Finally, through intense negotiations, the Mexican government has allowed us temporary control of the city of Cancun as a forward operating base. "Kisa ou vIe?" Another officer asks. He speaks english, but it's broken. "What you want?"

While we appreciate you moving the oil rigs, we do not know if the storm will end up in the gulf. It is still appreciated, however. If the storm does end up in the gulf, we will have many problems, and oil rigs are one of them. Moving your rigs will lessen the hazard of oil spills.

"Hmmm... We do not have time to get them to Cotes-de-fer." The lead officer says. "Set them down here. They're evacuating Cotes-de-fer, Jacmel, and Les Cayes. Some are headed to Port-au-Prince. We'll round them and if there's space, some from Port-au-Prince, and get them in those."
After he finishes, the ominous clouds above begin to drop fat drops of rain down as the wind picks up. A National Guard vehicle comes down Haiti State Road 2, loaded with evacuated citizens. Some are crying, others look happy to be safe. The lead officer motions to 2 others to get the car to pull over, and they run over to stop it.
