To whom it may concern,
It has falled to me to bring the news of the unfortunate events occuring in Ogedei. Under the regin of our former Emperor we welcome various religios groups to our shores and attempted to integrate them into society. However all our efforts have proved futile as the Vanmakti have continued to take this openess as weakness. In recent months there have been a space of attacks on Kaifeng worshippers, cumulitating in the terrorist actions undertaken when a Kaifeng temple was locked and burned by the Vanmakti killing 327 innocents.
These events have forced our beloved Emperor and the Church of Kaifeng to adopt a stronger stance regarding false gods and those who would abuse our trust and has resulted in a purge of undesirables. For more details on the The Vanmakti Betrayal and the Purge please click here

Your Reverend Excellency,
This missive has been formulated by the Ministry of Culture's Department for Registration of Religious Institutions in collaboration with the Quendi Foreign Service to address the wish of the Church of Kaifeng to operate as an official religious institution in Aman as well as its wish to enforce religious doctrine within Aman and, finally, its trouble with the Vanmakti faith.
First of all the Ministry of Culture's Department for Registration of Religious Institutions wishes to congratulate the Church of Kaifeng with becoming the 1,234th officially registered religious movement within the Unified Quendi State and its Confederated Realms. As an officially recognized religious institution the Church of Kaifeng and its followers are hereby guaranteed all the rights and privileges awarded religious communities. Within the near future a letter of congratulations will reach the Church of Kaifeng in Aman from his Excellency Supreme High Chancellor Telcontar.
Secondly the Ministry of Culture's Department for Registration of Religious Institutions wishes to make it very clear that the Unified Quendi State is a secular state that believes religion to be a matter that the state should not involve itself. As a result no ministry deals with matters of spirituality, and this department's sole responsibility is the maintenance and organization of an official registry which will be used by agencies and departments in the Centralized Government to monitor religious movements inasmuch as they relate to the state itself. For these reasons further communication with the Centralized Government on any matter not related to such registration issues will be a redundancy on the part of the Church of Kaifeng and we redirect your attention to the civil society's various religious societies, most notably the Imperial Cult, as such institution, more so than the Centralized Government, is involved with matters such as these.
To the queries raised by your Reverend Excellency in your letter, the Ministry of Culture's Department for Registration of Religious Institutions has the following to say on the matters:
High Priest Juni is naturally welcome to visit the Unified Quendi State but if his stay is of a more permanent nature he must, unless he is diplomatic personnel from a state or state like entity, in which case he will be expected to function as a such, apply for a Residential Permit in Aman. An application for such a permit can be send to the Ministry of Migration and Integration. Since a permanent permit is not easily obtained the High Priest may want to consider marrying a follower of the Church of Kaifeng with citizenship in the Unified Quendi State. Alternatively he can request of a citizen to raise before a Popular Assembly a dispensation application on his behalf. The Assembly of Génezerëa in particular has on previous occasions proven very forthcoming in granting such dispensations.
Pertaining to the request that the Centralized Government, to which it is here assumed the request was issued, allow High Priest Juni to enforce a religious dogma, these five pillars, in Eruhíni society the Centralized Government wishes to make it very clear that religious doctrine has no validity or relevance in Eruhíni society, and should the Church of Kaifeng undertake any attempts at enforcing its dogma it will be held accountable for such attempts, which may lead to severe punishment being undertaken against individuals responsible for such attempts.
Pertaining to the issues the Empire of Ogedei is having with the Vanmakt warrior sect, a sect known in the Unified Quendi State where it maintains a following of approximately 10 million individuals, the Quendi Foreign Service strongly condemns the violence perpetrated by Vanmakti in Ogedei but also wishes to remind the Empire of Ogedei that Freedom of Religion is the unalienable right of all people and should the Empire of Ogedei think to institute state persecution of religious minorities it will find the Centralized Government anything but forthcoming in all matters.
The stance of native Quendi Kaifeng worshippers on the Vanmakt Betrayal and Purge is not presently known to the Centralized Government.

I have read with intrigue your letter directed to my office. I would like to personally thank your department for officially recognizing the Church of Kaifeng as a religious institution within your nation, and the protections so afforded.
I have taken it upon myself to address some of the concerns you have raised;
High Priest Juni will be married to a citizen in the Unified Quendi State with the appropriate connections and religious views. A suitable young woman has been chosen and the marriage arranged with her father. The family have been adequately compensated for her purchase. The marriage will be organized for the day of Juni’s arrival thereby justifying his presence in your nation as a citizen.
We fully respect the civil nature of your government and the separation of state and religion. We find your refusal to allow the enforcement of our religious laws in relation to the five pillars to be justifiable. Despite this the Pillars are a central tenant of our faith and are preached at all temples. The Church of Kaifang cannot be held responsible should pious members of our congregation self-impose our laws and punishments as a group or individuals.

Your Reverend Excellency,
Ministry of Culture's Department for Registration of Religious Institutions is happy to be of service and hopes that the Church of Kaifeng will find its status as official cult in Aman and Araman beneficial to its operations within the Unified Quendi State.
Being married to an amanitte citizen High Priest Juno is as a result able to take residence in the Unified Quendi State until such a time when such residence has proven detrimal to the wellbeing of the state. As a result the High Priest is also able to attend first and second grade assembly meetings in his local assembly. While the Centralized Government normally does not comment marital arrangements, the revelation that monetary sums where exchanged between High Priest Juno and the family of his wife is one that no agency of the People and Senate can fail to comment on. If High Priest Juno, or any Kaifeng worshipper in Aman, has been involved with something that can be considered bride-buying then he is guilty of one of the most heinous crimes known to the People and Senate and may find himself soon preaching his faith from a penal colony. Naturally if the bride in question has consented to any financial transactions preceding her marriage, and is otherwise contend with her marriage and the manner in which it was orchestrated, then no crime has been committed.
Regarding the liability of the Church of Kaifeng for the actions of its members the Church will not be held account for the actions of individual believers. Individual Kaifeng believers has to recognize that they cannot impose religious laws on others against their will, and if they fail to do so it is they, not the Church of Kaifeng, which will be deported to penal colonies for such crimes. Should the Church of Kaifeng be preaching supportively for the imposition of religious laws on unwilling individuals it can however be declared a crime syndicate. Needless to say the Church of Kaifeng is welcome to impose its religious laws on its believers as long as the right of every individual believer to refuse such imposition is respected.
