Welcome to the
RUSHMORI CAPITAL OF CULTURE


A long time ago, in a region far, far away...well, not that far away. Right here actually. Rushmore. Sorry.

A long time ago in a region called Rushmore, it was decided that on a regular basis (every six weeks), Rushmore would vote to nominate one city from anywhere in the region as the Rushmori Capital of Culture. The city would be awarded this grand prize on the basis of well written, interesting, captivating, extraordinary, fabulous bid, describing a glorious settlement of which the entire region could be proud. Or you could just talk up a mediocre town a lot. Like, I don't know, Harrogate or something.

Now, after a lengthy absence, the Capital of Culture has returned. Its rules and regulations remain pretty much the same, the only thing worth noting is that the length of time allowed for bids before a deadline is currently under examination. A decision will be reached when the bidding process is reopened, which will be very soon.

The guidelines and rules for the Capital of Culture competition are as follows;

RUSHMORI CAPITAL OF CULTURE GUIDELINES
As an effort to establish greater cultural understanding within its constituent nations, to increase mutual awareness and community spirit, it is proposed that a Rushmori Capital of Culture be established.

If managed effectively by the bidding city, being Rushmori Capital of Culture has the potential to bring long-term cultural, social and economic benefits to the host city and nation. Even those cities that aren’t selected can benefit; careful preparation of the application can increase local awareness and give a boost to the city’s cultural life.

SELECTION PROCEDURE
Voting shall take place for Rushmori Capital of Culture every two months; a bidding period of one week will take place where participating nations may nominate and write about one (1) city within their country describing its cultural heritage, impact within and outside of its borders and generally things that make it an awesome place to be that others should flock to. At the end of this week, the President of the Rushmori Capital of Culture shall collect votes for five days. At the end of the voting period, the city with the most votes shall host the Rushmori Capital of Culture. In the event of a tie, voting will be reopened between the tied bids, and the President of the Rushmori Capital of Culture shall collect votes for a further five days. In the event that no bids are received, the title of Rushmori Capital of Culture shall stay with the incumbent however will not be recorded as an additional term of tenure.

BID REQUIREMENTS
In order to guide cities on how to present their application for nomination as Rushmori Capital of Culture, bidding cities are recommended to address the questions below as part of their application. The answers may be accompanied by additional information to support and provide further detail about the bid. The bid may include a logo, however bid logos are not required (but are helpful due to creativity). The bid may be presented in non-english languages but must be accompanied by an english language version.

  • Why does the city which you represent wish to take part in the competition for the title of Rushmori Capital of Culture?
  • Explain the concept of the programme which would be launched if the city was nominated Rushmori Capital of Culture?
  • Could this programme be summed up by a slogan or theme?
  • In what way does the bid represent something new and innovative?
  • Will there be an event/artistic director? What is his/her profile? What will be his/her field of action?
  • Will there be sponsors involved in the event?
  • What are the city's assets in terms of accessibility (regional, national and international transport)?
  • What is the city's absorption capacity in terms of tourist accommodation?
Additionally, bids could address such questions as “If the city in question is awarded the title of Rushmori Capital of Culture, what would be the medium- and long-term effects of the event from a social, cultural and urban point of view?” and/or, “How does the event fit into the long-term cultural development of the city and, where appropriate, of the greater Rushmori region?” and/or, “Does the city intend to develop particular cultural projects in the coming years, irrespective of the outcome of its application for the title of Rushmori Capital of Culture?”.
These questions are NOT mandatory but are recommended and should at least give cities interested in bidding a starting point from which to work from.

RESTRICTIONS
A COUNTRY may only nominate a CITY to become the Rushmori Capital of Culture if both the COUNTRY and CITY are located in Rushmore. A COUNTRY must be on the Rushmore regional map, or qualify to be on the regional map at the next update, to nominate a CITY to become the Rushmori Capital of Culture. A CITY may not seek to become the Rushmori Capital of Culture more than once in a row. That said, a COUNTRY may nominate a different CITY for the term immediately after hosting the Rushmori Capital of Culture. There is no limit to the number of times the capital may be consecutively hosted in a single country, but it is suggested that countries take a term or two off after hosting the capital twice.
There is no limit to the number of puppet nations that may bid to host. However, the maximum number of cities that may bid for each term is one (1) per nation.

The bidding period for the next Capital of Culture is now open. It will be initially open for a month; an extended period, due to the competition's lengthy absence leaving some unprepared for its return. The bidding window will close at the end of the 26th of April 2014, GMT.

The winner of the last Capital of Culture to be completed in its entirety, Île d'Elisabeth of Cotdelapoms, is not eligible for entry.

RUSHMORI CAPITAL OF CULTURE GUIDELINES
As an effort to establish greater cultural understanding within its constituent nations, to increase mutual awareness and community spirit, it is proposed that a Rushmori Capital of Culture be established.

If managed effectively by the bidding city, being Rushmori Capital of Culture has the potential to bring long-term cultural, social and economic benefits to the host city and nation. Even those cities that aren’t selected can benefit; careful preparation of the application can increase local awareness and give a boost to the city’s cultural life.

Kasin wishes to become the next Rushmori Capital of Culture - the first since the revival of the concept.

ABOUT
The city started out as a village, but expansion started in 1528 after a palace - the Istën Palace - was built nearby upon the King's orders. The palace was to be a summertime residence, with produce and staff supplied from the village. Additional staff eventually had to be brought in from other parts of the country, and their families settled in the village, leading to expansion.

Today it is indeed Kalosia's cultural centre - the palace has been converted into a museum-and-gallery and a concerthall, and the original village has turned into the "old town" section, filled with family-run businesses such as restaurants, giftshops, and also stores that sell handicrafts and paintings, all surrounding the marketplace, where the best Kalosian-made cheese can be found. There are a few small accommodations within this part of the city - while they're not 5-star hotels, but tend to provide a more homey atmosphere.
The rest of the city leans more towards a more modern style, with many restaurants serving fusions of local and foreign cuisine, a performance stage available at the town square (booking required), and a permanent exhibition of artwork (mostly sculptures and statues) at the city park. Accommodation is similar to that found in big cities - hotels and apartments, especially downtown.

Getting there is relatively easy. The nearest airport belongs to the nearby city of Sitria (a popular tourist destination) and is about 50 minutes away by car (but faster by train). Kasin is also connected with the rest of Kalosia by the national train network.
Inside the city itself, there is a tram network as well as a bus network and are the two main options of public transport. Taxis are available, and traffic isn't as bad as compared to Kalosia's bigger cities.

IF KASIN BECOMES CAPITAL OF CULTURE
The Kalosian government has launched a tourism promotion program at the beginning of the year called "From Kalosia to the World". With the appointment of the title Capital of Culture (CoC) to Kasin, the world's attention will be focused to the city and more tourism promotion programs will be held here, and the government will promote Kasin more.

In addition, Kalosia is expected to send a bid to host the next WorldVision Song Contest. While it is assumed that national capital Monterra will bid to host, there are speculations that another city, such as Kasin, could be brought forward instead. Kasin is one of the towns that could handle hosting the event, in terms of tourist capacity.

With the appointment of the title CoC, it is expected that Kalosian culture will continue to thrive, and may even influence Rushmori culture.

Fort Town, Filopines


Fort Town is the capital city of the Republic of Filopines, a unitary parliamentary republic located in the Rushmori continent of Tempalia.

The capital city has become the centre of all culture in Filopines as well as welcoming international cultures, be it human or any other species.

Kalewan, as it was first called, was founded in 1123 on the coast of an unnamed bay. No one would ever know the village would end up becoming the capital city of a thriving and upcoming nation in Rushmore, at first being a refuge for the poor from the feuding towns in the west of the land. Villagers soon discovered that the land was perfect for farming and thrived, becoming the main source of food for the rest of the then empire. The name Fort Town came from the massive forts that were built in the 14th century by the Emperor Parlten to protect the land from potential invaders. The forts have since been demolished for urban expansion.

Fort Town has since grew into a bustling metropolis with over 4 million people calling the city home, with a beautiful skyline, perfectly blending Victorian, East Asian and Gothic architecture with modern architecture. The city is a melting pot of cultures, races and languages and almost every single citizen is guaranteed a high quality of life. The commercial district is a seventh heaven for fashionistas and foodies. The public transport system, consisting of trams, monorails, subways and buses help reduce the amount of traffic and increase the atmosphere of the city. The lush parks in the city, along with the technological advances by Filopinian scientists, help lower pollution as well as provide a quick, yet easy way of living.

- Why does the city which you represent wish to take part in the competition for the title of Rushmori Capital of Culture?

Despite the great condition the economy is currently in, tourism is not very high in Filopines, compared to other Rushmori nations. If chosen as Capital of Culture, the entire nation will benefit greatly. In fact, not only Filopines, but the entire eastern section of Rushmore. Many of the nations in the east of Rushmore lack the publicity and grandeur that the western nations have. Fort Town is representing the east of Rushmore as well as Filopines, and in turn will benefit the entire regions influence over the multiverse.

- Explain the concept of the programme which would be launched if the city was nominated Rushmori Capital of Culture?

The Filopinian government aim to launch the Rushmori Exchange. What is the Rushmori Exchange, you ask? The Rushmori Exchange is a building, preferably situated in Fort Town, where representatives from all over Rushmore come together to learn about other nations and share stories and ideas for a better life for Rushmore. We also aim to launch a Rushmori Student Exchange System. The names of these programmes are not yet set in stone as the concept names currently might confuse people.

- Could this programme be summed up by a slogan or theme?

Peace and unity.

- Will there be sponsors involved in the event?

The Filopinian government is funding the entire campaign, however are accepting donations from citizens.

- What are the city's assets in terms of accessibility (regional, national and international transport)?

For almost two decades now, a quick and efficient train system has been connecting small Filopinian towns to the big cities. In the one and only international airport in Filopines, two brand new terminals are being built in anticipation of this. As well as the two new terminals, a large shopping centre is currently under construction, situated right next to the airport, with many brand name stores as well as our very own businesses.

- What is the city's absorption capacity in terms of tourist accommodation?

Despite the currently low tourism rates in Filopines, Fort Town and many other large cities have many highrise multi-purpose buildings; hotels, shops, gathering places. There are also about fifteen more highrise hotels under construction in Fort Town.

Any votes submitted after this time will not be counted. Bidding nations can vote, but not for themselves.

Welcome to the Big Orange, otherwise known as New Amsterdam, the capital and largest city of Nouvelle-Angouleme. We're very excited to meet you, our new neighbors in Rushmore, and show you all the things that make our city great so you go back and tell your friends (because our tourist economy is a little slow). New Amsterdam is a city of 2,000,000 people located on an island in the southeastern reaches of Nouvelle-Angouleme, the third-largest island in the archipelago (after Staaten Eyeland and Lang-Eyelandt). Its official language is Dutch, but moreso than anywhere else in Nouvelle-Angouleme, English is heard as lingua franca as well as Afrikaans, French, Iroquois, Portuguese, Spanish, Yiddish, and dozens of other tongues.

New Amsterdam wishes to take part in the Rushmori Capital of Culture program as a way of formally welcoming its new neighbors in Rushmore into its streets, restaurants, and hotels. It wishes to reinstate itself as a grand hub of culture and learning, and to learn from what its new neighbors have to teach it about Rushmore and the multiverse. It wants to open its considerable banking, industrial, and transport infrastructure to the great nations of Rushmore and become an important node in the regional economy.

Should New Amsterdam be chosen as the new Capital of Culture, a two-month celebration would commence the first day of February, and every citizen of Rushmore would be invited to come out and play. Every week would see an event celebrating another aspect of New Amsterdam and Rushmori culture. In order, the events would be:
  • A Taste of Rushmore (Sunday, 1 February 1981): A wine- and food-tasting extravaganza, to be held in the Nieuw-Haarlem Convention Center, with wines and cheeses from the vineyards and dairies of Lang Eyelandt served alongside Rushmori cuisine from as many countries as send their wares. A banquet follows the main event, with the best dishes in each category served in a three-course meal. Admission to the main event would run two hundred guilders (NS $310), and the banquet an additional one hundred fifty guilders (NS $125), proceeds benefitting the Nieue-Haarlem Soup Kitchen Board.
  • New Amsterdam International Film Festival (Thursday-Sunday, 5-8 February 1981): To be held in the up-and-coming new cinema district in Klein Afrika, as well as on the campus of the Film College of New Amsterdam, part of the City University system located two blocks south in Mohawktown. Screenings of classic Nouvelle-Angoulemois films, as well as submissions from Nouvelle-Angouleme and around Rushmore.
  • New Amsterdam International Trade Expo (Monday-Sunday, 9-15 February 1981): To be held in the 350,000 square-foot Midtown Events Center, a massive trade exposition featuring elements of every corner of Nouvelle-Angouleme's economy, with half the booths reserved for traders looking to ply their wares in the city itself.
  • Zoo Week (Sunday-Saturday, 15-21 Feburary 1981): Hosted by New Amsterdam Zoo and Museum District, a weeklong festival of fun, family-friendly activities to learn about biology and biodiversity to be held in conjunction with a zoology conference on the zoo grounds, bringing together the best minds of Nouvelle-Angouleme and Rushmore to discuss the unique ecological state the Nouvelle-Angouleme is in.
  • Model World Assembly (Sunday-Saturday, 22-28 February 1981): The largest Model World Assembly yet held in Rushmore (sic), with the twist that delegates will be representing their actual countries and debating actual issues in Rushmore before a panel of diplomats and city government officials. To be held at City Hall, in the Stuyvescent Park neighborhood.
  • Transportation Expo (Sunday-Saturday, 1-7 March 1981): The only event not held entirely within the New Amsterdam city limits, will feature an airshow launched out of Peter Stuyvescent International Airport across the river in Breuckelen, as well as a car show, boat rides, and a sailing ship exhibit.
  • New Amsterdam Marathon* (Saturday, 14 March 1981): The biggest sporting event of the year in New Amsterdam, with the added twist that New Amsterdam Airlines has paid the registration fee for the first 1,000 runners. Staggered starts all morning, the route takes runners around the island and up through the city to finish in Central Park.
  • New Amsterdam Symphony Orchestra Concert (Saturday, 21 March 1981): The debut of the "Rushmore Symphony", a piece commissioned by the NASO to honor the mysterious arrival of Nouvelle-Angouleme into the region of Rushmore. Several performances will be given, with all but the first being free to the public (tickets to the premiere will cost three hundred guilders a head, with the proceeds benefitting New Amsterdam youth orchestras).
  • New Amsterdam Block Party (Saturday-Tuesday, 28-31 March 1981): A citywide open mic, with sound stages on every corner to be taken up by anyone at any time. Don't plan on getting any sleep these nights.
The best summation of the New Amsterdam Capital of Culture program is the motto of its sponsor: "New Amsterdam to the World."**

This bid represents a new nation to Rushmore, for one, but it also represents many events in one, events that will bring Rushmore together as a culture and a region. It represents more than half a dozen events that have never been done at this scale in Rushmore.

Each event will have its own artistic director, and the nine will serve as a sort of executive committee for publicity purposes but will remain autonomous for most decisions. CEO Peter Kramp of New Amsterdam Air will make the most important monetary decisions on advice from the committee. New Amsterdam Air will sponsor the event, and subsidize air travel to and from Peter Stuyvescent for the entire duration of the event.

New Amsterdam has an excellent subway system, as well as an international airport in nearby Breuckelen with excellent bus and rail links. It has an estimated half a million beds between hotels, rentals, and hostels, in the city proper, and more in the suburbs. New Amsterdam Air will subsidize all flights to and from the city from destinations within Rushmore for the duration of the event.
