Preamble

We, the followers of socialist thought, hereby declare the formation of a Workers International. We do so in order to unite all oppressed people behind a common banner in the struggle against exploitation and imperialism. We are united by the ideals of liberty, equality and brotherhood and aspire to a future where, in place of a society built on the inherent oligarchy of capitalism, we have one in which the free development of each is the condition for the free development of all and where no one will go without.

Alliance Rules

Article One: Applications

The Workers International welcomes all Communists and Socialists, whether they come to us as a party of comrades or as the heads of a revolutionary state. In return, we expect those after membership to meet the following conditions.

- The applicant is expected to follow in its entirety the Charter of the Workers International.

- The applicant must be capable of being an active member of the alliance

- The applicant must be at peace with the members of the Workers International and must be ready to accept them as fraternal comrades.

- The main hub of alliance activity is our alliance forum. Therefore, applicants must be ready to create an account of our forum if accepted into our ranks.

- The applicant must be an adherent to socialism or follow an ideology compatible with socialist principles, as determined by the Central Committee. The basic requirement is that the means of production be controlled by the working class, either directly through entities like the Worker Co-operative or indirectly through the state.

- The applicant, if a state applicant, should be capable of providing a sum of money equivalent to about 1 Billion USD to the Alliance treasury. However, we intend for our budgeting to be progressive. If a member is experiencing economic troubles or considers the sum to be beyond their means, they can ask for the sum to either be reduced or cut completely, depending on the circumstances of the member. At the same time, we ask members who can pay more than the standard sum to do so according to their ability.


It is expected that the applicant submits a completed version of the following form to us as soon as possible. There are some sections where you may not be able to put anything. In such cases, put N/A in the section. Of course, we'd prefer you do your best to fill in all sections.

Article Two: Basic Alliance Structure

-The supreme legislative and representative body of the Workers International will be the Council of People’s Deputies. This body will be composed of representatives from the member nations. All parties with membership in the Workers International will be entitled to one representative. This will be headed by the Deputy Secretary of the Workers International, in his/her role as Speaker.

-As the presiding officer of the Council of People’s Deputies, the Deputy Secretary will be expected to act in an impartial manner and will be granted only a tie breaking vote.

-In addition to it’s duties in enabling the passage of policy bills and legislative proposals, the Council of People’s Deputies will elect the Central Committee of the Workers International. This executive body will consist of both the General Secretary as the chair of the Central Committee, the Deputy Secretary and a number of Commissars, each assigned a Commissariat portfolio.

- The authority of the Council in matters of legislation shall be considered absolute. The powers of the executive office cannot be used to change the organization of the Workers International, to dissolve or to interfere with the functioning of any elected organs of state power. In this case, the powers of the executive office cease immediately.

-When making decisions, a quorum of two thirds of the active alliance membership will be required to pass any motion, unless it is the consensus of active members that this should not apply. If the motion does not achieve quorum within two weeks, it will fail to pass and the Council will be expected to review why the bill failed to pass and makes changes to it based on their conclusions.

-All members of the Council of Peoples Deputies will be bound by Democratic Centralism to support alliance policy, when agreed upon by either the Central Committee or the Council of Peoples Deputies. This will be implemented as to maximise the democratic areas of this policy and thus will allow alternative tendencies and factions within the alliance, as long as they keep to the duties expected of alliance members by this policy.



Article Three: The Defence of Socialism

- The members of the Workers International will defend any member of the Alliance if they come under attack. However, if the rest of the alliance decides that the nation being attacked has either done something that conflicts with the principles of the alliance or that the attacker has reasons that can be justified properly to the Central Committee, the alliance can decide not to act in defence of the member being attacked. This rule applies to members attacking other members. Unless the attacking member either persuades the Central Committee that they have just cause for their actions or halts their actions, they will be expelled from the alliance and immediately considered to be a hostile nation.

- The defence of socialism is a pillar of what the Workers International stands for. To protect our socialist ideals from counter-revolutionary and anti-socialist forces, member nations will allow their fellow members to intervene in their internal affairs if the legitimate socialist government is under threat from hostile forces. In this, Yaroslavl wishes to remind those reading this that there have been instances in the past of nations with reactionary governments financing the overthrow of legitimate governments, which is why this measure is necessary. It is the ultimate guarantee against attempts by anti-socialists to try and cause the overthrow of governments that they do not like.

- Given the need for the Workers International to react quickly to changing situations and unexpected event on the international stage, members of the Workers International will agree to allow the Central Committee to create strategic bases in the territory of member states where it is deemed necessary by the Central Committee.

- The Workers International must be capable of conducting more than defensive actions if it is to defend Socialism. If deemed necessary, the Workers International can issue declarations of Hostility upon states or entities that are hostile to the organisation. However, this can only be done through a unanimous decision by all the full members of the alliance. It cannot be done by any other way, even by the Central Committee. Naturally, member states retain the ability to make war at their own discretion, but they cannot claim it to be a project by this organisation if no declaration of hostilities is issued by the Council of Representatives.


Article Four: Solidarity Between Members

- The Workers International must be capable of representing itself in a unified manner on the international stage. This task will be given to the Commission for External Alliance Affairs. This Commission will be structured like the foreign nation, but with alterations to account for the multinational nature of the Pact and will be headed by the Commissioner for External Alliance Affairs. The diplomats will be initially from the Federal Socialist Republic of Yaroslavl, with diversification of the diplomatic corps created as diplomats are recruited from other member nations.

- Workers International members will agree to the construction and operation of an Internal Political Commission, for diplomatic and administrative purposes, in its political capital. These are to be funded by the member nations which the Commissions are based in, unless the member is incapable of supporting their Internal Political Commission branch. If that is the case, the Internal Political Commission will be funded by the Workers International.

- The Federal Socialist Republic of Yaroslavl has long maintained a programme which allows the citizens of other nations to go to Yaroslavl to receive education in the schools and Collages constructed as part of the Yaroslavian program, the International Education Program (IEP). For this program, there are specially constructed education centres, though many are still sent to normal Yaroslavian educational centres. This applies to all who seek university level education, as the creation of new universities is considered to be unproductive. In the Workers International, the Yaroslavian programme will be linked to other such programs through the Association of International Educational Programs, so that they can coordinate their efforts in making the best education opportunities be available to the citizens of all Workers International Nations.

- It is important that the members of the Workers International stand together in all areas of life. Considering this, the Workers International will allow member nations with troubled economies to apply for an economic package from the pact to enable an economic recovery. The member nation will not have to pay back the package. However they might have to agree to undertake economic reforms before they are allowed to receive the package. There is also a application form that members have to fill in before a decision can be made by the pact. If the request is due to sudden events, unconnected to the actions of the nation's government, like a natural disaster or terrorist attack, there is a second, alternate form for the member to fill out in place of the first form.

Announcements


At the present, we have two RP's ongoing by this, I am refering to Bulgislavia's "Bio-Terror in Bulgislavia" RP and to the 2013 Congress of Socialists. Links to both are below and there is an OOC thread in our alliance forum. Also, it would be beneficial if all members of this alliance make use of the alliance forum. If there are forum issues, please TG me and I will sort them out as soon as possible.

This is important since we are conducting a census. I've TGed all of you, but here is a repeat explanation. Those who do not sign up and get themselves on the census list by the deadline (Wednesday 22nd, 10 PM GMT) will not be included when I next update the membership rostor.

Thread Rules


Here are the rules we have for this thread. This section is here for a reason, so do read this before continuing.


Rule 1) Follow the rules. Obvious, really.

Rule 2) This thread is open to everyone that is not on the black list and we are happy to accept OOC chatter from everyone on NS. Non-members can drop in here and chat with us whenever they desire to.

Rule 3) There are a few limits. We don't want spamming and that all large images are put in a spoiler box to avoid them taking up tons of space. Parts of our forum, which has a link in the links and contact section, can be seen by guests and we do welcome guests to post in those sections as long as they follow the forum rules.

Rule 4) Yes, this is an alliance of socialists. Spending any of your time going "SOCIALISM IS DA FAIL" is not going to make us change our nations and I advise those who intend to do this to move on. IC complaints for the sake of RP on the other hand will be accepted if it offers up the chance of a good RP.

Osea-As leader of the pact, my position on this is obvious. If there are any issues regarding the alliance and the way it is run, feel free to TG me about them. Remember, I am human. Like everyone else, I do other thing than play NS and will not be able to respond to requests instantly. Do not whine if you have to wait for a response.

Abruzi - He is our Foreign Commissioner and is empowered to speak on the pact's behalf as our representative to the world, in addition to managing all bodies charged with representing the interests of this organisation on the international stage. If needed, he can negotiate on behalf on the pact with other nations and sight treaties and deals with foreign powers on the behalf on the Workers International. His department also manages the production of propaganda intended to spread our message.

Capisaria- He is our internal commissioner. While this is not of much relevance to non-members, he is empowered to enforce the rules of the pact and can also manage disputes between members. He also has the ability to make decisions on membership, observer and aid applications and pass judgement on problematic members, such as advise that a problematic member get restrictions on their activities in this organisation or that they should be expelled from the Workers International, if the situation should require it.

B/c I recently come across the awesome sound that is the USSR anthem I must present it. While our group does not support the actions of stalin, this anthem is quite great. English version below

Ofc just ingnore any stalin and lenin parts... and what is with the seven sets of english language versions all with different lyrics? I mean they all say different things, really. If you listen closely you can hear this guy say thank stalin for convincing us to give up of beloved lands. What does that mean? I'm fairly certain I've not found a set that matches the others. If you wish, discuss your theory. Mine is that apparently no english speaking person knows how to correctly translate russian.

Edit: Find the lyrics on wiki or somewhere and compare to the lyrics of the song above, which are below that I gathered for those who wish to discuss.

It is a great anthem to listen to. Luckily, the present Russian National Anthem uses the same music and was written by the guy who wrote the Soviet one. Here is some links, one to the Soviet anthem and one to the Russian Anthem. Both are sung in Russian. The Russian one is from the 2007 victory parade. The Soviet one is a music video.

Anyway, I would consider your theory to be quite likely. My copies of novels by Russian authors usually point out that the translators made special effort to retain uniquely Russian features to how it was written than try and make it too English and thus loose some of the meanings that the author was trying to put in. From this, it certainly makes it plausible that there is supposed to be some element in that odd section that has no equivalent in English and could not be conveyed to us, thus explaining why it does not make sense.

I should point out that the treaty does not state "Stalin was a bad man". There really is no stance on Stalin, only one on the type of communist government he is associated with. As for the idea of war games, I'm sure Abruzi put forward the idea and said he was going to create a thread for one in the old pact thread. How about we continue with that?

We can start a thread, that is closed, except for Pact Members. TG all active pact members and away we go. If that's a problem (I understand if other national militaries are currently fighting wars) than I'll start the thread at you command.

Closing the journal, Makuthai turned around. Something was not right. Putting the journal back into the false bottom of the one piece of furniture in the "Basement", a desk.

Up by the car park, the body guards had either all been killed or arrested. In the pouring rain, the French and Laosian Police kicked down the double doors and proceeded to search his house, arresting his wife and both his Fifteen year old son and Twelve year old daughter.

Realizing what was happening, he opened another drawer of his desk and brought out a japanese war-time pistol. Cocking it, and double checking to see if it was loaded, he slowly proceeded to climb the stairs.

The huge book case slid back open by Makuthai himself, making a huge noise and a surprised French Police officer in the room jump. Shooting without aiming, the pistol rounds went wild, shooting to the left, right and above the officer. A lucky shot landed right on his thigh and knocked the surprised officer out. Makuthai Proceeded onwards and turned the corner to find three more officers. These men were Military Police officers, and used to hardened criminals. One shouted in French "He's Got a gun!" and the other two proceeded to turn, MAT-49s Cocked and aimed right at Makuthai.

"So", began Makuthai, Hate dripping from his voice. "Your arresting me for my political beliefs, are you know?" He said, in perfect French. "Well arrest this!" He screamed in Lao. He pulled the trigger. Nothing.

Makuthai had less than a second to begin swearing in Lao before nearly 30 9mm bullets were put into his chest.

OOC: Finorskia, I feel you can improve as an RPer and have done so during your time here. For now, you get probationary membership, though this will change as you improve as an RPer. Laos, I am impressed with the IC post you created. While the rules say that a nation of your size cannot get full membership, you definately will get it in the future. I'm actually considering the idea of overriding the rule and letting you in as a full member now. Untill a decision is made on that, you have probationary member status.

Post War America, I would be happy to have a war game thread started up. I have too much to do so it really will have to be a project held in another nation than my own.
