the government of New Tarajan is glad and honoured to present to all Nations and Regions a new international organization, the United Regions.
The UR are devoted to the improvement and protection of human rights worldwide, in the precincts of the World Assembly activities, and to the development of collaboration and cooperation between Member States and Regions.

FOUNDING CHARTER OF THE UNITED REGIONS
Preamble
The Head of State and Government of the Signatory Nations, and the Regional Delegates of Signatory Regions, in the spirit of peace and friendship, expressing their commitment:
I. To strenghten as possible the effectiveness and efficiency of the World Assembly, strongly believe in its role and function as the bailee of peace, prosperity and human progress for all Member States;
II. To improve human rights worldwide, in the respect of the international law and national sovereignity ;
III. To remove worldwide all internal and external obstacles and threats to the enjoyment of human rights, actively fighting against any kind of totalitarianism, intended in its literally meaning as a system which pretends to rule all aspects of human life;
IV. To actively collaborate and cooperate to the pursuing of a common peace, stability and prosperity, both economically and politically;
Have agreed as follows:
Article 1
The United Regions is an international organization devoted to the international cooperation in the fields of politics, economy and social policy, particularly in the activities of the World Assembly, viewing it as the only way to improve and enforce human rights in the International Law and in the life of all single States worldwide.
Members agree to pacifically resolve all disputes between them and to avoid until possible the use of force.
Article 2
The Organization is composed both by single Member Nations, Member Regions, and Partnered Organizations.
The main body of the United Regions is the General Council, composed by representatives of all Member Nations and Regions, and Partenered Organizations.
When all members of a Region or an Organization join the United Regions, they automatically devolve their representation in the Council to Regional Delegates or special representatives of the organization.
The General Council main role is to organize the activities of the Organization, discussing, adjusting and eventually approving proposals of resolutions to submit to the World Assembly, giving commendations to Member Nations, Regions or Partnered Organizations which particularly distinguished themselves in the pursue of the goals of the Organization or of the World Assembly.
Occasionally, commendations could be given also to non members.
The General Council may also send recommendations to single Member Nations or Regions regarding particular problems concerning the principles and activities of the United Regions.
Member Nations or Regions have to take into account the recommendations of the General Council.
All decisions of the General Council are taken with a majority vote system.
Article 3
The General Council periodically issues directives for the World Assembly activities of all Member Nations, Regions and Partenered Organizations.
The directives can contain indications on the behavior Members have to take regarding problems concerning the principles and activities of the Organization.
Members have to follow the directives of the General Council and to endorse and support in the World Assembly the resolutions voted by the Council itself.
Article 4
The General Council can create Special Commissions on matters considered of particular relevance for the Organization, issuing a general directive regarding the goal the Commission have to achieve.
Any Special Commission is formed by at least three delegates, choosen by the Council itself for their experience and merit in the concerned matter.
The Commissions can occasionally submit to the Council a memorandum about the matter of their competence.
Article 5
Any Member Regions forms a Regional Committee.
Tasks of the Committees are the discussion and preparation of regional resolutions for the World Assembly and to indicate to Regional Delegates the will and guidelines of their Members on the activities of the General Council.
Regional Committees can submit to the Council proposals of resolutions and memorandums about matters in the range of activity of the Organization.
Article 6
The General Council can enact sanctions against those Members which knowingly violate the fundamental principles of the Organization.
This decision can be taken by a qualified majority of two thirds of the Council.
Epilogue
The Charter can be modified by a qualified majority of two thirds of the Council.
Abstention should be not considered in the count of votes.
