To Whom It May Concern,

It has become clear that the only way to bring the conflict with the Japanese Dystopia to an end is to completely destroy the Dystopia. This has been evidenced by the fact that the Dystopia is in the possession of limitless stores of munitions, fuel, advanced military equipment, and personnel. A force with infinite resources cannot be defeated through conventional means.

As such, the Armed Republic will be launching pre-emptive nuclear strikes against the Japanese Dystopia. We urge all Coalition forces to break contact with Dystopian forces, where possible, and retreat to minimum safe distances from known Dystopian military formations.

We further advise any Coalition members whom are unwilling to risk nuclear retaliation to seek peace with the Dystopians now.

Any nations willing to join us in our strikes are welcome to coordinate their efforts with our own. At this time, the Armed Republic plans on concentrating its opening strikes against known Dystopian military facilities, including but not limited to ballistic missile bases. Follow-up strikes will be conducted to ensure the complete eradication of the Dystopian people.

Do not doubt that this was a hard decision to make, but it was a necessary one. The enemy has shown that it has limitless resources to draw upon, and therefore has left us no choice but to destroy them to the last man, woman and child.

There was something about Asians and war. They never stopped, they never surrendered, and they tended to go atomic. TurtleShroomers, white and Oriental, human and otherwise, joked that it must be those slanted eyes of theirs, but they really knew it was their pride, culture, and work ethic.

TurtleShroom was mired deep in a nightmarish stalemate with a Future Tech army of the C'Tani Necrontyr Empire. They were only holding them off because the C'Tan didn't usetheir truly deadly FT rays of doom.

A cry for help fell on completely deaf ears because the Steele Pact and GEIJD were totally involved in this War On Asia, which had raged away from public conciousness for eons after TS got in.
It wasn't until just the other day, that the military were reminded that their allies were losing fast.

A telegram, hand-written in shaky letters that oozed fear and supplication for assistance, reached the highest military brass in the country. Having been authorized by the ratification of the Steele Pact to man nukes for these sorts of needs, including a missile defense network, they knew what had to be done.






Four Star Generals Tecumseh and Sherman Dukem were busy pouring over data of the actions of the C'Tan in Gerry and the rumored breakoff cells scouring the nation. Already, tens of thousands of TurtleShroomers had "died" (although they had actually just been kidnapped as POWS, but TS thought it was death). It was depressing to rack the numbers.

"Sir, I gots a distress message from them Imperial Japanese, sir. Permission to read?"

Tecumseh immediately gave his full attention to the soldier, who was apparently a mid-level officer from the "Nookular" Branch.

"Yes sir. Read it to me immediately!"

"Contact the nearest available Marshall of rank in the Nookular Branch. Tell them to ready the Charged Creepers, and point them at the Greater Imperial Japanese Dystopia."

The Nookular soldier gulped.

"How many, sir?"

"All of them, soldier. Every last one even remotely able to fly."

"For what purpose?"

"Interception. If even ONE nookular missile gets near our allies, two Creepers will intercept it. We will not counter-strike the enemy, because that'd be the end of us all, but we shall strike ever nookular weapon we can away from our allies."

"Yes sir. How many missile launchers, aimers, and Nookular directors and soldiers should be prepared to operate the new aiming supercomputer?"

"ALL of them. -and yes, that computer is brand spankin' new, but we need the ability to steer these Creepers. Fire it up and tell all our computer geeks that this is NOT a drill."

The human messenger saluted.

"Sir, yes sir. I will report it immediately."






All throughout he lonely deserts and swamps of TurtleShroom, the sound of heavy machinary carrying what looked like eighty foot tall, bulky green statues onto what seemed to be replica Cape Canaveral launch towers echoed for the rest of that day and into the night. Bunkers and secret locations saw the deafening roar of computer fans and vacuum tubes initiate the protocol to steer and guide these ICMBs for their purposes.

Turtles and humans draped their leaded robes upon them, straightened their pickelhaubes, placed on their headsets, and poured themselves a pot of coffee as they sat at the nuclear monitoring and Mission Control systems to launch the ICBMs when need be. It was late at night, and only the turtles weren't effected by the tiredness of the graveyard shift.

Officers were giving orders and faxes and contacts scurried all over the nation as the TurtleShroomian "nookular" network toddled online.

It was near midnight in Jonesboro. The full moon made the quiet streets virtually lit. In a military installation undisclosed to the audience, Five Star Marshall Petras Romanus was approached by several Asian men representing the Steele Pact. (Petras had been promoted following the death of his predecessor in a C'Tani dirty sucker punch trick.)

Into his hand, the Oriental men placed a large, sinister, golden key that was about a foot long. Its front had black engravings that looked like eyes. The flag of GEIJD was engraved on the back of the key. The weight of the item surprised him, but he easily held it firmly in both of his hands. It must have been nearly pure gold and weighed at least fifteen pounds!

It had two equally large, bejewelled keychains dangling from it, and an enscription reading "DANGER" in English and Japanese. The first keychain was the international nuclear symbol. Ironically, the second, so he was told, symbolized happiness and peace.


The Marshall and the Steele Pact men said nothing. This Key was all that spoke.

He walked with them down a hall in the base and turned right. An elevator reading "DO NOT ENTER, OUT OF ORDER" greeted him. Petras stamped on the ground in a Morse Code like pattern, where a tile slid out from its place and revealed a lock. Petras inserted the "happiness" keychain into it and jiggled it until a loud click was heard. The elevator door opened, revealing a functioning, but worn down, elevator car.

The three men entered and one of the Asians turned to the manually operated elevator lever. He thrusted it down, and the elevator descended.


Fifteen minutes passed before the elevator dinged and the lever reset.

Exiting, they found themselves in a bunker, illuminated by eerie red lights and the monitors of several computers that were far more advanced than anything TurtleShroom had. The Flag of the Steele Pact was erected in a corner with the flag of TurtleShroom to its left.

Papers and diagrams were scattered on the floor, and humans, foreign Asian humans, were shuffling around and speaking Japanese. The Marshall cleared his throat, and the foreigners saluted immediately. Petras' escourt told them, in Japanese, that the GIJD TurtleShroomer Division of the Steele Pact Missile Network was to be put online.

Everyone gasped as the Marshall held the Key in the air. They cleared the way as the Marshall walked down to the back of the bunker and pulled a lever. A part of the wall moved away, leaving an intricate lock that was oversized and identical to the Big Key in its tumblers.

Slowly, oh so slowly, Petras inserted the Big Key. He turned it far to the right, and the room thundered as the walls gave way to large machinary. The Asians and the Marshall approached the sophisticated, twenty-first century wall of computing power and began rhthymically pressing buttons and touch screens with lightning speed.

The red lights in the buker turned white.

The Marshall contacted the Nookular Branch's main headquarters and told them that the Steele Shield had also been deployed. A lot of dialog and faxes eventually hooked the antiquated punch card feeding systems of the TurtleShroomian "nookular" supercomputers (which were the size of a room) to the sophsiticated, refrigerator sized nuclear Japanese Dystopian supercomputer. The TS machine took longer, as modules and wires were swapped around by the nation's brightest IT minds, and scores of switches, dials, levers, and plugs were rerouted. A few vacuum tubes blew it, and they were replaced twice before the GEIJD computer registered a connection.

Petras and the two Steele Pact men bowed deeply as the bunker relayed the message to his domestic "nookular" missile launchers.



All foreign systems were remotely armed by TS.

Following an urgent message from Salzland through the Polaris Initiative, AFMIA hereby issues the order to evacuate the Federal Embassy in Shinjuku-GEIJD. Please use caution, yet leave the Tokyo Metropolitan Area as soon possible. The Salzland Coalition member has announced a nuclear strike against the territories of the GEIJD. The ambassador to the GEIJD is to be withdrawn immediately and will rendevous with a naval detachment from 7th Fleet in the South Pacific. All other modes of transportation are classified. We repeat: The Salzland Coalition member has announced a nuclear strike against the territories of the GEIJD.

Furthermore, in order to minimize the political repurcessions in the AFN home territories, the AFMIA hereby strips all GEIJD citizens of their AFN citizenship. The AFN will no longer claim responsibility in the deaths of so many innocents whose life was condemned to death by the actions of their so-called patriotic government.

The embassy was in chaos, with many people rushing to leave and flee a country about to go under nuclear hellfire. The one person whom the AFN was worried about was the ambassador, Rien vi Hienkoku, the current Crown Prince to the Chrysanthemum Throne of Hibari, and the 2nd in Line to the Holy Imperial Throne of Symphonia. Composed, yet angry at the same time, the ambassador was pulled to the roof of the Embassy, where he could see into the streets of Tokyo-Shinjuku. The streets were still filled with crowds of patriotic supporters for a government that had betrayed them for the worst abuses seen since the Hayaban Conflict. Rien was slightly saddened that so many had to die, but it was the cost that the AFN could not bear to have on its mind. If GEIJD supporters in the AFN were to have a cause for rebellion, it would be this sacrifice (or maytrdom) of the people of the GEIJD itself. By stripping the GEIJD of its citizenship, the AFN would be minimizing the risk. Yet, there were many other ways that the GEIJD supporters would claim that the AFN abandoned its own citizens that Rien knew.

As the emergency helicopter began to take off, the GEIJD peoples in the street turned towards the noise. With a roar of anger, they saw the some AFN embassy staff and the ambassador leaving them. The remaining staff who couldn't make out in time cowered behind the embassy walls, piling as many heavy things against the gates as they could. But to no avail. As the embassy walls fell down, Rien drowned out the screams that eminated from the compound and ignored the GEIJD flag that was waving over the main building.

Soon enough, the helicopter landed in the uninhabited coastline of the Boso Peninsula in Chiba Prefecture, where everyone boarded an extraction vessel that soon sped away from Japan

We have been informed that certain members of the Quendi Coalition intend to deploy weapons of mass destruction against civillian population centers. While we do not oppose deploying such weapons against military objectives, know that we view the use of nuclear, chemical or biological armament against unarmed, defenseless civillians, an act of the most cowardly and dishonorable nature.

We hereby issue this communique as an official letter of condemnation against the Quendi Coalition, who's cowardly decision to cause a holocaust will be forever a dark stain on the history of all member states.

The Allied States hereby issue a trade embargo against all members of the Coalition who have expressed the will to deploy such weapons. From this day forth, any and all trade between the Allied States and the members of the Quendi Coalition, has ceased. Moreover, due to your actions, we hereby extend the offer of political asylum and humanitarian aid to any and all non-combatants from the Dystopian state and their allies, however, we shall not extend this offer to the Coalition states.

The Allied States military will hereby erect humanitarian and refugee camps within Allied States territory and will offer free transport to Dystopian civillians and personnel. Salzland has asked me to make this post on his behalf. He is currently unable to post this himself in detail due to the fact that he is away from an actual computer and on his phone. And with the growing amount of meta gaming that is currently trending in this thread, we feel that this course of action is necessary to ensure that not only do we get our fair shake, but this thread is brought to a close quickly.

As such, Salzland is free to edit any errors that I may make in this post. So expect edits and or a follow up post to fix anything I may miss, or mispost.

William Phillips stood in his office, facing the balcony window letting the cool breeze drift in across his face. In a few short moments, his would issue forth orders that would push his nation, and those of his allies, over the brink and into full scale nuclear war with the Dystopians.

Turning around after collecting his thoughts, he walked calmly over to his desk and sat down in his plush presidential chair. Clearing his throat, he picked up the receiver on his desk phone and waited to be connected with the switchboard operator.

"Get me Strategic Launch Command Immediately." he said in a smooth cool tone.

He waited for a few more moments before he was connected.

"Yes Mr. President?" came the voice over the phone.

"Operation End Game is a Go. You are authorized to roll strike package Alpha against Dystopian military high value targets... Yes that means such things as Silos and runways both civilian and military long enough for strategic bombers to utilize. No, we are not targeting civilian population centers at this time. And send me the follow up report as soon as it is available." He paused as the man on the other line acknowledged him before hanging up the phone.

He leaned back in his chair and took a long, slow deep breath before letting it out. He leaned forward and pressed a button on his desks intercom which linked him to his secretary outside.

"Alert all commands and have them prepare for possible retaliation strikes from either GEIJD or a possible unknown third party nation Immediately."

"Yes Mr President." came the sultry voice on the other end before he switched off the intercom.

William Phillips took out a bottle of fine brandy from his desk drawer and smiled.

Various Task Forces Deployed Abroad


Within a short while, Operation End Game was in full swing. The fleets thermonuclear arsenals were brought fully online and targeted at Dystopian strategic targets not only in mainland Japan, but around the world as well.

The goal was to knock out any possible WMD threat that the Dystopians might possibly poses in one massive strategic strike. Secondary targets that would also be targeted that would greatly hinder the enemy were power production and distribution centers, command and control centers to include strategic, and key infrastructure facilities.

Once confirmation codes were received from higher command, it didn't take long before the first missile left it's launcher and streaked it's way skyward and disappeared into the sky overhead. Soon, the sky was filled with what could only be described as carefully planned chaos as missile after missile was precision launched toward their distant targets.

These missiles would be joining others launched from Mainland Salzland and become part of a massive coordinated strike that would rain down upon the Dystopians held territories scattered around the world.

The Dystopians were about to get hammered, and hammered hard.

OPERATION DOWNFALL - PHASE 1.5 - Part 2

General Stern paced back and forth across the busy bridge of his flagship. Moments ago, he had received a phone call direct from President McBeth himself, authorizing him to commence with the second part of their operation and launch when ready. This strike, would be tied in directly with the Salzland strikes currently being conducted, which would realistically overwhelm anything the Dystopians had left in forms of defenses.

Stern knew that his enemy in the past had used population centers as basically human shields to hide and deploy military forces against other coalition members. He also knew, that the Dystopian population was so utterly brainwashed into thinking that the current leadership could do no wrong, that they had on several occasions mass conscripted themselves by the hundreds of thousands arming themselves with whatever was on hand to fight coalition members.

This meant that from a tactical perspective, the term "civilian" could no longer be logically applied to anyone still standing on the mainland. And that every single man, women, and child had to be considered a potential hostile target that had to be dealt with accordingly. After all, it was pretty clear that they would attack coalition ground forces wherever and whenever they could.

They had known that the Dystopians would most likely resort to this underhanded tactic even before they had set sail, however they had underestimated the sheer volume at which it would be carried out by some margin. Now, the local population was going to pay for their mistakes.

Stern picked up his personal data tablet and pulled up his enigma key. After entering his twenty digit identifier and running his thumb over the bio metric scanner built into the side of the tablet, the launch authorization key was decrypted. He then forwarded the key over to fire control to be passed down to the various missile subs off the coastline.

He then pulled up fire orders for the fleet around him. He quickly pulled down several strike packages to further support the launches and help ensure a higher successful strike ratio. Once this was completed, he then ordered to fleet to take full NBC defensive precautions and to spread out and cover a larger area.

As the fleet scrambled to comply with his orders, Stern watched as an armored screen rolled down over the view ports on the bridge of his flagship. An aid walked over and placed a pro mask next to the general for him to don at his convenience.

As he picked up the soft rubber mask, he could hear the muffled sounds of launches as the first wave of munitions from his surface fleet left there respective ships and raced toward the mainland. These munitions were none-nuclear missiles and decoys being launched to simple overwhelm any remaining early warning systems and air defenses, plus provide an extremely target rich environment to conceal/mask the real threat.

After all, after two volleys of cruise missiles, why wouldn't the Dystopians realistically think this one would be any different? Sterns plan had come together nicely.

The change in plans had been swift.

Executive orders had come through from the Euran Federal Navy Central Command Bureau, or EFNCCB, way back in the capital city of Bastion in FSSO, to begin the final stage of Operation Setting Sun. This final stage involved the final four pages of a plan that had been sent through via satellite to be printed out by only those of the highest ranks. Admiral Whittingham and his closest staff were the only officers on hand to actually read the orders, which were clear; rendevous with appropriate naval reinforcements, which were the last reinforcements in the plan that were supposed to arrive the day before, and then withdraw from the combat zone while a final strike against Dystopian positions took place.

This meant a brief revision of plans. It had appeared at first that the final stage of the plan would never be enacted, and a conventional manuver against the Dystopian mainland would take place first or in place of the original final stage contingency. As a result the fleet to the north, which had broken off to head towards Dystopia, now had to stop in its tracks and wait some distance away. This meant the fleet was divided in two but this did not really matter with the reinforcements that were arriving. A total of twenty Harlington Class Guided Missile Cruisers (GMC-19 designation) had finally arrived, and were now taking position. Ten were already joining the fleet at Taiwan, while the other ten were approaching the fleet to the north. They would form a precautionary anti-ballistic missile covering pattern around the divided fleet in the likely event of a weak Dystopian counterstrike. This group of cruisers had not actually been assigned a force designation, not even labelled a task group; they had simply been dispatched as one group along with two support ships, one for each group.

But more importantly, the reinforcements for the FSSO's nuclear precense had arrived; seven more AS-60 submarines were now heading north to join the Copperfish and the other two subs. These subs had not quite caught up, but they were close enough to carry out their orders.

"Crew to stations. All crew to stations." Seven words and the crew of this submarine, who had been on high alert for 48 hours at least, were moving. The Copperfish had to be ready to launch a strike at any moment and the moment had come. Within minutes the boats crew were in their respective positions and the Chief Weapons Officer was with the captain, Commander Leyland Carpenter, had both headed to the bridge. Unlocking a small box with two keys and a code, they were preparing to initiate the final launch sequence that would fire the vessels twenty four Argonaut II submarine launched ballistic missiles, all of which are equipped with eight twelve medium or eight low yield warheads. Each of the now ten submarines in position to strike were capable of launching these missiles. The primary targets were military installations, especially what few ballistic missile silos and launchpads the Dystopians had; secondary targets were key infastructure areas, such as power plants, heavy industry, shipyards - unassigned warheads would hit cities.

One last message was broadcast. "Assault lead to fleet, are we good to go?" The next thirty seconds were some of the longest of Commander Carpenter's life. "Fleet to assault lead. Put everything into play and withdraw south east away from the combat zone. Out."
With the flick of a button cover and the locking of another two keys, the Commander and his Chief Weapons Officer were good to go. A quick ping to the other subs gave them a minutes notice to get into firing position. Then, the Chief Weapons Order pressed the button and the launch began. The first Argonaut II missile left the previously capped missile tube and burst out of the sea after a second or two, it's booster igniting and then the missile streaking off into the sky. The missiles would launch in sequence, one after another, and in a few minutes all 240 missiles aboard the submarines are launched against the Dystopian military superstructure on the Home Islands. The navy anticipated a 50% hit rate - more than enough to level the entire Dystopian nuclear arsenal before it could even be deployed.

However, the navy had underestimated just how good a situation they were in. Firstly, they were not fully aware of just how many more weapons the forces of other coalition nations were launching, meaning they had a much better chance of striking their targets. Secondly, the Dystopians were not fully mobilised and were clearly in disarray - although the FSSO's naval leadership did not realise it, the chances of an effective counterstrike were a fraction of what they thought. Thirdly, the Dystopians would probably not detect the weapons quick enough (considering how far the subs were from Dystopia) to actually take them on. Finally, and perhaps most importantly, the Dystopians own nuclear arsenal and countermeasures were not in particularly large numbers or of a high quality. Therefore, the chances of success were - quite simply - extremely high.

The Dystopians had no idea what was about to hit them.

The changes had come. Leon read the message forwarded to him from the defense minister. The blue sky shone outside and Leon had closed the curtains so the light would not get in the way of his reading. As the chief strategist he had to make a new plan from the nuclear launches that were about to happen. Finally, he decided to type up an email.
The conference was set, Chancellor John Hughet, defense minister, the four heads of the Armed Forces, and a few other senior strategists were in the meeting room. "Everybody knows about the nuclear attack that's about to happen?" started the defense minister. All the heads nodded.
"Alright, what are our options for a strike with weapons of mass destruction?" asked John.
"Our nuclear program is almost complete and we're sure we can test a missile within a week if we move in haste. The chances of it being successful are low however. We have a small stockpile of VX nerve agents which we can load in our cruise missiles." a strategist replied.
"Deploy the 5th Fleet as soon as possible loaded up with our chemical weapons in cruise missiles. I want the Dystopia to become a wasteland after these launches. Have a few conventional missiles also. Stock two destroyers anda submarine from the 6th fleet for a maximum number of missiles." said John.
"Meeting adjourned?" asked Leon.
"Meeting adjourned." replied the chancellor. The clear blue sky was hiding the ominous truth of what was about the happen.

The cease-fire was over. New orders had came in preparation for the upcoming strike. "Immediately fire and retreat! We're headed home." barked Admiral Ryans. Some of the sailors cheered.
In his mind the Admiral knew that the Dystopians would see this as a victory until they caught a glimpse of what would be their end.
Finally, the missiles fired. A devastating amount of 24 Tomahawks, 40 Harpoon missiles, and 6 Mark 48 torpedoes fired away at the Dystopian fleet. These launches were made in haste for the retreat.

Centurion Draminadir i Laiquendi Sadronion nos-Ondosumé took the cell phone with a polite, almost courteous, "Thank you mesire." Before placing it in a bag for the Imperial Inquisition. While the risk of the cell phone being a weapon intended for detonating explosives where slim, and the chances of any messages sent by it being received by anyone but the Imperial Inquisition even slimmer, the phone presented a risk.

With the brief intermezzo over the praetorians continued escorting their captives through the airport towards a waiting armoured vehicle. The men where politely, but firmly, guided into the vehicle receiving a polite bow from the preatorian commander as the doors to the vehicle was closed.

They where quickly driven through the city towards the Herunumenost Palace, the House of Ar-Adûnakhor. Driven into an underground parking space connected to the Palace none of the men would gaze upon the beautiful palace of the ancestral house of the Imperial House of Alcedina. In the parking space the praetorians quickly and very thoroughly searched the delegates for any weaponry. The strip search, while brutally invasive, was conducted professionally and with no excess force. When it was done not a fibre of the bodies of the men had been left unsearched. Hidden cyanide pills, telecommunication equipment, weaponry, anything was taken from the men.

Then they where lead into the Herunumenost Palace through a secret passage, their eyes blinded that they should not know the passage.

The Palace was a magnificent building that, while lacking the vastness of Borremeo and the majesty of Ainamoor, had served the Imperial House of Alcedina well, first as Kings and Dukes, but later as emperors. The marble halls and gilded doors of the palace exuded oppulence yet elegance, and stood as a symbol of the insurmountable differences between the lives of the princes and the commoners.

The men where escorted to the Throne Hall, a massive rectangular hall under three giant domes built in black, brown and white marble, drapped in silken tapestries revealling scenes from the life of Ar-Adûnakhor. Statues and mosaics adorned the magnificent room which was lit by a thousand lights on chandeliers hanging from the ceiling many many meters above the floor, or extending from the walls where collumns tose towards the ceiling.

Central in the Room was the Throne. While it was not the fabled and famed Phoenix Throne the throne of Ar-Adûnakhor was one of the most potent signs of imperial might and majesty. Shaped in the form of a magnificent unicorn the massive throne of marble, gold, jewels and jade weighed many tonnes and was worth its weight in just about any substance known to man.

Yet it was empty. Before it, placed on the same podium, although lowered from the throne, stood a simple chair made of black marble displaying the crest of the Alcedina dynasty, the kingfisher. It was on this chair that his Most Imperial Highness the Sublime Prince-Regent Athellas i Maia Arbellasonion Ingwë Envinyatar Taranōwē Ûrîthor nos-Alcedina throned, and all the simplicity of his chair next to the throne did nothing to conceal the aura of majesty that exuded from the Prince-Regent and made all the oppulence of the throne room fade into insignificance next to his commanding presence. For he was the Light of the Quendi, Keeper of the Mandate of Heaven, Protector of Mankind, Guardian of the Flame Imperishable, Lord Paramount of the Grand Nations of Quendi and Atani, Lords of the Nations of Amanyar, Calaquendi, Eldar, Vanyar, Noldor, Teleri, Falmari, Sindar, Nandor, Falathrim, Mithrim, Iathrim, Úmanyar, Avari, Moriquendi, Avamanyar, Adûnaim, Eriedain, Marachrim, Ibnotithiuda, Arhûnerim, Talatherim, Narnerim, Acaanites, Khazad and Orqui, King of the Eternal and Imperial City of Charn, Sovereign of the Lands and Dominions of Beleriand, Eriador, Arandórë, Bellakarand, Morenórë, Anadûnê, Kharnórë and Ondonórë, Holy Grand Hegemon of the Sacred Lands of Aman and the Blessed Lands of Araman, Prince of the Thousand Great Cities, Successor of his Most Divine Majesty the God Emperor of all the Quendi, and his eyes where cold and merciless as he gazed on the japanese men standing before him as beggars.

A court attendent approached the japanese, making no real attempt at hidding his disgust, more directed at their attire then their nationality, prostrated himself before the black marble chair showing the japanese how to greet the Sovereign. "Your most humble servants greets their sublime Prince-Regent." He spoke, in english.

Chaos reigned in the Curia as the Senate convened to discuss the decision by the government of Salzland to use nuclear weaponry against the dystopians. While many and loud voices in the Senate and the general public had spoken of a four pronged nuclear strike against Kyoto-Osaka-Kobe, Nagoya, Tokyo and Sapporo following the attack on Tol Fornen support for such methods had been in decline as the japanese casualty rate rose to unbelievable numbers.

Yet with the disaster at Unalaska, the largest military defeat any the empire had ever suffered to a non quendi foe, still fresh in memory support for the "nuclear solution" as it was refered to, had grown. Many a senator took the floor of the sacral building declaring for the repeal of the Popular Decree on Nuclear Warfare's Standard Operating Procedure, prohibitting the empire from launching a first strike. At the other edge of the spectrum constitutionalist senators roared against such a notions, declaring that the Unified Quendi State was founded on the principles of honorary warfare and the defense of civilian populaces. They demanded that the centralized government took whatever steps neccesary to prevent a nuclear attack on the GEIJD. Some even advocated plans for surprise attacks against salzlandian nuclear installations, while sailing quendi military vessels into major japanese cities in what was by the detractors called the "treehugger method". Within those camps existed numerous fringe movements vocalizing obscure and absurd plans, and between them existed a number of more moderate positions with leanings either towards nuclear participation or nuclear intolerance. The spirit of unity that had been created following the attack on Tol Fornen, and the efforts by Prince-Regent Athal to present a unified front. Normality had been restored to the Senate with one hundred different positions existing, one for each senator.

To Supreme High Chancellor Telcontar's delight the moderate forces seemed to hold the plurality of the votes. The War of Divine Retribution was one that had galvanized support for the more extreme movements in Quendi society, and the fact that two groups advocating an illegal and an imoral act, respectively, had gained such support was shocking if not surprising. Tol Fornen had reminded an increasingly complacent quendi nation that they where the Chosen People, hated by the envious and barbaric lesser races. Religious frenzy and nationalistic xenophobia and racism had surged, revitalizing a siege mentality that had been on the decline. Ten years of progress had been destroyed at Tol Fornen.

"Senators, Quendi, Countrymen." The chancellor called out from the podium, looking around at the increasingly agressive senators, briefly pondering if he should summon the guard. "The issue at hand deserves more patience and tolerance of others than has so far been displayed in the debate." He insisted. "While I sympathize with both the wish for vengeance and the wish to avoid a form of warfare that is forbidden us by Popular Decree and Holy Convention, it is time to face the inevitable. The dystopian government has refused peace on terms we can accept. Their actions in this conflict has been beyond cruel towards our brave men and women but, perhaps more importantly, towards themselves. It must by now be clear to everyone in this Curia that we cannot hope to beat a nation that has no quarrels sending in impoverished illiterates, defenseless women and desperate children against imperial legionaires, and will not surrender as long as but a single citizen stands. While I remain a firm believer in containment rather than conquest of the japanese home island I must also face the facts. Even to drive the japanese from their continental positions will result in the death of almost all their people there, and hundreds of thousands of quendi troops. When faced with such a prospect I cannot help but wonder if the solution presented by Salzland is a neccesary one."

The chancellor paused for a minutte looking around the room. He was well aware that if he was to win the comming vote it would not be by oratory but rather by the deals his supporters was striking with the more moderate elements. Here and there he noticed senators associated with himself of the Imperial House of Alcedina strike bargains with immoral men and women. Ministries would be gaining new ministers within a short time, large amount of campaign funding would be donated for years to come, even bribes and extortions where used. How he hated the corruption of the Senate. Yet here he was sponsoring it.

Shaking his head in disgust the chancellor continued. "Yet considering all of that, all the sufferings that will be the result of a more conventional invasion and all the quendi lives it will cost, we must not forget who we are, or where we come from. We are the children of Eru, commited to freedom, peace, justice and equality for all of mankind. Never have we ordered a nuclear strike against an enemy, never have we given up our belief that all beings under Heaven are inherently good and benign. We cannot be part of an attack that violates both our morals and our laws, nor shall we ever. But no more can we, by military force, turn on an ally to prevent them from doing so. Our honor, as children of Eru, does not allow us such an infamous act." He spoke, noticing begining support in the eyes of his colleagues.

"As we cannot attack the dystopians, nor use military power to prevent Salzland from doing so we are hence left but one solution." The chancellor continued. "Senators, Quendi, Countrymen. In the most holy name of the People and Senate I ask you to lend me your support to officially condemn any nuclear attack through diplomatic means. That shall be our response, and it shall be our only response. No threats of violence, no blood oaths and no military deployment shall be undertaken by us. That is all we can do at this point. Thank you." The chancellor stepped down from the podium with a low bow, to polite applause.

"Those in favor, please stand." The Princeps Senatus declared, once all senators had found their seats, ready to cast their vote. The chancellor gasped as the senators stood up. There was no majority. "Forty two votes in favor of the proposal by his excellency the Supreme High Chancellor." The Princeps said, her voice revealling no emotion despite the fact that she herself had been amongst those standing. "Those against, please stand." She ordered. A number of senators, that seemed similar to the one in favor, stood up. After a short count the Princeps, a small smile on her lips, declared. "Thirty nine votes against." She continued to count the nineteen abstaining senators but Telcontar was paying no attention. It had passed, barely, and he didn't even know if he was happy about it.

"The proposal has the required plurality and is hereby passed. The Imperial Senator hence orders the Centralized Government to undertake the policy outlined by the new act. Pending the decisions by the People on nuclear warfare against the GEIJD the Most Serene People's Empire of the Quendi Nation and the Greater Amanitte State shall condemn nuclear attacks on the GEIJD. We are adjourned." The Princeps declared.

Understanding the sentiment that nuclear warfare may prove the only solution to the current war against the GEIJD, and symptahizing with the hostility of the Armed Republic towards GEIJD the People and Senate none the less wishes to express its firm opposition to the decision by the Armed Republic to utilize nuclear weaponry against the GEIJD. The People and Senate abhors the very notion of a nuclear war and, despite unyielding respect and admiration for the Armed Republic, must condemn any attempt at a nuclear strike against any nation in the world. The People and Senate begs of the Armed Republic to abandon such a policy, and wishes to point out that even if an attack by the Armed Republic manages to take out the second strike capabilities of GEIJD the country, even if we can't fathom why, has supporters and allies that may respond with nuclear assaults of their own against the Armed Republic. The People and Senate holds that the decision of the Armed Republic is both morally abominable and militarily risky. Should the Armed Republic however decide to go ahead with its policy the People and Senate asks that Taiwan, on which many quendi troops are stationed, the vicinity of Geraldton, Australia, on which quendi troops has made landfall, and any ships of the japanese navy closer than 100 kilometers from quendi adversaries (or 50 kilometers should the Armed Republic use cleaner weapons with low radiation) be excluded as targets.

This being the decreed will of the People and Senate of the Quendi.
