Over New Korongo
"I will go check the cargo" said the pilot as he got up out of his seat. "Ok. Come back soon, we are not too far away from the turning point" the co-pilot said as he took control of the aircraft. The pilot pushed open the door leading out of the pilot and looked at the computer screen mounted on the side of a large crate, all the wires from the other crates lead to this single control station. All the lights were green and the payload was ready so the pilot walked back to the cockpit. "Right, we are ready" the co-pilot said as the pilot sat down again. "Very good" the pilot said as he moved the stick radically to simulate malfunction. Soon he turned on the radio "This is Flight Nine Zero Five, requesting emergency vectoring to KCI, aircraft controls are responding erratically". A few seconds later a reply crackled back over the radio "Flight Nine Zero Five, fly on bearing three one one to KCI. Runway Four is being cleared". The pilot was pleased, this bearing would take the aircraft directly over Korongo City. "Thank you" the pilot said over the radio. "Martyrdom my friend" the co-pilot said. "Martyrdom indeed" said the pilot.

Parliament Building, Korongo City - 14 Minutes Later
"The situation in the nation of the Reich is no longer of our" Emperor Robert V who was addressing the many senior members of the New Korongo government was interrupted by several members of the Imperial Guard rushing into the large room. "Damn it Jack, what are you doing" Emperor Robert asked. Jack Thompson, who was the leader of the Imperial Guard, did not respond until he was close enough to whisper "Sir, an aircraft is going to Kamikaze this building soon". The news shocked Emperor Robert but this did not slow him down as he rushed out the door of the room with the accompanying guard, it was at this point he stopped and looked out the large glass window. The An-225 was only several hundred meters away and closing fast, it was too late.

Oak Ridge, New Korongo
A V-22 landed on the lawn outside the 19th century mansion of Brandon Lulham, the commander of the New Korongo military. Lulham stormed out the front door "What the hell is going on". A colonel disembarked the V-22 and aproached Lulham. "Sir, there has been an attack on the Parliament building, the Emperor is dead. You are now in charge". "What, Jesus. What about the Prime Minister" Lulham asked. "Dead, so is the Deputy Prime Minister and many other people. We think the plane was packed with explosives" the Colonel told Lulham. "Damn. Ok, take me to the Imperial Palace, we can set up operations there" Lulham said as he embarked on the V-22.

Many senior members of parliament have been killed which is one of the reasons it is me writing this message. The Commander of the Military, Brandon Lulham, is now the head of state until we rebuild the government. We will inform you if there are any major events.

While we are sure your Empire will recover from this blow, should any information as to the perpetrators and sponsors of the terrorist attack come to light, your nation can rely on ours to take the hard line against those responsible, regardless of the cause they may claim justifies this attack. Imperial Palace, Near Korongo City
The Imperial Palace was a hive of activity. The great hall was filled with many computers, desks and filing cabinets. Large cables ran across the floor, these powered the many electronic systems that had been hastily set up. Many men and woman were rushing about with files and sheets of paper. Lulham approached a desk which had a sign saying "Deputy Minister of Foreign Affairs". Wilkinson looked up as Lulham began to speak "Who will be head of state now". Wilkinson looked at an email he had received earlier on his laptop "Well, Prince William. He is the only remaining member of the Royal family". Lulham looked surprised, Prince William should have died, that was the plan. "Where his he now?" Lulham asked. "On the roof" Wilkinson replied. "Ok. By the way what are the current death estimates?" Lulham asked. "The police say four, maybe five thousand" Wilkinson answered. "Damn" Lulham said as he walked away.

Lulham had made his way to the roof, Prince William was looking out over the lake. "You are supposed to be dead" Lulham said as he walked towards the Prince. "What" Prince William asked surprised. "You should have died in the attack" Lulham said as he grabbed the Prince. "What the hell are you doing" Prince William yelled as Lulham moved him towards the edge of the roof. "Finishing the job" Lulham said as he threw Prince William off the edge. A pool of blood appeared where the Prince had landed. A group of three men from the Imperial Guard rushed up the stairs and onto the roof. Lulham said to them "I tried to stop him but he jumped. Idiot killed himself.

The podium had been set up in front of the Imperial Palace, many cameras were now pointed at it. Lulham walked out and stood behind the podium "Welcome to the fourth press conference since the tragic disaster which has caused New Korongo pain. I must unfortunately announce the death of Prince William, we believe that he may have ended his own life due to the stress of loosing most of his family. I now believe that restoring the former system of government will be impossible so I will remain as the head of state indefinitely. Unfortunately I cannot give you any more information so we shall move on to questions". The crowd went quite. Soon a reporter put her hand in the air, "Yes you there" Lulham said. "The Deputy Minister of Foreign Affairs said last night that government could be restored in a week, what has changed" the reporter asked. "Is it not obvious that we cannot restore a democratic system. No further questions" Lulham answered before walking back into the Imperial Palace. As he entered he approached a Colonel who was waiting for his helicopter. "Colonel. Find James Wilkinson, he is to be shot on site." Lulham ordered. "Yes Sir" the Colonel said as walked off.

Santa Clausa, New Korongo
Rioting had broken out in several cities around the country but is was worst in the city of Santa Clausa. The rioters were yelling things such as "Down with Lulham" and "End the dictatorship" as they threw rocks, bottles and petrol bombs at the Police. On Rose Street a Humber Pig was parked, the wire screens blocked the street. So far they had been able to hold the rioters but they would not be able to for a while longer. "This is unit five eight three on Rose Street, requesting a SWAT unit" a policeman radioed in. "Ahh, negative five eight three, all SWAT teams are busy. You are to use lethal force" the men at the police HQ ordered. The policeman looked surprised "They are not carrying arms" he reported. "Orders are from Lulham" the police HQ told the police man. He walked out onto the street "Automatic weapons" he yelled. Several police personnel grabbed M16A4s from the back of a Police Car and opened fire.

Santa Clausa, New Korongo
The Royal New Korongo Police had reported over three hundred casualties. Even though it was estimated that the rioters had sustained over nine hundred it was decided by Lulham that the situation had gone way out of control. Now the Army would take over operations quelling the rioters. The 10,000 strong 7th Mechanized Division would be sent in, anyone who committed a hostile action against the police or the Army would be shot on site. This was harsh but Lulham believed it would be best to make an example of them to prevent any further riots.

Snug, Otago
A group of Otago mayors had set up a meeting in the basement of the old Provincial Buildings in Snug. The mayors were sitting around a large oak table. Robert Harley stood up and began the meeting "We have observed that Lulham has gone nuts, we must do anything possible to prevent Lulham killing the innocent people of Otago" It was short but got the other mayors thinking. "Why do we have to resort to military action, can't we use diplomacy" Charles Fox said. Harley looked at Fox "Lulham is insane, he will not budge from his high throne". Most of the mayors nodded their heads before William Lygon spoke "What if we become independent, no more Lulham and no conflict". "I doubt that we can avoid conflict but I agree, we should become independent" Harley replied. The mayors voted on the matter, in three days they would announce the independence of Otago.

Old Olney Docks, 04:50
It was obvious to Wilkinson that Lulham had gone crazy and his only chance was to meet up with these 'Cobras' at the port in Old Olney, the port in Korongo city would be heavily guarded. It was still very dark, the lights on the car that he had hired reflected off the many shipping containers before he came to a stop alongside Dock Three. He could not see anyone around but he still pulled out his Glock 20, after a quick search for people he began moving towards the end of the dock to meet up with the 'Cobras'.

The harbor was silent, or at least near enough silent anyway. The 'Cobras' has long arrived at the dock of New Korongo; a motor-equipped inflatable boat was at rest beside them. The Team comprise of 4 'Cobras', each capable of taking out several armed troops with stealth. They were the elites of the Sans Frontieres Armed Forces, 'Militaries Sans Frontieres', and are willing to lay down their life to complete their given assignment.

The Harbor is heavily guarded; armed personnel patrol the docks at every corner.

"Getting anything out of here is gonna be bitch." Sgt. Sinz whispered as he muttered a curse under his breath.

"What? You regretting joining the Cobras?" Corporal Denvers smirked.

"Its not that you - " Sgt. Sinz was cut off by a shadow moving in the darkness. The shadowy figure was coming towards their location; The 'Cobras' readied their weapons, tuning their goggles to Night Ops. The 'Cobras' laid low and one of them approach the shadow, with a Rifle ready, the 'Cobra' flick the switch for his flashlight, "You are Mr.Wilkinson, Yes?"

The Ruivan Empire does not recognize this illegitimate successor to the Korongian Parliamentary Government which had been overthrown. to that end the Ruivan Empire has begun a Mobilization, which upon completion the Emperor will authorize the use of force to remove this dictatorship and install the rightful successor of the democratic government back in place.

The King sat and watched the TV screen closely. He picked up his cup of coffee and, without taking his eyes of the television, took a sip. The news of New Korongo and the terrorist attack that had rocked it to it's core. The king's face became angry as the news anchors continued to use the word, "Terrorists." The king saw this attack as a valient effort to relinquish democracy from New Korongo and he was proud of these rebels and planned to help them in the long run. However, in order to keep suspicions low at the time he sent a small telegram that read:

To the government of New Korongo,
I am sorry to hear of your loss and am saddened by this entire ordeal. At the moment I have no aid to send to your nation. Your nation is experiencing a difficult time. I send my condolences.

Croftly Military Base, New Korongo
Croftly Military Base was located 20 kilometers away from the city of Croftly, it was the largest military base in Otago. If Otago was to gain independence it was imperative that the commanding officer of this base could convince the personnel to abandon the authority of Lulham and become part of Otago's planned military, if this did not happen the planned military would be effectively a well organized militia.

Lieutenant General William Bishop looked up from his laptop as the door of his office opened, Robert Harley walked in. "Good morning Robert, what brings you to Croftly?" Bishop asked. "Something very important, may I please sit down." Harley said. Bishop pointed towards one of the two arm chairs in front of his desk, "Please. Now what is so important?" he asked. "Tomorrow the province of Otago will declare independence from the government controlled by Lulham. I need you to convince your troops to join the planned Otago military." Harley told Bishop. Bishop paused for several seconds, the news of independence startled him. Finally Bishop replied "That is one hell of a favor you are asking me Robert. I have been in the Royal New Korongo Army for forty years and you want me to not only switch sides but also ask the same of the people under my command". Harley quickly replied "Under Lulham this is not New Korongo. Otago wishes to become independent to restore the government as it should be". Bishop ended the conversation "I will take this under consideration, you may now leave". Harley stood up and walked out slamming the door behind him.

Santa Clausa, New Korongo
The last of the vehicles of the 7th Mechanized Division had finally entered the city of Santa Clausa. Troops of the 7th Mechanized were moving along the streets in a Phalanx followed by IFVs. The press was already calling this the 'Santa Clausa Massacare'. The rioters had grown from group people simply throwing rocks and molotovs at government forces to a group of rebels equipped with assault rifles and hand guns, this was because several trucks full of weapons bound for the police station was siezed. This would still not be enough to achieve victory if Lulham sent in more troops.

Imperial Palace, New Korongo
Lulham was reading several messages that had been sent by foreign nations as Colonel Catherine Buford approached his desk. "Colonel, I hope you have good news." Lulham said to Colonel Buford. "Unfortunately not Sir. The press has begun calling the situation in Santa Clausa the 'Santa Clausa Massacare' and the rioters are now better armed. Three similar riots have broken out in the cities of Martin, Bradford and Parker" Colonel Buford reported. "Damn, send in a Brigade to each city. Also send a helicopter here to take me to the command bunker." Lulham ordered. "Very well Sir" Buford said as she walked away after saluting.

Old Olney Docks, New Korongo
Wilkinson was blinded by the light but his vision restored quickly. He looked towards the soldiers who had turned on the light, all of there guns were pointed towards him. "You must be the 'Cobras', lets go. By the way, perhaps you should organize a countersign next time".

Imperial Palace, Bispinosa

It was around 0400 Hours. Emperor Fawkes sat in his study in the Lodge portion of the palace, enjoying a cool nightly breeze blowing through the pines outside the building and through his office. A night owl, Fawkes planned to work late into the night before catching some sleep and getting up at the princely hour of noon.

A matter troubled him this particular evening. Some time ago, a terrorist attack in the Empire of New Korongo caught the attention of the Centropygan Imperial Government. The attack resulted in the deaths of important royal leaders and ultimately threw the government into chaos. Fawkes condemned the attack and expressed his sympathies, but felt there was little to do but to let that nation sort out its troubles for itself. It was, after all, older and larger than Centropyge and he felt this was an internal affair, a tragic one, that would hurt that nation terribly but would be resolved peacefully in the end.

Now, however, the situation appeared to be deteriorating, and in an unusual way. News of a separatist movement in one of New Korongo's territories caused Fawkes to review the available intel on the situation following the terrorist attack, and he noticed something strange. Officials were declaring the old Imperial form of government essentially dead, due to the destruction of the royal family, and yet there were rioters demanding the restoration of the monarchy...rioters who were fired upon with automatic weapons. It appeared that New Korongo was not simply facing a period of simple transition, but nothing short of a military coup. After reviewing Commander Lulham's actions during the extended period of crisis, Fawkes stopped pacing and froze for a moment. Despite his preference for cooler climes, he found himself shivering in the breeze, though not entirely from the cold.

He had seen men act like this before. Lulham's actions bore the unmistakable mark of a dictator's.

Fawkes now faced a quandary. As an Emperor, he strongly opposed secession of individual provinces and territories from Imperial governments in most cases. However, he felt that the rebels had legitimate concerns; concerns that Fawkes could not in good conscience ignore. Perhaps the Empire could refuse to acknowledge the new government of New Korongo, and aid provided to Otago could be considered part of an effort to force Lulham to step down and force the selection of a new, legitimate Emperor.

Fawkes continued pacing. Yes, he could live with that. Provide aid to the rebels while pursuing the ultimate goal of defeating Lulham. But this raised another question. Why should Centropyge get involved? They had no ties to New Korongo. Fawkes was an idealist, and he knew it. He wouldn't have to sell himself this campaign, so long as Centropyge had sufficient pearls in its coffers. The problem was, too many of these interventionist wars would drive the Empire to bankruptcy, and without something to show for it the people might grow weary of war as well.

Yet, New Korongo, in its former glory, was a large and powerful state. Perhaps something could be gained through trade concessions and who knows what...perhaps, if they won, they could force the outgoing government to pay reparations. Then, a trade relationship with the new government would result in pure profit...er...economic benefit.

With that thought, Fawkes headed off his bedchamber in the Keep. The War Council would convene tomorrow, and perhaps they could address the Senate as well. But diplomacy also had to be given a chance...even if it was less likely to succeed than a lost soul trying to clamber out of Hell.

TO: COMMANDER BRANDON LULHAM OF NEW KORONGO

Greetings.

We have received word of widespread rioting and disruption following the terrorist attack upon the Imperial family some time ago. Our offer of help stands. A number of Super-Heavy Industrial Transport vessels of our merchant marine are currently docked at various Imperial ports, and our Government would be willing to send a number of these loaded with whatever supplies your nation might need to counteract the economic disruption of the riots. As a fellow Imperial nation, we stand for law and order and against mob rule.

The SCE of Centropyge is concerned, however, at the source of the rioters' discontent. They appear to be concerned that the government of New Korongo, under your leadership, will drastically depart from the system of government that they are used to and consider legitimate. We are also concerned about the escalating use of force in these clashes, particularly a report of police using automatic weapons fire against rioters armed only with improvised weapons such as rocks and Molotov cocktails. Unless you can assure us of your intent to continue governing the people of New Korongo in accordance with the accountability their former government had to the people, we will be forced to question the legitimacy of your rule.

Before the Emperor turned out the lights, he dashed off a message to the head of foreign intelligence. If Lulham accepted Centropygan humanitarian aid, it might be possible to send in covert agents aboard those transports. However, it would take days or weeks for those vessels to arrive and they needed intel now. Intel of the sort that could only be obtained by boots on the ground, not high-altitude surveillance aircraft or cyber espionage. Therefore, Fawkes decided to order the preparation of a spy team, and for proposals on methods of infiltration to be presented to him by tomorrow's War Council meeting. The Empire also needed a way to contact the rebels...THAT might be a job for the computer hackers. Accordingly, Fawkes sent out another message ordering teams to begin work at once on that task.

Mr.Wilkinson was led by the now arm and readied 'Cobras' to the inflatable boat. He got down into boat along with 2 other 'Cobra' unit while Corporal Denvers radioed in to HQ, "Sir, target has been secured. Now extracting the target out of harms reach." The remaining 'Cobras' got back into the boat and powered the motor for the boat. In a matter of seconds, the Boat sped on the Korongo sea.
