Life in the Ameliorate was different than anywhere else on the planet; it was micromanaged, broken, and dehumanized. Almost alien. From a child's conception to their death, the Dh'arconian High Command managed nearly everything in a citizen's life, and citizens were stripped of rights that were considered staples in other states. Children were raised by the government in labor camp-based schooling, marriage and courting in general were outlawed, and many of the commonly enjoyed pleasures in life were rendered non-existant by the ever-pervasive Resource Initiative Police ( RIP ). All of the ingrown tyrannies of the Milogradian Ameliorate had been instituted due to the state's need to micromanage its populace as a means of ensuring absolute control and stability of the order. Some things slipped through the cracks, however.
Upon a frigid morning in the square of Vashra, that of which stood before the infamous torture facility and concentration camp "Fortress Zikvanit," a pair of citizens stood in the midst of a great crowd. All citizens, as per law, were making their way to their assigned labor locations for the day ahead of them, and a squad of Resource Agents watched over the crowd from above. A series of posters hung were plastered on the monuments around the square; these posters concealed surveillance utilities capable of monitoring and overhearing any noises or words uttered in the square. Such was yet another example of the paranoia displayed by the Dh'arco Rahavuhra Jukill's regime, and similar instillations could be found all across Milograd.
The aforesaid pair of citizens were unique from the countless citizens that made their way around them, however, in that they had free control over their consciousness and minds. The majority of the Milogradian population had been subjected to brainwashing and mind-control initiatives that crippled their ability to be independent, but it was nigh impossible to identify these individuals, insofar as all Milogradians appeared, acted, and shared similar traits. Forced facial reconstruction, government authorized diets, mutilation and bodily alteration ensured this, and the fear and control that the Ameliorate held over its citizens ensured that none would act out of line. This pair of citizens, however, were the type whom would act out of line. They were one of the few "things" that would slip through the aforementioned cracks.
This pair consisted a male and a female. The female, whom was known as "Daughter #88934" was a co-laborer of the male, whom was known as "Son #93859." They were both pseudo-slaves, officially known as "Laborers" in the Milogradian mines. All Milogradians were known as son or daughter, followed by a series of numbers. Such had been installed to ensure that no citizens would feel jealous of the names others had, and so that everyone could feel more equal in the promised "ideal society." Regardless, these two citizens had one of the worst and most unappealing jobs in Milograd; hours in the mine extended from four in the morning to eight at night, with no breaks permitted. Had they been successfully brainwashed, these citizens would have most likely tolerated their work, if not praised the Dh'arconian Authority for their benevolent working hours. This was not the case, however, and thus Daughter #88934 and Son #93859 were left exhausted, ailing, furious, and irritated by their work.
A plan had been devised by the both of them to publicly commit suicide in protest of the government, and to furthermore end their tortured existences. They chose to do so publicly, and to do so via explosion, so that they could bring a few others with them out of kindness, and they chose to do this united because they were...friends. Friendship was one of the few things that wasn't outlawed in Milograd; it was one of the few liberties that the Milogradian people still had the ability to enjoy. This would not be the case for long.
Looking over her concealed explosive, Daughter #88934 turned to Son #93859 and whispered, "To die with a friend is to die a perfect death. I am glad that we will die a symbolic death, for this means that we existed for a reason." Son #93859 nodded, and Daughter #88934 proceeded to reach for the button on the explosive. She pressed it, and nothing happened. Starleted, she asked, "Why isn't the explosive work-"
A loud voice interrupted her, "You will die for nothing." emanated from one of the fortresses' many loudspeakers, and a pair of 7.62×54mmR bullets promptly pierced the skulls of her and Son #93859. Their bodies instantly dropped to the floor of the square, and the workers and citizens of Milograd did not stop to observe them - they expressed a cold indifference in regards to their deaths, and they proceeded to walk over, step over, and trample the lifeless carcasses of Daughter #88934 and Son #93859. They had died for nothing, and they had failed to achieve their objectives.
If they had known what their antics would inevitably bring upon the Milogradian population, they might have refrained from resisting the will of the authority. News of the conspiring friends had quickly reached the ears of the Resource Initiative's top agents, whom promptly forwarded the news to the Dh'arco Rahavuhra Jukill. Outraged, the Lord Jukill concluded that these citizens wouldn't have rebelled if they were not friends, and that their loyalty to one another circumvented the loyalties they held to the state; their friendship enabled them to commit rebellious actions which they would otherwise not commit. The existence of loyalties stronger of that between state and citizen was perceived as a potential threat to the eternal order, which is something that was deemed dangerous by Dh'arconian Thought, and thus the following message was forwarded to the entirety of Milograd via its countless loudspeakers:
"ATTENTION SONS AND DAUGHTERS OF MILOGRAD,
THE AMELIORATE,
UNDERSTANDING THAT THE ETERNAL ORDER AND UTOPIAN SOCIETY THAT WE PINE FOR CAN ONLY BE OBTAINED THROUGH THE MEANS OUTLINED BY DH'ARCONIAN THOUGHT,
ACKNOWLEDGING THAT FRIENDSHIPS AND RELATIONSHIPS IN GENERAL HAVE THE POTENTIAL TO CIRCUMVENT THE LOYALTIES BETWEEN MAN AND STATE,
NOTING THAT DH'ARCONIAN THOUGHT CALLS FOR THE TERMINATION OF ANY AND ALL THREATS TO THE STATE,
REALIZING THAT SUCH WILL INEVITABLY LEAD TO THE DOWNFALL AND DESTRUCTION OF OUR MOST GLORIOUS SOCIETY,
HEREBY OUTLAWS THE EXISTENCE OF FRIENDSHIP AND EMOTIONAL RELATIONSHIPS AMONG CITIZENS DUE TO THE THREAT THEY POSE TO THE STATE.
SONS AND DAUGHTERS FOUND TO BE FOSTERING FRIENDSHIP OR EMOTIONAL RELATIONSHIPS WILL BE PUNISHED WITH DEATH."

The law would only apply to the "sons and daughters" of Milograd, meaning that powerful government officials, their relatives, and Resource High Command would be exempted from having to follow this law. Of course, this also meant that they would be barred from befriending sons or daughters. Upon the announcement of the new Dh'arconian Commandment, Resource Agents immediately begun investigations and searches into the existence of friendships and emotional relationships among the citizens of Milograd.
A rebellious movement, the Dh'arconian Liberation Coalition, promptly tipped a Yohannesian news agency off to the existence of this new commandment, and the news of its existence was then shared across the globe.
