Presently maintained by a cooperative and syndicated operative enterprise between the Vycan Consortium, People's Trade Federation, and the Cneph Totality1, the NoxNet Access Hub wishes to present galactic denizens not merely with an ease-of-use interface, providing basic information (and a reliable infrastructure for connectivity to more detailed codices and informational portfolios), but also to provide a friendly and cyware-compatible (“cybernetic hardware”) solution to the issue of research and appropriate data analysis. Accessed by more than 3.5 billion unique individuals2 each Vycan Standard Month3, the NoxNet Access Hub is the most utilized information database and connectivity resource in the Noxcaeli Galaxy, providing an indispensable source of information and civnet-linking not merely to the individual, but to corporate enterprises, national governments, and supranational entities across the Caeli-Psi Filament.
In addition to its galactic interests, the NoxNet Access Hub was engineered and designed to provide not merely information, but a means of commercial and diplomatic connectivity to extragalactic partners across the cosmos capable of superluminal communications and travel, allowing for a greater integration of the Noxcaeli Galaxy to cosmological allies and neighbors across the Tempest Void to the far-flung reaches of the Milky Way Galaxy4 (of the Virgo Supercluster) and beyond. With the fostering of such a trans-galactic integration and communications bridge, the cooperative partners and inter-linked radices of the NoxNet provide an unparalleled, free-standing infrastructure for superluminal-based communications, while functioning through a systematic network of node transceivers, interstellar strength relays, and an interlocking web of data collection and distribution points, all held beneath the protection of the Noxcaelic Combine, the Noxcaelic Charter, and a myriad of tertiary operators and proliferation partners.
Even so, given the nature of interstellar and extragalactic communication and the potential for threats to galactic stability, interstellar peace, and the protection of the rights of sapians5, the NoxNet Access Hub is configured to prevent direct communications from extragalactic sources to Noxcaelic civilizations; in exchange, the NoxNet provides external linking to the available civil or governmental intranet communication nodes to each participating entity of the Noxcaeli Galaxy, allowing for secure communication between parties while both maintaining the active flow of information across the NoxNet and allowing for individual communication screenings to be performed domestically by each contacted party. As such, any interested extragalactic party wishing to contact a Noxcaelic civilization is requested to do so through accessing the Information interlink (found above) and contacting the appropriate civil intranet through the glossary of Noxcaelic parties, organizations, and national entities.
All Noxcaelites currently accessing the NoxNet Access Hub are hereafter reminded to abide by all local, civil, corporate, national, and Charter regulations when accessing the NoxNet and associated interlinks. Any access committed with the intent to defraud, pirate, or infringe upon the sovereign rights of another person or entity is considered a grievous violation of Combine law, the penalty for such may vary depending on jurisdiction6; grievous violators of the Noxcaelic Directives committed through the NoxNet may face criminal pursuit, prosecution, and sentencing as per the Noxcaelic Charter by the Galactic Court of Adjudication or, as defined, by local, civil, national, or corporate authorities as per the jurisdiction of the location of access. Willful refusal to abide by such regulations while accessing the NoxNet may result in a temporary or permanent revocation of access depending on the domestic jurisdiction and sovereign legislation of the location of access.

(3): A “Vycan Standard Month” is defined as thirty days totaling twenty-four (24) standard hours comprised of sixty (60) standard minutes of sixty (60) standard second duration.
(4): Contact with extragalactic civilizations – to include the “Milky Way Galaxy” – are based solely upon the discretion of individual parties. The Noxcaelic Combine and NoxComm Holdings does not claim any direct link with such parties.
