Greetings all, Storm here. Welcome to the Zero World Council Session.
To post here, you must be a member of the region of Zero Beta. Details are laid out in the Offsite Forum, the regional RMB, and the regional IRC.

Zero World Council Headquarters Complex, Great Zeronian Ocean, Zero

Travel to the ZWC Headquarters is accomplished by ship. Docking with small vessels is permitted in the floating complex's inner docks. For larger vessels, they must dock in the main artificial harbor. These docks are available for short-term use only, unless the individual or government has confirmed delegate status. Submarines can also travel to the HQ, and can be parked in the underwater section of the complex.

The complex is composed of the ZWC Assembly Building, where the representatives of member-nations meet to discuss things, especially during this year's session; the Secretariat Building, which houses the ZWC Secretariat and the Security Council, the private quarters for the delegates; and of course, Consumer Canal, the place where you will find shops. Just so you know, prices for commodities are higher here in the ZWC Headquarters Complex, because it's an artificial floating island in the middle of the ocean far from any major landmasses. There is also a hospital serving the HQ.

Money here can be exchanged for Stormwrath Royales. We use a small orb to keep our Royales in, and this device can be scanned to make payments. To get the gist of the conversion rate: R$ 1.00 = NS$ 1.77. Transportation is mostly done through electric cars and small boats traveling through the many canals of the complex as well as various lifts.

Be reasonable, as we are an intergovernmental organization and the representatives you send aren't always the head of state; therefore there is no need for heavy security. Internal security is facilitated by the ZWC Staff.

Don't bother infiltrating the floating complex. It's a floating fortress that is in turn guarded by the 17th Stormwrath Imperial Fleet; and even if you do, no one likes it when you try to disrupt the conference, and I certainly would not tolerate it. Any and all plots to disrupt must be approved by me. Unapproved attacks will be ignored. And most of all, the OP is God. No exceptions.

Hopefully you will consider all of these limitations, as we are here to discuss certain matters, not pull off nonsensical shit. Abide accordingly.

It was that time of year again. It was the Annual Zero World Council Session to be held at the glittering ZWC Headquarters. Delegates from all over Zero have come together to this place to discuss about the matters that will be held in the conference. Ships from far and wide have come to the complex, whether to transport the delegates or to bring supplies from the surrounding landmasses.

The ZWC Complex was in essence, an artificial floating city. It was built in a way that will keep those who reside here happy. There is the consumer and entertainment sector around Consumer Canal, the underwater section where the private quarters are located, and on the surface are the various offices and buildings that make up the ZWC Headquarters. The ZWC Assembly Building and the Secretariat Building stood out from all of them. The sector facing north was where the harbor was located, along with the unloading port for cargo; the sector facing south was for the center of communications for the complex, and the rest laid in between. All locations were being connected by a system of Hyperloops.

For Stormwrath's representative to the ZWC, this was Munisca Cassidy Lane's part of her job. She had been to sessions like this since 2012, when Apiscia Violet Stormraven (now Empress Violet of Alderann) became a member of the Security Council. So far, she was doing as well as her predecessor; probably more as remarked by Prime Minister Fairs. She was prepared, down to the most scrupulous detail. She then got her data pad and went out of her private quarters.

She went over to a station where the Hyperloop capsule would stop. Cassidy went inside and was transported to the artificial harbor; just in time for a certain boat to arrive at the docks. The vessel docked itself at the harbor, and a man in his late 30s stepped out. His name was Timothy Rochefort, a fellow Muniscus; and he was to be Cassidy's fellow delegate for the session.

Delegates that arrive undergo extensive security scanning; after all, this was in essence a world summit. Once they have gone through that, they were assigned their own quarters, and were advised to rest for the evening. They would indeed have a good night's sleep, as the waters of the Great Zeronian Ocean served as a calm and serene backdrop for them.

King Descher brought with him Sir Sarancha Dededly--the Lord Ledare-- and Sir Weacher Sedre--the Fedha Speaker-- to be the delegates for Pengar--he did bring family as well. The group chose to spend most of their time with the leaders of Nilluut/Babuyt--Minister Deasder Swerdch--, Illuminination--Grand Minister Tristan Sparticius and his brother Saedic Sparticius--, and Experimentstan--Prime Minister Susan Blocke and Minister Fredreic Bastít--, because they needed to discuss matters related to the war. The group from Pengar had little to talk to any leaders about related to the war--being neutral and all-- but they needed to listen into the discussions from other nations. The King also wanted to get better relations to a select few nations, particularly Stormwrath and Rapallo, since they are very near to Pengar and yet have never had very good relations to each other. The King tells Sir Dededly to go make small talk with the Stormwrathian delegates and Sir Sedre to make small talk with Rapallo's delegates. He stays with what some--mostly those with an Illumine bias-- would call the most important group of the session, the Illuminian leaders, the ones who are in the middle of the second greatest war in Illumine history. He invites the group to a small lounge so they can have discussions in private and over a good scotch--or five. He decided that him getting drunk would not harm his reputation to much, given all the bureaucratic nonsense and questions about the war he has had to endure through out the night thous far.

Timothy stepped off the boat at the docks with his luggage in hand. He was sent by the Prime Minister to represent Stormwrath at the Session, although Cassidy is able to do so on her own. Seeing the woman standing there, Timothy greeted her, "Good afternoon, Miss Lane. How was life in the middle of the ocean?"

"It's not bad actually", she replied, flicking her hair off to the side. "It can get a little lonely sometimes out here, but so far its all good."

"By the way", asked Timothy, "Have you heard about what is going on in Illumine?"

"Yeah, I've heard." And the two started walking to their private quarters. "Well, I heard that the war over there is going to be on the agenda of the first day."

"Right, and there are seven days in this meeting."

"I guess you are already prepared for everything, Rochefort."

"Well, that's not true. I mean, the unexpected can happen at any time. Wanna go over have a drink?"

Cassidy shrugged. "Sure, why not? I have been wanting to relax a bit. Being a delegate to the ZWC can sometimes be stressful. Okay, it can often be stressful." And they arrived at the Hyperloop station, where they got inside a capsule that took them to the underwater private quarters, where Timothy placed his belongings for the night. Then he got his currency stick and went with Cassidy to a certain pub at Consumer Canal.

Asada Shinigami has just arrived at the docks of the Zero World Council Headquarters. The tigress anthro took in a deep breath while looking at the complex. She was clearly proud of her country, or what used to be her country. Altaro founded the Zero World Council to herald in a new era of peace. And now this would be the organization's 151st Session. She stepped off the boat with her luggage and thanked the crew. Then she walked over to the Hyperloop station and waited for the capsule to arrive. A vibration can be felt on her holo wrist watch, and she pressed a button on the side. An image appeared, revealing a wolf anthro.

"Konnichiwa", she spoke in Ashiro. "I am currently at the ZWC HQ in preparation for the summit."

"Noted, Shinigami-san", the anthro replied. "I trust that you're good to go?"

"Affirmative, Nadeko-san. The outline of the session is as follows: The War of Illumine, Economic Issues, Amendments to the Laws of the Sea, and other issues that might be brought up by the delegates."

"Alright then. Good luck to you, and may Akai be with you."

"Likewise." And the transmission ended. By this time, the capsule arrived at the station, and she boarded it. This took her to the underwater private quarters, where she disembarked. She looked at the memo on her wrist watch and read the number of her room. It was room 75, which is west of the central plaza. Asada went to the room and pulled out a card. Swiping it, she unlocked the door and entered the room.

After putting her luggage near the closet, she sat on the bed there and turned on the holographic TV with the small pad on the bedside. As it turned on, it was the Chirutar news channel ANN, and the headlines displayed, "Murratri builds fortifications in occupied territory."

The reporter began to deliver the news in English. "Upon Rykzia's unprovoked attack on the Illuminian seaboard, Murratri has taken the opportunity to fortify its occupied territories in Experimentstan. So far the leaders of Murratri have yet to respond to the condemnations brought about by its neighbors in the region. We now go to the story live in Murratri with Hisao Noguchi..."

Timothy and Cassidy were having a few drinks at this certain pub called Keelin's Bar and Bistro and the two were so far taking light alcoholic drinks and their dinner, so they can remain sober for tomorrow's session. They had a talk over a variety of things, whether it would be reviewing the session agenda, reminiscing past memories or just random chatter. By the time it was night they had to go back to the quarters and prepare for tomorrow.

Nervous was, Akakios Milonopulos, the delegate personally appointed by the Crown itself, to the Zero World Council Session. It was the first time he represented the interests of Pharescia, after long sessions and classes in the Pharescian Diplomatic School. He was extremely comfortable that he went via ship rather than aeroplane, like anyone back home.

As he set foot on the platform, he felt in another world, in another dimension, not somewhere in Planet Zero. ''Oh gosh, let's hope I do it''. Akakios headed toward the lift which would lead him to the hotel. He was thought to get used to feeling wealthy, yet in essence and pocket nothing owning. Humble, that's how the Diplomatic School made him, and many other students.

His thoughts revolved in the trip to his room. What he came to represent? What he came to inquire? He for a while had forgot.

Until the ride stopped.

As he set foot in the lobby, he remembered: he came to make alliances and trade commerces between any nation in behalf of the obscure Crown of Pharescia, which from the shadows ruled. The palace was on constant surveillance, no one would come in and rarely could he see one getting out. He got his assignment via handwritten letter, and the minute he began reading it, a van came in, honking, obviously telling him to pack his things and go to the port, where the typical diplomatic vessel waiting was: an elegant yet small thing, with the Pharescian flag under a white one, with two doves on each side, carrying laurel wreaths. Although many would perceive it as a sign of peace, Pharescians are really paranoid, they in peace they do not believe, as they see anything like a storm day at the sea: it may appear calm and pretty, but it would always have a storm brewing somewhere, and thus commerce was given importance in his culture, to bind symbiotic alliances with other powers; and to avoid the responsibility of dealing with another nation's storm.

The black haired, in a way, adorable, man came towards to desk. ''Hello?'', he said to the seemingly empty desk. ''Anyone there? I am the Pharescian delegate?'' No response, seemingly.

At that very moment, a holographic image appeared behind the receptionist desk. "Ah, welcome representative! Welcome to the Zero World Council Headquarters! Today is the first day of the ZWC Annual Session so please register here." The hologram seemingly operated the computer on the desk when it was actually the AI doing the work for it.

"You must be the delegate from Pharescia, Mr. A-kak-ios... Ma-i-lono-pu-los? Did I pronounce your name right?"

Midday, NDF Italis, Fifth Flotilla, Third Necian Fleet, *Several Miles East of ZWC HQ

The Rapallan delegation had been on the slow journey from the Necian Naval Complex on Novis Velisa. The delegation totaled 6 individuals. The lead being Contessa Polenta Talaris (Anthro-Fox), who was chosen by the Magni Regius. Other members of the delegation include Second Minister Marie Hunela (Noutiomini), Deputy Chairman Hul Gensel (Human), Lord Protector Kelan Salis (Floromini), General Jalin Wenrel (Anthro-Rabbit), and Admiral Italis Cazzaleno (Noutiomini).

The bulk of the flotilla halted about 5 miles out from the ZWC minus the Italis, a small escort frigate, one of the few non-organic ships in the Necian Sovereign Navy. The small frigate docked with the aquatic station and the party disembarked. First the elderly Countessa, easily 110 walking with a decorative metal cane and clothed in fine silk. The Contessa looked back at her delegation and looks out at the ocean, the Fifth Flotilla just within visual range of the station. "Alright, remember. None of you have official negotiative powers. I was the only one empowered by the Mangi Regius. You are only here as a courtesy to advise me."

The group moved to towards the main facility silently. And it was definitely going to be a tough negotiation to maintain their supremacy in the central sea and southern ocean.

Eclipes contested with Rapallo for control of the Cilantro Sea for many years now, and often times this has raised tensions between the two, especially in the contested Rapallo-Eclipes Strait. Previous attempts at exercising self-restraint in 1998 and 2005 have mostly failed to solve the problems. This session seemed like the opportunity to settle this matter.

Alfred Saabe was chosen to represent the country in the session; fortunately they won't touch the subject on territorial claims on the sea yet, so he has more time to prepare. He is accompanied by three other people who are currently his advisers. He arrived in a naval corvette escorted by the 10th Eclipean Navy. Upon seeing the 5th Rapallan flotilla, they decided to change course by turning south then north towards the ZWC HQ. They then stayed 8 miles southwest of the floating complex, leaving the Eclipean frigate to head for the headquarters.

As the vessel docked, Alfred put back his data pad in his briefcase. He stepped off the ship and headed to the Assembly Building, with his fellow advisers following suit. Neutrality of the strait was going to be hard to convince, especially with Rapallo attending the session.

While Minister Deasder Swerdch and King Descher went to the Rapllan delegates tonight to discuss the neutrality of the Rapallo-Eclipes Strait, Grand Minister Tristan sent his brother, Seadic, to greet any Illuminian allies. While the majority of the group was off, he and Susan Blocke sat at a bar and had a drink. It was surprisingly easy to talk to Susan, despite all of the Stanians he had meant before were pampered little whelps. She was the most real person he had ever met from Experimentstan. She was also the smartest person he had met since his time in college--which coincidentally both of them went to in the same year in the same field at the same school. They talked about the pressures of this war, the biggest in Illumine history if you disclude the Civil Wars. She also told him that if murratri begins another advance on South Town, she will nuke Murratrity in a heart beat. With this solemn news Tristan continued to get a nice buzz and had a little amuza--just enough to take the edge off and allow him to enjoy the evening while the rest of the delegates arrived.
I go by Illumine in non-RP situations--though some of my region mates seem to prefer war mongerer at times. Both Invictus and Illumin are correct for identifying those from Illuminination. Illuminian refers to a person from the whole of Illumine and not just Illuminination.

The Furuborian delegation had not taken much time in transit aboard one of the few VTOL's made for executives. In total only two were to arrive, Minister Faldukr of Furubor's defense board, and Minister Orhak of Furubor's production board. Both hefty, greying, Ursa wore the robes of their respective boards, yellow cut with grey for the defense board and elaborate patterns of gold on blue for the production board.

The heavy VTOL landed with the low roar of thermal engines, the wash of heat spraying over the landing pad produced thermal glow, the dull tones of red turning brighter as the output grew closer. With a nod to the pilot they would grab their luggage in the form of large vacuum canisters and depart from the craft via boarding ramp and away from the departing craft. Both of them had studied in detail the documents provided to them before they departed and had little need to speak with one another until negotiations came around.

Caleb Sorfosor and his four fellow diplomats arrived at the ZWC HQ in one of the few dropships maintained by Rykzia for diplomatic missions. This session has just so happened to be one of those missions for the Rykzian government. While it is uncommon for Rykzians to solve conflict through diplomatic means (they are a warlike nation after all), they have decided to do just that, due to the threat of nuclear war that would befall southern Zero in the War of Illumine.

The dropship landed on the water and changed into a submarine, which then maneuvered its way to the underwater docking station beneath the surface of the complex. The submarine docked there, and the five Rykzian delegates stepped out of the vessel. They immediately went to their private quarters to place their luggage there, then look for the Murratrian delegates; only to find out that their ally has decided not to attend the session for some reason.

The delegates of Anticara entered the gates of the ZWC, their first time attending a World Council. The were nervous about what was going to happen, or what issues what was going to be discussed. Although, they were hoping to talk about local issues like the nearby expansion of Rapallo. They meet and conversed with the other nations delegates to pass the time, and walked around the island exploring the different offices and meeting areas. They were interested of what was to come as they stood in the common room waiting for the first official meeting to commence.

As they were walking back to their quarters, Cassidy then took the time to ask Timothy something. "Hey Tim, are there going to be more diplomats coming over to the session?"

He then replied, "Yeah, I think there will be two more of our fellow diplomats coming tomorrow. They didn't say what time though."

"Right." And Cassidy scanned the card given to her, and the door opened. Both of them changed into their nightwear and went to sleep. It was going to be a big day tomorrow.

The alarm clock went off at this time, and being next to the clock, Cassidy pressed the button and got up. Timothy followed suit after her. The two then spent the next two hours preparing themselves for the first meeting; eating their breakfast, taking a shower, brushing teeth, putting on their clothes for the session, reviewing once more their notes, and walking to the elevator to carry them to the surface in front of the General Assembly building, where the session will take place.

Cassidy and Timothy went inside and went over to the Pharescian delegate who was standing in front of the receptionist desk held by a hologram. Timothy was the first to greet him. "Good morning, you must be a delegate attending the session, are you not?"

Mn. Finnick Ulae and Mn. Marcellus Cameron were both reviewing their notes inside the dropship that they were in. Marcellus looked out the window of their aircraft and saw the Rapallan flotilla on the surface of the ocean as well as the Eclipean fleet. "So apparently the 17th Fleet isn't the only naval force around the HQ", he remarked.

"I really wish they didn't have to show off their military might at this time of year", Finnick replied. "After all, our naval fleet as well as the local Rocket Angel units at the HQ can handle security just fine."

"Indeed. They can become an eyesore, especially when two rival fleets are within range of each other." And the two went back to reviewing their speeches as well as the agenda. The dropship landed on the waters near the HQ, and submerged to dock in the underwater section. They got out of the vessel and were checked for the sake of security. After that they were decontaminated, and then they went to place their luggage in their quarters. After that, they both took the elevator upstairs to the main hall of the Assembly Building.

The two then walked over to a certain seat at the side of the hall, where they sat down and pulled out their data pads again. Marcellus popped open some mints and tossed one into his mouth. Finnick on the other hand, was conversing with another person through the holographic communicator installed in the pad.

As the delegates were waiting in the lobby of the assembly building, a holographic screen appeared on the north side of the atrium, above the elevators. The Stormwrathian delegates then looked at the screen, which was displaying the ZWC logo. The logo then disappeared, and the image of an AI construct appeared. "Greetings, representatives of the member-nations of the Zero World Council. Welcome to the 151st Annual Session of the ZWC held here at the ZWC Assembly Building. Please proceed to the elevators that will take you to the main assembly hall on the 7th floor. Thank you very much, and may you enjoy your stay here."

Cassidy and Timothy, sensing that it was time to go, said to the Pharescian, "Shall we head to the assembly hall? The first day of the session starts soon."

As for Marcellus and Finnick, they put back their data pads in their briefcase and went immediately towards the elevator. They went there because so far, no delegate has come to converse with them; however they didn't mind, understanding that they are all preparing the same way as they were.

The elevator was controlled by computers, which interacted with the passengers through voice. "Greetings gentlemen", began the elevator. "Where should I take you?"

Marcellus then replied, "We would like to go to the 7th floor please."

"Absolutely, sirs."

The two arrived at the designated floor, and walked along the hallway. The view from the glass panels was astounding, showing the rest of the complex below, and the Great Zeronian Ocean all the way to the horizon where the sky touches. Minmus can still be faintly observed in the blue skies. The two have arrived at the large wooden doors of the assembly hall. These doors were engraved with their respective half of the ZWC logo. This entrance was the only place where no automatic systems were in place to open it for the delegates; it has to be opened by hand. They both opened the doors, and entered the assembly hall of the building, which was such a sight.

The seal of the ZWC was placed on the part of the wall, above the podium. Flanking it were two gigantic hologram screens. The seats and tables were designed in a simplistic way, yet gave off this sense of power that emulated from the halls. Holographic tags were activated in front of each seat, and the tables have embedded interactive hologram screens for each delegate to use. Marcellus and Finnick picked two of the 350 seats that are vacant, and waited for the other delegates to arrive. Fortunately, there were a few casual games that they can access on the table, which will be later be made inaccessible when the session begins.
