Life in the Ameliorate was different than anywhere else on the planet; it was micromanaged, broken, and dehumanized. Almost alien. From a child's conception to their death, the Dh'arconian High Command managed nearly everything in a citizen's life, and citizens were stripped of rights that were considered staples in other states. Children were raised by the government in labor camp-based schooling, marriage and courting in general were outlawed, and many of the commonly enjoyed pleasures in life were rendered non-existant by the ever-pervasive Resource Initiative Police ( RIP ). All of the ingrown tyrannies of the Milogradian Ameliorate had been instituted due to the state's need to micromanage its populace as a means of ensuring absolute control and stability of the order. Some things slipped through the cracks, however.

Upon a frigid morning in the square of Vashra, that of which stood before the infamous torture facility and concentration camp "Fortress Zikvanit," a pair of citizens stood in the midst of a great crowd. All citizens, as per law, were making their way to their assigned labor locations for the day ahead of them, and a squad of Resource Agents watched over the crowd from above. A series of posters hung were plastered on the monuments around the square; these posters concealed surveillance utilities capable of monitoring and overhearing any noises or words uttered in the square. Such was yet another example of the paranoia displayed by the Dh'arco Rahavuhra Jukill's regime, and similar instillations could be found all across Milograd.

The aforesaid pair of citizens were unique from the countless citizens that made their way around them, however, in that they had free control over their consciousness and minds. The majority of the Milogradian population had been subjected to brainwashing and mind-control initiatives that crippled their ability to be independent, but it was nigh impossible to identify these individuals, insofar as all Milogradians appeared, acted, and shared similar traits. Forced facial reconstruction, government authorized diets, mutilation and bodily alteration ensured this, and the fear and control that the Ameliorate held over its citizens ensured that none would act out of line. This pair of citizens, however, were the type whom would act out of line. They were one of the few "things" that would slip through the aforementioned cracks.

This pair consisted a male and a female. The female, whom was known as "Daughter #88934" was a co-laborer of the male, whom was known as "Son #93859." They were both pseudo-slaves, officially known as "Laborers" in the Milogradian mines. All Milogradians were known as son or daughter, followed by a series of numbers. Such had been installed to ensure that no citizens would feel jealous of the names others had, and so that everyone could feel more equal in the promised "ideal society." Regardless, these two citizens had one of the worst and most unappealing jobs in Milograd; hours in the mine extended from four in the morning to eight at night, with no breaks permitted. Had they been successfully brainwashed, these citizens would have most likely tolerated their work, if not praised the Dh'arconian Authority for their benevolent working hours. This was not the case, however, and thus Daughter #88934 and Son #93859 were left exhausted, ailing, furious, and irritated by their work.

A plan had been devised by the both of them to publicly commit suicide in protest of the government, and to furthermore end their tortured existences. They chose to do so publicly, and to do so via explosion, so that they could bring a few others with them out of kindness, and they chose to do this united because they were...friends. Friendship was one of the few things that wasn't outlawed in Milograd; it was one of the few liberties that the Milogradian people still had the ability to enjoy. This would not be the case for long.

Looking over her concealed explosive, Daughter #88934 turned to Son #93859 and whispered, "To die with a friend is to die a perfect death. I am glad that we will die a symbolic death, for this means that we existed for a reason." Son #93859 nodded, and Daughter #88934 proceeded to reach for the button on the explosive. She pressed it, and nothing happened. Starleted, she asked, "Why isn't the explosive work-"

A loud voice interrupted her, "You will die for nothing." emanated from one of the fortresses' many loudspeakers, and a pair of 7.62×54mmR bullets promptly pierced the skulls of her and Son #93859. Their bodies instantly dropped to the floor of the square, and the workers and citizens of Milograd did not stop to observe them - they expressed a cold indifference in regards to their deaths, and they proceeded to walk over, step over, and trample the lifeless carcasses of Daughter #88934 and Son #93859. They had died for nothing, and they had failed to achieve their objectives.

If they had known what their antics would inevitably bring upon the Milogradian population, they might have refrained from resisting the will of the authority. News of the conspiring friends had quickly reached the ears of the Resource Initiative's top agents, whom promptly forwarded the news to the Dh'arco Rahavuhra Jukill. Outraged, the Lord Jukill concluded that these citizens wouldn't have rebelled if they were not friends, and that their loyalty to one another circumvented the loyalties they held to the state; their friendship enabled them to commit rebellious actions which they would otherwise not commit. The existence of loyalties stronger of that between state and citizen was perceived as a potential threat to the eternal order, which is something that was deemed dangerous by Dh'arconian Thought, and thus the following message was forwarded to the entirety of Milograd via its countless loudspeakers:

"ATTENTION SONS AND DAUGHTERS OF MILOGRAD,

THE AMELIORATE,

UNDERSTANDING THAT THE ETERNAL ORDER AND UTOPIAN SOCIETY THAT WE PINE FOR CAN ONLY BE OBTAINED THROUGH THE MEANS OUTLINED BY DH'ARCONIAN THOUGHT,

ACKNOWLEDGING THAT FRIENDSHIPS AND RELATIONSHIPS IN GENERAL HAVE THE POTENTIAL TO CIRCUMVENT THE LOYALTIES BETWEEN MAN AND STATE,

NOTING THAT DH'ARCONIAN THOUGHT CALLS FOR THE TERMINATION OF ANY AND ALL THREATS TO THE STATE,

REALIZING THAT SUCH WILL INEVITABLY LEAD TO THE DOWNFALL AND DESTRUCTION OF OUR MOST GLORIOUS SOCIETY,

HEREBY OUTLAWS THE EXISTENCE OF FRIENDSHIP AND EMOTIONAL RELATIONSHIPS AMONG CITIZENS DUE TO THE THREAT THEY POSE TO THE STATE.

SONS AND DAUGHTERS FOUND TO BE FOSTERING FRIENDSHIP OR EMOTIONAL RELATIONSHIPS WILL BE PUNISHED WITH DEATH."

The law would only apply to the "sons and daughters" of Milograd, meaning that powerful government officials, their relatives, and Resource High Command would be exempted from having to follow this law. Of course, this also meant that they would be barred from befriending sons or daughters. Upon the announcement of the new Dh'arconian Commandment, Resource Agents immediately begun investigations and searches into the existence of friendships and emotional relationships among the citizens of Milograd.

A rebellious movement, the Dh'arconian Liberation Coalition, promptly tipped a Yohannesian news agency off to the existence of this new commandment, and the news of its existence was then shared across the globe.

The government of Milograd, already known for its antics in setting up a crazy goal of turning its entire people into a hive mind before the turn of the century has upped the stakes in the race for the craziest government in the multiverse. Milograd now bans friendship and all form of relationship between people. Well, not all people. According to sources within the Dh'arconian Liberation Coalition – a rebel group opposed to the Ameliorate government (and we think we can understand why) – the law does not cover top government officials, their families, as well as members of the Milogradian Resource High Command, the much feared and all pervasive (one can say totally intrusive) enforcement arm of the Ameliorate. What a surprise this is! The reader shall, of course, not miss the sarcasm.

Whilst there has so far been no official comment from the Imperial Ministry of Foreign Affairs, the news of the new Milogradian edict had the effect of a massive viral bomb on the Taraskovyan interwebs. The fact that the edict captured the attention of billions of users in a single day only proves the extent of the Ameliorate's creativity when coming up with ideologies and affiliated laws and all sorts of legal regulation. As one can expect, the general pattern of reaction is quite negative, with a fair deal of mockery and mud slinged at the Ameliorate and a fairly strong number of people sympathising with the poor Milogradians who have to suffer under the yoke of their bizarre government.

( OOC: That would be fine, I suppose. This is the same Milograd from during the Kraven War, if not a bit before it, but some of the technology I use to control my citizens is PMT. )

Lerian XII, Emperor of the Naacal Imperium, watched with a mix of amusement and a bit of puzzlement as the Imperial News Network reported the latest developments taking place in Milograd, in the southwestern parts of Gholgoth.

And reports are still coming in, apparently from elements of a Milogradian resistance movement, detailing the latest law to be put into place in the Dh'arconian state. A proclamation by the Milogradian leader, Dh'arco Rahavuhra Jukill, has proclaimed emotional attachments and relationships illegal. The Imperial government has made no formal statement left, and indeed the statement will likely have no major effect here, as Milograd closed it's borders on..


Lerian shut the screen down, then touched a series of codes. The words "MesCom Link: Active" flashed on the screen in amber, and then was replaced by the face of Nialyth L'Neryth, Director of the far off Mu Province in Tyrrhenia.

"Did you see that, Anais?" Lerian said as Nialyth laughed quietly. "Indeed I did. It would seem to me that the Milogradian people lack either Will, or their leaders lack faith in them." Nialyth replied. "If they succeed in their goal of eliminating emotion from their people, they will have a nice race of organic robots. At that point exterminating them would be a mercy. After all their minds and souls would already be dead."

Lerian thought for a moment. "What is the chance they could actually succeed? I mean a Lorelei Resonator could do it...assuming that our Third would use it in such a repulsive way. I doubt even El'Neth is that depraved." he said to Nialyth with a shake to his head. "Indeed you are correct." Nialyth responded. "There are other ways to do such an atrocity to a people. Mimetic weaponry, Neural induction technology, albeit taking longer then the Resonator. Though if they do succeed, not will it prove them a failure as a government, but it will also make their forces less capable in War. After all, neural and mimetic disruption on that level tends to reduce initiative, and that is a great tactical liability."

With a grim smile, Lerian said "Should we make plans to...deal with them perhaps?" "Just like you have always been, Anais. No, They are not within our Dominion. If they threaten us directly, then by all means steps would have to be taken. If they want to weaken themselves as a people? Who are we to stand in the way of evolution..."

"Nethertheless I shall be watching this closely Anais." Lerian said to one of the two people that mattered more to him then anyone, anywhere.

"And I would expect no less of you." Nialyth simply responded. As one, their hands moved to touch the shutoff switch for the Comm screen.

I've never written to a person who would go so far to secure his hold on the people to do such a thing. We do also understand your way of ruling is totaly backwards from our own way. Your socialist utopia is utterly disgusting and your people are simple organic zombies that walk your lands with nothing. We are displeased to say that we are utterly appalled and humored at such a step to keep your regime in line.          Today in the Haizhi¹ – more commonly referred to as the “Ameliorate of Milograd” by the international community – following a string of catastrophic acts of terrorism targeting several workers' rallies and a collection of peaceful assemblies, the Central Dh'arconian Authority, in conjunction with the Resource Initiative Police, have enacted a new piece of legislation known as the “Anti-Relationship Commandment” in an attempt to stem the tide of recent anti-governmental protests and violent dissent seemingly originating from the Class Three Criminal Terrorism Enterprise, the “Dh'arconian Liberation Coalition.”

         Since 2001, the “Dh'arconian Liberation Coalition” has conducted various campaigns of criminal and terrorist nature across the Haizhi – including various acts of violence directed unilaterally at the Milogradian citizenry. A tide of bombings utilizing various publicly-available services – including several postal enterprises – in late 2010 ended with the death of seventy-six people, forty-two of which were children or the infirm. Yet, to date, the largest campaign of violence conducted by the D.L.C. was propagated largely in the summer of 2001 under a cloud of speculation involving possible acts of genocide conducted by the Haizhi Central Dh'arconian Authority (later ruled “unfounded” by an international human rights commission, of which the Succession chaired), culminating in a nation-wide conflict between Coalition members and the Resource Initiative, leaving nearly six thousand casualties and over three thousand fatalities.

         Yet, since the highly-publicized mass-suicide of twelve “Dh'arconian Liberation Coalition” members on the rooftop of the Argyz Media Conglomerate headquarters in the capital of the Haizhi in November of 2011 (purported to have been the “Twelver Committee,” the “philosophers of the movement”; pictured right), the Coalition has been largely quiet, whether due to a crippling of its capabilities due to the Novemeber mass-suicide or for ideological reasons. Some have speculated that due to the eventual leaking of the “November Twelver Suicides” by a source within Argyz Media, the following backlash by the international community against the organization for promoting such actions forced the Coalition underground, devolving its once-prominent international support to little more than several, radical sects of psuedo-reactionaries and ultra-revisionist movements.

         Speculation regarding the Coalition's continued existence ended earlier this evening, however, when two members of the “Dh'arconian Liberation Coalition” attempted a mass-suicide bombing in the central metropolitan area of Kremho in the north-central region of the Haizhi. Though Resource Initiative personnel we capable of apprehending and detaining the individuals for questioning and eventual trial, such did not prohibit violence from breaking-out; one of the Coalition members – a woman, name and age unknown – fired shots into the crowd after Resource Initiative personnel began to close-in, resulting in the death of two, innocent bystanders before police personnel were capable of apprehending and disarming the woman. Such violence, in due course, resulted in an immediate spurring of anti-Coalition violence in Kremho, forcing Resource Initiative personnel to close Vashra Square to insure the safety of the citizens present.

         As a result of the attempted attack, within the hour of the initial attempted, terrorist strike, the Central Dh'arconian Authority released a statement, purportedly written by the Haizhi's Dh'arco Jukill himself, officially enacting the “Anti-Relationship Commandment.”

         In short, the executive edict prohibits the “foundation of criminally-negligent and conspiratorial relationships” between two or more persons, effectively shunting the “Dh'arconian Liberation Coalition's” attempts at crafting a “society of camaraderie and solidarity” by prohibiting the unauthorized formation of assemblies, organizations, and groups that contain two or more persons. While some members of the international community – particularly the Yohannesian Commonwealth – have declared such an executive promulgation as “prohibiting friendships,” such is, quite apparently, not the case.

         As a show of support between the Sodality of Sesshon Citizens and the citizenry of the Haizhi, several spontaneous rallies broke-out in Hiejzei'shi today, the largest of which began in Precinct Four before marching to the Epiphyseal Complex in the capital of the Succession. Hosted by Fourth Precinct Sodality Commissioner Ma'ikere Kaihua(SDL-K3602-04-1), the spontaneous assembly largely constituted the youth of the Fourth Precinct displaying various flags from both the Haizhi and the Succession, as well as a collection of songs written by various artists and poets from both societies. Such a show of support and solidarity continues into the first quarter of the hour...

We call for the establishment of an inter-regional relationship between not merely the Succession and the Ameliorate, but between the whole of Razulica and Gholgoth!

         As of yet, the Benefactory has made no official comment in regard to the occurrences within the Haizhi, nor has word from the Epiphyseal Complex reached our ears in regard to the calls for similar legislation to be enacted in the Crimson Succession. Though, in the past, the Benefactory has, at times, worked in close tangent with the Ameliorate, with the passing months of dire conflict and strife within not only Razulica, but Gholgoth as well, diplomatic relations have become loose and informal. Due to this, some tensions have become noted between the two societies, though no official comment has, likewise, been released accounting for such possible occurrences nor a possible remedy for such.

         As of now, no further updates have come-in in regards to the situation in the Ameliorate. Please stay-tuned to SODALITYOne. News updates will periodically interdict regularly scheduled programming as word from the Central Dh'arconian Authority comes-in or in the event of a possible comment from the Benefactory in regard to today's happenings.

The evening sun was beginning to make the passage across the horizon dim by the overcast clouds as the sounds of the festive music could be heard from where he sat, his regal composed demeanor gave an impression to an onlooker that he was perhaps an actor waiting for his next performance. He watched as he took off his glass monocle and polished it, his white gloves covering his hands as he scanned the crowd with his glassy aquamarine colored eyes. His wings spread from his back and despite his white feathery hair, Maven Auryn has a youthful countenance, something deeply strange for a man his age. No one seemed to regard this as noteworthy however due to the fact that many survivors of the wars of Attrition seemed to escape the strange affectation on their minds, and Maven was born in those hellish times and narrowly escaped his own extermination during the genocides.

This however was not to imply that Maven was world worn or weary, on the contrary, many said he was unusually cheerful, hopeful and optimistic. This was what perhaps made him so attractive to voters as an elected official, because his promises to create positive change were actually delivered and he attempted to be positive in times of strife. But this was often an illusion played by the ringmaster who was always there to entertain. Maven did in fact see himself often as an actor, merely a spokesman for the High Council, the Chancellor and arbitrator of disputes. The ringmaster in the strange world of Spirean politics. As he enjoyed the sound of the waltz slightly swaying his hand with the beat, a brown haired grey eyed young man approached him with a smile.

"Darrus my boy, it has been a long time since you have come to discuss things with me. I daresay I hope you enjoyed your vacation in the Iglesian Archipelago..." Maven said as he realized then that it was probably not the right thing to say judging by Darrus's expression. "I trust you have a good reason for wishing to speak to me, but with that expression 'tis easy to see that you are troubled. What ails you, Comrade?"

"High Chancellor, we have reason to believe that the Milogradian situation has further deteriorated. I think that we-"

"Come now Darrus, you know as well as I that we, the people of Crystal Spires, do not conduct business with slavers. As such we are bound to stir trouble if we are to merely tell Milogradians that we disagree with their policy. What do we stand to gain from trading with them other than having to enforce Amistad and have more Spirean blood spilt?" Maven said with a frown.

"It's not that High Chancellor, it's not about trade. It's a bit more serious..." Darrus said as he showed the newest open Dh'arconian commandment to the people of Milograd.

"Egad, they're declaring a war on friendship? How deeply awful, how could one desire to eliminate the bonds which tie society together? What does one stand to gain by eliminating the ties of loyalty to one another? Is it not so that eliminating the social bonds between the Milogradian people will merely promote the collapse of society? They're compelled to carry no emotional loyalty to their own state, so all they are doing is completely severing all emotional connection to all and any person within Milograd."

"Given that, I know not how it holds together at all. Some say that the Milogradians do not stay out of loyalty, or love of their state, but merely fear. It is a learned feeling of helplessness that no Milogradian could ever hope to overcome. Fear is a powerful emotion, Maven." Darrus said with a furrow of his eyebrows as he watched Maven's long white wings stretch out as he stood, wearing a beret and a navy blue and gold uniform.

"Courage can overcome fear, because it is an emotional strength that involves the exercise of will to accomplish goals in the face of opposition, external and internal. Not shrinking from threat, challenge, difficulty, or pain; acting on convictions even if they are unpopular, this is a true strength. Learning to persist, and finish what you start in a course of action in spite of obstacles is something that takes courage. Having the audacity to hope, and presenting yourself in a genuine way, in a true way and taking responsibility for one's feeling and actions is a mark of deep inner strength. Approaching life with excitement and energy, feeling alive and activated enough to stand tall when others back down. This is true strength. The Milogradians are weakening every bit of their civilization."

"So what will you do Maven?" Darrus asked Maven with confusion. "What will you do to the Milogradians? Will you make an official statement?"

"Not right away, no. I'm going to wait. I'm patient. Without friendship all the interpersonal strengths that hold Milograd together will crumble. Social responsibility, loyalty, and teamwork even working well as a member of a group or team and being loyal to the group. Requires strength of interpersonal relations. Without it the whole of Milograd will collapse upon itself into civil war." Maven said as he put his monocle back in. "Now, I may not immediately do so, but I will write a message to the Milogradians. When I do, I know not what they shall do. I have not interacted with them, not once, and in doing so we shall break the silence I have worked hard to establish toward them. It is my belief that if person do not learn with a mild gentle lesson, or harsh lesson, or to a mild & harsh lesson, then I don't regard them as being worthy of speaking to or admonishing. Nor will any righteous state. This is what it means to be totally destroyed in International Politics. No nation is completely autarkic, and so we rely on one another to survive and live well. It's part of what makes Beastlings, Humans, and other races with functioning societies social creatures. Without the bonds of society, the structure will collapse. That is all there is to be said."

We of Crystal Spires wish to express our concern for the state of affairs in Milograd, while we are quite aware of your right to act in your own way to protect your state against the ever looming threat of terrorism, we believe that eliminating all loyalty to one another in the Milogradian state is impossible if you do not have give them anything to be loyal to begin with. What your people need to believe is that the state is their one true friend. Without this, it is my understanding that you will fray your own state's loyalties to their own leader. This carries the risk of completely destroying your entire society. As social creatures it is the bond with the in-group which builds and fosters loyalty. By making everyone out-group this will not make a fanatically devoted state. If you want fanatical loyalty, be everyone's best friend. 'Tis my advice, you may take it or dismiss it as you will

Honoured recipient,

It is the wishes of the Roentgen Parliament that I convey their disbelief at the recent Milogradian proclamation which renders any "FRIENDSHIP AND EMOTIONAL RELATIONSHIPS AMONG CITIZENS" to be a criminal offence. Aside from the gross inhumanity of such an act, the Roentgen Parliament considers such a feat to be one of insanity on the part of your government. Whilst many dire, and often abominable courses of actions can be justified, and indeed accepted, in the pursuit of preserving a state and the future lives of it's citizens, so that the present can be sacrificed in pursuit of utopia, the act of making friendship and any other emotional relationship illegal begs the question; why would the people go on living?

I, personally, can of course see the answer to such a rhetorical question immediately, an individual would pledge themselves to the state, and, from the point of view of some who strive to make a nation a place of interlocking strength, it would lead to the populace becoming a true collective; a termite hive where all the needs of it's people are cared for. But, to the Roentgen Parliament this is irrelevant... the matter remains that friendship has been banned. An action of severe inhumanity which the R.P condemns.

A word from myself.

Are your actions possible? Feasible? Imaginable? Outlawing friendship, let alone deeper emotional attachments, will destroy society, making everyone reliant upon instructions issued top-down. Whilst this may be your aim, the consequences could be unexpected, and, indeed, more damaging than you imagined. Can a citizen show compassion in helping another cross the road? Can a citizen show support to another in preparing a speech exulting the virtues of the state to raise the morale of his fellow sons and daughters? And, if such actions are not shown, how will you stop them from being forever present?

To ban, but not extinguish, an element which poses a threat to a state only makes it more potent. Friendship, love, hatred. All emotions, all hard wired into human biology, are impossible to eliminate entirely. Instead, it seems, your state has fallen prey to a puppet show of existence, where your officials are happy to believe that the populace has been stripped of their emotional capabilities, whilst in reality, they simply put on a show of compliance. Every smile, brush of the fingertips, or helping hand, is in itself an act of revolutionary rebellion.

There is no doubt in my mind, even though my fellow Roentgen Ministers generally do not see it, that your state knows exactly what it's doing. Quite what the consequences of your actions will be however remains to be seen. I will be watching with friendly interest in this grand experiment.

The High Command is not attempting to hide its intentions, but that does not mean that we wish to be hounded by imperialist pigdogs about our actions. The people are not ready to wander on their own yet, and until then we will ensure that they do not harm or endanger themselves. They will be allowed to roam as they wish when the world is free and when we are an island in an ocean of fallen civilizations.
