The time has come for Western Cuba. History is in the making. The communist regime is over, Makarov is dead (believed to be) and the country has been occupied by the Matthew Islands, and Reformed Britannia. However though a Constitutional Referendum was promised. With the people voting for there form of government.

Two options have been given to the people of Western Cuba. The first being a Republic, which was once the type of government for Western Cuba. Until it was overthrown by the communists. Ricardo Velez is leading the Republican Committee in there effort to turn West Cuba into a Republic.

The other option is a Monarchy. Which is the dark horse candidate. For this constitutional referendum. As it is a form of government never tested before in West Cuba. A royal family will be as difficult to find as it will for the Monarchy to be possibly be chosen as West Cuba's new form of government. Abrahan Reyna is leading the committee trying to turn Western Cuba into a Monarchy. However does the people supporting it and other monarch nations have the commitment to draw in votes for the Monarchy?

First off for the constitutional referendum will be International Endorsements. Will your country support a republic or a monarchy?

Some OOC: If you post in the poll please make sure to post in the thread to keep it running. Also International Endorsements are an important part in IC and OOC. As it will bring a large impact on my deciding if Western Cuba will be a Republic or Monarchy.

Official Communique of the Imperial Republic

To whom it may concern:
We, the Imperial Republic of Cyrupe and her people vote for the nation of Western Cuba to revert back to the republic it had assumed before the communist overthrow of the government. While relations between the Imperial Republic and Western Cuba have become rocky in recent years, namely with several wars against countries such as our primary mutual defense pact partner, Reformed Britannia; however we are willing to make full amends and begin anew with a republic in power of Western Cuba.

Should the Republic be chosen as the official and true government of Western Cuba, the Imperial Republic of Cyrupe pledges at least two billion Cyrus for reconstruction and development of the infrastructure of Western Cuba over a period of three years. These funds would be closely monitored to ensure they do not fall back into the hands of those undeserving and using such funds only for their own personal gain but otherwise would remain free for usage by the government of Western Cuba in infrastructural development as it sees and believes to be fit.

Trade shall also be continued by the Imperial Republic should the Republic be chosen as the winning party, permitting Cyrupean merchant vessels to visit Western Cuba for the first time since the communist government overthrew the former Republic of Western Cuba. Teachers, construction workers and various technicians of all different fields of practice can be sent over at request to further help bring Western Cuba into a much more advanced state of technology and to have the knowledge-based backbone to train its own future technicians of those fields.

We sincerely and absolutely put our support behind the Republic of Western Cuba and shun even the passing thought a monarchy could be installed in a country where such a government is clearly not the solution.

Communique from the Kingdom of Belfras to the interim government of Western Cuba, our beloved neighbours.

Good evening.

Before I state what the Kingdom of Belfras is voting for allow me to explain the answer first; The Kingdom of Belfras works as a monarchy because the Royal Family themselves have been around for hundreds of years and has a certain amount of stability. The monarchy remain popular and should the unfortunate event occur where the people want change in our nation the King himself has pledged to abdicate to allow Presidential elections.

The Kingdom of Belfras,perhaps oddly, votes for Western Cuba to become a Monarchy. We vote this way because we feel that a central family would pull everyone closer together during times of hardship where someone will have to make tough choices. And the toughest choices can be made when your job is not at risk, as our own Monarch - His Highness James Achilles has unfortunately learned in recent years.

However, while an International referendum is indeed a good thing. The people themselves should get the final say, as it is their futures that is at discussion.

The Government of The Matthew Islands has cast its endorsement for a monarchy. This may seem slightly suspicious considering that we are one of the nations Occupying Cuba. However, we wish to make it clear, that whatever the outcome, we will maintain close diplomatic and trade relation with Western Cuba, and are committed to rebuilding the nation into a more free and stable state.

As to why we endorsed a Monarchy, we feel that it is a stable and solid government form, which if properly governed with a Constitution can prove to be extremely beneficial to a nation. At a crucial time like this, we feel that this is what a nation like Western Cuba needs.

Firstly, we'd like to open our communique by stating that we, the Imperium Antiquus, have watched the drama in Western Cuba ever since it began back when Reformed Britannia and The Matthew Islands first unleashed themselves upon the communist regime. We always planned to get involved, but the operation never got in place due to the internal affairs of the Imperium and of the foreign affairs with alliances and other states, we didn't feel it best to get into that conflict. Maybe it was for the best - to not spur anymore destruction.

Regardless, we're happy that Western Cuba is saved from anymore dictatorship of the communist kind. We're in fact in operation of removing other communists from soverign lands - who, not surprisingly, went against a very large agreement which we thought would end our troubles with communists. We're usually accepting of most ideologies, though communism doesn't seem to sit with us anymore. Though it never did in the first place, so there's no point in complaining, hmmm?

The Imperium Antiquus would like to state that it puts its endorsement towards a Monarchy being instituted, on the basis they are a positive image for most nations and brings out a lot of national pride in people, and can secure one sure path for a nation more then electing diffrent parties can; because it ends up sending a nation down diffrent routes most of the time. However, I do respect democracy fully and still think it is able to be instituted in monarchies, even absolute ones like ours. How is up to you, be it with a parliment, or the right for people to vote on every law preposed - it can work somehow.

LET IT BE KNOWN that the government of His Imperial and Royal Majesty King Robert II is strongly in favour of a republic being installed in Western Cuba. The Britannian people have fought long and hard to remove one autocrat from power, and the crowning of a new despot in Western Cuba would not be met with enthusiasm within the Commonwealth. However, if the monarchy is a constitutional monarchy, where the real power lies in the hands of an elected legislature, then the monarchy will have our support.

Should a constitutional monarchy be decided upon, and should Cuba find itself in want of a monarch, then His Majesty would be willing to allow himself to be crowned monarch of Western Cuba. However, His Majesty has no desire in being crowned king if the position is too powerful, as he believes strongly in the democratic form of constitutional monarchy, and would only be able to make periodic visits to Cuba.

However, the opinion of Parliament still stands-we favour either a democratic constitutional monarchy or a republic. Neither the Prime Minister, his cabinet, or any of the other MPs would be terribly impressed if another autocratic dictatorship were to rise out of Cuba.

In light of past conflict with Western Cuba that has mainly been confined to Diplomatic antagonism, the nation must react with a certain degree of trepidation regarding any form of regime change; if such a regime is not friendly nor ideologically compatible relations may deteriorate further; unfortunately as the occupiers are neither of the aforementioned conditions it is unlikely that there will be any reconciliation between the two nations, considering recent movements to incite civil strife within our nation we are cautious in dealings with other nations as inherent state enemies may in concert with any potential diplomatic partner. Exchange with other nations has markedly decreased as the nations focus once more moves towards solving internal problems of stability and removing those who are non-compliant or are inherent state enemies. As such any form of endorsement for either regime which are viewed as non-friendly regimes will not be forthcoming as such we condemn those who wish to make East Klent a haven for those who may oppose our nation and those who might act in a malevolent manner towards our nation. We remain as ever friendly towards any form of economic transactions, however as our nation has grown any form of conflict can now be sustained by our own internal resources, as ever our enemies force there own fate by there own belligerence. Greetings, Western Cuba. We in New Kaledor have observed your struggles against the corruption of the oppresive fromer communist regime. We recognise that at the present time your country and your people stand at a crossroads: you face a choice between monarchism and republicanism.

After a parliamentry debate, His Majesty's government fully supports the position of Monarchy. We beleive that at this stage, where democratic institutions do not as yet exist, a republic would prove disastrous. An elected head of state would polarise the nation politically when it most needs unity: creating widespread discontent. A president in a country that has not yet relearned its lost democratic traditions, already looking at preserving himself in office, would be increasingly open to populims and corruption. The combination of these two forces could succeed in returning Western Cuba to despotism.

A monarch on the other hand, is above partisan politics. They provide unity and a rallying point for the whole nation. As they are not constantly looking for re-election, they are better placed to make decisions to improve their country's long-term prospects. The system of hereditary succession reomves the potential for a power vacuum which could result from the removal of a tyrannical president or as the result of a disputed election. We beleive actual legislative power should rest in an elected Parliament, and executive power with a government drawn from the majority party or parties in that Parliament. However, we beleive a gradual transition of executive power from monarch to elected government should take place: this must be gradual process, as local parties and institutions need time to fully develop. The world is littered with examples of states that failed because they were not allowed this time.

Should Western Cuba choose to become a Monarchy, and in the absence of an indegnous royal or noble family, we offer our Princess Rowen to be your Queen. She posesses the royal virtues of dedication, integrity, intelligence, empathy and oratory: as well as being charming in person and considered beautiful throughout the kingdom. As well as this, New Kaledor will reduce or abolish import tariffs on Western Cuban imports, while declaring free movement of people between our two countries.

Dear the Committee Leaders of Western Cuba,

The Empire remembers as if it was just yesterday when Itailia and Western Cuba were fighting off the hordes of Nitom and Khoratan soldiers on the continent of Alcase. The close and cordial ties have developed over the many years, nay decades, that the Empire and Western Cuba have enjoyed peaceful and fruitful relationships, milestoned with Cuba joining the Itailian-founded JSF. While the Empire was unable to participate in the recent armed conflict with Western Cuba, we would have as always backed the people of it's nations, for the people guide the shining star of destiny and fate for any nation, be it Empire, Republic, Kingdom, whatever.
As such, the Empire nor the House of Vinci does not wish to press it's own views on Western Cuba. Nay, we say let them choose for themselves. We however, pledge on our honor and our ancestor's honor that whoever or whomever the people chose, provided that it is not an bastion of evil, the Empire will back Western Cuba has it has in the past. The people of Western Cuba thank you for showing your interest in the country's constitutional referendum. Therefore we announce the ending of International Endorsements. According to the results it shows that the international world favors a republic. With 60% for, and 40% for a monarchy. We once again thank you for your time in voicing out your opinion on our new government and it will hopefully effect the people's vote.

Currently for the next two day's elections will be held in the provinces across Western Cuba. These elections will decide the new names of the provinces. Due to them previously being communist names. The province capitals, and the new capital of Western Cuba. As Vladgrad City is being scheduled for destruction. The new capital will either hold the republic or the King's palace.

If in a way the Monarch does win the Constitutional Referendum. Free elections will still be decided to find out the royal family. If the people of Cuba want a Monarch it will be chosen by them. Anybody can run to be the Monarch. Not to mention the President. The only requirements are.

Requirements to be President of Western Cuba

30+ years
Resident of the Country for at least 15 years
Native Born
Never to Committed Treason before
Never be sent to jail in a sentence larger or equal to 5 years
Not a Member of the Communist Party of Western Cuba

Qualify as the Royal Family

Must have children if older than 40 years old. This is done to make sure the royal family stays.
Not a Member of the Communist Party of Western Cuba
The King must be native to Cuba, his wife may be from where ever he chooses

If the person or family meets with these rules. Then they have permission to run for the president or the royal family.

The Results have been made for the Province Capitals of West Cuba, and the new capital. Listed below is the results. Take note these are new names of the cities being selected. Except for Havana. For the cities were previously named after communist sources.

Capital of Western Cuba: Havana City won with 72% of the vote

Capital of Segovia: Tumbes won with 35% of the vote
Capital of Valladolid: Ica won with 23% of the vote
Havana: Havana City won with 98% of the vote
Badajoz: Ovalle with 48% of the vote
Matanzas: Rengo with 62% of the vote
Cienfuegos: Cardenas with 31% of the vote
Lugo: Trinidad with 67% of the vote
Zamora: Nueva Gerona with 51% of the vote

With these results this makes the end of the second part of the Constitutional Referendum of Western Cuba. Now up next is the biggest part. In which the people will pick a Republic or Monarchy. On Tuesday there will be voting for the provinces of Segovia, Valladolid, Havana, and Badajoz. The next day voting will begin for the other four provinces, and on Thursday the results will be announced.

Constitutional Referendum Results

The time has come and all 8 provinces of West Cuba have voted on the new government. In order to win the form of government must win 5 of the 8 provinces. If there is a split between the provinces with each form of government winning 4 each. The tiebreaker will be the popular vote. Here are the results for each province.

Segovia: The Republic wins with 78% of the vote

Valladolid: The Monarchy wins with 55% of the vote

Havana: The Republic wins with 85% of the vote

Badajoz: The Monarchy wins with 64% of the vote

Matanzas: The Republic wins with 92% of the vote

Cienfuegos: The Monarchy wins with 55% of the vote

Lugo: The Republic: wins with 62% of the vote

Zamora: The Republic wins with 72% of the vote

With the Republic winning 5 of the 8 provinces to the Monarchy's 3 it is here by proclaimed that Western Cuba will become a Republic, presidential elections will be held soon and a constitution will be drawn up.
