Dual City Yards
The men walked quietly and briskly through the yard. They wore the red and black sash of Dual Yard managers, so they were not stopped as to their task. Each man carried a large tan cylinder, not unlike those used in pneumatic tubes. They were sealed shut by key locks at both ends.
They entered the main administrative building, and rushed over to the Board of Chairs committee chamber. A chamberlain opened the big, brass door bearing the name ISS Kulos, the first Dual City Yard ship built.
Inside, the 12 executive members of Dual City Yards awaited the men. There was an awkward silence as the men entered the room, and then stood at the behest of the Board. Finally, the youngest member of the Board, one Mr. Coe Kaine finally couldn’t take it and blurted out-
“Well? Out with it! What did you find? Is it possible? Well? Speak!”
The older of the two men stepped forward and placed the cylinder on the table. He withdrew a key from his coat and opened the locks. Carefully, he pulled out a crisp new parchment. He smoothed it out, and placed it upon the display board. It was a map of the western edges of Zhao, beneath the Free State and East of Inesea. To be more exact, it was a hydrology map of the area.
“As you can see, the Yahoo River runs about 124 kilometers from Interior Sea as a channel capable of handling boats with a draft of 13 meters and a draft of 33 meters. And here, the Tahuan River runs for 119 kilometers at the same draft and beam. Both rivers peter out into tributaries after this” said the Man.
“So can you build there?” asked Coe.
“Yes, but you should be aware that there exist special circumstances. The Yahoo splits into several smaller rivers, and then becomes the Tahuan. If we make a Canal, those rivers will dry up, and the small communities will be forced to leave. Also, we need to get land grants for here from the government. Which requires them to annex the ENTIRE watershed” said the second.
“That has been taken care of. We have a charter to establish the Special Economic Zone New Inesea for the entire Watershed. Since this is feasible, a declaration will be made by the Government detailing the annexation” Said the elderly Zhing Pup.
“As for the Canal itself, we estimate it to be 136 kilometers long. This will be the largest man made water way on Vapor. It will take an estimated 10 years to construct. We recommend outsourcing labor to other countries. Recently, FASI has entered into an economic trade deal with Cygnar. Reports from merchants there detail machines suitable for this type of work” said the older man.
“We will contact these Cygnarians with offers of employment. Now, begone!”
Declaration of Annexation
To the Nations of the World, on this date, May 5th, 1901, The Former Aristocratic States of Inesea annexes the wildlands east of our nations. They will be civilized and modernized. A Canal will be constructed. The area will be forever part of FASI. That is all.
