Nations of the world,

It has been a long time indeed since the far-off days when free peoples could live their lives without fear. There was once a time when free states were considered to be the very epitome of civilisation, providing their citizens with the right to self-determination and self-government, alongside many civil liberties that other nations' citizens went without. Yet this was a time when said free states were either more numerous or more active internationally than the authoritarian dictatorships and fascist empires which now seemingly overrun the face of the earth.

The very existence of free peoples everywhere is threatened by the hives of tyranny which-seemingly overnight-have begun to sink their claws into the smaller free states, doubtlessly trying to bring down the young and the weak as opposed to the strong. It is in light of this appalling situation that the Polaris Initiative has been formed.

In the interests of protecting the sacred institution of democracy, of preserving the liberty that free peoples everywhere enjoy, of keeping the truth afloat amidst a squall of lies, and of bringing justice to the tyrants who would stamp out the very existence of the free world if they could, Polaris has been created. We shall stand alongside our member-states like a great bulwark of freedom, safeguarding against the torrential downpour of tyranny that would threaten to sweep all we know away in a maelstrom of oppression, slaughter, and fear.

The member-states of this alliance, therefore, pledge to uphold the values of democracy and freedom, to support other member-states in times of war, conflict or hardship, and to forge strong bonds of friendship during times of peace, in accordance to the constitution of this organisation, which may be found below.


CONSTITUTION OF POLARIS

MILITARY

I. The member-states of Polaris do, first and foremost, pledge to uphold the sovereignty of each an every member-state within the alliance, whether it be through military or diplomatic action.

II. In the event that war is declared upon one member of Polaris, the other member-states are expected to mobilise and treat this as if it were a direct attack upon their very own nation.

III. No Polaris member-state shall take military action against another Polaris member-state, under any circumstances.

IV. An all-volunteer force, henceforth known as the Polaris High Readiness Force, shall be formed from volunteers from the militaries of member-states. PHRF troops must be fully mobilised and ready for deployment within five to ten days. The PHRF will be headquartered in Rostgard, Salzland.

V. A second force, henceforth known as the Polaris Gendarmerie, shall be formed from volunteers from nations' police forces and military police. Their duty will be to assist in crisis management either within Polaris states or abroad. The Gendarmerie will be headquartered in Salisbury, Britannia.

VI. The Polaris fleet, henceforth known as the Polaris Naval Battlegroup, shall be funded directly from the Polaris treasury, and crewed by volunteers from other nations' navies.

VII. In the event that the Senate should declare war upon a nation, all Polaris members are expected to mobilise to meet the threat.

VIII. The nations of Polaris must brief their forces in the usage of the Polaris standardised brevity code, to ease in coordinated military operations between member-states.


ECONOMICS

I. The nations of Polaris must provide approximately 1% of their annual government budget to Polaris yearly. This money will be directly wired to Polaris' treasury.

II. The member-states of Polaris must pledge to remove all tariffs between fellow member-states entirely, when it is possible. In the event that it is not, a message should be lodged with the organisation's current President informing them of the situation. However, tariffs placed on other member-states are not to exceed 5%.

III. The member-states of Polaris must pledge to not undertake an action that could result in a significant economic downturn in a fellow Polaris state, such as aggressively selling currency reserves.

IV. Polaris nations experiencing an economic downturn may apply for a bailout. If the economic situation is deemed serve enough in that nation, then adequate funds will be transferred from the Polaris treasury to the afflicted nation in order to remedy the situation. Misuse of these funds will, of course, result in disciplinary action.

ADMINISTRATIVE

I. Polaris will be headed by a Senate consisting of five representatives from member nations. Senators will be elected for 4 month terms.

II. This Senate will be democratically elected by the member-states of Polaris.

III.The Senate's purpose will be handling the administrative duties of Polaris, whilst also deciding on issues such as declarations of war, the expulsion of member-states from Polaris, and the application of sanctions against nations. Issues will be decided by a simple majority vote.

IV. In order to apply for Polaris, nations must issue a communique to the alliance. Once this is done, a reviewing process will begin that will determine whether or not the nation will be admitted to Polaris. Nations must be full democracies or an equivalent with a reasonable degree of personal and political freedoms in order to be admitted to Polaris. (OOC:Issuing some form of communique is mandatory for admittance now, as it allows your RP skills to be judged fairly well.)

V. Said communique must be issued in tandem with the relatively small application form outlined below:

VI. Upon application, a sovereign state pledges to abide by the rules and conventions laid down by this constitution.

VII. The system of admission to the alliance is as follows. In regards to new applicants, all full members have one vote, which can either be registered as an 'aye' or a 'nay'. All full members may vote as they see fit in regards to new applicants, and on the potential upgrading of provisional members to full members. Voting on new applicants will be held within a one-week timeframe, and if one third of all full members vote 'aye' within that time frame, the applicant will be admitted. Similarly, if one third of all full members votes nay, the application will be denied. Applicants may re-apply after two weeks.


VIII.Applications for membership may be accepted as provisional members of the alliance. This means that they are officially considered a 'part' of Polaris, but cannot send troops to assist the PHRF or personnel to the Gendarmerie and may not hold Senate seats. This is normally due to concerns regarding a state's stability, and will likely be changed at a later date.

The Autocratic Federation would like to be considered for membership of the Polaris Initiative.

The current political system of the Federation is the system of Autocratic Federation, in this system the Caput Mundi (or leader) is elected every 10 years from a list of 5 candidates, the elections are held using the Alternative Vote System. (OOC: Full details are in my fact-book, under section 4.)

The Federation operates a limited mixed economy, the government has complete control over the Defence and law enforcement industry's but will intervene in other parts of the economy when and if the public interest needs to be protected. (i.e: nationalising a company to protect jobs.)

The economy of the Federation has just been voted into the Top 5% of the region (Lazarus) for Fastest-Growing Economies (last census: Top 10%) and this shows that the economy of the Federation is rapidly growing and very stable. There is a lot of room in the economy for foreign investment.

The Federation is also very stable politically and militarily, there have been no attempted coups against the government of the Federation which shows just how stable the country is politically. The military of the Federation is not currently involved in any military action in another nationstate and the government of the Federation always weigh up all of their options before the Federation commits to any military action. The military is small but very well equipped, the Federation is always keeping a eye on military storefronts to acquire the Domestic Production Rights for any equipment that the military of the Federation will need.

The Autocratic Federation wishes to join the Polaris Initiative to:

o: Build important diplomatic relations with other nationstates.
o: Play a active role in protecting other less fortunate nationstates from rogue nationstates which wish them harm.
o: Help liberate other nationstates from tyranny and install representative governments which will value the views of the poeple which they are meant to represent.

While the directors of Polaris can appreciate the time that the nations of Chadacian and Xyliod have taken to apply, their applications will have to be denied. The nation of Chadacian has been denied for several reasons, namely that the directors do not believe that admitting an imperial nation that seeks to join the alliance purely to further its own influence rather than defend the ideals of democracy would not fit in well with the ideals of Polaris. The application from Xyliod was denied due to the apparent lack of true democracy in that nation, which also would not be in line with Polaris' ideals.

The Imperial Kingdoms of Goober Kingdom has, and wishes to continue, a strong relationship with most member countries* and we hope to continue by following in the footsteps of our “big brothers”, so to speak.

We also, however, wish to notify you that our country has a marvelous “Democracy First” campaign. Before entry into their position of power, all Kings are instructed that if they people say so, they are to be taken out of office as the people elect another King and Royal Family. Under our current King, King Robert Narvos, we have now ensured that this policy is a law, and was passed by the United Parliament 5 months ago.

Our economy, not the best in the world, nor the worst, is valuable to both us and nations immediately surrounding us. Our economic system is capitalistic, yet somewhat socialist. It may sound confusing, but it does indeed have an easy explanation. All citizens have the right to pursue entrepreneurship, yet a good portion of their profits go to the government. The government, however, has to return the favor by ensuring prices remain low and to give rather large rebates twice a year. During war time, a 5% increase of the profit tax is added and rebates are given once a year, as the government needs to pay for the war. After the war is gone and all debts are repaid, the government then distributes 4 rebates a year all at the normal rebate price. This economic system works well for our current population of just under 2 billion, approximately 1.85 billion citizens.

The GK is a proud member of the World Assembly, and also abides by all rules and guidelines passed by the General Assembly and recognizes all condemnations and commendations given by the Security Council. We also are proud to inform, although there are indentured servants who receive equal rights and treatment, there are no slaves in all 7 of the Imperial Kingdoms.

Although proclivity and rhetorical wisdom urge the maintainence of nicities and amicable garrulousness in esteemed matters of diplomacy, I shall reiterate my previously and vocally demonstrated assertion that sincerity, frankness, and overt intentions are likewise a vital component of international diplomacy. After all, integrity and virtue console the ally, while deceit and treachery invigorate the enemy. Thus, I shall genially and forthrightly request the admission of Luciratus into your venerable organization. The laudatory qualities of the Republic are wide in girth and commendable in strenth. Primarily, we seek to conserve, at the very least that is, an egalitarian system which entitles every citizen to equality in regards to economic opportunity, political authority, social achievement, and happiness. No wanton or uneccesary discrimination exists towards individuals on account of their gender, religion, philosophy, age, skin coloration, sexual orientation (so long as consent may be offered), class, or profession (so long as said profession remains legal within our borders). Thus, an individual could state that our republic offers extensive liberties to the general citizenry, or, as our young, charmingly anarchistic, amoral, and nihilistic Secretary of Foreign Affairs might quip: "the state oppresses each individual equally." I hope that you shall find no fault so horrid as to deny us entry into your esteemed organization, although faults most certainly exist.

In regards to our motives for compacting with your organization, our most sincere and respectable goal is to champion the ideals of the Enlightenment, most especially democratic government by the consent of the general citizenry and the concept of social contracts. This world has become increasingly unable to control. Chaos is consuming it as many nations rise up and try to claim power. In order to do so, some of the leaders of these nations forget about the will of their own people and become easily corrupted. There must be a way to contain authoritarianism before it is unleashed upon this world.

And so it is with great interest that we come upon this Polaris Initiative. It seems to be right and cause and it is run by an ally in Reformed Britannia. Therefore something much manifest from our interest and so we submit the following application for review.

Political System: A republic by most definitions. The Pagoda is considered to be the legislative body. Its members are elected by the people. The 1st level is elected by district, the 2nd level elected by county, and the 3rd level elected by region. Thusly, the Pagoda is structured in its own form, with its 3rd level members having the most power over the whole Pagoda.

The Circle is the judicial branch. They take the cases that will change the Freedom Document. The Circle is composed of 13 members who are each nominated by the top level of the Pagoda. Once nominated they must be approved by the President. Each Circle Member can be a member for as long as they want. The Council meets in intervals every 6 months, for 6 months. Each case is given 2 weeks before the judges make their decision. Their decision is written in the form of a document where they describe the reasoning for their decision. If a case is passed, then the Freedom Document will be amended.

The President is elected by a democratic process, with counting per person not by district. They are elected every 3 years and can be re-elected as many times as possible. Their main duties are:

Signing off on bills or vetoing;
Arranging diplomatic meetings with other world leaders;
Being a role model for the Obamacainese people on the world stage;
Managing the mobilization of the army along with the Secretary of War;
Appointing Secretaries to open positions;
Approving New Circle Members after they get nominated from the Pagoda

Economic System: Capitalism with some government regulation/Mixed economics
Population: 2.286 billion (according to my nation page but I usually RP with less)

OOC: It should be noted that John Duck is slowly drifting to a more authoritarian mindset but is trying to showcase himself as a freedom fighter. Also we techincally still have a city on our main land that is owned by rebels but we like to try to keep information about that from getting out (though inevitably it will)
