(c) making a purely OOC RP Secretary with responsibilities for OOC management
(d) having a special Admissions board to enable ultra-fast responses to admissions requests
(e) trialling having the Intelligence Secretary reporting directly to the Defence Secretary

In general for government appointments, we seek anybody who we can work with who has the time, the abilities, and the ideas. Also, note that to avoid a two-tier system we would also wish to see highly capable people focused in the Council as general members, so that there is a lively discussion outside government as well as inside it, and constructive criticism from all members in the testing-ground of policy.

Probably not. The thing is that the current system is somewhat inflexible: it proscribes 10 cabinet positions, no matter what our priorities may be - for instance, it might be a good idea to appoint an RP Minister.

Therefore, The Highest Command of the Santiago Anti - Communist Treaty Organization (SACTO) politely asks prime minister candidates of the International Freedom Coalition to staated their view, planned policies, and pursued expectations concerning the Santiago Anti - Communist Treaty Organization, considering tense relations between many states - especially those from Highest Commanding Circle - and the International Freedom Coalition.

Additionally, the SACTO Commanding Circle wishes to remind the IFC PM candidates of sovereignty in our alliance, and that our organization will not participate in any international projects without agreement of the SACTO command. As much as our members enjoy warmer relations after the times of Aravean war, we do are aware in severe differences in world view, ideology and methods used to pursue the goal. Therefore, for SACTO to develop even minimal amount of trust needed for basic cooperation requires proper information on the IFC PM Candidates behalf.

The difference between view and policy

My (personal) view of some of SACTO's styles should be obvious in light of all my past statements. My policy would be not to act on my personal view. While a little suspicion is 'due diligence' by another name, I seek to work by consensus and democracy, and it is the view of both the members of the IFC and indeed my nation that we should try not to make relations between the IFC and SACTO any worse.

How to move forward

My expectation is that by my team's announced plans to appoint joint IFC-SACTO members to Cabinet level positions, with the aims of (a) sharing views between our alliances, (b) avoiding disastrous accidental confrontation, and (c) considering areas of mutual benefits, particularly the possibility of operations against the unfree totalitarian left, our governments would have the basis to interact without improper bias and on the basis of evidence and shared mutual interests in international security and stability. Personal dislikes shouldn't enter into it.

I am well aware that SACTO is constantly worried about sovereignty and that my expectations may be too high, but I think it is good to have goals to focus minds: I expect success, provided most other people expect the same. If SACTO's leadership wishes to wait for 'trust' then that would be a pity, as we are obviously not about to become 'trustworthy' if that means approving of all the methods of SACTO's radical edge.

But the fact is that although our styles are different, our aims are not completely at odds. That we have common interests should be quite enough to justify formal relationships at a high level, and on that basis my government would seek improved lines of communication with SACTO.
