OOC thread of: Elysian Union [MT, OPEN]

Right we have amendments to the charter to vote on. The subject is Elections and the voting system of the ELUN President and Vice President positions, and how members should be treated when and if they join. There are two options that have been proposed.

States the Voting of a potential candidate nation, to be promoted as ELUN candidate concluding to a full member state (improvement of the article)
Once the communique for ELUN membership request have been received. The applicant will be classified as Potential Candidate. At this time a voting process will be set by ELUN member-states. If the unanimous majority of Elysian Union member-states votes in favour, then it shall permit the Potential member-state to be promoted as official Elysian Union Member-state candidate. Which means the vast majority of ELUN member-states have dated a 3-week-period properly fostering the nation as a full member of the Union.
If the potential member-state gets rejected –whether that be only one vote- it will stay in its potential candidate position for 1 month proper. If after 1 month indeed signs of development in the nation itself, matches the ELUN criteria, the potential candidate undergoes the same voting process stated above.
States the Presidency of ELUN (improvement of the article)
The President of the Elysian Council is a principal representative of the Elysian Union (ELUN) on the world stage, and the person presiding over and driving forward the work of the Elysian Council. This institution comprises the college of heads of state or government of ELUN member states. Stated Rotating presidency has been clarified to institute a repeating one-month cycle in which one of the Council members shall be elected, by its member member states, And henceforward promoted to Council president.
The voting procedure will go as following: Each ELUN member-state will compose a list including all member-states, except themselves.
In the list ranked “1st” (being their most preferred ELUN president) will be given 4 points.
In the list ranked “2nd” (being their 2nd most preferred ELUN president) will be given 3 points.
In the list ranked “3rd” (being their 3rd most preferred ELUN president) will be given 2 points.
In the list ranked “4th” (being their least preferred ELUN president) will be given 1 points
The results will append together, and the ELUN member-state with most votes will be granted ELUN council president. Whilst the second most votes (runner-up) will be granted vice-president.

The ones in majority answered Yes will move on to the 2nd phase which will be about how exactly are we going to establish the specific topic being a bit more informal, and using good arguments.

As this is clarified we can finally make it official.

Let's see, so the first thing i'd like to start with is a topic of importance both ICly as OOCly. The recognise date of the Arch Islands within the Union. Approved.
Hereby the Arch islands is recognised within the Elysian union as full member. Its statistics will be updated in such.

2nd phase
However, attached to this We shall discuss whether there shall be equalised durations for every single Elysian candidate. Or if it differences from one to another.

I am sorry to interrupt like this, but isn't the legislation hereby approved? As we have a valid majority of 4 to 2(Which still have to vote), of the total amount of 6? Not that it bothers me of course, I can await the last two votes. I just want to make sure.
