*A NOTE: All High Bench Positions are Claimed at this time*
Following the passage of GA #102, The WA member states were obliged with the task of creating and maintaining the International Criminal Court (ICC) to prosecute people or groups that commit genocide, war crimes, and crimes against humanity. Initially, the court was constructed almost immediately, but due to logistical errors, interest in prosecuting individuals charged with these crimes declined over time. However, in recent months with an increase of violence in the international community, there has been a new effort to re-vitalize and reconstruct the ICC.
It is the duty of member states under GA #102 to arrest individuals that the ICC places a warrant on and thus, it is the consequent duty of the member states involved in the ICC to try the accused to the best of their legal ability and with fair trial standards. Therefore, it is with pleasure that I hereby open the second version of the International Criminal Court to all member nations and I urge member states to both join the positions available and present the ICC with cases to try.
Here is how the second version of the ICC will be set up logistically:

--The ICC shall be divided into three (3) separate, yet equally important court systems to aid in logical processing of cases in a triaged manner. The first, and lowest, shall be called the "Low Bench." This court shall be used primarily for trying all cases that are deemed unfit to immediately be queued in the "High Court"(See third bullet point for more info.). At this low level court, one (1) judge hears the case delivered from both sides and delvers his/her verdict on the matter, citing the law(s) to support his/her argument. If the plaintiff does not wish to appeal, this judge is responsible for sentencing.
--The second court, "The Appellate Bench," is responsible for processing appeal cases from the "Low Bench." These courts are made up of a review panel of three (3) judges who were not involved on the case in question. These judges shall re-hear the case, hopefully with new arguments from the loser, and shall deliberate on how to rule. The ruling that favors one individual (either 2-1 or 3-0) shall be considered the verdict. If no further pursuit of the case is wanted, these judges shall decided on the sentencing.
--If a case is high enough in prestige to be deemed worthy or if it has gone through the appellate process, the "High Bench" shall hear the case and deliver the final and definitive verdict and ruling on the case. Cases shall be decided by simple majority. The "High Bench" shall consist of nine (9) permanent judges from different nations that will hear the cases and rule on the case. There shall be three (3) Chief Justices that help move proceedings along in a timely manner and help deliver verdicts and write their opinions. For each case, a majority opinion is required upon verdict and sentencing. Minority opinions are optional, but highly recommend for legal literature. At this time, the current "high" judges of the ICC shall make up the beginning of the nine, with Bergnovinaia definitely filling a slot of a Chief Justice. (Any justice on the "High Bench" is allowed to resign at any time, but their spot will be immediately filled.) (OOC: I will determine who is a chief justice once all slots are filled.)
The ICC will require nations to send both prosecutors and defenders to the ICC for use in cases. Nations can submit up to (3) individuals to serve as lawyers for a case. Written bios that explain their beliefs and specialties (if applicable) will obviously go into who an individual on trial or the ICC seeks out to defend or prosecute, respectively. Nations prosecuted and or defending during a trial cannot be on the jury or a judge. The ICC and the defendants are allowed a max of 3 lawyers (from different nations) to represent them during a trial. (The point being is that if one goes MIA, the whole trial isn't sunk). Lawyers cannot be on the jury or act as a judge in a trial they are involved in.
Court Reporter(s): These individual(s) would help to record the proceedings of each case and file away important legal information (ideally into some offsite website). (I would love if an offsite record site for the ICC can actually come together). Obviously, some benefits to this would be that lawyers could reference past cases for precedent in trials. Court reporters can serve on any position in the same trial that they are reporting on.

The ICC will also allow any media coverage of the cases unless a client specifically asks the case not be released to the media until the end of the trial. As such, any nation can send as many reporters as they wish to the trial.
