walked slowly and carefully towards the towering monstrosity until they came to sealed door. "Well, just our luck ..." Muttered Balendin leaning against the door, he jumped back with a start as the door slid easily open revealing a long, black corridor ending in another sealed door, "now would be the time to radio into the Loremaster." Noted Chalichan, Balendin took up a small ultra-low frequency radio and turned it on, hearing nothing but static he threw the thing back into his pack. "Thrice damned radio ..." He muttered to himself, the group continued on through the door and into a tall open chamber, in the centre their lights revealed a capsule, roughly seven feet tall by two wide, and absolutely covered in dust, Arozen walked forward slowly towards the capsule. "Rose!" Yelled Chalichan, "that is not a very good idea." Arozen, ignoring the Professor completely, began to wipe the dust off the front of the capsule revealing the face of a young woman who appeared to be Cyrellicish, perhaps half Athretvar? Maybe even Netherite, her eyes were closed and it appeared as if she was sleeping. "Is this a cryogenic tube?" Said Arozen intrigued, just as a loud alarm sounded and the lights began turning on, "Arozen!" Yelled Balendin, "get back from there!" Arozen started walking backwards quickly when the lights turned on in full, revealing rows upon rows of similar capsules up the walls of the massive chamber, then the central capsule burst open, the young woman started and opened her eyes slowly, then stepped forward revealing a cascading long dress and a beautiful crown. "Awoken!" Proclaimed the woman with a heavy accent and odd pronunciation, maybe even Ancient Cyrelli, "I have slept for three thousand years and I am awoken! The White Queen, high empress of all the lands, necromancer of the Caeanla, the great and powerful Tera Veateni of Ten-Gartilivash! All shall tremble at my return! Awake my army!" The capsules lining the wall burst open and countless men and women stepped out, then kneeled. "The Empress wakes." They said in unison

Perplexed Balendin tore into his pack and took out the radio. "Loremaster." He said into it franticly, "We have a problem."

It is the basic rule that to acquire new territory you must both register the territory with the Regional Cartography Organization AND RP the acquistion. You need to do both to tell ALL of us that you're acquiring the territory.

Registering on the RCO is ABSOLUTELY required. I can't read through Enkon Awakens as I'm working on the map because everything I do for one posting can be changed in the very next posting, and then the next, etc. I would literally endup sitting here, redoing the same portion of the map four or five times before I could publish it. And then still probably missing a bunch of stuff. So you have to communicate the exact (final) changes to the map to the RCO, so it's clean for me to read and understand.

You NEED to RP the expansion so that everyone else here (besides me) knows you're taking the territory. Failure to RP may lead to other nations questioning your claim. It can also be argued (early in your claim) that you haven't done more than claim it, so its sovereignty is still a question of who actually RPs landing people there and colonizing.

Shen Administration Approves the Construction of Xin a Kadiya Transport Infrastructure
The Ministry for Development has successfully placed proposals before the president for the construction of brand new transport infrastructure in order to link Xin a Kadiya and Nova Aramatherius to the central transport network. The plans, proposed by Secretary of State for Development Tye Kan Lin, include the full extension of the Hyper-Speed Rail Link and the rolling out of Interprovincial Highways into the two provinces; the Seneca Corporation has already successfully bid for the contract to complete the Rail Link works following its success on the original project. Meanwhile CIC Incoporated and rival Gujin-Layne are in the process of bidding for the lucrative road construction contract.

A total of K10 Trillion (Krendars) has been set aside for the project, drawn from the Commerce and Transport budgets, which represents a huge investment of money and is the single largest government expenditure since the election of President Shen and is only outshone by the money spend building the space navy under President Motako. It also represents the largest ever civic expenditure in Commonwealth history, and sets many national records for scale. The plans include the complete linking of all major cities in Nova Aramatherius and Xin a Kadiya with the rest of the mainland Commonwealth.

Joint Ajerran-Commonwealth Energy Project Update
A report published today details the latest updates in the joint Ajerran-Commonwealth energy project. The project, which was set up to explore more efficient means of producing energy through the use of deuterium fuel, has been ongoing for a great deal of time and has made a series of key breakthroughs not only in the production of deuterium energy itself, but also in the fields of industrial cooling and heat dispersion. Today's report, entitled The Deuterium Evolution: Stage Two gave a more sobering analysis of the progress since the previous report however many experts remain confident that the project is proceeding on schedule.

The Commonwealth led efforts to develop multi-core micro-reactors are advancing well, but more slowly than previously indicated. The team has now produced a second, third and fourth prototype model reactor along similar lines to the first and have achieved an overall 42% output increase and 58% improved efficiency compared to the 34%:50% increase of the first prototype. However the latest prototype has placed significant strain on the existing Ajerran developed containment and cooling sheath which has raised concerns that the Commonwealth team is advancing too quickly without allowing for to reliability and long term sustainability of their prototypes.

Meanwhile the Ajerran team has continued to progress on the containment sheath designs featured in the first report. Analysts and experts remain convinced that the Ajerran prototype sheath is being constructed and developed along the right lines with the chief commentator on the project thus far, Professor Arno Valden of the University of Czerniy, having the following to say on the subject: "I have personally seen both the technical drawings and plans for the upgraded containment sheath and was granted the honour of witnessing a scale prototype in action and must say how impressed I am with the work. The Ajerran scientists and engineers work with an industrious fervour that one could hardly have anticipated and though they are struggling with the challenges posed by the rapid advances in the reactor itself they have not been deterred at all."

"It is only natural that development has slowed at this point. The aims of the project are very ambitious indeed and it is my opinion that we have reached a critical threshold, there are barriers to development in any field that must be overcome and this is just one of them. However the symbiosis between the two teams and their respective projects will win through in the end. Of that I have no doubt."

Refugee Fleets to be Dismantled and Recycled
With the vast majority of the refugees who fled the ruin of the Arcadian Reich now resettled on Enkon within the borders of the Commonwealth, and the recent expansion into Xin a Kadiya to help provide new settlement opportunities, the government has decided to send the ships which once housed them on their journey to Enkon should be dismantled and recycled. The project is expected to take the better part of four years and provide vital raw materials for the rapid construction and expansion of the Commonwealth homeland so that the incredible numbers of refugees can be properly housed and integrated. In addition some ships will be selected to be refitted for atmospheric use so that the Commonwealth can expand its merchant sky navy.

In all the project is expected to provide a significant source of employment and boost the economy. These are two issues which have been of major concern ever since the refugee fleets arrived; the Commonwealth has struggled and continues to struggle with housing and employing more than 20 billion new citizens who more than doubled the Commonwealth's overall population. Although the government has made clear that it would prefer not to construct new housing and settlements from recycled ship parts, for varying reasons, it has become readily apparent that some use must be found for the ships. Under the recycling order the ships will be dismantled with usable parts being reused and the rest being rendered into raw materials for sale or use in construction.

In addition the government is now looking for a buyer for some 10 ships which formerly belonged to the Imperial Navy to raise funds for the integration of the refugees.

"They'll kill me if they find out."
"And I will do the same if you don't help me. You want Thoramond dead don't you?"
"Of course, of course. I'll do it tomorrow." Tanvere looked on the verge of tears.
"Then I'll see you in a week."
"But what if they find out before then?" But the shadow was already gone.
