SCENE: Shazbotdom Imperial Penitentiary
The cell doors were being opened slowly. Prisoners were slowly being escorted 1 by 1 by the Shazbotdom Marine Police towards the yard for a special message from the Head of Guards and the Warden. Little did they know that the walk through the prison and the speech were being broadcast on Shazbotdom News Network. During the long walk several of the prisoners from the same holding area started conversing as they were walking towards the Yard.
"What do you think this is all about, Ed?" a prisoner named Tim said as he and his cellmate were walking down the long hallway.
"I'm not sure, Tim, but..." ed was cut short in his sentence.
"Shut the fuck up you pieces of shit!" one of the guards yelled as he smacked them across the back of the head with the butt of his XR-01 Crimson Battle Rifle. "This isn't a damn social call, it's serious business. So keep fucking silent or else I'll shove the barrel of this gun so far down your throat that you will be shitting out bullets!" The guard then shoved them out the door and into the dirt of the Yard.
Multiple other guards were standing on balconies overlooking the yard with their Battle Rifles pointing down at the prisoners as they were gathering into their lines for this mornings roll-call lineup. All the sudden a shot rang out and a body dropped. A Prisoner dropped dead just 2 yard from the fence, he was attempting to make a run for it and took a shot to the back of the head from one of the best sharpshooters at the prison. This was yet another example to the rest of the prisoners that any attempt at escape would be futile and that they were stuck here for the rest of their natural lives...or were they?
Suddenly out the largest of the balconies the Head of Guards and the Warden stepped out together. This was a rarity, especially for something as simple and insignificant as roll-call. Two guards flanked them, one on either side. The Head of Guards walked up to the microphone and looked over the more than 900 prisoners that were lined up in front of him. He got a smirk on his face and then backed away from the microphone and nodded to the Warden. As he walked up to the microphone, a dead silence fell over the guards and they trained their weapons onto the Prisoners.
"Gentlemen of Cell Blocks C, D and E. Your time here for your crimes has brought about some interesting times, but the times are hereby done. As last you were aware from your time on the outside, the Shazbotdom Empire was involved in the World Assembly. But since then we have left the W.A. and we are hereby not bound by their laws," he stated in his opening. "It is the decision of the Supreme Emperor of the Shazbotdom Empire that prisoners who are here for crimes against the Empire, mainly murder, grand theft, and other such high crimes, are hereby commuted from their sentences."
The crowd cheers in jubilee as they believe that this will free them from the shackles of their prisoners. "SILENCE!" the Head of Guards yells into the microphone as he leaned in from the side past the Warden. "You will shut the fuck up or else each one of you will get a bullet through your goddamn legs!"
"Thank you," the Warden said to the Head of Guards. "Your sentence was commuted, but you are not free of your debt to Society. Therefore by Imperial Order #6601 you are indebted to servitude to those you have harmed." They prisoners gasped. "You will thus be transferred back to the towns in which your crimes have been committed in where you will either be given into servitude to those you have harmed, or you will be openly sold into servitude to locals or on an International Market." He then raised his hands, "Although some of you are spared. Those of you who are here from the Shazbotdom Colony of Alraibris are spared from this due to the Colony being the Empire's Official Representative to the World Assembly. Therefore you will be transported back to your Cells. The rest of you though, you will be sent over to the Discharge unit to be prepared for your travel."
20 Minutes later...
As the Prisoners were being shuffled through the Discharge unit, they entered a room one by one. In this room they were strapped to a chair in a manner that they could not move and then a needle was jabbed into the base of their neck and a small microchip was inserted. This microchip was linked to a satellite network so that the Prisoner could be tracked to their specific location with only a few inches margin of error. This microchip also held a very small amount of nitroglycerin, which if the detonation mechanism was activated in the chip from the Prisoner trying to escape from where he was supposed to be, would blow the prisoners brain apart and out the top of his head.

In light of recent overpopulation of the prisons of the Shazbotdom Empire, it is my decision, with the good wishes of my family, the Imperial Parliament, the Joint Chiefs of Staff, and the Citizenry of the Shazbotdom Empire to make the following proclamation about the future of the Shazbotdom Empire. I shall take a note from the pages of my father.
We hold many truths in our time. All the citizens of this great Empire are created on equal terms. Only those who break the law must serve those who follow them. Under my orders (Imperial Order #6601), all prisoners of the Empire, who have committed High Crimes against the people of the Empire, are to be released from Prison. They are being released into a new Indebted Servitude Program where they will be given as property to those that they have wronged. Under this Imperial Order, if the people that they have wronged are no longer alive or their family wants nothing to do with the prisoner, they are to be sold first on a National Scale, then if the person or company wants to, an International Scale.
Thus is the will of the people of the Empire to help alleviate the Overpopulation of the Prisons of the Shazbotdom EMpire, and by their will, it will be done.
