This Treaty is between all willing nations, whom wish to designate the remains of the ancient Atlantis as a common heritage zone and neutral territory claimed by no nation. The Treaty sets out the territory to be included within the neutral zone, the permitted uses of the neutral territory and how it is governed.
There are two sets of Membership, Full and Observer. Observers have no voting rights, but are otherwise bound by the Treaty.
The Atlantis Treaty
- Article 1 - The territory of the ancient Atlantis is a neutral territory, of common heritage to all Atlantian Nations. It is to remain uninhabited, except by those engaged in scientific, archaeological and military activities that conform to this Treaty and except in relation to the provisions of Article 4.
- Article 2 - The day-to-day management of Atlantis shall be the responsibility of the Atlantis Authority, consisting of the Caretaker (the Holder of the Founder Nation), the World Assembly Delegate, the Basileus. The Authority may appoint other Regional Officers.
- Article 3 – The Island of Atlantis is to be used for peaceful purposes only; military activity shall be limited to that which is necessary to protect the security of the Island and to defend it's neutrality. The only permitted military presence on the Island shall be a Defence Force organised by the Atlantis Authority which shall consist of contingents from interested Signatories.
- Article 4 - The Atlantis Authority, through consultation with scientific and archaeological experts, shall identify a suitable contiguous area around the historic City of Atlantis for the building of an urban area for the residence of those working long-term on the Island and for any economic or political activities sanctioned by the Atlantis Authority. Residence in this City of Atlantis shall require a permit issued by the authority and the amount of residents shall not exceed a safe number to protect the surrounding environment and important archaeological sites.
- Article 5 - Scientific and archaeological research shall be permitted on the Island, subject to any laws passed by the Island of Atlantis Authority.
- Article 6 - Scientific and archaeological information shall be shared among the signatories of the Treaty.
- Article 7 - The signatories to this Treaty shall not recognise nor establish territorial claims on the Island of Atlantis or its territorial waters.
- Article 8 - The disposal of radioactive wastes or the use of nuclear technology shall be prohibited in the neutral territory.
- Article 9 - The territorial waters of the neutral territory extends 12 nautical miles from it's baseline and from the baseline of any islands within it's territorial waters, which are also to be considered part of the neutral territory. A contiguous zone of 24 nautical miles from the baselines shall be in force. Furthermore, the Atlantis Authority shall enjoy an Exclusive Economic Zone of up to 200 nautical miles. Where this would overlap with the Exclusive Economic Zone of another signatory, to a maximum of 200 nautical miles, the boundaries of the exclusive zone shall be set at the median point between the baselines of the neutral territory and the signatory.
- Article 10 - Signatory States shall enjoy free access, including aerial access, to the neutral territory and may carry out reasonable inspections of any military, scientific or archaeological equipment and installations.
- Article 11 - Each Signatory shall be responsible for the activities carried out by its citizens and their projects within the neutral territory.
- Article 12 - Signatory Nations shall meet at the beginning of each Atlantiad at the City of Atlantis to resolve questions and disputes arising from this Treaty as well as to discuss regional issues and to hold the Atlantis Authority accountable. Atlantian Nations, and others invited by the Atlantis Authority, will also be invited to participate in the Atlantis Games at the beginning of each Atlantiad, to be hosted by the nation of the Basileus.
- a. The Basileus will be selected in advance of each Atlantiad by vote, with the candidate with the most votes winning. Votes for nations that do not win may be carried over to the next Atlantiad.
- Article 13 - All signatories will refrain from and will discourage activities taking place within the neutral territory that are contrary to this Treaty.
- Article 14 - The Treaty may be amended by a Meeting of signatories under Article 9, with two-thirds of voting signatories, to include a majority of signatories.
- Article 15 - Observer Signatories shall be bound by the Treaty but shall have no voting rights. Observer Status may be applied to any signatory by the a unanimous decision of the Atlantis Authority or a nation may self identify as an Observer when ascending to the Treaty.
