Did Navy Latest Ballistic Carrier Killer Additionally Developed as Anti-Geosynchronous Orbit Weapon?

Despite mounting tensions between Haishan and Mokastana with millions of force at arms ready to clash at any moment, the situation have been quickly defused with tacit negotiation between the fence. It seems yet another war was evaded but its marks are visible somewhere else entirely, namely Central Dienstadi and the war-torn Belmontin territory held by the Mokans. The threat of Haize-Mokan war however felt strangely surrealistic as the Haize Military Police previously have intensified their patrols and checks while other branches of the Haize Armed Forces can be seen hurrying any defense preparations that can be done before eventual Mokan invasion.

Perhaps the anti-geosynchronous variant is Haize response to the Kingdom attack? It's important to note that the Golden Throne have recently warned that any further attack on space assets could have untold consequences, therefore the variant can be only be seen as a deathtrap for the Junta.
Looking into another perspective, the FM-91K might be a very advanced and flexible platform as the original announcement stated and thus could be one of Haize deterrents against belligerent States given the relatively small Haize military in contrast of its neighbours. It wouldn't be strange if the same missile weapon could be developed into more whimsical (and impractical) variants, such as intercontinental anti air missile.
The fact that Lyran Protectorate have successfully launched one of the biggest airplanes in the world might make the anti-air variant merit to pursue but on how the developers wanted to avoid the FM-91K launch being misrepresented as an ICBM launch remains to be seen. Alternatively, perhaps the FM-91K advances could be applied to Haize nascent space industry? The small yet significant Haize commercial space sector are trying at their wits end to have a workable private solution at the lowest practicable cost and FM-91K weapons-grade qualities may alleviate some of the burden given Haize military arms style of design for mass manufacturability.
