For the sake of brevity (or perhaps just because I'm lazy) all attending delegates are present, therefore, you do not need to RP their arrivals. Oh, and this was my 100th post. Cheers!

The official congress of delegates was to take place in the old Ministry building, in South Orferey. The ornate Ministry complex housed the offices of all primary Ministries from 1921 to 1989. She was a historic marvel of the Repulaean Republican system. A sight to behold. Since the days of old, however, it had been replaced by a larger construction, closer to the government district. The building was now used as a housing for the Ministries' subsidiary departments, a far less capital detail for a once treasured building. Her top floor, the 17th, had its decorated meeting hall reserved for international conventions when such space could be found nowhere else. Its capacity was great, the massive room spanning nearly two thirds the area of the entire story. Here, in that very room, the Ancot Accords were to be underway.

Flags drapped from each belligerant's respective seating sector, conveying their place of origin. The massive oval table, finely carved of pure cyprus, welcomed the representatives of each attending nation. Vast numbers of honor guardsmen were posted in and around the city block, due to the President's presence at the conferance. President Andrew Barr, of Repulaea, sat at the head of the table, as customary with either the mediator or the host nation. He acted as Repulaea's chief delegate, representing his nation's interests to his fullest capacity. His 7 diplomatic aids and 9 secrataries and ministers were seated around him, guards dotting every corner of the room. In each corner and upon the walls rested camaras of the international media, eagerly awaiting the results of the accords.

As aids finished passing out glasses of water and fine wine to each of the representatives, President Barr stood to formally begin the conferance. The room was hushed.

"Thank you all for joining us here in our nation's capital city, Ancot. Unfortunately, the conflict in Kazakhstan Krai has not permitted us to meet under more peaceful circumstances. As you all know, we have congregated here, in this place, to discuss the possibility of peacefully ending the current conflict in the Greater Russian territory of Kazakhstan Krai. For nearly two weeks now, the region has been highly contested by Russian and insurgent forces, which has prompted superpowers of the world to take military stances for and against certain factions. This has converted the region into an unstable political and military quagmire, costing the lives of and estimated 1,000 plus soldiers and perhaps even more innocents. This cannot be allowed to persist. That is why, ladies and gentlemen, we have assembled here today. Our hopes for peace can be met or broken here and now."

Silence persisted for several minutes only to be broken by the sounds of suffling papers being handed to President Barr. He fixed his glasses on his face after finding the correct sheet and resumed.

"Now here I have the Allied terms for peace. Please refer to the maps in front of you in case these terms invoke some unfamiliarity of the region in you. Also, due to the Insurgents' lack of delegation at this time, the representitive from Bothnia Minor will be allowed to speak for their interests on their behalf. The Greater Russians are also welcome, of course to object or to add to any points made in our treaty since they have yet to voice their own wishes in the matter. Our only proposal on the table, thus far, is for separation of Kazakhstan from north to south. Other suggestions are welcome." He cleared his throat. "So, the following is the general list of allied terms for peace:

Allied Terms of the Ancot Peace Accords

I - There must be a complete and total stoppage to hostile military action upon agreement of these peace accords, thus officially ending the war in Kazakhstan Krai.

II - Upon agreement of these accords, all supporting forces foreign to the Kazakhstan Krai region are to withdraw respectfully unless asked to do otherwise by the local governments.

III - Reparations are to be payed in full, by Peace for Men, Repulaea, and Bothnia Minor, for the many civilian damages caused during the Battle of Aktau.

IV - To settle a peaceful end to this conflict, the region of Kazakhstan Krai is to be devided thusly; the rebel supported provinces of Mangistau, Kyzylord, South Kazakhstan, and Zhambyl will be allowed to seceed peacefully to form their own independent state and government. All other provinces, primarily loyal to the Tsar, shall remain under the sovereignty of Greater Russia.

V - Any and all prisoners of war that still remain in their captors' hands are to be released to their respective nations upon the resolution of this agreement.

The President relinquished his spectacles, setting them on the smooth cold table. He looked to his gracious audience. "Delagates of the congregation," he began firmly, "what say you?"

Foriegn minister Zhukov looked around the room at the men assembled in front of him. He listened to the terms and he felt that they were fair but there was one thing that made him wonder a bit, "Reperations for the damage to Aktau? Peace for Men can not afford to spend money on such a large scale at the moment due to economic change in country. But we are willing to send a company of engineers to Aktau to help in rebuilding efforts. If that is statisfactory to the other nations here."

Foriegn Affairs Official Nikolas Popayev looked over the documents. "The rebels are seeking independence, they are I admit, quite extreme. However, I find these terms acceptable for Bothnia and the rebels. Seeing their stance however, I am curious, what if the rebels continue their push? What if this turns into a civil war within the Kazakh Territory. If so I'm afraid that since Bothnia is against Russia's position, there is a great chance that we would enter the new conflict. Should we create some sort of DMZ? And what of the other two territories that have been plagued by the seeds of the conflict?"

President Barr held up his hand and stood.

"Firstly, Mister Zhukov, if you wish to agree to the allied terms, Peace for Men compensation must be payed at some point. However, to avoid prolonging this debate, I have a generous offer that you may find suitable. Repulaea will take on the PFM compensation sum of $1.2 billion USD standard dollars to be paid in full, along with Repulaea's share of $1 billion USD. We do, however, expect Peace for Men to pay their debt dues to us within a very generous standard of two years time. Should the debt not be made in the alloted time, it shall increase by $500 million USD per year. I hope this shall be acceptable."

President Barr then turned to the Bothnian representative, seated far across the table from him. He projected, slightly, for the sake of clarity.

"As for your comment, Mister Popayev, no good can come of such an occurance. If the rebels were to continue hostilities, as you have so gravely pointed out, they would be in direct violation of the first clause of this agreement, would they not? Therefore, they would be considered rogue belligerants that do not concern the Bothnian government. Should Bothnia Minor choose to aid the newly founded rebel nation in further combat actions, even after the treaty is signed, she, too, would be in violation of these accords and supliment to immediate punishment. Upon this agreement's finilization, there must be an immediate halt to hostilities and all supporting nations should withdraw from the region."

The President took a long breath as the room fell silent temporarily. He spoke in a solemn tone as he noticed an empty chair directly under the Tsar's colors.

"Before we continue, I feel it is necessary to address Greater Russia's involvement, or should I say, the lack thereof. Since the ignition of this war, nearly two weeks ago, the Russian government has fell into isolation caring little to fight her own war in Kazakhstan. Though I do not openly convey my anger in full, this infuriates me beyond all measure. Russia's lack of participation has cost the lives of many Peace for Men soldiers, all of whom gave their living souls to defend Russia's sovereignty. More foreign blood has been spilled for this cause than Russian blood. Therefore, please note well that if the Russian delegation does not arrive by this hearing's final conclusion, the decision for peace or war, whatever it may entail, will be made with or without the cooperation of the dissapointingly inactive Russian government."

Zhukov smiled at this news, "That will work for us. We can pay 500 million of that now the rest we will have to bring together to be paid at a later date i'm afraid. We agree to this treaty in its fulliest and hope that peace will remain in the region long after we're gone. Also does anyone feel like a memorial statue set up for all the men and women who died fighting in this war?"

Popayev had to laugh at himself for the statement, "I see, but still, what of the other Territories effected by this? Are they to remain in Russian hands?" He turned to Zhukov with an enthusiastic grin, "I do believe that would be appropriate, do you have any ideas for it?"

Zhukov grinned back at Popayev, "Well no I don't actually so far all our designers have come up with is six people of varying degrees of armed services and nationality's stood in front of some ruined buildings with some planes flying over head. Then underneath them is several bronze plates for the names of the dead. But we are open to any ideas from other parties. Also what about these other states indeed I do feel that if one area is given indepence we could all be sat around this table again some monthes later talking about yet another province that has gone up in revolt against the Russians."

President Barr cleared his throat as he stood to speak.

"Perhaps proceedings for a memorial establishment could be conducted at a later time. With this debate simering down, I must now ask, are there any objections before these accords are signed? This is the last oppertunity to speak up."

Popayev stood, "I do, I believe we need to create a system so that the other territories do not get pulled into this bloody conflict."

President Barr responded, perplexed.

"I...I do not know what you mean Mister Popayev. To which other territories do you refer? And by the signing of this pact, the 'bloody conflict' will be officially over."

Zhukov stood up as he spoke and his voice filled the room, "I feel that this conflict has already ended and that now we are just discussing what we are going to do about the leftovers. The other regions next to Kazahkstan have been racked by this rebellion also and it is possible that they too might soon rebel against their Russian overlords. At least i believe it is those states which our comrade from Bothnia is refering to."

The President stood silent for a brief while. He pondered in silence staring deeply into the blue of the Repulaean banner. He turned suddenly and spoke.

"Upon the war's end there shall be no more fighting. It is said in the treaty and respected it shall be. The other provinces within Kazakh territory are likely to not seceed through force considering the great, violent wave which the first conflict has stirred. Thusly, we must keep the boarder claims laid out in the treaty. Ceding over the other provinces to the rebels would be forcing unwanted occupation upon the peoples of the north, who, primarily, still support the Tsar. Now, if there are no more objections or inquiries, we may begin the signing. We will have to do so in the absense of a Russian delegation. If they disagree with our forced divisions of their land..." President Barr smiled slyly as he eyed the representatives, "...well that's just too bad."

Popayev grinned, "Well I do believe that covers it, lets begin this signing, I look forward to peace. But, I think the troops look forward to it more haha." With that, he took a drink and pulled out a pen.

The President drew a pen from his interior coat pocket. Its silver head reflected the light of the room on its corners. As he lowered it, the pen appered to be a flare; a torch for peace. He finely released its ink, establishing fine characters in the President's name.

The treaty copy was gracefully passed around the table. Repulaean delegates signed their names slowly with tenative accuracy. Then the paper navagated its way down to the perimeter of the table to the foreign representatives.

Zhukov took out his own pen and, as the treaty came to him, he placed his pen onto the line and entered his signature. "With the signing of this treaty our forces both living and dead begin their great travel home and into the final time of peace for Peace for Men in ten years." With that he finished off the signuatre and slid the paper over to the Bothnia minor delegate.

The treaty made it's way to Popayev, who took his pen and signed his name, "I shall inform my government of this, our forces shall began pulling out, and as promised the PFM POW's shall be returned." After he was finished he took a deep breath of relief, their government had avoided another total failure..

"Ladies and gentlemen," began the President happily as he clicked away his pen, "the Kazakhstan Krai Conflict is now officially at an end."

Following an applause from the gracious host of dlegates, the room was emptied as the representatives returned to their respective places of origin, leaving the bright nation of Repulaea behind. Little did any Repulaean know that this would be but a small interlude of peace before a coming storm far greater than anything the nation had yet faced.

Kazakhstan Krai front

Operation: Caspian Spring was complete, with it's primary goal, the defense of Russian sovereignty, intact. With the smallest provinces ceded to the rebels, a new nation was to be formed. Task Force Mammoth relinquished its hold on the Volga to permit the foreign navies in the Caspian to withdraw. With the missile curtain down and no threat to inbound air traffic, aircraft were dispatched to retrieve supplies and dispatch aid forces to the region. The 16,000 Repulaean troops present in country would soon return home, by boat or plane, to be replaced by 11,000 peacekeeping forced from the navy. These forces would remain in Kazakhstan for another three months to help locals establish and retain the treaty organized borders. From there, the last troops would withdraw from the Caspian, their mission finally complete. As for Repulaea's returning warriors, however, they would recieve a hero's welcome upon arrival at their respective airbases and ports.

About 800,000,000 Marchras of ordinance were spent during the campaign with relatively light losses in terms of human life. Overall, 29 Repulaean servicemen were classified as KIA with an additional 12 WIA. Just one man would end up as a prisoner in Bothnian hands, only to be returned days later upon the conflict's resolution.

Kazahakstan Krai was one of the most bloody conflicts in peace for men history since the third Ruivan war and its nuclear ending. The men slowly withdrew from the country and the men felt relieved that they did not need to fight. The news paper headlines had talked none stop for the weeks of the conflict about the poor battered bastards of Aktau and now the men captured and wounded in the fight came home to a heroes welcome alongside the rest of the army. Its felt that for all the fighting that happened the casulities were fierce and many familes wept for next few nights as their loved ones did not return...

Meanwhile in Aktau Peace for Men engineers uncovered a great statue in memory of the battle which the new provinecal government had agreed upon to be placed there. The statue showed four men stood alongside the wall of a building one of which was helping another to his feet whilst the other two looked around ready for anything to come. The statue held no name except seven simple words, "In memory of the battle of Aktau" A list of the dead of the battle from both sides streched out around its underneath. The builders of the statue also sent one to the Bothinain government and one for to Peace for Men where it sat in the capital making sure that no-one forgot the scarifice peace makes man suffer.

With the end of the conflict Bothnia was overjoyed, it had lifted the Russian captors off the shoulders of the oppressed, and now they had a true chance at freedom. Shortly after, the Bothnian government was surprised to find a gift from Peace for Men, it was a heart-warming statue. It was gloriously placed infront of the capital. The Bothnian forces released their prisoners, and soon began to journey home. They came back with a heroes welcome, with parties going on for their returning veterans the people were overjoyed to find their loved ones, and to remember to over 400 men lossed aswell, Bothnia it seemed had proven it's worth. And for the time it could respectablly sit in peace...
