The Charter of the Unified Coalition of Sovereign States
Here are placed Rules & Regulations, set in place by the two Founding Nations of the U.C.S.S. the 27th of April 2011.
1. Structure of the U.C.S.S.
1a. The U.C.S.S. was founded by the two Nations of
Sans frontieres and
Globexanter. These two shall be classed as Founding Nations. They keep the control to not allow a U.C.S.S. Resolution to pass if they both deem it unacceptable.
1b. The U.C.S.S. is controlled by a maximum of Five MoC (Members Of Council). Only large Nations with experience with the International Community may take up these positions. Each MoC has a definite sector they command: One MoC commands the U.C.S.S. Military Defense; one commands the Aid & Support; one commands the Internal Affairs; one commands the Economics of the U.C.S.S.; one commands the Diplomacy/Foreign Affairs of the U.C.S.S. New MoCs are voted every four months.
1c. Before joining, Nations must first enter the state of "Trainee". This rank ensures the Council and the Founding Nations have time to evaluate the Nation
(OoC: Reason to test your RP'ing skills) before fully testing the Nation to then pass them to the state of Full Member. See Part 2 of the Charter for more information on these matters.
2. States/Types of Members.
2a. The highest type of Member a Nation can receive is the Full Member state. Full Members are permitted to assist Emergency U.C.S.S. Meetings. Full Members are subject to a tax, they are also permitted to request and official U.C.S.S. Loan if they fall into an Economical Crisis.
2b. "Trainee"'s is a state any Member must first pass before passing into the state of a Full Member.
(OoC: OoC Reason, this is to test your RolePlaying skills before giving you a final RolePlaying test). There is a maximal of four Trainee's at all times.
3b. The state of Observer is a state normally given to Nations of Alliances of whom exist a relationship between them and the U.C.S.S., to participate in diplomatic talks and to examine the current on-goings of the U.C.S.S.
The state of Observer can also be given to Nations whom are thinking of joining the U.C.S.S., allowing them to evaluate the U.C.S.S. before request to join.
3. The U.C.S.S. Defense Military.
3a. Missions are requested to start and planned by the MoC currently in charge of the U.C.S.S. Defense Military. In order to permit a Mission to commence, a vote must be held and finished with over 50% Approval rate. Only Full Members can vote for Missions. Full Members whom have voted For a Mission are therefore forced to send a minimal of 10,000 Troops, Full Members who voted against the Mission are not enforced to send troops.
3b. If a member of the U.C.S.S. is attacked by a Nation of whom had kept a Neutral state (and the member had not first attacked), Full Members are forced to deploy a minimal of 10,000 Troops each if the attacked Nation deems this needed. Full Members are not permitted to not send Troops in the above defined matter. Full Members and "Trainee"'s hold the right to request U.C.S.S. military intervention in this case, Observers do not.
3c. The MoC whom is currently in command of the U.C.S.S. Defense Military holds the right to purchase Military Hardware in the aim of defending Full Members and Trainee's of the U.C.S.S. using U.C.S.S. Tax money. All major purchases costing over One Billion Universal Standard Dollars must first we granted by the Full Members of the U.C.S.S. by a private vote, again, a majority of voters must Agree to the purchase in order for this to be granted.
3d. In the event of the U.C.S.S. being declared War upon, Full Members and Trainees are therefore forced to deploy troops in order to defend Nations first targeted by the Enemy force. Failure to do so shall result in the expulsion of the U.C.S.S.
3e. In the case of a Full Member having declared War on a Nation and this War turning against the Full Member, the Full Member is permitted to call for U.C.S.S. Military Aid if he provides to the MoC and the Founding Nations his reasons for needing to call into the stage of War U.N.C.S.S. Troops. If the Full Member fails to justify his reasons, the U.C.S.S. shall commence to send in official Diplomats to attempt to evaluate the situation and attempt to halt the War. Trainees and Observers cannot call for U.C.S.S. Military Aid.
4. Views on Ideology and Religion
4a. The U.C.S.S. accepts Nations of any Ideology and of any Religion to apply to join as a Trainee. A "Don't Ask Don't Tell" program is in effect. This applies that the U.C.S.S. will not ask any questions on the Ideology or Religion of a Trainee, a Full Member or an Observer upon them joining.
4b. The MoC and the Founding Nations of the U.C.S.S. shall not tolerate Full Members, Trainees and Observers of whom criticize the Ideology or Religion of other Members. This shall result in a warning, or in severe cases, a meeting to decide the expulsion from the U.C.S.S. the Nation whom criticized the other.
5. Diplomatic/Foreign Affairs Section.
5a. The MoC currently in command of the Diplomatic/Foreign Affairs section of the U.C.S.S. holds the power to either request non-aggressive pacts and alliances to Nations and other International Groups. The MoC in question will also be expected to take in questions and answer these correctly of the non-members/Observers about the U.C.S.S. as accurately as possible.
5b. The MoC in command of the Diplomatic/Foreign Affairs section of the U.C.S.S. may decide to halt non-aggressive pacts, trade pacts and alliances with Nations/International Groups in the case of an official complaint by a Full Member of the U.C.S.S., in order to halt these a majority of voters must Agree for the halt.
5c. The Diplomatic/Foreign Affairs section of the U.C.S.S. will also be responsible for supplying Diplomats in the need. These Diplomats shall attend International Summits/Meetings of importance to the U.C.S.S. and shall also participate in peace talks (if needed) in a War participated by the U.C.S.S. (see 3e.).
6. International Aid & Support Section.
6a.The International Aid section of the U.C.S.S. is controlled by an MoC. This Section is permitted to supply Nations in need (non-members of the U.C.S.S.) with Emergency Relief (natural disasters), food and water supplies, the permission to request diplomats (in order to attempt to halt on-going wars) and evacuation procedures. These are financed by the Tax money, if approved by the Full Members.
7. Internal Rules/Regulations.
7a. Full Members and Trainees are expected to obey and respect the following rules which apply to both of their member states:
- No Member (Full Member and Trainee) shall declare war on another Member.
- The Unified Coalition of Sovereign States shall not take part, commence or provide an Anti-Terrorist Mission or goal. Members experiencing problems with internal or external terrorist threats or attacks are expected to be able to strike back properly within the U.C.S.S. Charter.
- In the aim of complying with W.A. Resolution Banning Biological Weapons, the Unified Coalition of Sovereign States officially prohibits the use, the stockpiling, the construction and sale of any type of Biological Weapon.
- Weapons of Mass Destruction, Nuclear Weapons, are in a different situation within the U.C.S.S.. Members are permitted to stockpile, construct and purchase Nuclear Weapons, but they are not permitted to sell them. Nuclear Weapons are only permitted to be used on enemy Nations if the enemy himself had already attacked the Member with Nuclear Weapons (return strike scenario). Small 10kt charges are also permitted for Satellite Destruction missions.
- The use of Inter-Continental Ballistic Missiles is permitted, but with warheads consisting solemnly of Conventional Charges.
- The use of E.M.P. Weapons against Civilian infrastructure is banned and shall not be accepted by the U.C.S.S., in whole, the U.C.S.S. entirely discourages the use of E.M.P. Weaponss towards military targets as well. Members are permitted to use E.M.P.'s if they are attack with them.
- The U.C.S.S. is permitted to use psychological warfare, but discreetly. This also applies to members.
- The U.C.S.S. discourages the forced conscription of men into their Armed Forces. Acknowledging that some nations may need these conscripts in order to fight, also knowing that men whom have volunteered are more experience in the Art of Warfare and willing than forced troops.
8. U.C.S.S. Official Meetings.
8a. Meetings are held once a Month, there shall be discussed the future of the U.C.S.S., the repartition of the Tax money, the U.C.S.S. plans, internal/international affairs... Anything of which the U.C.S.S. finds of importance to the group and it's members.
8b. There are two types of meetings:
- Standard Meetings. These happen once every month, they are assisted by the MoC and the two Founding Nations. They are held in the Capital City of each MoC following their order of joining. The hosts are expected to supply a meeting room, accommodation and living areas for the aides and representatives sent along to the meeting and a Security Force for the entire process. If the Standard Meeting is classed as unimportant, non-MoC's can also assist.
- Emergency Meetings. These meetings can be called by MoCs and Founding Nations at any time. They are to be held in the Nation of the MoC itself. Full Members and Trainees can also assist this kind of meeting. These are normally called to discuss military action, or other problems of great importance.
9. The Economics of the U.C.S.S.
9a. The U.C.S.S. requests that each member, Full Member and Trainee, pass to them each Year 1% of the G.D.P., regardless of the Economic power of their Nation or their size. This Tax collection funds the many Sections of the U.C.S.S., it is mandatory to keep the U.C.S.S. alive and to defend it's members.
9b. If a Full Member falls into Economical Crisis, he may request an official loan from the U.C.S.S. in order to repair his economy. The duration of time this loan can pass without being repaid can be chosen by the MoC in command of the Economics Section. These official loans are only given in the aim to repair the Economy of a member, nothing else.
10. Respect of the Charter.
10a. Full Members and Trainees are expected to respect and obey the entire Charter of the U.C.S.S., which was created after many conversations by the Founding Nations.
10b. Failure to respect/obey the Charter shall result in a final warning being given to the nation whom broke the Charter's regulations, upon his second warning, he shall by ejected and banned from the U.C.S.S.. If the failure is classed as much more important than a single warning, an OoC meeting shall be held on either to eject and ban the Nation who broke the Charter Regulation or to keep him.
