The NoxNet Access Hub (Noxcaelic Network Access Hub) serves as the central information distribution and connectivity nexus for the Noxcaeli Galaxy, interlinking various planetary and interstellar civnets (“civilization networks”) and intranets to the total, cumulative sum of the Noxcaelic inter-connective noosphere. Presently maintained by a cooperative and syndicated operative enterprise between the Vycan Consortium, People's Trade Federation, and the Cneph Totality¹, the NoxNet Access Hub wishes to present galactic denizens not merely with an ease-of-use interface, providing basic information (and a reliable infrastructure for connectivity to more detailed codices and informational portfolios), but also to provide a friendly and cyware-compatible (“cybernetic hardware”) solution to the issue of research and appropriate data analysis. Accessed by more than 3.5 billion unique individuals² each Vycan Standard Month³, the NoxNet Access Hub is the most utilized information database and connectivity resource in the Noxcaeli Galaxy, providing an indispensable source of information and civnet-linking not merely to the individual, but to corporate enterprises, national governments, and supranational entities across the Caeli-Psi Filament.

In addition to its galactic interests, the NoxNet Access Hub was engineered and designed to provide not merely information, but a means of commercial and diplomatic connectivity to extragalactic partners across the cosmos capable of superluminal communications and travel, allowing for a greater integration of the Noxcaeli Galaxy to cosmological allies and neighbors across the Tempest Void to the far-flung reaches of the Milky Way Galaxy⁴ (of the Virgo Supercluster) and beyond. With the fostering of such a trans-galactic integration and communications bridge, the cooperative partners and inter-linked radices of the NoxNet provide an unparalleled, free-standing infrastructure for superluminal-based communications, while functioning through a systematic network of node transceivers, interstellar strength relays, and an interlocking web of data collection and distribution points, all held beneath the protection of the Noxcaelic Combine, the Noxcaelic Charter, and a myriad of tertiary operators and proliferation partners.

Even so, given the nature of interstellar and extragalactic communication and the potential for threats to galactic stability, interstellar peace, and the protection of the rights of sapians⁵, the NoxNet Access Hub is configured to prevent direct communications from extragalactic sources to Noxcaelic civilizations; in exchange, the NoxNet provides external linking to the available civil or governmental intranet communication nodes to each participating entity of the Noxcaeli Galaxy, allowing for secure communication between parties while both maintaining the active flow of information across the NoxNet and allowing for individual communication screenings to be performed domestically by each contacted party. As such, any interested extragalactic party wishing to contact a Noxcaelic civilization is requested to do so through accessing the Information interlink (found above) and contacting the appropriate civil intranet through the glossary of Noxcaelic parties, organizations, and national entities.

All Noxcaelites currently accessing the NoxNet Access Hub are hereafter reminded to abide by all local, civil, corporate, national, and Charter regulations when accessing the NoxNet and associated interlinks. Any access committed with the intent to defraud, pirate, or infringe upon the sovereign rights of another person or entity is considered a grievous violation of Combine law, the penalty for such may vary depending on jurisdiction⁶; grievous violators of the Noxcaelic Directives committed through the NoxNet may face criminal pursuit, prosecution, and sentencing as per the Noxcaelic Charter by the Galactic Court of Adjudication or, as defined, by local, civil, national, or corporate authorities as per the jurisdiction of the location of access. Willful refusal to abide by such regulations while accessing the NoxNet may result in a temporary or permanent revocation of access depending on the domestic jurisdiction and sovereign legislation of the location of access.

The Noxcaeli Galaxy is a tightly-wound, spiral galaxy (Sa Type One GMC; S-T1 variety) of 61,318.91 parsecs (approximately 200,000 light years) in average diameter, with an average thickness of 766.48 parsecs (approximately 2,500 light years) and presently maintains a large active galactic nucleus, forcing a display of highly-differential galactic rotation. Extragalactic spectral analysis has readily identified broad emission lines of nitrogen, helium, hydrogen, and a comparatively broad quantity of oxygen. The Noxcaeli Galaxy is situated within the Somnaura Supercluster, a major component of the quantifiably-massive Caeli-Psi galactic filament; of the Somnaura Supercluster, the “eastern” periphery of the Galaxy broadly borders the Tempest Void: an expansive reach of intergalactic space largely devoid of radiographic or spectral emissions and a cause for avoidance by superluminal civilizations capable of extra- or intergalactic travel. Though superstition is largely the cause for such avoidance, due to hundreds (if not thousands) of years of removal of most civilizations from the “eastern” outer rim, piracy and brigandage has become a rampant problem, further leading to a great avoidance of the region.

Though the outer peripheries of the galactic accretion is often home to various criminal elements – the “eastern” edge disproportionately so – the Noxcaeli Galaxy is called home by a myraid of various civilizations and species, both sapient and non-sapient. Presently, current figures accumulated by the secretarial and administrative bureaus of the Noxcaelic Combine quantify a census of one-against-five (1:5) human-to-xenobiological civilization ratio; this, officially, classifies human (”homine,” according to Vycan Systematic Standard) civilizations – and as a species – as a disproportionately small minority of sapient intelligences comprising the broad swathe of Noxcaelic society. Though facing such a majority, the small ratio of homines-to-xenobiologicals is presented in reverse amongst the center of galactic commerce and politics: the Noxcaelic Combine. Currently, homine civilizations maintain a majority of power in the Concilium, or the executive “steering committee” of the Combine, wielding a disproportionate amount of both political power and wealth in comparison to their fairly diminutive numbers. Such is most evident in the location chosen for the Combine Central Complex (the administrative and bureaucratic headquarters of the Combine) in the ratification of the Noxcaelic Charter in 1706^VSY: the ecumenopolis of Avalla, the capital world of the Vycan Consortium.

Such a concentration of both political power and wealth amongst humanity/hominity has lead to a deeply-ingrained conflict between the minority species and the dispersed and vastly-different variety of “xenobiologicals” across the Galaxy. Though some xenobiological civilizations choose to enter partnerships with the central nexus of power, some refuse, citing a degree of disparagement present upon the foundation of the Combine as a cause of illegitimacy amongst its ranks. Though the Combine dismisses such accusations, xenobiological media often disperse lengthy and detailed dissertations and investigative reports citing the Combine as both “corrupt” and, at times, “arbitrarily genocidal.” Even so, no civilization – homine or xenobiological – has come to state that the Combine has not served its purpose, for no degree of major intergalactic or interstellar conflict has erupted since its inception over three hundred years ago.

Even with such a degree of inter-species conflict, the inhabitants of the Noxcaeli Galaxy hold themselves in high-regard due to their interconnected relationships, emphasis on technological and social advancement, and opportunities for civil advancement. With such a high concentration of galactic particulate and highly-profitable resources spread across the main accretion plane of the Galaxy, most civilizations have advanced steadily since their foundation, leading many to corner markets of their own and grow their influence greatly since the days of the Combine's creation and the galactic turmoil that fostered its establishment. Yet, with such a vast potential of resource and capital allocation in the sparsely-charted and remarkably untouched segments of the Noxcaeli Galaxy, even the most entrepreneurial and adventurous of species face not merely the logistic issues that face any society, but a degree of uncertainty that, in all its own, can only be best described as “Noxcaelic.”

First and foremost, before there is any sort of confusion, it should be said that this thread is not intended to be any form of “regional recruitment thread” or “closed roleplaying group.” There is neither the intent of this thread's creator(s) nor participants to, in any manner or context, propose for application or approval potential members to the region or discuss applicants in this thread; such is purely an In-Character thread, created for the purpose of acting as a “regional news bulletin source” while also providing a greatly excised summary of the region's political and cultural landscape in order to provide context to the news submitted. As regional news threads have a tradition of being housed in International Incidents, particularly if said region is active (or intends to be active) chiefly in the board; such is the nature of this thread.

Secondly, it should be noted that, though mentioned in the original post, the “Noxcaeli Galaxy” region has no official ties to “The Milky Way Galaxy” region; once again, its addition to the original post was added in order to give some context as well as an allusion to the participation of several members of the “Noxcaeli Galaxy” project in the broader “Future Tech” scene. Just as well, as indicated above, the “Noxcaeli Galaxy” is not a “closed roleplaying group”; as stated in the World Factbook of “The Milky Way Galaxy”: ”Just one of thousands of [other galaxies] that make up the universe.” Further information on Noxcaeli, if desired, can be found in the first post and at the very end of this post only. Even so, I cannot guarantee posts by other Noxcaelites will not include regional-linking, but for the purpose of official thread initiation, a link to the region has only been added to context at the beginning and truncation of these original posts.

With the disclaimers out-of-the-way, down to the actual business of this thread.

As stated, this thread is meant to serve as a central hub for news and related resource information for members of the “Noxcaeli Galaxy” region, both for the sharing of journalistic stories and articles, “trinket” information (such as the “Advisories”), and a “MicroBio” overview of each member of the region to provide both context to the stories listed as well as to facilitate international diplomacy through interlinking (both off-site and on-site factbooks) and easy-access to the NationStates' telegram system. In the future, new sections may be added as Noxcaelites share and dispense of ideas for the thread, though most additions will likely come in the form of either amendments to the present information, new listings, or the further addition of new forms of “trinket” information.

To that extent, all Noxcaelites that wish to participate in this thread, please follow the instructions as detailed in the spoilers below. Otherwise, I hope that everyone reading this thread – whether a Noxcaelite or someone entirely indifferent – enjoys this summarized glimpse into the astro-politics and culture of the region; I, furthermore, hope that my Noxcaelite friends and fellow project members enjoy the participation and hope it brings a new degree of depth to your roleplayin entity while adding to the overall cohesion and suspension of disbelief in the “Future Tech” community as well as the genre of science-fiction in general.

After over three years of maintaining a close, romantic relationship with House of Saph professional Vyca coutere designer Émilie Cuil, professional model and entrepreneur Iyzavel Laevan (pictured right) officially announced the termination of her personal relationship with the high-fashion producer late yesterday evening at a United Enterprise Alliance benefit in “Sepiro City” on Avalla. The announcement immediately sparked an intense burst of commentary amongst Vycan social scene due to the long-standing affiliation between both Miss Cuil and Miss Lævan, largely due to their frequent partnerships within the House of Saph – many of which have become fashion trends beyond modeling and coutere society.

Émilie Cuil, now renowned for her integration of cyware compatibility into her clothing designs and market-production fashions, was originally heavily criticized by both the United Enterprise Alliance and competing design houses due to what some believed was a great cultural disparagement through the use of cyware enhancement for means other than medical purposes or prosthetic means. Such controversy lost its flare when Miss Cuil entered into a romantic and highly-publicized relationship with the daughter of the Prime Overseer, Iyzavel Lævan – a devout proponent of the use of cybernetic ware beyond the scope of medicine.

It was this partnership that planted the seeds for the present fashion and clothing industry's integration of cybernetics into market-produced clothing lines, giving birth to such wildly-popular products as the Saph “ZOOM” and Eleganetic clothing line – the first mass-market product design to utilize bio-rhythm sensetive technology to not merely change the fabric's color and designs, but even to change the shape of the attire in accordance with the prevailing neurotransmitter presence of the wearer.

With the closure of the “Cuil Saga,” as some have called it, the fashion community and general public are in an uproar over the possible loss of marketability and, thus, the availability of cyware-integrated clothing lines. House of Saph, in an effort to dissuade the rumors of such, released a statement clarifying that, “regardless of [their] employees' romantic and personal lives, [Miss Cuil and Miss Lævan] both intend to remain valuable partners with [Saph].” Even so, some have cited that, due to Iyzavel Lævan's exceedingly-valuable popularity among both women and men, her truncation of a personal relationship with one of the operative concomitant's most prized designers, may, in truth, result in a loss of trend in her productions and, inevitably, a failure in their market worth.

Since her coming of age, Iyzavel Lævan has been a target for celebrity entertainment investigations and more “populist” productions; featured on the cover of AVA Weekly three times, the cover of Seonam Athletics: Swimsuit Edition magazine twice, and featured as a centerfold of EsoZine netzine published by Esoerotica Novelities, Miss Lævan has become accustomed to the spotlight. In a 2010 interview with Trimetro, she was quoted as responding overwhelmingly positively to the implication that not merely men treat her as a “sex idol,” but women as well by stating:

”Why would I be trepidatious over it?

More than most, I think Vycans understand that marketing yourself is not merely a good idea in regard to increasing the awareness of your opinions and beliefs, but also positively necessary if you hope to achieve something in your life. If that means that men 'froth' at the mouth and women sneer at their men's 'oogling,' so be it; do I think it increases a disparagement between men and women or that it somehow discredits my intellect? Of course not. If anything, the fact that a fancy shell can, apparently, cause so much of a uproar should be a testament not on behalf of my intelligence, but perhaps theirs.

Of course, if I didn't also enjoy it, I definitely wouldn't participate in it. The limelight was where I was born; I have no reason to fear it – even when skepticism and criticism is high.”

Iyzavel Lævan has, on more than one occasion, utilized physical features to gain attention for various causes – chiefly the 2011 issue of so-called “encompassing” cyware, specifically that of the PhotSen dermal transplant. Such was brought to the forefront of her public career when, openly, Miss Lævan declared that the total surface area of her body had received a synthetic transplant, replacing her natural skin with the PhotSen dermal transplant, allowing not merely for precise control of skin tone and coloration, but also allowing for accurate depictions of shapes and “designs” – compared to “tattoos” by some – even allowing for on-the-fly synthetic cosmetic adjustments.

Personal opinions and supported causes aside, Miss Lævan has, undoubtedly, received most of her publicity due to her “sordid” personal liaisons and romantic life, the departure from her relationship with House of Saph designer, Émilie Cuil, being merely the latest ending of an ever-expanding tenure of “flings” and short-lived personal escapades. Being the daughter produced through the union of the present Prime Overseer Ovadiah Lævan and Integral Security Circuit Overseer Meirianne Lævan, some have drawn connections between Iyzavel and the Prime Overseer, citing reputation concerns as a possible cause for illegitimacy in the Prime Overseer Lævan's oversight and direction of the Consortium; though initially a true cause for concern, the former directorial manager of the Sovohr Group and current Prime Overseer has enjoyed a substantial increase in popularity due to the liberated lifestyle to which his daughter appears to lead. Even so, scandals – brief or otherwise – have reiterated pause in the past.

As recently as Erlitha, the “sex idol” has been witnessed being escorted by various rumored suitors, the most frequent being the popular Aeosian Anduak polo “Number Two” Anaulf Bwindi.

A modestly popular offensive player for the Aeosian Anduak polo team “Ouf Olyfan Pola,” Anaulf Bwindi has recently been brought to the foreground of interstellar news due to a ghastly incident in the widely-broadcasted Vycæla match between the Olyfan and their rivals “Dy Kraais Pola.” The incident resulted in an eight-day coma after a dismounting occurred during the climax of a defensive play by the Kraais which resulted in Mister Bwindi suffering a severe concussion, later complicated by an initially-believed life-threatening bout of meningeal swelling. Though the match was called after the incident, medical attention was delayed due to transportation issues arising from over-crowding in the field by displeased viewers and fans; by the time Anaulf Bwindi received emergency care, he had slipped into a comatose state, arising eight days later after intense treatment for his injuries.

Though initially believed to be little more than an attempt to garner further publicity, at the 2012 U.E.A. “Avallcyn Century” Benefit in “Sepiro City” yesterday evening, during the same brief press issue where Miss Lævan officially publicized the cessation of her relationship with Miss Cuil, she further announced the beginning of a “meaningful and, hopefully, lasting relationship” with the Aeosian polo player Anaulf Bwindi. Almost immediately, however, some called into question the purpose behind the apparent relationship, citing a sudden increase not merely in commerce and trade with the Aeosian Diarchy, but also a staggering rise in Vycan financing for various luxury enterprises and athletic associations in Aeosian space – not most amongst which being the very same team to which Mister Bwindi is presently a member. Though hardly anecdotal, most concerns have been cited as circumstantial at best, with Consortial Operators freely indicating that, of most Aeosian enterprises, the highest degree of sponsorships have been awarded to aerospacial hyper-racing leagues and racers, not in Anduak polo or in various industrial sectors of which Consortial businesses maintain a high degree of investment.

Regardless of the rising degree of controversy regarding Iyzavel Lævan's interstellar relationship with Aeosian polo star Anaulf Bwindi and its causation, social networking civnet streams have continued to boom and enforce her continued popularity. Even so, the precise nature of the relationship – whether as a public relations motion or as a “legitimate” romantic involvement – remains unclear; only further information – information that has yet to be released by either Miss Lævan or Mister Bwindi – will truly be able to call certainty to the table for the pair.

As much as this seems like an obvious stunt by House of Saph and her father, I really hope Iyzavel and Bwindi do well together; I really just think she needs to find someone that makes her happy.
