Welcome to the legislative center for the Coalition for Nuclear Prosperity. This is where representatives [to the CNP] may propose bills to the coalition to be debated and voted on. Bills do not have to be very nuclear and/or energy-centric, but it is slightly preferred that they be to serve the purpose of the coalition.

Remember, only accepted CNP members may propose, debate, and vote on legislation. That means if you have not been accepted/you aren't a member, you may not post here. The link to the OOC/Signups thread is under the coalition's logo. This is an IC thread and OOC posts are allowed, but only to a certain extent and OOC posts must be marked as such.

Hicastu Pact
A pact to condemn the usage of nuclear power for the purposes of war, death, and destruction.
I. The nations of the Coalition for Nuclear Prosperity and the Coalition of Nuclear Prosperity itself, believing that the proper usage of nuclear power ("nuclear weapon" defined here as a bomb or missile that uses nuclear energy to cause an explosion) to be to benefit the world and the inhabitants of it, hereby condemn the usage of nuclear power in the name of death, destruction, chaos, and war.
II. Any nations that join the Coalition for Nuclear Prosperity must solemnly swear never to use nuclear weapons on other nations, other people, or on their own people.
III. Using (not necessarily having) nuclear weapons for offensive military purposes is grounds for expulsion from the Coalition for Nuclear Prosperity.
IV. Threatening other nations with the possibility of nuclear warfare is grounds for expulsion from the Coalition for Nuclear Prosperity.
V. Governments of nations that are represented in the Coalition for Nuclear Prosperity may have nuclear weapons; however, the number of nuclear warheads held by a nation may not exceed 3,800.
VI. Nations may still invest in domestic projects to research nuclear power in the interest of developing newer nuclear bombs.
VII. Having more than 3,800 nuclear warheads at one time is grounds for being fined NS$10 million per nuclear warhead exceeding the threshold by the Coalition for Nuclear Prosperity.

What if we're using our weapons for defensive purposes? I can agree with the people part, though.

What if we're using the nuclear weaponry for the good of the world? Like nuking alien forces if they're invading, destroying a terrorist compound when it's no where near civilians, etc.?

Maybe a warning, not expulsion right away.
V. Governments of nations that are represented in the Coalition for Nuclear Prosperity may have nuclear weapons; however, the number of nuclear warheads held by a nation may not exceed 3,800.
Ok. I guess. We're completely fine with this, considering we only have 2 nuclear warheads.
VI. Nations may still invest in domestic projects to research nuclear power in the interest of developing newer nuclear bombs.

Mr. Kono grumbles as Mr. DeLaurie hands him back the copy of the resolution, and he looks over it again.

"Sir, I still see no exemption of nuclear warfare under the condition that it is for defensive purposes. If we're hit with a nuclear strike by a nation that is not under jurisdiction of the CNP, then we must use all measures necessary to ensure their destruction. I do not wish to use our weapons offensively, but only in a case in which it is truly, truly necessary to defend the people of District XIV. I will have to vote NAY on this resolution until exemption occurs for defensive purposes."

"Regarding your question about other means of weaponry for good purposes. Yes, we certainly could, but that would requires a lot, lot, lot more firepower. We can't knock out an entire alien spacefleet with sidewinder missiles. We need a nuclear missile for that. The other weaponry comes in for cleanup."

Mark Cuffen votes NAY to this resolution for the same reasons as Mr.Kono has stated. "Nuclear weapons have proven to be a great deterrent and there are many nations who could threaten us with nuclear weapons of their own. We must have the right to defend ourselves with nuclear warheads should it be necessary "

Mr. Kono agrees with Rep. Cuffen. "We're not saying that the draft is bad, we're saying that if exemptions for defensive purposes were provided I and surely Mr. Cuffen will vote for this. I can certainly see what you're trying to do, and I commend you on that. I'm worried about, though, nations which are not under jurisdiction of the CNP. They don't have to follow our laws, meaning [if this passed in it's current state] they could nuke us and we couldn't do shit about it."

Any nation could come up with some BS excuse as their "proper reason". Possibly state what specifically nations can and cannot hit when striking for "proper reason"?

The imminent part gets me, because any nation could go out and say "That nation is imminently going to attack us", even if the nation in question is simply doing a training exercise or something of relatively equivalent matter.

Before using nuclear weapons to attack another nation or a terrorist group, a nation that is represented in the Coalition for Nuclear Prosperity must file a formal request with the Committee on Nuclear Weapons (which will be elaborated on later in this pact), citing the proper reason behind the attack.
III. Using (not necessarily having) nuclear weapons for offensive military purposes is grounds for a warning from the Coalition for Nuclear Prosperity; if this action is continued, it is grounds for expulsion; however, nuclear weapons may be used for defensive purposes if an attack by another nation or terrorist organization is imminent. Proof that an attack is imminent must be presented to the Coalition for Nuclear Prosperity; to investigate these claims, a Committee on Nuclear Weapons will be created, and delegates from nations represented in the Coalition for Nuclear Prosperity will be appointed to the Committee by the Chief Premier.

Representative Eckman votes NAY to this resolution.

"The problem with this legislation is that we have more nuclear and atomic warheads than 3,800, the exact number is classified but is way over this proposed limit. The thing is, we mass produce nuclear and atomic explosives, and with our nations current situation with certain communist alliances the mass production will not stop. Until you revise this legislation to allow unlimited numbers of nuclear weapons I will be entirely opposed to it, as my nations national security is my top priority."

OOC: Just a heads-up, Western European Republic (the proposal's author) is on vacation and has been over a week two weeks inactive as of making this post... so I'm not sure your proposed "changes" are going to take place in the near future.

Best we start moving onto some new resolutions.

Colonel Tom Dalton looked over the proposed resolution and shook his head. "Gentlemen, SAC is going to have vote NAY on this. Though we support, albeit in a very limited way, the rationale of the "no first use" provision of the pact, the rest is simply unworkable. I'll explain. In the third section, it would require that a nation has to get outside permission to use their atomic arsenal IF an attack is deemed imminent. This raises the question, what constitutes an imminent attack? What criteria must be met that would allow the nebulous and yet-to-be-formed committee to give the green light? Either way, this is an affront to national sovereignty as it effectively tells the nation in question that they are not capable of making decisions of this nature.

"Concerning sections five and seven, we are in complete agreement with our colleague from Arlenton. Our total stockpile is classified, and we possess the production capacity to create many, many more should the need ever arise. What concerns us is the vague wording, as it never states if this number is for the total number of active warheads including possible devices based on available fissile material, or just active warheads.

"Though we have other concerns, the last one of note is the wording of point six. Though we again agree with expanding nuclear projects, we must ask, what differentiates a 'defensive nuclear weapon' from an 'offensive nuclear weapon'? Is an ICBM, like our Peacekeepers or Minutemen, a defensive weapon or an offensive one, we use them to defend our country from attack, what does that make it? How about one of our bombers? Are they considered offensive or defensive? Do you see where the problem lies?

"I propose that we table this resolution indefinitely, pending further review, and move onto the election of our executive board."
