"You're going to be late... Marilyn says the dark grey one in case you're wondering," came the familiar voice behind him. Alder could hear the amusement behind it. He turned to see his partner leaning against the doorway with his arms crossed and dressed in something that was a mix between authoritarian and casual... casually authoritarian? Was there even such a thing? At least one of them was ready.

Despite their agreement not to be around each other while working, Alder did look forward to this more than anything due to the rarity of the nature. Circumstances and outright requirements demanded that Anthony perform his due diligence by remaining as Alder's escort and bodyguard. The ambassador wasn't sure why but he wasn't about to question it either, and in fact looked forward to it. Soon, his partner would see the world of politics, however briefly and either cringe in horror at the sight of so many delegates throwing words that could cut the strongest of metals or laugh... because what else could one do in politics?

Sometimes he wished he saw what Anthony did but the man was, if anything, tight lipped about that. 'If it concerns you, you'll know,' was about as much as the man would tell him at times (and it wasn't as if the same answer wasn't reciprocated). He smirked lightly to himself while he slipped on the dark grey vest... Alder - in a combat zone... that was like saying Anthony shouting across the table in a heated negotiation.

He smiled at the thought of that and ruffled his hair quickly, damn thing wasn't cooperating today. It certainly did last night at Cloud 9. He came home talking to Jones even, who was still rather rigid but actually managed to crack a smile when Alder shared a joke with him that Dalacler had told him. Or was it a joke? He was still trying to figure that one out. He was about as alien to her as she was to him but they got along quite amicably.

"Ready to go see your girlfriend?" Anthony teased with a grin.

He rolled his eyes, tugging on his vest. Despite the dark grey vest and blue pants, his own ensemble was softer than last night's or the day of the summit. Almost casual, really, but just enough to say he still 'meant business'. He'd have to raise Marilyn's salary for the fashion tips. Tugging at Anthony's elbow, his smile turned lopsided, "Jealous are we?"

Anthony shrugged nonchalantly, "Yeah well, you know, my manly pride demands I know whose trying to steal you from me."

Rolling his eyes again, they walked a ways before they had to separate for decorum and appearance sake. Sometimes Alder wished he could do away the professionalism and just do as he wished. In hindsight he could in some ways, as his partner was still by his side.

The conference room was still being filled up and his eyes scanned it, carefully taking into account all those that he saw. Anthony was simply quicker about it, "Where's your girlfriend? Thull is here though."

Alder laughed quietly, choosing not to answer though there really wasn't any need. This was a conference, after all, and bodyguards tended to be close by or outside it (if Alder recalled the security procedures correctly). Loosening his grip on Anthony's hand, he gestured for his partner to follow as they took their seats.

Representatives have quarters, if they decided to reside at headquarters full time, but those are smallish things best suited to entertaining small groups. I do see your name on the list however, and you're just in time for the summits' morning session."

She handed a copy of the charter draft to McCallan as well as the day's agenda and then pointed towards the main hall. "They're in there, sir. You'll find your nation's name and flag at the table you've been assigned to. Please excuse the mess. We're under construction. Oh and there's coffee and popcorn if you'd like some."

Preamble
We the Nations of the Multi-Species Union Determined
  • to use diplomacy as a means to achieve peace.
  • to promote free trade and information to all member nations so long as it doesn't compromise their tech level integrity.
  • to champion against discrimination of a nation based upon species, government leadership style or tech level.
  • to defend all member nations, whether they are human, anthro, pony or the many others scattered across the universe.
have resolved to combine our efforts to accomplish these aims.

Accordingly, our respective Governments, through representatives assembled at Pax Concordia Space Station in the Tribus Sector, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the Multi-Species Union and do hereby establish this interstellar Alliance.

The Charter pertains to all Alliance members and serves as the governing principles by which all member nations shall conduct themselves.

Article I
Government Structure and Protocol


Section I - Government Structure
  1. Legislative Branch
    The Legislative Branch is comprised of representatives of member nations and overseen by the Commission of Intelligent Species.

    1. The Commission of Intelligent Species
      The Commission of Intelligent Species (CIS) is the administrative body of the Legislative branch; it holds no additional legislative power. The purpose of the Committee is to streamline communications between Member-Nations of differing category, to mediate disputes between nations within a species category, to work with the heads of other categories if mediation is required between bodies, and to function as a hub for information distribution. It is comprised of four representatives, one from each species category (Human; Anthro; Pony; Xeno) overseen by a Head Commissioner. A CIS representative's title is Counselor.
      • Head of the Commission:The Head will provide or procure government and residency accommodations to suit each species. In addition, the Head's office is charged with maintaining Congressional Union calendars, tracking Floor activities, roll call votes, committee hearing schedules, and dissemination of information to the four Counselors. The Head of the Commission will serve as final mediator if disputes between Member-Nations have not been resolved after Representative mediation efforts have been made. All Counselors are answerable to the Head and must file a monthly status report. These reports will be reviewed by the Head of the Commission before submission to the Minister-President's office for dissemination between the various ministries. The Nation providing Head of Commission is considered a permanent Member-Nation holding a perpetual position until such time as that Member-Nation fails in its duty, ceases to exist, or withdraws from the role. It is so decreed that the Head of the Commission shall be from Stormwrath.
      • Deputy Head of the Commission: shall be appointed by the Head of Commission to serve in their stead. The Nation providing the Deputy Head of Commission is considered a permanent Member-Nation holding a perpetual position until such time as that Member-Nation fails in its duty, ceases to exist, or withdraws from the role, or the position is revoked by a two-thirds vote by Member-Nations.
      • Representative of the Humans: This elected official shall serve as a liaison between all Human Member-Nations and Human Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Anthros: This elected official shall serve as a liaison between all Anthropomorphic Member-Nations and Anthropomorphic Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Ponies: This elected official shall serve as a liaison between all Pony Member-Nations and Pony Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Xenos: This elected official shall serve as a liaison between all Xeno Member-Nations and Xeno Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      In addition, Counselors shall file a monthly report with the Head of Commission's office containing the following regarding Member-Nations and Observer-Nations under their charge: Roll call of active Members and Observers; listing of inactive Members and Observers; Member and Observer requisitions, if any; Counselor directory listing the names of each Member or Observer's representatives to the Congressional Union. Counselors shall be elected every six months. There are no term limits on this position however Counselors can and will be removed for non-performance. Member-Nations may file a request with the Deputy Head for the Head's consideration. Counselors have 48 hours after a Member-Nation files to defend their position. Counselors wave the right to defend their position after that time unless they have indicated previously that they are on leave and unavailable. It is the Counselors 's duty to appoint an assistant should they take leave longer than one week.

    2. The Congressional Union
      All legislative powers shall be comprised of one representative from each individual Member-Nation, hereby known collectively as the Congressional Union. Criteria of electing or appointing such representative to the Commission are left up to the individual Member-Nation. Such representatives shall be called Congressmember. Observer-Nation representatives shall bear the title of Representative and are permitted to lobby and produce speeches at Summit, however no voting privileges are granted to any Observer-Nation.
  2. Administrative Branch
      The Administrative Branch shall be comprised of Ministries, each governed by a Minister, and all under the authority of a Minister-President.
      • Minister-President: Serves as the most senior minister of cabinet in the executive branch of the MSU and is charged with the execution of Congressional Union law, alongside the responsibility of appointing Ministry executives, regulatory officers, and concluding treaties with foreign powers with the advice and consent of the Congressional Union. The Minister-President has the power to call the Legislative Branch to convene, or to dismiss it when business is concluded. The Minister-President may be called upon when the Congressional Union has reached a tie.
      • Ministry of Foreign Affairs: This Ministry handles all incoming Prospective Member-Nation applications. It is the point of contact for all nations not currently serving within the Alliance itself.
      • Ministry of Internal Affairs and Communication: The MIAC works in tandem with the Council of Intelligent Species Representatives to address any concerns or needs required by Member-Nations. In addition, this Ministry manages the administrative system and communication matters, and serves as a liaison office between the Alliance and the Pax Concordia Station.
      • Ministry of Intelligence: This Ministry will gather intelligence both from within the Multi-Species Union and outside of it; however, it cannot conduct an investigation or mission without the approval of the Congressional Union, but it can conduct surveys and provide studies for the MSU without the Congressional Union's approval provided it does not violate the Article III, Section IV Non-Contamination and Research Clause.
      • Ministry of Economics and Finance: This Ministry coordinates the economic and financial work of member-nations as well as regulates MSU spending, and produces MSU cost analysis pre-mission.
      • Ministry of Defence: This Ministry will conduct itself as outlined in Article V - Peacekeeping and the Ministry of Defence.

      Each Minister is charged with forming the administrative framework supporting the Alliance itself. Ministers shall be appointed by the Minister-President every three months, or their term lengthened an additional three months. Ministers do not have voting privileges nor are they permitted to lobby or produce speeches at Summit. Ministers will be members of Member-Nations, will be in good standing with their own governments, and be vetted prior to position placement.

Section II - Travel For Legislative and Ministry Officials
Travel accommodations will be provided to all Member-Nation and Observer-Nation Officials who currently lack the technology to travel to Summits or Alliance headquarters. These accommodations will be provided by the host government or by fellow Member-Nations at no expense to the Member-Nation in need. Accommodations will fit the species' status as well as physical needs.

Section III - Appointment of a Minister-President and Continuing Functions
Congressmembers shall conduct a vote to elect a leading Minister-President at the first Summit. This Minister shall be considered the leader of the Alliance much as a Head of State. The Minister-President will act as the head of all Ministries, and will appoint positions that the representative sees fit to do so. The Minister-President has powers not listed thereof and such extra powers delegated to the Minister-President may be revoked or added by majority Congressional Union approval. The Minister-President may be in their position of power until such time as they chose to resign from office, is voted out of power by two-thirds vote of the Congress, or at the end of one year's term. Minister-President elections shall occur annually, each August. The Minister-President may not concurrently hold office within the Legislative Branch as either a Representative or Head, nor can the Minister-President be concurrently a leader of his Nation or heir to that throne, position or title.

Section IV - Role and Scope of Congressional Union
The Congress of the Multi-Species Union has the power to negotiate inter-regional trade and to establish treaties between independent nations or separate regions. The Congress has the authority to intervene, with three-fourths' approval, in member-state nations if such member-state is deemed corrupt by the standards put forth by the Multi-Species Union. The Congress has the power to form a provisional military in order to secure the defense of all member-states and regional possessions, it also has the authority to appoint Generals and conduct all recruitment necessary in order to form such defense. The Congress has the ability to dictate law, in which clauses and articles pertain to regional issues, and not interfere with the sovereignty of member-states.

Should a situation arise pertaining to a specific species class, and should that class lack substantial votes to have voice within the Congress, voting will go directly to the CIS Representatives. Each Representative will vote their species class majority. The Head will serve as a tie-breaker. Species classes may appeal for request through the Minister-President if the resulting decision is, by their estimation, discriminatory towards their class.

Section V - Documentations and Records
The Congressional Union shall keep a public record of all of its proceedings, however, if times that secrecy is required as defined by the Congress then the records may be declared sealed and not public knowledge. The votes of all councilors shall be included in the public record, unless one-fifth of those present decree that such voting records be sealed from the public. The Congressional Union must enable all laws ratified to be announced publicly and be placed in the Alliance's Public Records which shall be a collection of this constitution and all ratified documents. The Ministry, likewise, will operate with full transparency before the Congressional Union although, for security reasons, not all aspects of the Ministry will be transparent before the public.

Section VI - Impact on Member-Nations
Member-Nations shall, in full respect, assist each other in carrying out tasks that are prescribed or generated by this Charter. Member-states shall fulfill the obligations arising from this Charter or the result of any act of institutions of this Alliance. Member-States shall refrain from tasks that may interfere with principles outlines in this Charter or principles created or established by the Congress. Member-States of high tech levels shall not be required to share knowledge regarding that higher tech level with Member-States of lower tech levels.

Section VII - Removal of a Member-Nation
A Member-Nation can be expelled from the alliance should it violate the Charter or commit crimes against other Member-Nations, excluding wars. A tribunal will be held prior to disbarment, should criminal action be suspected, otherwise a Member-Nation may be disbarred via a referendum and two-thirds approval vote. Member-Nations are free to withdraw from the Alliance at any time.

Section IX - Nation Classifications
Member-Nations and Observer-Nations are part of one of four groups overseen by their respective CIS Representatives. A nation cannot occupy more than one group.
  • Human: Nations may claim the Human group if the preponderance of their populations are humans. Some nations choose the Xeno group if their populations are mixed. Humans can be located on Earth or abroad outside the Sol system. Humans in this group can be mundane, possess magic or special abilities etc.
  • Pony: Pony nations are predominantly Pony in population.
  • Anthro: Anthropomorphic nations encompass a wide range of populations. Some anthro nations are humans with animal features (ears, tail, etc). Others are animals with humanoid characteristics. Still others are dragons, or other sapient beings that retain the root of origin ("talking animals"). The latter two groups sometimes opt for the Xeno classification.
  • Xeno: this group encompasses an extremely wide range of beings. Many Xeno members are extraterrestrial in nature however there are Fae, Centaur, Elven, Draconic and Dwafish nations that identify with this group.

Article II
Economics and Trade


Section I - Free Trade Policies
Per individual Member-Nation discretion, a free-trade policy between member-states shall be in effect at all times while the nation is a member of the Alliance. Such policy includes that member-states shall be preferred, but not mandatory, trading partners of other member-states. Member-states may not embargo another member-state without popular approval of the Congress. No tariffs shall be placed on any member-state by another member-state, unless special approval is given by the Congress.

Section II - Industry Clause
In the industries of pharmaceuticals, livestock and/or other food-related industries, or any other high-care industries, or military grade industries, Member-Nations may elect to bar other Member-Nations from trade of such industrial products due to individual safety concerns, thus the Multi-Species Alliance shall not interfere with the industries thereof. Caveat: some Member-Nations might consume non-sapient versions of Member-Nation species; no judgement will be passed upon them for the livestock they keep.

Section III - Trade Routes
Land, aerial, naval and/or interstellar trade routes between Member-Nations will be defended by individual nations' active military personnel. Threatened trade routes which Member-Nations are incapable of protecting may be defended by a joint force supplied by the Alliance itself which is comprised of Member-Nations' military; however such an action can not be undertaken without two-thirds vote by the Congress. All protection of such trade is voluntary, if a Member-Nation wishes to be excluded from protection or for a certain transaction then the Alliance shall oblige. Protection within the exclusive economic zone shall be guaranteed as well as protection of private vehicles outside of such, all attacks on such shall be deemed a declaration of war.

Section IV - Exclusive Economic Zone
The aforementioned exclusive economic zone (hereafter, 'EEZ') is to be established at a future time and date, in a neutral location to be selected by the Minister of Economics and Finance, subject to approval by the Minister-President.


Article III
Species Rights


Section I - Inherent Species Rights and Non-Interference Directive
It is the Right of each sapient species to live in accordance with its normal cultural and physical evolution. This Right is considered sacred. No MSU Member-Nations are permitted to interfere with the normal and healthy development of life and culture. Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely (to include Member-Nations of lower tech levels), or to impose its bias on cultures outside of its Member-Nations, or to force Member-Nations to conform to standards only applicable to a given species, culture or governing body. This directive takes precedence over any and all other considerations, and carries with it the highest moral obligation.

Section II - Civil Rights
The Multi-Species Union shall respect the equality, independence, and sovereignty of Member-Nations including their species differences and national identities. Likewise, the Congressional Union recognizes that some aspects of species' culture are not akin to Human culture and thus the Alliance will not seek Member-Nation conformity when such practices are proven by the individual Member-Nation to be conducted in a 'humane manner'. Examples of such practices would include
  • "slavery" by hive-mind species, by species that are inherently and naturally prone to this hierarchy, or species which have sentient organic or artificial machines. Let all be aware that slavery, in its cruelest form, is frowned upon by Member-Nations who oppose it however the Alliance itself maintains at all times an unbiased definition of "slavery" as a whole, and chooses to examine allegations of slavery on a case-by-case basis to determine whether or not it will step in to intervene. The MSU will not violate Article III, Section 1 of this Charter on civil matters.
  • female and male rights as they pertain to species who may be patriarchal, matriarchal, non-gendered or hive-minded.
  • dietary consumption of creatures that have sapient, but biologically unrelated, counterparts in Member-Nations.
Section III
The Multi-Species Union shall not be subject to the laws, bylaws or articles found in other alliances. It will defend its Member-Nations from foreign nations or alliances that attempt to interfere with the rights of Member-Nations to keep their customs and culture.

Section IV - Non-Contamination and Research Clause
The Multi-Species Union shall not risk contaminating any species with its presence. This would include interfering with species that have not progressed enough to contact this alliance, or species still evolving towards sapience. The MSU, in conjunction with other alliances, will establish a protective perimeter around developing species home systems to deter accidental contamination. This would include: no identification of self or mission, no interference with the social development of said planet, no references to space or the fact that there are other worlds or civilizations, and no exposure to species or devices not indigenous to that planet. Researchers wishing to study species must submit a detailed writ of intent and all research teams will be strictly monitored by the MSU. In the event of a disaster whereby accidental contamination occurs, the MSU and its Member-Nations may not violate the Article III, Section I directive, even to save their lives and/or their ship, unless they are acting to right an earlier violation or an accidental contamination of said culture. Such missions will not be launched without the knowledge and authority of the MSU, Xeno CIS Representative and CIS Head.


Article IV
War


Section I - Member-Nation Essential Nation Functions
The Congress shall respect individual essential Nation functions, including ensuring the territorial integrity of the State.

Section II - Declarations of War by Member-Nations
Member-Nations have the right to declare war against nations without Congressional Union approval and they have the right to organize their foreign relations to their liking, except as regulated by Article III, Section 4. Member-Nations may wage armed conflict against foreign nations. Member-Nations will not involve the Alliance in its war, nor invoke the Alliance's name as a form of determent or weapon, nor falsify information in order to spur the Alliance into assisting their cause.

Section III - Duties and Responsibilities
The Multi-Species Union shall not maintain a standing army. The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. The structure shall default to positional authority determined by the Congressional Union. MSU military personnel can be called upon to
  • Monitor a disputed border
  • Monitor and observe peace processes in post-conflict areas
  • Provide security across a conflict zone
  • Protect civilians
  • Assist in-country military personnel with training and support
  • Assist ex-combatants in implementing the peace agreements they may have signed
MSU forces will not be used for disputes between Member-Nations.


Article V
Peacekeeping and the Ministry of Defence


Section I - Ministry of Defence
In accordance to the Multi-Species Union Charter, and with respect to the individual governing bodies that comprise the alliance, the Ministry of Defence is empowered to defend the Alliance to the ability permitted so by the Congressional Union. The Minister of MoD cannot act on its own accord, nor use the department as a leverage to coerce, intimidate, or threaten foreign nations or member-nations for its own purposes. It is the responsibility of the Ministry of Defence to coordinate with member-nations that do contribute its military forces and see to that no member-nations are acting in their own interest ahead of the alliance. MSU forces will not be used for disputes between Member-Nations.

Section II - Member-Nations
The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. Member nations are under no obligation to contribute to the defense force, nor be subject to retaliation for being a non-participant. Member-Nations with higher or more advanced technology will not violate the Article III, Section 1 Inherent Species Rights and Non-Interference Directive nor will the MSU, Ministry of Defence or Minister-President override this directive and coerce those Member-Nations into contributing.

Section III - Scope of Mission
The Multi-Species Union shall not maintain a standing army nor will it receive "donated" resources to include troops, equipment or vehicles. The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. MSU peacekeeping forces can be called upon to
  • Monitor and observe disputed borders
  • Monitor and observe peace processes in post-conflict areas
  • Provide security across a conflict zone
  • Protect civilians/aid in missions of mercy
  • Assist in-country military personnel with training and support
  • Assist ex-combatants in implementing the peace agreements they may have signed
  • Defend the alliance from overt military action by foreign powers
  • Coordinate with the Ministry of Intelligence with information pertinent to the situation at hand


Section IV - Standard Policy
Member-Nations are responsible for their own borders and territories however, in extreme circumstances, a Member-Nation may request emergency assistance from the Multi-Species Union. Such requests must properly drafted and submitted to the Ministry of Internal Affairs. This ministry is charged with communicating the Member-Nation's needs to the other Ministries and the Minister-President. The Minister-President must present the request and any accompanying initial data to the Congressional Union for vote. Requests are accepted with two-thirds majority vote.

The Minister-President is charged with coordinating the various ministries to form a delegation that will establish lines of establish lines of transportation, demarcate locations for bases, relief camps and/or demilitarized zones, and any other data needed to support peacekeeping operations. This data will be compiled by the Department of Internal Affairs and presented to the Minister-President. The Minister-President will work with the Council of Intelligent Species Head of Commission to request aid from Member-Nations best suited to assist in a given scenario.

All forces sent by Member-Nations, to include any resources or equipment or manpower, remain under the control of their homeland. Each participating MSU nation is responsible for the upkeep of their forces. The highest ranking commander of those forces will retain command. If there is more than one nation in the peacekeeping force, then the MSU will appoint the highest ranking officer for all combined forces as the commander. All resources, personnel, vehicles, weapons or other accoutrements will be returned to their Member-Nation at the conclusion of each mission.


Article VI
Referendum and Amendments


Section I
This Charter may be amended by the Congressional Union via Referendum whenever two thirds of all representatives shall deem it necessary. Should a Referendum pass two-thirds vote, the Congressional Union may bring the Referendum before the Minister-President. The amendment shall be defined as a ratified amendment and be deemed law after Minister-President approval. The Congressional Union may bypass the approval of the Minister-President if they have a unanimous decision otherwise then, if so, the amendment shall be ratified.

Section II
Referendum may be brought before the Congressional Union by any Member-Nation or Observer-Nation. The Congressional Union shall vote on only one referendum at a time. Referendum must be framed property and carry the support of one other Member-Nation before being presented before the Congressional Union.


Article VI
Ratification

The Ratification of the Multi-Species Union, shall be sufficient for the Establishment of this Charter between the Nations so ratifying the Same and done in convention by the unanimous consent of the Nations present the _________ Day of September, 2014 C.E., and In witness whereof we have hereunto subscribed our names,

Eloquenta was having an interesting day. Faster than light technology was still very new for Cavallagna, and she hadn't travelled on a ship equipped with a strong enough mass effect drive to achieve it thus far. It was a strange sensation, having one's mass artificially reduced to zero; an indescribable kind of feeling deep in ones gut. She shook her head as as she stared out the generous viewport on of the side of the vessel. It was a slender little bland grey craft, the flag of Cavallagna painted prominently on the side of the hull alongside big, thick, black stencilling spelling out CNS CANDIDO.

Two nacelles jutted out on each side, a much shinier metal than the rest. The entire ship lacked the flat grey-black camouflage so typical of CRN equipment. It was an older class of ship, a Franco-class Corvette, retrofitted with two big mass effect drives to allow it some degree of FTL travel. Those nacelles housed them. It was no longer fit for combat in its old age, but the Candido, among others, had found a new role as VIP transports.

Swiftly turning and continuing down the long central hallway towards the bridge, the Ambassador arrived at metal sliding door. It opened automatically for her and she stepped through and down a small flight of stairs to the bridge. It was spacious, featuring the layout typical of Cavallagnese starships; a chair for the captain in the center rear and numerous consoles and stations for various bridge officers. Unlike the usual, however, it was in a conning tower with flat viewports out the side; rather, the bridge on this ship was more like a cockpit at the front of an aircraft, long, sleek windows providing a view of the starfield ahead.

"Right on time, Ambassador", said the Captain, a mare named Ondeggianta Vele, hands folded behind her back, tail swishing excitedly. "We should be dropping out of FTL any time now."

Eloquenta folded her arms, watching silently. Sure enough the whir of the mass effect drive began to change in pitch as the current running through them was slowly brought to nothing. Likewise, the ships speed began to reduce radically, assisted by the helmsmare's easing back on the throttle. In spite of all the smooth movements the lurch back to full mass and sublight speed was sudden, the steel ship audibly groaning as it came to a near-stop. A station flashed into view ahead and the corvette drifted slowly towards it.

Captain Vele looked back at the Ambassador excitedly. "Is it not amazing?" She asked, grinning.

Eloquenta, however, was unamused, absently brushing her brown mane straighter with a few fingers. "Quite. I will be fetching my guard and heading to the airlock. Thank you for the transport, Captain."

Vele rolled her eyes as the Ambassador walked away, hooves steadily clicking against the metal floor. She headed back up the stairs and back down the hall, tracing her steps until she arrived at a small, round, metal door. It was thick; the entrance, as she had previously stated her destination was, to the airlock. A single guard armed only with her blue-black Navy uniform stood near it. They saluted the Ambassador primly, who neglected to acknowledge them beyond a contemplative glare. After some time, there was a hydraulic shift as the vessel docked with the station, and eventually, the airlock came open, giving them a path into the station.

Eloquenta squeezed her hands together and quickly smoothed out her suit as she stepped in followed by the guard, noting a receptionist. She curtly greeted them with a nod and went on to present herself. "I am Eloquenta Discorso, Ambassador of the Royal Foreign Ministry of her majesty the Princess of Cavallagna. I am here to attend the summit. Where would that be?..."

Clemens and Fey took a rail system to the location of the summit, each of them with a data pad. He took a special vial that greatly reduced (if not eliminated) the effects of the alcohol in his system, because he drank quite a lot last night. As they arrived at the entrance of the temporary chambers of the MSU, the receptionist took notice and greeted them, "Commissioner Piscator! Adviser Churchill! Good morning! Welcome to the Pax Concordia! I apologize for the mess, for we're under construction. If you would like some refreshments we have hot beverages and popcorn."

"Ah, Miss Cassidy", Clemens replied. "Please drop the formalities. Do you have a copy of the charter draft?"

"Oh yes." She handed them each a copy of the draft. "So Miss Churchill, what brings you here?"

She replied, "The Emperor couldn't come because of the ongoing crisis in our home planet; so he appointed me to take his place at the summit."

"Oh I do hope that things will work out there."

"Thank you for your concern." She turned to Clemens and said, "It's time to go. It looks like they're already waiting."

Clemens then straightened his tie and said, "Alright then." Fey sat in the seat next to James McCallan, the representative of the Northern Arcadian Empire. Clemens' seat was next to hers, but as head commissioner he was presiding the summit, and so he went straight to the podium to speak to the assembly. "Ladies and gentlemen, thank you all for coming. Welcome to the continuation of the summit. Before we start, in behalf of the Stormwrathian government I would like to apologize for what has happened. We hope that all of us can remain on good terms in this alliance in spite of what has transpired."

Planeian Quarters

Capris' and Neera's holowrists both went off, alarm clock apps sounding like an alarm from a sci-fi movie. The two had been soundly sleeping on their comfortable Low-G bed, recovering from the long previous day. The artificial lighting coming from their window, which they had installed before arriving, simulated the sun rise on a planet, namely that of Planeia's, brightening the room with morning light borrowed from the nearest star. Neera and Capris both yawned and stretched as they woke.

"Good morning, Neera." Capris said to Neera before kissing her.

"Good morning. Had fun last night?" She asked.

"Yes. The other delegates are an interesting bunch. We had some political talks and a few drinks."

"Did you meet anyone?"

"No, just the delegates from before."

"Did you meet anyone?" She asked with a smirk. She noticed the outfit he had went to Cloud 9 with, and the likelihood of it attracting attention and turning heads. With Planeians being naturally polyamorous, it was common for spouses to be casual and nonchalant with each other about seeing other people.

Capris laughed. "No, it was a professional outing, ha ha!" They both got up to get ready for the day.

In the bathroom, Neera took a shower while Capris was at the sinks, "brushing" his teeth with a laser dental cleanser while his holowrist indicated on the mirror where the bacteria on his teeth was based on biometric data. Out of the corner of his eye, he noticed his elf-like ear was swollen and a darker shade of blue than the rest of his skin. He placed his hand on it only to find it was bleeding a little, the dark blue Planeian blood fresh on his fingers. Medbeds don't always heal wounds one hundred percent, and it seems that this will be yet another one of those cases. He went into the cabinet and brought out a medwand, the portable version of a medbed. He turned it on and passed it above his ear a few times. It became less dark blue, and eventually healed.

After finishing in the bathroom, Capris went to his portable wardrobe. After stepping on the wardrobe's platform and it scanning him, he chose the outfit he wanted and it materialized on him, replacing his sleepwear.




IHOP

"OM NOM NOM OM NOM NOM NOM!" The sound of the Planeian couple horking down their food could be heard all across the restaurant. As usual, they ate their breakfast very messily and savagely, as such was the custom on Planeia. Of course, the taste of the food played a good role in their eagerness to finish their food. If the Earthlings knew one thing, it was how to make good food! This Earth originating establishment, IHOP, made excellent dishes, particularly the one called "pancakes". Capris and Neera enjoyed their pancakes, ordering plate after plate of them. How they were able to fit all those pancakes into their bellies remains a mystery. As soon as they finished, they left a tip and then left the restaurant.

They kissed before parting ways. Capris took the rail system to the MSU HQ, while Neera went to the Promenade to do some shopping.




MSU Conference Room

Capris took his seat at the Planeian nameplate and flag. He went over the final draft of the charter on his holowrist. He had refused receiving a physical copy, instead scanning it with his holowrist like he did the first draft back at the former HQ. He didn't understand why, in such a technological age, being on the Pax Concordia testifying to such, people still used paper copies of documents, sacrificing plants and organic life in vain when they could perfectly make unlimited digital copies.

When Clemens made his statement about what happened at the beginning of the summit, Capris simply looked at Clemens with indifference. Nothing can change the fact that he woke up with a bleeding ear, but at least he understood it wasn't their intention.

Moses had later gone back to the room and went to sleep. However now it was morning...was it morning? was there really a morning on a space station? The Pax Concordia really couldn’t adjust to a specific species’ circadian rhythm. Moses had woken his master up that morning, got him some breakfast, and helped him into his Exo-skeletal Suit(so his Master could accompany him to the Summit). Moses was pleased with is submissive role as his Master’s servant. It was pleasing to him, though as he had found out, other civilizations found it unethical. He sincerely felt better being controlled by him.

Verma was updated(through the DNN or DivergianNewsNetworks) Divergia had begun wiretapping Telephone calls and the Military had gotten a boost in funding, this wasn’t much of a surprise, the Military boosted the economy, and everyone in Divergia thought a stronger military is better. Wiretapping too wasn’t much of a concern, the only other media besides phones that the Government didn’t own and control were Telegraphs, Books, and Newspapers. the latter two were naturally reviewed by a censorship board. Cell Phones, Telegrams, and certain private internet connections were the only method to obtain privacy(at least as far as the Government is concerned). Apparently Emperor Ashton I was busy at a council in Craziesburg that was attempting to more solidly unify Divergian-Baptist Church Doctrine(after the Meter of Truth incident). They were going through various Gospels “Interpreting it with God’s Inspiration” and basing Doctrine on that interpretation. They took the rail system, and headed off to the Conference Room.

Tyfis and Cisara

After some more discussion, Cisara went to find the princess. After finding Tyfis sleeping in one of the quarters, she took the one next to hers. This had certainly been a long day, but hopefully tomorrow will go more smoothly...

Upon waking up, Cisara and the kobolds made sure the princess was well; she was still feeling rather groggy, and needed to get a meal in her. Fortunately, some loud 'NOM' sounds caught their attention (the kobolds mistook it for 'gnome' for a moment, and suddenly were on high alert before realizing someone was eating)

"IHOP?" Tyfis said, looking closer, "This apparently is an international house of pancakes... preposterous! It is not a house, nor is it made of pancakes! And I have not seen any in Mystria, so can it truly be considered international?"

Cisara sighed, "Milady, I cannot explain 'house' or 'international', but I am pretty sure they mean they serve pancakes..." but while she was saying that, the Draconid and kobolds were inticed by something inside. Cisara followed them in.

Cisara ordered omelettes, letting the kobolds have the bacon and sausages. Tyfis, meanwhile, had a massive stack of pancakes, putting even the Planeians to shame; she was certainly related to Tyroth, all right. "These pancakes are wonderful! We could certainly have this restaurant in Dyste and make the 'international' part more accurate. I do not know whether we can do anything about the 'house' part, though..."

Arriving at their current conference room, Tyfis was in a significantly better mood than she had been for most of her time previously, "Good morning, everyone! I am glad to be part of this conference!" She sat down at the spot designated for Dyste, Cisara taking the spot next to her. Taking a copy of the charter draft, she quickly looked it over, "Seems fine to me."

Vylon and Kamoto

The pair shared drinks long into the night, until Kamoto was feeling weary. Vylon picked up his wife and after saying some good-byes, settled in for the night in one of the quarters; it was a rather cozy fit, but neither of them minded that much; such was the perks of being married and still sweethearts.

After getting some money from the change machine, and having a meal at IHOP (they noticed the Princess complaining about the name, and choe to let her be), Kamoto had to bring up something she failed to the previous night, "Vylon, should I get some more clothes? I mean, we're not at the beach, it's a little chillier here, and I've been noticing people looking at me... like the way you look at my tail..."

Indeed, Vylon dd stare at his wife's tail for a moment, "Ah, you are correct, my dear; we should rectify this. I have found that many places do not look at clothing and nudity the same way we do," despite what he said, more people were noticing Kamoto wearing a bikini over Vylon wearing nothing at all, but granted, most people did not expect drakon to wear clothing. "Let us go to a clothing store to see if we can find something nice for you." Like before, Vylon also wished to learn more about the businesses on the promenade more.

The receptionist directed Ambassador Discorso to the assembly room where the others had gathered. This was only a temporary room, she explained, and not to be considered the final project. Anthro rebels had distrupted the first headquarters, and there was much confusion afterwards, so it was suggested we relocate here in a completely new territory. Oh, she prattled on along these lines for some time as they walked towards the door, and the only thing that silenced the silly girl was the stern-faced glances from those at the back of the assembly room. The girl bid the ambassador good day (as well as reminded her that there was plenty of free coffee and popcorn).

Cavallagna had a seat already. Her flag and nameplate rested on a cloth-covered table. A datapad had been supplied for her use. There were a few others already gathered. Most of the others had been unable to attend, unwilling to attend, or had lost interested after the anthro rebel attack.

A large creature was standing before the group. He wore a hooded robe (although he had removed his gloves this morning), and a small tube snaked from the depths of his garments to nestle in one nostril (the Opifex had forgone the respirator so far). He stood at nearly 2.4 meters, although that height was greatly reduced by his legs, which curved and bent much like bird's or theropod's.

Opifex Thull nodded to her and gestured to her nation's spot in the room. The more, the better, and she was a welcome sight.



His voice was low and rumbling but he spoke with a gentle cadence. "Good morning, gentlebeings," he addressed the assembly, "I know the hour is early and I'm not a creature known for long speeches or flowery prose. I'll get to the point, then. We have a few items on the agenda that were carried over from yesterday's interrupted conference. These items include the ratification of the charter, the announcement of the Xeno category name to Xeno - consider that the announcement - the nomination of a Minister-President, the announcement of The Federal Trade Commission's decision to send a representative to serve as the Minister or Economics and Finance, discussion of the non-performing CIS Reps such as the Counselor for the Humans, and continuation of the GESO trade discussions. I would like to amend that agenda to include a topic touched upon by the Planeia Congressman last night - proper non-lethal crowd control measures and how we might employ them within our headquarters area without seriously harming species to whom those measures would in fact be lethal. Of course, on the station there are already measures for crowd control so these MSU measures would only be an added layer of protection while on this station. We'd need to focus on the abroad."

His brow momentarily furrowed as he prodded his fatigued mind. "Ah, and some have wondered if we will continue to call this station our home or if we'll return to Stormwrath. That should really be a vote rather than a decision made by any one person. However, first things first! We aren't anything at all until we have a document that forms us legally."

He motioned to the screen at the front of the room. "This is the most recent charter draft. It incorporates everything we've discussed and requested, and reflects the removal of gender pronouns as well as the new Xeno category name. I've also added an article for our new motto. Any changes we make after ratification will need to be done by written amendment and the assembly will need to vote on it before it is taken as legal."

We the Nations of the Multi-Species Union Determined
  • to use diplomacy as a means to achieve peace.
  • to promote free trade and information to all member nations so long as it doesn't compromise their tech level integrity.
  • to champion against discrimination of a nation based upon species, government leadership style or tech level.
  • to defend all member nations, whether they are human, anthro, pony or the many others scattered across the universe.
have resolved to combine our efforts to accomplish these aims.

Accordingly, our respective Governments, through representatives assembled at Pax Concordia Space Station in the Tribus Sector, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the Multi-Species Union and do hereby establish this interstellar Alliance.

The Charter pertains to all Alliance members and serves as the governing principles by which all member nations shall conduct themselves.


Article I
Government Structure and Protocol


Section I - Government Structure
  1. Legislative Branch
    The Legislative Branch is comprised of representatives of member nations and overseen by the Commission of Intelligent Species.

    1. The Commission of Intelligent Species
      The Commission of Intelligent Species (CIS) is the administrative body of the Legislative branch; it holds no additional legislative power. The purpose of the Committee is to streamline communications between Member-Nations of differing category, to mediate disputes between nations within a species category, to work with the heads of other categories if mediation is required between bodies, and to function as a hub for information distribution. It is comprised of four representatives, one from each species category (Human; Anthro; Pony; Xeno) overseen by a Head Commissioner. A CIS representative's title is Counselor.
      • Head of the Commission:The Head will provide or procure government and residency accommodations to suit each species. In addition, the Head's office is charged with maintaining Congressional Union calendars, tracking Floor activities, roll call votes, committee hearing schedules, and dissemination of information to the four Counselors. The Head of the Commission will serve as final mediator if disputes between Member-Nations have not been resolved after Representative mediation efforts have been made. All Counselors are answerable to the Head and must file a monthly status report. These reports will be reviewed by the Head of the Commission before submission to the Minister-President's office for dissemination between the various ministries. The Nation providing Head of Commission is considered a permanent Member-Nation holding a perpetual position until such time as that Member-Nation fails in its duty, ceases to exist, or withdraws from the role. It is so decreed that the Head of the Commission shall be from Stormwrath.
      • Deputy Head of the Commission: shall be appointed by the Head of Commission to serve in their stead. The Nation providing the Deputy Head of Commission is considered a permanent Member-Nation holding a perpetual position until such time as that Member-Nation fails in its duty, ceases to exist, or withdraws from the role, or the position is revoked by a two-thirds vote by Member-Nations.
      • Representative of the Humans: This elected official shall serve as a liaison between all Human Member-Nations and Human Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Anthros: This elected official shall serve as a liaison between all Anthropomorphic Member-Nations and Anthropomorphic Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Ponies: This elected official shall serve as a liaison between all Pony Member-Nations and Pony Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      • Representative of the Xenos: This elected official shall serve as a liaison between all Xeno Member-Nations and Xeno Observer-Nations, and as a liaison between the representative's species class and the CIS Counselors of other species classes.
      In addition, Counselors shall file a monthly report with the Head of Commission's office containing the following regarding Member-Nations and Observer-Nations under their charge: Roll call of active Members and Observers; listing of inactive Members and Observers; Member and Observer requisitions, if any; Counselor directory listing the names of each Member or Observer's representatives to the Congressional Union. Counselors shall be elected every six months. There are no term limits on this position however Counselors can and will be removed for non-performance. Member-Nations may file a request with the Deputy Head for the Head's consideration. Counselors have 48 hours after a Member-Nation files to defend their position. Counselors wave the right to defend their position after that time unless they have indicated previously that they are on leave and unavailable. It is the Counselors 's duty to appoint an assistant should they take leave longer than one week.

    2. The Congressional Union
      All legislative powers shall be comprised of one representative from each individual Member-Nation, hereby known collectively as the Congressional Union. Criteria of electing or appointing such representative to the Commission are left up to the individual Member-Nation. Such representatives shall be called Congressmember. Observer-Nation representatives shall bear the title of Representative and are permitted to lobby and produce speeches at Summit, however no voting privileges are granted to any Observer-Nation.
  2. Administrative Branch
      The Administrative Branch shall be comprised of Ministries, each governed by a Minister, and all under the authority of a Minister-President.
      • Minister-President: Serves as the most senior minister of cabinet in the executive branch of the MSU and is charged with the execution of Congressional Union law, alongside the responsibility of appointing Ministry executives, regulatory officers, and concluding treaties with foreign powers with the advice and consent of the Congressional Union. The Minister-President has the power to call the Legislative Branch to convene, or to dismiss it when business is concluded. The Minister-President may be called upon when the Congressional Union has reached a tie.
      • Ministry of Foreign Affairs: This Ministry handles all incoming Prospective Member-Nation applications. It is the point of contact for all nations not currently serving within the Alliance itself.
      • Ministry of Internal Affairs and Communication: The MIAC works in tandem with the Council of Intelligent Species Representatives to address any concerns or needs required by Member-Nations. In addition, this Ministry manages the administrative system and communication matters, and serves as a liaison office between the Alliance and the Pax Concordia Station.
      • Ministry of Intelligence: This Ministry will gather intelligence both from within the Multi-Species Union and outside of it; however, it cannot conduct an investigation or mission without the approval of the Congressional Union, but it can conduct surveys and provide studies for the MSU without the Congressional Union's approval provided it does not violate the Article III, Section IV Non-Contamination and Research Clause.
      • Ministry of Economics and Finance: This Ministry coordinates the economic and financial work of member-nations as well as regulates MSU spending, and produces MSU cost analysis pre-mission.
      • Ministry of Defence: This Ministry will conduct itself as outlined in Article V - Peacekeeping and the Ministry of Defence.

      Each Minister is charged with forming the administrative framework supporting the Alliance itself. Ministers shall be appointed by the Minister-President every three months, or their term lengthened an additional three months. Ministers do not have voting privileges nor are they permitted to lobby or produce speeches at Summit. Ministers will be members of Member-Nations, will be in good standing with their own governments, and be vetted prior to position placement.

Section II - Travel For Legislative and Ministry Officials
Travel accommodations will be provided to all Member-Nation and Observer-Nation Officials who currently lack the technology to travel to Summits or Alliance headquarters. These accommodations will be provided by the host government or by fellow Member-Nations at no expense to the Member-Nation in need. Accommodations will fit the species' status as well as physical needs.

Section III - Appointment of a Minister-President and Continuing Functions
Congressmembers shall conduct a vote to elect a leading Minister-President at the first Summit. This Minister shall be considered the leader of the Alliance much as a Head of State. The Minister-President will act as the head of all Ministries, and will appoint positions that the representative sees fit to do so. The Minister-President has powers not listed thereof and such extra powers delegated to the Minister-President may be revoked or added by majority Congressional Union approval. The Minister-President may be in their position of power until such time as they chose to resign from office, is voted out of power by two-thirds vote of the Congress, or at the end of one year's term. Minister-President elections shall occur annually, each August. The Minister-President may not concurrently hold office within the Legislative Branch as either a Representative or Head, nor can the Minister-President be concurrently a leader of their Nation or heir to that throne, position or title.

Section IV - Role and Scope of Congressional Union
The Congress of the Multi-Species Union has the power to negotiate inter-regional trade and to establish treaties between independent nations or separate regions. The Congress has the authority to intervene, with three-fourths' approval, in member-state nations if such member-state is deemed corrupt by the standards put forth by the Multi-Species Union. The Congress has the power to form a provisional military in order to secure the defense of all member-states and regional possessions, it also has the authority to appoint Generals and conduct all recruitment necessary in order to form such defense. The Congress has the ability to dictate law, in which clauses and articles pertain to regional issues, and not interfere with the sovereignty of member-states.

Should a situation arise pertaining to a specific species class, and should that class lack substantial votes to have voice within the Congress, voting will go directly to the CIS Representatives. Each Representative will vote their species class majority. The Head will serve as a tie-breaker. Species classes may appeal for request through the Minister-President if the resulting decision is, by their estimation, discriminatory towards their class.

Section V - Documentations and Records
The Congressional Union shall keep a public record of all of its proceedings, however, if times that secrecy is required as defined by the Congress then the records may be declared sealed and not public knowledge. The votes of all councilors shall be included in the public record, unless one-fifth of those present decree that such voting records be sealed from the public. The Congressional Union must enable all laws ratified to be announced publicly and be placed in the Alliance's Public Records which shall be a collection of this constitution and all ratified documents. The Ministry, likewise, will operate with full transparency before the Congressional Union although, for security reasons, not all aspects of the Ministry will be transparent before the public.

Section VI - Impact on Member-Nations
Member-Nations shall, in full respect, assist each other in carrying out tasks that are prescribed or generated by this Charter. Member-states shall fulfill the obligations arising from this Charter or the result of any act of institutions of this Alliance. Member-States shall refrain from tasks that may interfere with principles outlines in this Charter or principles created or established by the Congress. Member-States of high tech levels shall not be required to share knowledge regarding that higher tech level with Member-States of lower tech levels.

Section VII - Removal of a Member-Nation
A Member-Nation can be expelled from the alliance should it violate the Charter or commit crimes against other Member-Nations, excluding wars. A tribunal will be held prior to disbarment, should criminal action be suspected, otherwise a Member-Nation may be disbarred via a referendum and two-thirds approval vote. Member-Nations are free to withdraw from the Alliance at any time.

Section IX - Nation Classifications
Member-Nations and Observer-Nations are part of one of four groups overseen by their respective CIS Representatives. A nation cannot occupy more than one group.
  • Human: Nations may claim the Human group if the preponderance of their populations are humans. Some nations choose the Xeno group if their populations are mixed. Humans can be located on Earth or abroad outside the Sol system. Humans in this group can be mundane, possess magic or special abilities etc.
  • Pony: Pony nations are predominantly Pony in population.
  • Anthro: Anthropomorphic nations encompass a wide range of populations. Some anthro nations are humans with animal features (ears, tail, etc). Others are animals with humanoid characteristics. Still others are dragons, or other sapient beings that retain the root of origin ("talking animals"). The latter two groups sometimes opt for the Xeno classification.
  • Xeno: this group encompasses an extremely wide range of beings. Many Xeno members are extraterrestrial in nature however there are Fae, Centaur, Elven, Draconic and Dwafish nations that identify with this group.

Article II
Economics and Trade


Section I - Free Trade Policies
Per individual Member-Nation discretion, a free-trade policy between member-states shall be in effect at all times while the nation is a member of the Alliance. Such policy includes that member-states shall be preferred, but not mandatory, trading partners of other member-states. Member-states may not embargo another member-state without popular approval of the Congress. No tariffs shall be placed on any member-state by another member-state, unless special approval is given by the Congress.

Section II - Industry Clause
In the industries of pharmaceuticals, livestock and/or other food-related industries, or any other high-care industries, or military grade industries, Member-Nations may elect to bar other Member-Nations from trade of such industrial products due to individual safety concerns, thus the Multi-Species Alliance shall not interfere with the industries thereof. Caveat: some Member-Nations might consume non-sapient versions of Member-Nation species; no judgement will be passed upon them for the livestock they keep.

Section III - Trade Routes
Land, aerial, naval and/or interstellar trade routes between Member-Nations will be defended by individual nations' active military personnel. Threatened trade routes which Member-Nations are incapable of protecting may be defended by a joint force supplied by the Alliance itself which is comprised of Member-Nations' military; however such an action can not be undertaken without two-thirds vote by the Congress. All protection of such trade is voluntary, if a Member-Nation wishes to be excluded from protection or for a certain transaction then the Alliance shall oblige. Protection within the exclusive economic zone shall be guaranteed as well as protection of private vehicles outside of such, all attacks on such shall be deemed a declaration of war.

Section IV - Exclusive Economic Zone
The aforementioned exclusive economic zone (hereafter, 'EEZ') is to be established at a future time and date, in a neutral location to be selected by the Minister of Economics and Finance, subject to approval by the Minister-President.


Article III
Species Rights


Section I - Inherent Species Rights and Non-Interference Directive
It is the Right of each sapient species to live in accordance with its normal cultural and physical evolution. This Right is considered sacred. No MSU Member-Nations are permitted to interfere with the normal and healthy development of life and culture. Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely (to include Member-Nations of lower tech levels), or to impose its bias on cultures outside of its Member-Nations, or to force Member-Nations to conform to standards only applicable to a given species, culture or governing body. This directive takes precedence over any and all other considerations, and carries with it the highest moral obligation.

Section II - Civil Rights
The Multi-Species Union shall respect the equality, independence, and sovereignty of Member-Nations including their species differences and national identities. Likewise, the Congressional Union recognizes that some aspects of species' culture are not akin to Human culture and thus the Alliance will not seek Member-Nation conformity when such practices are proven by the individual Member-Nation to be conducted in a 'humane manner'. Examples of such practices would include
  • "slavery" by hive-mind species, by species that are inherently and naturally prone to this hierarchy, or species which have sentient organic or artificial machines. Let all be aware that slavery, in its cruelest form, is frowned upon by Member-Nations who oppose it however the Alliance itself maintains at all times an unbiased definition of "slavery" as a whole, and chooses to examine allegations of slavery on a case-by-case basis to determine whether or not it will step in to intervene. The MSU will not violate Article III, Section 1 of this Charter on civil matters.
  • female and male rights as they pertain to species who may be patriarchal, matriarchal, non-gendered or hive-minded.
  • dietary consumption of creatures that have sapient, but biologically unrelated, counterparts in Member-Nations.
Section III
The Multi-Species Union shall not be subject to the laws, bylaws or articles found in other alliances. It will defend its Member-Nations from foreign nations or alliances that attempt to interfere with the rights of Member-Nations to keep their customs and culture.

Section IV - Non-Contamination and Research Clause
The Multi-Species Union shall not risk contaminating any species with its presence. This would include interfering with species that have not progressed enough to contact this alliance, or species still evolving towards sapience. The MSU, in conjunction with other alliances, will establish a protective perimeter around developing species home systems to deter accidental contamination. This would include: no identification of self or mission, no interference with the social development of said planet, no references to space or the fact that there are other worlds or civilizations, and no exposure to species or devices not indigenous to that planet. Researchers wishing to study species must submit a detailed writ of intent and all research teams will be strictly monitored by the MSU. In the event of a disaster whereby accidental contamination occurs, the MSU and its Member-Nations may not violate the Article III, Section I directive, even to save their lives and/or their ship, unless they are acting to right an earlier violation or an accidental contamination of said culture. Such missions will not be launched without the knowledge and authority of the MSU, Xeno CIS Representative and CIS Head.


Article IV
War


Section I - Member-Nation Essential Nation Functions
The Congress shall respect individual essential Nation functions, including ensuring the territorial integrity of the State.

Section II - Declarations of War by Member-Nations
Member-Nations have the right to declare war against nations without Congressional Union approval and they have the right to organize their foreign relations to their liking, except as regulated by Article III, Section 4. Member-Nations may wage armed conflict against foreign nations. Member-Nations will not involve the Alliance in its war, nor invoke the Alliance's name as a form of determent or weapon, nor falsify information in order to spur the Alliance into assisting their cause.

Section III - Duties and Responsibilities
The Multi-Species Union shall not maintain a standing army. The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. The structure shall default to positional authority determined by the Congressional Union. MSU military personnel can be called upon to
  • Monitor a disputed border
  • Monitor and observe peace processes in post-conflict areas
  • Provide security across a conflict zone
  • Protect civilians
  • Assist in-country military personnel with training and support
  • Assist ex-combatants in implementing the peace agreements they may have signed
MSU forces will not be used for disputes between Member-Nations.


Article V
Peacekeeping and the Ministry of Defence


Section I - Ministry of Defence
In accordance to the Multi-Species Union Charter, and with respect to the individual governing bodies that comprise the alliance, the Ministry of Defence is empowered to defend the Alliance to the ability permitted so by the Congressional Union. The Minister of MoD cannot act on its own accord, nor use the department as a leverage to coerce, intimidate, or threaten foreign nations or member-nations for its own purposes. It is the responsibility of the Ministry of Defence to coordinate with member-nations that do contribute its military forces and see to that no member-nations are acting in their own interest ahead of the alliance. MSU forces will not be used for disputes between Member-Nations.

Section II - Member-Nations
The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. Member nations are under no obligation to contribute to the defense force, nor be subject to retaliation for being a non-participant. Member-Nations with higher or more advanced technology will not violate the Article III, Section 1 Inherent Species Rights and Non-Interference Directive nor will the MSU, Ministry of Defence or Minister-President override this directive and coerce those Member-Nations into contributing.

Section III - Scope of Mission
The Multi-Species Union shall not maintain a standing army nor will it receive "donated" resources to include troops, equipment or vehicles. The MSU may call upon Member-Nations to assist in peacekeeping missions however acceptance of the MSU's proposal and participation on that peacekeeping mission are at the Member-Nation's discretion and said Member-Nation will not be held accountable or disbarred for refusing to render assistance. MSU peacekeeping forces can be called upon to
  • Monitor and observe disputed borders
  • Monitor and observe peace processes in post-conflict areas
  • Provide security across a conflict zone
  • Protect civilians/aid in missions of mercy
  • Assist in-country military personnel with training and support
  • Assist ex-combatants in implementing the peace agreements they may have signed
  • Defend the alliance from overt military action by foreign powers
  • Coordinate with the Ministry of Intelligence with information pertinent to the situation at hand


Section IV - Standard Policy
Member-Nations are responsible for their own borders and territories however, in extreme circumstances, a Member-Nation may request emergency assistance from the Multi-Species Union. Such requests must properly drafted and submitted to the Ministry of Internal Affairs. This ministry is charged with communicating the Member-Nation's needs to the other Ministries and the Minister-President. The Minister-President must present the request and any accompanying initial data to the Congressional Union for vote. Requests are accepted with two-thirds majority vote.

The Minister-President is charged with coordinating the various ministries to form a delegation that will establish lines of establish lines of transportation, demarcate locations for bases, relief camps and/or demilitarized zones, and any other data needed to support peacekeeping operations. This data will be compiled by the Department of Internal Affairs and presented to the Minister-President. The Minister-President will work with the Council of Intelligent Species Head of Commission to request aid from Member-Nations best suited to assist in a given scenario.

All forces sent by Member-Nations, to include any resources or equipment or manpower, remain under the control of their homeland. Each participating MSU nation is responsible for the upkeep of their forces. The highest ranking commander of those forces will retain command. If there is more than one nation in the peacekeeping force, then the MSU will appoint the highest ranking officer for all combined forces as the commander. All resources, personnel, vehicles, weapons or other accoutrements will be returned to their Member-Nation at the conclusion of each mission.


Article VI
Referendum and Amendments


Section I
This Charter may be amended by the Congressional Union via Referendum whenever two thirds of all representatives shall deem it necessary. Should a Referendum pass two-thirds vote, the Congressional Union may bring the Referendum before the Minister-President. The amendment shall be defined as a ratified amendment and be deemed law after Minister-President approval. The Congressional Union may bypass the approval of the Minister-President if they have a unanimous decision otherwise then, if so, the amendment shall be ratified.

Section II
Referendum may be brought before the Congressional Union by any Member-Nation or Observer-Nation. The Congressional Union shall vote on only one referendum at a time. Referendum must be framed property and carry the support of one other Member-Nation before being presented before the Congressional Union.


Article VII
Official Motto

The official motter of the Multi-Species Union will be: Joining our hands in unity.


Article VII
Ratification

The Ratification of the Multi-Species Union, shall be sufficient for the Establishment of this Charter between the Nations so ratifying the Same and done in convention by the unanimous consent of the Nations present this 19th Day of September, 2014 C.E., and In witness whereof we have hereunto subscribed our names,

Because Clemens was presiding over the assembly, Fey was the one to represent Stormwrath. In doing so, shequickly reviewed the charter once more, and concluded that it was suitable for this alliance. She didn't need to say more. "In behalf of His Imperial Majesty Emperor Percival, and of Prime Minister Cassandra Fairs, I approve the ratification of the charter." She then cast her vote:

Capris typed a few things into his holowrist. The holographic display from the wrist displaced into two holograms, the new one placing itself as a display just behind Planeia's nameplate. Capris used this new display to view the current votes, represented on both a pie chart and a diagram of the MSU conference seating. He waited until a number of the other delegates voted, then typed a few things to cast his own vote:

Neera used the PS (positioning system) on her holowrist, which was connected to the station's network, to find the shops around the Promenade. She entered one shop and browsed all across it, scanning the clothing with her holowrist, which created a 3D rendering of her wearing the outfit on the holographic display, helping her decide whether she likes it.

There was one dress that she thought was absolutely beautiful. She scanned it and saw herself wearing it, and the 3D model of her looked absolutely gorgeous in that dress! Though when she saw the price of the dress: C200,000 ([OOC] Took the liberty of making a symbol for credits using /strike)

Eloquenta finished reading over the charter, hurrying to look over it after having come in a bit late. The ambassador found it agreeable, though. A couple of points made in it caused her to raise a brow but it was nothing severe enough to bring up now.

Anthony looked around idly while Alder quickly reviewed the charter once more. As far as he saw it looked pretty much the same, give or take a few new details added in, taken out, or streamlined. Anthony caught his furrowing eyebrows as he scanned the datapad and nodded to himself. He stood up, Anthony taking the datapad from him as not to let it fall.

Min read through the copy again. A few hours away from the thing had allowed her brain to refresh and see it anew. Everything seemed in order, with no changes made that would surreptitiously favor one group above another. Her nation's membership status had been confirmed overnight so she added her electronic signature to the mix.

The Glorious Borderlands of Swith Witherward votes Yes.

It seemed as if the majority of participants were present. There hadn't been any sign of the human CIS rep, which caused Min to frown. Such an important occasion should have been attended by this person, and if they were failing to do their job, most of the human member-nations might not even be aware of this summit! A soft growl escaped her. Humanity was precious to her. Her tiny colony was located on Earth. Humans were the witheward's primary species. She felt slighted on humanity's behalf.

Her fingers moved along the datapad as she composed a message to the CIS Head and other Representatives:

Dear Gentlebeings,

I am appalled that the human nation turnout is as low as it is, and I believe this attendance is a direct manifestation of the CIS Human Representative's lack of participation. I formally request that this position be reassigned to someone more qualified.

I would like to offer a member from my own nation for the position. It would require reclassifying us as a Human member-nation rather than Xeno - but we originally were xenocombine which meant that we held to no one primary species out of acknowledgement of equality for all species. However, given the situation at hand, I am certain none of our non-Human citizens would object to our classification change. We are located on Earth. Our population contains more than enough Humans to qualify, and we have a good understanding of Human needs, thought processes and tolerances. We can send a qualified Human to assume to role of CIS Human Representative and she or he would function in that capacity rather than take over my position.

Clemens looked around the assembly hall from his seat, and saw that the delegate from Gigaverse isn't present at the meeting. As he held his data pad, typing in notes about the summit, a private message came from the aforementioned nation's delegate. He opened the message and it read,

I would request that I will withdraw from the position
of CIS Human Representative. It appears that my
government is occupied with certain things and they
have decided to call me back to Gigaverse.

After reading this, Clemens quickly typed a message to Ms. Pahroon and sent it off.

Earlier today, I received a private message from their delegate; and he has stated in it that he shall withdraw from the office as his country is occupied with certain matters. This means that the office is now vacant.

Therefore your nation's appointed delegate may take over the office of CIS Human Representative. He or she may arrive by any date that your government may set. He or she will assume the duties and responsibilities that define the Counselor's role in the Commission of Intelligent Species. Good day to you.

Cesar Sangrey arrived slightly later than many of the other representatives and stealthily made his way to his seat as to no attract to much attention. He was a smaller figure only partially clothed in a drab rag and covered in subtle tattoos, a large black cephalopodic creature was affixed to his neck and wrapping around his body in perversely intimate symbiosis. His eyes were covered but the gleaming black pools of the creature gazed for him and its various extra sensory organs gave him a variety of unnatural senses. Behind him came a pair of deformed and debased pink skinned humanoids, possessing a squat form with a hunched and elongated back, with overly extended arms and milky white eyes they bear only a minor resemblance to humans. They had a set deep scars and burns marking their flesh as well as painful and distinguishing piercings that stopped them from becoming comfortable. The carried various tiny knots of contorted tendrils, thin glass vials of blue fluid and tetrahedral frames of ethereal crystals. As they entered their seemed to be a strange series of phenomena the followed them, the doors remained open for several seconds more than they should have, a faint breeze stirred around them and a drab moving pall of colorlessness seemed to invisibly move around them.

He had names and very basic information on members of the Xeno delegation but there were gaping holes in much of it. Do I address the being or do I address the eyes? To look into the eyes is to insult him by challenging him, unless he doesn't treat it as such. Why don't I have any protocol data on anyone? We have a few more items to get through this morning, including the nomination and election of our Minister-President, and then it's a short lunch and possibly a small meeting to discuss Ponies."

"I didn't say exactly those words," Alder frowned at his partner who blinked innocently at the comment. He nudged him and shook his head with a smile and a nonchalant shrug after. "I think we're just eager to see this through. Our first meeting didn't exactly conclude swimmingly after all. Just you wait until we broach a subject all of us are sensitive about - the last one before the Charter was on slavery or the concept of it. We nearly derailed out talks. But I digress, we are totally capable of behaving ourselves, thank you very much."

"Uh huh," was all Anthony would say and looked on with a smile etched at the corner.

One of the vicious tentacles tightened around the man neck for a moment before he spoke "Thank you sir." he said taking the data pad "Ill make sure to make an official statement on it soon." He sat down having his Carns place their various items around him as they began chanting and prostrating themselves for no obvious reason. The first thing he noticed in the charter that drew his eye was the Preamble, it was worded in a way made him uneasy with phrases like; achieve peace and champion against discrimination making his hair stand on end. It wasn't that he was against such notions but the idea of doing them in such a way was disconcerting, but he deduced that any political action to change it would be wasted and figured that the definition of some of these terms could be stretched to more favorable notions. Meanwhile the foreboding pall that seemed to hang intangibly around them slowly and subtly began to probe the room and seething around like oil moving through water. Its presence was unnaturally disturbing but completely unnoticeable and the very subtle breeze the Luxans caused died down shortly as it settled above Cesars head. Many other things stood out to Cesar including Article 2 Section 1, Article 3 Section 2, and Article 3 Section 4. His government relied heavily on Tariffs as a means of preventing or supporting wars and as such any action that limited their ability to use them would be unacceptable. In addition their were some vaugities about slaves that concerned him and the limit on eating species with a similar biological makeup to those in the MSU would be damaging to the Luxan economy. Finally limiting Luxan engagements with under developed nations would be similarly harmful and if Void Lords were allowed to explore and spread Luxan Ideology that could be very dangerous.

Fey was surprised by the Luxan delegate's decision; but then again, he had reason to object to the charter. As this was the first incarnation of the alliance's constitution, some were bound to find ambiguous sentences or paragraphs. This was the reason for amendments. Brushing that aside she typed in notes on her data pad, and waited for another delegate to speak.

The Urranese delegates chatted quietly among themselves as they both went over copies of the treaty. It seemed fair and would not get in the way of any of Urrans previous treaties, it had only one. The alliance would help Urran out quite a bit in terms of foreign relations.

Uotani stood up and read from her data pad. "The Constitutional Republic if Urran accepts the terms of this charter and would like to ratify the constitution of the MSU." Her blue eyes flashed, though her accent was flawless, German was actually her first language, she hoped that she had used her words correctly.

Shota nodded in agreement but quickly returned his attention to his data pad. It seemed not all of Urran was onboard and a few protests had broken out in the larger cities, but this happened in almost every country when such a large decision was made. He sighed and sipped out if a bottle of H20.

As the Head Commissioner looked around at the representatives' name tags, he noticed that two-thirds of those present had their nameplates flashing green. Only one was flashing red. He then decided that they have reached enough votes to ratify the MSU Charter and officially establish this alliance. Now it was time for a new chapter in history. He stood up to address the delegation.

"Ladies and gentlemen", Clemens began, "As you may have noted, we have reached the required number of votes to ratify this charter; two-thirds of the delegates present have approved of this important document. Therefore, in behalf of the Commission of Intelligent Species and of all delegates present who have represented their respective nations, I hereby declare this Charter of the Multi-Species Union to be ratified."

The delegation applauded for a few seconds to herald in the new charter of the MSU. This was it. The Multi-Species Union is finally an official alliance. Clemens then motioned the assembly to be silent. He then spoke, "Now that we have ratified our charter, let's proceed to our next item in our agenda: electing our first Minister-President."

Fey began typing notes in her data pad as Clemens addressed the delegation. "It is stated in Article I, Section III that the Multi-Species Union shall elect a Minister-President at the first MSU Summit. The Minister-President will be considered the leader of the alliance as much as a head of state. Therefore we must choose a representative that will uphold the MSU Charter, fulfill his or her duties and responsibilities as Minister-President, and oversee the Ministerial Council. Shall we hear now our nominated candidates for this position?"

The two Urranese put their heads together and spoke in low viices in their native language. Whoever was elected would have lasting ramifications on all member nations. This was not a decision to be taken lightly. However, they eventually reached a descision and Shota straightened his blood red tie and glasses and raised a hand. "We would like to nominate Mr. Capris of Planeia."
