Welcome to the 1st General Summit of the International Union! This summit is located in the country of The Mid East Federation, the nation of the founder and executive president. The exact location is as follows:

The Summit

This summit shall seat all members coming, and will be chaired by Klara Yisrael. After a period of time of heads of states/governments entering she will began the summit on talking points and the possibility to submit legislation for a vote.

The Room

Klara took a seat in a central part of the room, the plaque sitting on her desk read in golden letters 'EXECUTIVE PRESIDENT'. Will she awaited others to come she motioned for one of the gentlemen in white to come over. "Madame President?" the boy said, "Hello, if you would so mind, I could use a coffee. Thank You.", the boy responded "Certainly." and walked into a side room.

Klara always liked hosting events in her nation, she knew Jerusalem is always a great city to do as well, no crime, one of the most cultural and hubs of international relations now. She hoped all could make it well.

[United American South]

The President of the United American South will attend the summit. He wants to play a role in international politics. He is looking forward to it.

[Empire of Donner land]

It was a clear summer day when the President of the Empire of Donner Land arrived. The president in his usual black tie attire walked into the building. He hoped for the best during the summit, and we would try as hard as he can to get it. One of the issues he would try to raise was the Terrorist presence in Donner Land itself.

[New Edom]

Following the National Elections in New Edom, King Elijah IV of the Allied States of New Edom seemed relaxed and pleased at a peaceful result (albeit with minority on the part of the leading party). With his wife, Queen Mara, who was also co-head of state, remaining back home, it was his first journey as head of state out of country.

He was a tall, olive skinned man with black glossy short hair in a military cut, wearing a naval uniform, with a long rather melancholy face and thoughtful large dark brown eyes, in his late thirties. He was accompanied by a small group of staff and officials, led by Undersecretary of Foreign Affairs Elizabeth Corbulo, and Captain Hadoram Peleg (his private secretary).

Part of why he held the Military Ministry role was that he was very experienced not only in diplomacy and statecraft but in military affairs, having served as an admiral before becoming king, having been in several important actions including two amphibious operations. There was a new potential operation at hand, and he hoped to make sure that his ideas were followed.

[New Tuva SSR]

The Premier grabbed a cigar before entering the building.He lit it,and entered.By his sides were Field Marshal Winston oog-Sham and President Ryan Hayama.He hoped to bring up the importance of no dictatorships in the IU.The International Union will not be governed by some crackpot with a gun!

[Hubyaveyabo]

Madame President Galena Ni Sighn arrives at the building on her motorcycle. She lights and begins smoking a cigarette on the way to the meeting room. She wasn't planning to bring up many topics, and possibly to, if it doesn't get too heated, invite the fellow leaders to fish in the lake near her home back in the DRH.

[Semolia]

President of Semolia arrives accompanied by five cars. Fast moving column of cars stopped on entrance in building. President got out from car. With fast pace he entered in building. Jovan Mićić accompanied by 5 guards enter in hall. Some Presidents already sat. President of The Mid East Federation, Klara, first saw Jovan and she stood up to greet with him. Mićić closed to her. "Nice to see you, we hope that this will great summit" - said Jovan. "I am pleasured, I am sure" - Klara said. President with his advisers headed to his seat. He closed to seat and all Presidents in near greet him. He greeted them, also. He talked for a five minutes with advisers and finally he sat in chair. In front of him was microphone, water and golden table with inscription "Federation of Semolia".

[Malvakia]

As a sleek black hovercar lands and parks, Py'los Kerivati (the National External Affairs Minister) steps out along with three armed guards with battle armour, they do a quick aerial sweep of the area with mini drones and relax, with two stepping back into the car and the other walking beside her to stand guard at her seat, she takes a seat at the table with the acronym "D.S.T.P.F.R.U.P.M." and under it, it read "Malvakia." She spots a few of the camera men/women and waves at the camera, Trying to be friendly as they have never seen her species (Zyganians) before. Suited in formal Malvakian government attire, a style that consists of a well-decorated general's outfit as a sign of planning and thinking ahead and intelligence, she quickly checked her watch for the time as she could not read the clocks in the room however she spoke very fluently in English and other human languages but could not write them. Her main plan here was to form an alliance between her species, humans and other races if there were any. With this she started to reread the documents for what she planned for today and was practicing what she was going to say.

Michael Hernandez was dropped off in a black limo, and entered the summit meeting with a black fedora on and a dark suit. He wore sunglasses and a blue bandanna around his mouth

The Mexican Emperor has announced his intention of attending the summit.

[Alahana]

Aaron Sheppard, the prime minister of Alahana, arrived in Jerusalem by plane. He was accompanied by his wife, Senain Sheppard. They both purchased an hotel room near the International union HQ where the summit will be held to recover from the jet lag because Alahana is far away from Jerusalem, another world to be exact (Won't go further on this because not everyone rp's other worlds the same way or not at all).

They now awaited until the next day for the start of the summit.

The Emir will be in attendance too, as will be the president and several senators.

After greeting delegates as they came in, Klara eventually leaned over turned on her mic and pronounced "The Summit comes to order, please take your seats, thank you."

After the crowd of delegates began to go to silence, she spoke up again:

"The first thing on our agenda is the matter of the Human Rights Act proposed by the Republic of Valdiu. Please press on your screen whether your an AYE vote or a NAY vote. Voting begins"

Emperor Jose I walked into the meeting hall just as the meeting was starting. He took his seat and contemplated the bill in front of him.

[New Edom]

There had been careful examination of the Human Rights Act. Unlike that in the World Assembly and its associated resolutions, it did not interfere with Edomite culture or try to force legislation regardless of the views of the electorate. After vetting by the National Chamber of Deputies, the Council of Ministers, the King accepted the advice that he should agree to it.

King Elijah voted Aye.

The Emperor has no objections to the bill. He votes AYE.

[Alahana]

When Aaron Sheppard was fully rested he Showered and shaved himself and got dressed. As he left his hotel room, he gave a kiss on the forehead of his wife as she stayed asleep.
He walked down the stair of the hotel room as his room was only on the first floor. He met with his driver who escorted him to the International Union HQ in a black Sedan designated for political figures. As he drove to the headquarters he admired the view through the window, but the ride didn't last long because he selected a hotel in the area of the HQ.

He walked through the front door after letting the guards ID him and continued to to designated room for the summit.
He saw some representatives already present, many of them still unknown to him. He greeted each one individually before taking his seat.

When he sat down it didn't take very long before the summit started. Klara Yisrael, representative for the Mid East Federation announced the start of the summit.
She was straight to the point, without to much useless chatter. Aaron could appreciate that from time to time.
The first thing on the agenda was the Human Rights Act that was drafted by Valdiu, who was seated two seats beside him.

He read the document completely through, while he marked all objections and questions he had.
When he finished reading he only had one objection:

"Article 3, Section 2. Punishments, depending on number of instances, may include any combination of the following: Investigation, Temporary Censure, Membership Suspension, Permanent Expulsion, Sanctions.
I believe this means that execution is not allowed. However in the United Republic we still excersice this as form of punishment for the most extreme cases. For example serial killers, when we know that what they did was wrong and that they cannot be rehabilitated again."

[New Edom]

Undersecretary Corbulo leaned towards the King and whispered into his ear. He nodded a few times as she spoke while Prime Minister Sheppard was finishing speaking.

King Elijah IV leaned towards his microphone, and said, "Mr. Prime Minister--I will stand corrected if I am wrong, but I have taken that part to be about punishments for Member States. not individual criminals within those member states."

[Alahana]

Aaron Sheppard listened to the response of King Elijah, and after reading the section again he responded:

"I stand corrected, I read it to quick. I hereby don't have any objections against the HUMAN RIGHTS ACT. So I vote Aye on this."

Klara understood what Aaron Sheppard from Alahana was trying to say and agreed with what King Elijah IV said, she clicked her mic on "Yes I concur with King Elijah, this is just for nations as a whole if they violate such titles" she leaned back and clicked the the mic off.

Klara liked the bill was getting unanimous consent so far, "Due to no nations having objections so far, we will end voting in approximately one hour."

"In this hard time, where people are being abused and used like goods, this resolution is strongly message of IU to whole world to condemn every act against humanity. In every war, confronting and conflict innocent people gets dead and hurt. Terrorists attacks are common in these times. Semolian Federation gives strong support for The Republic of Valdiu Act. We vote FOR. Of course we know we will not stop acts of anti-humanity by this document. We need acts not words, but I know that IU will take action about that. This document is support for all victims and gives to them hope that they will be free. We will take action on every crime against humanity and help victims and their families. For that reason I would like to propose to Chair Nation that this Resolution be put on voting. This document is made by ours NDEA in hope that this will never be happened. Terrorist of ISKL exploded bomb above Belgrade. Aircraft felt on University Hospital of Belgrade. There was thousands of wounded and hundreds of dead. We don't want that this happen again to anyone. For that reason I propose one minute of silence in sign of respect to all victims of crimes against humanity".

[Valdiu]

The flight from Prevale to Jerusalem was a late and harried one. The government had chosen this time as the perfect time to begin work on the successor to the International Congress of Nations, and thus Mitchell Thromright, who traditionally represented the nation at summits, was busy with paperwork in his office. In his stead was tyro diplomat Ryan Daniels, who had only been selected because he was the closest available to Thromright's office. In their haste to demonstrate punctuality, already out the window, towards the alliance in which they had been central, they overlooked the fact that Daniels had graduated from Prevale University scarcely a year before.

But he had the suit with the flag lapel pin, so they printed him up a set of papers and set him on his way. It was by sheer coincidence, and, indeed, providence that he had worked on the first IUs while interning at the Directory of Foreign Affairs.

He didn't know how long the summit was going to take, so when Thromright had burst into his office and yelled at him to pack his bags, he packed heavily. Not that it mattered, they had put him up in a five-star hotel and scrambled one of two Presidential Jets. "Whoa, the Presidential Jet?" he had marveled in the limo ride to the airport with Thromright. They were going far over the speed limit with a police escort, but it was practically a straight shot from the Directory to AFB Prevale. "Why the Presidential Jet? Why not one of the smaller ones?" "Look, it was on hand and ready to fly. Only business jet we got that's on duty. Would you rather fly in an F-39?" "I'll shut up." Thromright chuckled and looked out the window at the rushing Prevale cityscape out the window.

The gates to the air base opened promptly, the huge aircraft carrier Nysmith in the harbor behind it. The Boeing 787 stood on the tarmac, a set of mobile stairs leading up to its open door. The chauffeur got out and opened the door for Daniels. Thromright handed him a briefcase, laden with papers. "Everything you need's in here. Have fun. Congratulations, you're a plenipotentiary now." The aircraft's porters were busy transferring Daniels' bags into the cargo hold. "We've assembled a team of analysts for you, you can't know everything. They're already aboard. Get on board, use the bathroom or get food or something, and strap in, you guys have priority." Daniels nodded and scurried up the stairs. Already aboard were Brigadier General Raleigh Bartan as defense analyst, Fidelity Roper as financial advisor, and Nathan Pittor as a more extensive legal counsel.

Daniels immediately went to sleep as the cabin lights dimmed...

And woke up on the ground. Bartan had him by the shoulders. "Wake up! We're already late!" "Uh? Uh!" he grunted, fumbling to unbuckle his seatbelt. "There's a cup of coffee on the counter, now use it! C'mon!" He stood up. The main Jerusalem airport had been closed to civilian traffic for some time now, but the Valdians had landed there anyway, protected by their assigned SPD detachment. A triangle of cars departed the airport, the lead car with the diplomats, and the other two flanking, firearms bristling from the windows. Two Valdian flags flying from the hood showed who the car belonged to, hopefully absolving them from being accused of mischief.

It either worked or any potential assailants were driven off by the weapons which stuck from the windows like arms from a snowman. The porters, similarly protected, had deposited their bags at their hotel, while the analysts went to the conference room the government had reserved for them, waiting to be called upon via pager.

Meanwhile, Daniels, still immaculate, hastily ID'ed himself with the guards and walked calmly into the room and taking his seat. "Hello, there," he said, internally nervous, flashing the Valdian flag pin on his lapel. "Sorry I'm late and that Mr. Thromright couldn't be here; he had other issues to attend to."
