How about this; everyone who has something important to bring up at the meeting of commissars, TG it to me. I will compile a list of all topics and that will be the first response in the thread, so that we all have something to talk about. It seems that a major theme in the council will be the future government of the UL, so use that idea at a rough guide. If during the council, a member wishes to bring up a new topic to discuss, a majority of over 50% of votes will be sufficient to change the conversation to the new topic, the topic that was interrupted will be returned to after the new topic has been discussed and if no-one has a preference, then a topic that has not been discussed yet takes priority over one that has.
