It has come to our attention that some other countries may be displeased with our annexation of Panama. As such we have proposed this deal. A ten mile zone around the canal shall be established as the PNC or Panama Neutrality Coalition. Members of this coalition agree to defend and assure the neutrality of the canal, to be free for all nations. This telegram has been sent to express our interest in a new treaty to gether the nations that have great power in the pacific and join us as a whole to benefit the whole. We propose the PACICON treaty, including:
1. A defensive Pact between all member states, to defend us from outside nations. This does not apply to internal disputes within the treaty, but in the case of inter-member war, both nations will be removed until their conflict is finished.
2. A pacific fleet, made from ships of all member nations, to defend the pacific from internal naval threats and to settle rebels and terrorists within our lands.
3. The development of a joint research and development team, with facilities in all member states, to help with out countries modernization. This can be completely separate from your own research departments but can join their efforts with your nations personal teams.
4. PACICON Bank, shall be founded to fund projects and research, along with the fleet. All dues shall be deposited into this bank and be split among the departments accordingly. All nations in the treaty shall be able to actively monitor the funds, but not able to access them.
We shall be able to discuss more of these details on January the 23rd, the day after the wedding of King Teath and Lady Tasman, at the first PACICON summit. All are invited to the wedding and we hope you attend both events.
