The seats had been set and the agenda had been finalized. The First IFA summit was to begin and a lot was to be discussed regarding the growing alliance. President Albanov will be representing Bratislav at the important summit.

Mr. Albanov was ready to receive the foreign guests at the Boxeshi room.

Corenean Secretary of Defence Allen Niro would be attending the summit as the Corenean representative. Guarded by 8 agents, he made their way to the Parliament of Bratislav.

Imperial President Kyle Cosmos after receiving word of the meeting sends current representative Julius Randove to represent the UEE. He arrived at the Parliament of Bratislav after a short plane ride and drive. He made his way into the building while all but one of his escorts remained with the car. If Representative Randove needed their assistance he would message them. Eeventually he found his way to the Boxeshi room.

The President warmly greeted Allen Niro of Corenea. "It's good to have our good friend here. I'm assuming you are ready to sign the naval agreement? I think this will enhance our nation's ties. We need to develop our navy furthermore. The agreement in short entails these points:

-Heavy Corenean investment in Masalia
-Corenean Naval base to be established on the Masalian shores
-Naval protection provided by Corenea
-Construction of a new navy for Bratislav

What naval/army units would you have at the base?"

The President also welcomed the UEE president, "Hello Kyle, good to have you here in Musrum. Your an important ally to us, and your help in the Masalian War was essential"

"After some talks and debates, Congress approved sending 30 million dollars to fund your Naval development, Mr. President," Representative Niro states. "We will also send in 32 million to Masalia for rebuilding and some of the Federal Navy to establish a naval base and to train your men."

"Sounds good to me. Well, nothing is stopping us, here is the official document of the agreement to sign. I will sign the necessary places and afterwards, you. This agreement is big step forward in our close alliance. " After signing, Albanov took out his favorite French Cognac to celebrate the agreement with Corenea.

The Blessed Regent's Ambassador to the RTO

Julian Moya

"Mr. Moya, we are ready for you." The Diplomatic Security Agent said to Julian Moya.
"I'll be right there." He said. He slowly finished tightening his tie and looked at himself in the mirror. Julian, a fresh diplomat with the Foreign Service who just not more than 4 months ago graduated from The Warren G. Harding International Institute with a Bachelor's in International Relations at the top of his class.

Julian proceeded down the steps of the RTO office in Lioh and entered an escort to the Airport. He began to think of what his boss, the Under Minister of Foreign Policy for Alliance Affairs Leon Henry Paneea, said to him the night before.
"Don't cock it up." He said that all the way to the Regent's Governmental Affairs Airport (RGAA). The plane took off and hours passed. Before who knew it he was over Musrum. He grew excited because he has never been our of the region. He observed the eloquent skyline of the Bratislavian capital. He thought to himself: I am ready.

The Liohan delegation landed and proceeded to the Parliament building. In the midst of the grand halls, he exited his motorcade and climbed the steps of the building. Atop the building Julian looked upon the city of Musrum, and he thought to himself, "I have a second chance to get this right." Then he smiled and walked in.

Julian walked through the halls of government and found his way to the Boxeshi room and paused. He saw the great leaders of RTO: Albanov, Niro, and other venerated dignitaries. He then realized that he may be one of the youngest there. Humbled, he proceeded in. shook the hand of Ambassador Albanov and said, " Hello sir, Julian Moya, summit Delegate from the Liohan Sovereign Regency, let's get to business."

President Albanov immediately noticed the young diplomat, dressed very sharply, and quickly approached him with a firm handshake, "Hello Mr. Moya, I am very glad you could make the Summit. I hope you are enjoying your stay in our capital and our great country. We have been in contact with your government regarding your proposals on the RTO and I think we can come to some sort of agreement regarding them. Such an agreement of course will need to be approved by our good allies here. The Masalian War was a terrible one, many people died, but we came out victorious over STO supported rebels. It showed the strength of the RTO and I think we can work to further strengthen this great alliance. "

Afterwards, the President handed a glass of the finest French cognac to the young diplomat and raised a toast to the future of the two countries. The summit was being held to the finest quality, President Albanov enjoyed his expensive French cognacs, the renaissance art on the walls, and some background Mozart music played by the finest violinists of Bratislav.

Moya downed his drink to ease tension but the light alcohol didn't do the trick.
Moya reluctantly asked, "Mr. President, do you have anything stronger. More or so in the lines of whiskey. Oh I have heard Bratislavian vodka is some of the best in the world."

Then he thought: Don't cock it up. Moya than said, "we have all proposals in line from our end and will adress them in due time. In the mean time I am aware you are negotiating naval affairs? If acceptable, I would enjoy to observe further negotiations."

[Bratislav]

President Albanov chuckled, "well I guess if this fine cognac doesn´t do the trick, we do have some vodka also, we did make some fine vodka during our communist years, but the quality has lowered a bit." He signaled the waiter to pour some vodka for the fine gentleman, Albanov asked for another cup of his favorite cognac, he noticed the young diplomat to be a bit nervous..."ah yes, our naval agreement. You must know that the two best allies of Bratislav are Corenea and UEE. It is with their help that we were able to win the Masalian War. With Corenea, this agreement will ensure naval protection by Corenea, our navy is very underdeveloped and I want to build a new and better navy with Corenean help. They will also heavily invest in war torn region of Masalia. Some of the left wing opposition has criticized this move, but I believe it is essential for our national security. The RTO gives us the platform to make such strategic agreements, we trust one another here."

[Lioh]

"The regency has had a long bloody history..." Moya said while clearing his throat. "Before I went to college, I served a compulsory enlistment in the LRASC Naval Forces. I worked in regional defense commands as a search and rescue diver. However, I've observed the inner workings of Naval agreements. You have a very water tight plan, but you should secure all loopholes." Moya then realized that his thoughts were coming out of his mouth.

He then sat down quickly and took a drink of his vodka...

"Yes, well we believe the plan is straightforward. Our government will be given notice of all Corenean naval presence at the base and the trusting atmosphere between our countries helps our confidence in the integrity of the agreement. " President Albanov saw the diplomat shoot down a shot of vodka and jokingly said, "You drink that vodka like a dedicated communist, I hope your are not a STO spy, hahaha"

"Oh no no." Moya said laughing along. "I just kind of have a slight drinking problem. Don't worry, this will be the final drink for a few." He said signaling for one last belt.
"I find the agreement really well done however. We could quite possibly create provisions with the LRASC Naval Forces, unless it is a compartmentalized agreement."

[Bratislav]

"All right good sir...We would be interested in cooperating with LRASC Naval Forces in developing our Navy. What information can you give about your naval forces? Your equipment would have to be compatible with that of Corenea´s"...in saying that, the President signaled over the Corenean Minister, in order to listen in on the proposal given by Moya.

Miya stood up and looked around. Albanov and Niro both looked at his with great intent. He began to speak: "Lioh has a population of roughly 12 billion people. The use of The Liohan Regents Armed Services Commission's Naval Forces would allow for instant augmentation of maritime prowness by the use of a Naval force of over 3 million people. On a whim, 3 Liohan Naval Battle groups are on standby for orders. Granted we are at a peace time readiness, Liohan combat forces are ready for movement anywhere in the world. Quite possibly this agreement can transcend to a multinational force for not just contributing Member sates but the entire RTO it's self.

[Kadolha]

Yesterday, the wife of the President fell from the balcony by a hard bomb strike on the Government building, exactly in 2:46 in night. President John Kranas has said that we will not join any fights, summits, parliamentary meetings etc. The funeral of Nisharna Kranas will be tomorrow, and the People's Republic of Kadolha will not be in anything now, after the funeral, only 3 days and then e can join summits etc. We had to put this message on the RTO Summit.

The President looked at Miya, "I hope at the end of this summit we can formalize a multinational RTO force. Your state´s contribution to such a force would be crucial. I am envisioning that each state contribute at least 15,000 ground troops. We would also have a central air force command and naval command, and a inter-governmental intelligence service. This force would be rapid response, it would intervene on the needs of our member states. "

President Albanov sent his condolences to the wife of the President of Kadolha and said that his state was ready to render support to investigate the bomb strike on the government building.

"Outstanding vision." Moya said. "A intergovernmental intellegence agency brings up interest and also reminds me of some of the proposals Lioh has. We believe such a plan would benefit along with original proposals of te acquisition of INAC."

Moya sipped his Vodka.

"Hello my friend. Thank you for inviting the UEE to these meetings. We believe you to be one of our most important allies as well. We did our best to help the RTO achieve victory in Masalia and thankfully it paid off in the end. How are operations in the region doing?"

As he walked into the room with his wife, he sat down at the seat reserved for them and awaited for the Summit to begin.

Mota stood up and greeted the new delegates.
"Hello, Gentleman. Name is Julian Moya, RTO Delegate for the Liohan Sovereign Regency..."

"All right good sir...We would be interested in cooperating with LRASC Naval Forces in developing our Navy. What information can you give about your naval forces? Your equipment would have to be compatible with that of Corenea´s"...in saying that, the President signaled over the Corenean Minister, in order to listen in on the proposal given by Moya.

The Secretary of Defence Allen Niro, listens in closely.

"Minister Niro, what do you think of the idea of a mutual plan with Liohan?" Asked Moya.

[Bratislav]

The President added in, "I believe it is essential to create firstly a multi-national force and an intergovermental intelligence agency. I am ready to initiate the creation of the RTO International Force and the RTO Intelligence Agency. I recommend that each agency be located in separate memberstates. At this summit, we would create this with Corenea, UEE, Liohan, and finally us. Other memberstates would undoubtedly join in."

[Aragon-Francho]

The President added in, "I believe it is essential to create firstly a multi-national force and an intergovermental intelligence agency. I am ready to initiate the creation of the RTO International Force and the RTO Intelligence Agency. I recommend that each agency be located in separate memberstates. At this summit, we would create this with Corenea, UEE, Liohan, and finally us. Other memberstates would undoubtedly join in."

"I undoubtedly would join," said Head of Commonwealth Spénser, "However, we must make sure that the RTO Intelligence Agency won't go around spying on people, we should collect data from areas with high risks of dangers and receive intelligence about the STO. We should also create a court made of the governments from each member state to discuss to what extent should intelligence gathering should go to, because we don't want to do what the STO would do and gather intelligence while undermining the Right of Privacy."
