McCurter Military Base, South Island

It was just another routine Thursday at the Joint Army and Naval Base, and Ensign David Gerber had just sat down at his station with his first cup of coffee, when there was a 'blip' on his screen. Satellite B90087-H, a Condor spy satellite launched in the previous year, was sending images of what appeared to be major military movement around the obscure nation of Kavamkao, "The hell?" the young Ensign was perplexed.

Army Major Kevin Heard hear Gerber's exclamation and walked over to him, "Is there a problem, Ensign?" Heard was temporarily assigned as Station Chief for the OTSR after the fallout from a recent mission he had participated in, and so being from Black Ops, he did not bother himself with learning the names of his subordinates.

"I don't know, Sir, but it looks like there's movement in Kavamkao, of all places," Gerber explained.

Heard took a moment to stare at the Ensign before sighing, "If it's a far-flung nation that no one's ever heard of, then it's of no concern to us, as you were, Ensign," and he began to head back to his office.

"But Sir, Blackhelm is responding."

The words stopped the Major in his tracks, "Blackhelm, as in..."

"As the Blackhelm Confederacy, Sir," Gerber elaborated.

Heard let out another sigh and then trudged back, "Let's have a look."

Ensign Gerber pulled up the images of seven-hundred plus Blackhelm vessels advancing towards the small nation. The images also showed many other means of war being deployed by several other nations all the while, the communications station had intercepted numerous communiques from other countries offering aid and support to the opposing belligerents. In addition, there was evidence of more time-honored entities, Natvia and Ganos Lao, were intervening.

Major Heard was beside himself. Here he thought this assignment would be a cake walk, an excellent way to lay low before he was needed again; yet here he was, actually having to fulfill his assigned task. "What should we do, Sir?" Ensign Gerber asked.

"I guess send word to the DODS; Secretary Gerrald will hash out a proper response with the President," Heard ordered.

"And go over the Joint Base Commander's head?" the Ensign was visibly troubled by the order.

Heard was already irked enough, the last thing he needed was to be second guessed, "I out rank the Captain, ergo I can and will go over his head, now do as I have ordered, Ensign."

Gerber could tell that Heard was getting aggravated, so he went ahead and digitally sent a status memorandum to the military heads, "I don't like this," he murmured.

"I don't care," Heard growled, "I'll be in my office, calling your precious 'Joint Base Commander'; inform me of any changes," with that, he stormed towards his office, leaving rather anxious people to the job.

An aide to the Deputy Secretary was the first to receive the memo, who promptly printed it out and ran it to the Deputy who had it sent up to Secretary Franklin Gerrald himself. Upon reading the file, Secretary Gerrald had his secretary call to set an appointment with the President, "Tell them that it's urgent, but not so much so as to warrant a council of war," he told her.

"Yes... Sir," the secretary hesitated, Wonder what that's all about," she pondered to herself as she dialed.

After she finished the call, the secretary came into Gerrald's office "They said that he's currently in a meeting with Speaker Randolph, but they can squeeze you in before his press conference with the Colonial Governor."

"That's good enough, thank you Emily."

"Your welcome, Dad," she went back to her desk.

Gerrald then put in a personal call to Admiral Oswald Ford, the commander of the North Mirian Fleet, "Hey, Ossy, you up to speed on this skirmish in..." he shuffled through the file, "Kavamkao, yes, well it seems that the Blackhelm Confederacy has a few business interests and the Kavamkaoians, or whatever their demonym is, are a bit upset and declared war. Yes, definitely one-sided but the President will be more inclined to side with them, so when I do meet him, will I be able to tell his we are in the position to send some back up of our own?" he glanced out of his window as he waited for a response, "Excellent, thanks Ossy, I owe yet again."

"The bill passed with a majority Madam Speaker, you must concede that fact," George Willows, the Chief of Staff, was exasperated after arguing with the Speaker of the House of Representatives, Suzanne Randolph, who was a conservative Republican; Willows was a libertarian Democrat along with his brother President Cash Willows.

"Yes it did, and I do, but you can't stop me and Representative Estevez from proposing the repeal," the Speaker pointed out.

"I don't understand why you're not seeing where we're coming from, Mister President, after all you fought the Mostrovites yourself, you too George," Unionist Congressman Timothy Estevez, the younger brother of Senator Jacob Estevez, the unsuccessful Unionist nominee for Vice-President.

"We know, we were there, but just because you disagree with an ideology, it doesn't give your the right to ban it!" George began to raise his voice.

"Hippostania is taking the right course of action, we can learn from them, President Willows, don't you se... what are you doing?" Randolph was distracted by the President thumping his head on his desk.

President Willows shot his head up, "I'm sorry, I act out when I hear an illogical argument, don't know why but always have; look, I admonished the Hippostanian government because they repressed their people's freedoms of speech and expression, then Senator William Jones, a member of your own party Madam Speaker, introduced legislation to place an embargo on them, it sailed through the Senate and Parliament, and then you, Madame Speaker, you scheduled the House to vote on it as it was and it passed with an overwhelming majority and thus it was sent to me for my signature. We disagree now, we will again in the future, I'm sure, just as I'm sure we will agree in the future as well, a flip-flop if you will, as is the nature of politics," he took a moment to check his watch, "Now, don't get me wrong, I would just love to have you all stay here and debate this 'til Hell freezes over, but I'm sad to say that we're out of time, so," he rose to his feet as did the others, "Feel free to introduce your repeal, I'm just saying that you don't have the votes, dismissed."

"Thank you, Mister President," the Speaker and Congressman said in unison, then walked out of the Executive Office, followed by their aides.

Outside the President's Office Secretary Gerrald greeted Speaker Randolph half-heartily, "Suzanne, a pleasure as always."

"Same to you Frank; how's Emily?" she inquired.

"Great as expected, she should sail into law school with that IQ," he praised.

She smiled solemnly, "We did one thing right."

Gerrald returned the smile and nodded, and then stepped into the Executive Office after the Congressional entourage left, "Frank, I've had your daughter calling my people, your ex-wife trying my patience and now I've got you; I just can't get away from the Gerralds today," President Willows joked as he returned to his desk.

Gerrald laughed as he sat down, "Yes, well I'm afraid I'm just going to try your patience further, Mister President."

"Ah, the urgent matter that isn't so urgent that he needs to call a war council; not exactly comforting words, Frank," George somewhat grimaced.

"Let me comfort you, then," he passed copies of the intelligence report of the affair, "I assume neither of you have heard of the Empire of Kavamkao.

George's face was blank, however Cash rose to the challenge, "A relatively small nation far-off in the region of Valentiri Empire, and the Blackhelm Confederacy has some business interests there."

"Know-it -all," George sarcastically murmured.

"Good on you, Sir, and, as a matter of fact, Kavamkao has declared war on the Blackhelm Confederacy because they're displeased with the current situation as with regards to said business interests, however it seems that there is a treaty in the works."

The Willows brothers looked over the reports, "I assume you have something to add," the President discerned.

"I've spoken with Admiral Ford, and he is willing to 'lend' the Confederacy a few ships, if you wish to do so," Gerrald added.

He thought about it for a moment, then the President decided, "Send a communique to them say that our official stance is nuetral, however if they wish to use our vessels if the treaty falls through that they need only ask."

"Will do now, thank you, Sir," Gerrald stood and gave President Willows and George a nod then left to journey back to the Defense & Security Department.
