On this day we mandate the creation of the International Union of Equality and Freedom, which will strive to protect all sapient beings as defined in this charter and grant them freedom from the suffering that may be created by discrimination, oppression, and general injustice.
Article I: Species and Races Protected by the International Union of Equality and Freedom
This Union hereby mandates that all member nations of the International Union of Equality and Freedom must provide full and equal rights to any and all sapient species, subspecies, and races within their respective jurisdictions. Any species, subspecies, or race whose psychologically-mature members are capable of achieving the Formal Operational Stage of Piaget's Stages of Cognitive Development, Stage Four of Kohlberg's Stages of Moral Development, and fulfills all three subtheories (Componential/Analytical, Experimental/Creative, and Practical/Contextual) of Sternberg's Triarchic Theory of Intelligence shall be regarded as a sapient species by the International Union of Equality and Freedom. Any sapient species that satisfies the aforementioned criteria and is under threat of genocide, xenocide, or other injustices based on their physical/natural characteristics shall be protected by the International Union of Equality and Freedom both within and outside of the jurisdictions of the member nations thereof. Said protection may include military force.
Article II: Required Freedoms of Citizens of Member Nations of the International Union of Equality and Freedom
To become a member of the International Union of Equality and Freedom, a nation must provide all of the rights and freedoms described below to all citizens that meet the criteria of sapience as defined above in Article I.
Section 1: Freedom of Speech
All sapient beings shall be provided the right to freely voice their opinions without interference, so long as the voicing of that opinion does not present a direct and undeniable threat to the life, freedom, or equality of any other sapient being, in which case reasonable restrictions upon speech may be enacted.
Section 2: Freedom of Press
All sapient beings shall be provided the right to publish opinions, ideological concepts, and other information using any medium without interference, and distribute such media regardless of frontiers without interference, so long as the publication of said opinions, ideological concepts, and/or other information does not present a direct and undeniable threat to the life, freedom, or equality of any other sapient being, in which case reasonable restrictions upon publication may be enacted.
Section 3: Freedom of Assembly
All sapient beings shall be provided the right to assemble and collectively express, promote, pursue and defend their own common interests, so long as the assembly does not present a direct and undeniable threat to the life, freedom, or equality of any other sapient being, in which case reasonable restrictions upon assembly may be enacted.
Section 4: Freedom of Movement
All sapient beings shall be provided the right to travel, reside in, and/or work in any part of the state where they please, so long as the travel, residency, and/or employment does not present a direct and undeniable threat to the life, freedom, or equality of any other sapient being, in which case reasonable restrictions upon travel, residency, and/or employment may be enacted.
Section 5: Freedom of and from Religion
All sapient beings shall be provided the right, in public or private, to practice and/or promote any religious, spiritual, and/or philosophical belief (including the non-practice of any religious, spiritual, or philosophical belief) without restriction, so long as the practice and/or promotion of the religious, spiritual, and/or philosophical belief(s) does not present a direct and undeniable threat to the life, freedom, or equality of any other sapient being, in which case reasonable restrictions upon the practice and/or promotion of the religious, spiritual, and/or philosophical belief(s) may be enacted.
Section 6: Rights of Customs
All sapient beings shall be provided the right to emigrate from a state and return at any time, so long as the emigration and/or return does not present a direct and undeniable threat to the life, freedom, or equality of any other sapient being, in which case reasonable restrictions upon emigration and/or return may be enacted.
Section 7: Freedom from Slavery
All sapient beings shall be free from slavery, sapient trafficking, or any other form of servitude not fully voluntary, regardless of form or reason; additionally, any act of coercing, misleading, or otherwise forcing any sapient being into any form of slavery, or exchanging a sapient being for any value without their complete and informed consent, will be regarded as a violation of this charter, and said violators will be automatically deemed opponents of the International Union of Equality and Freedom.
Section 8: Freedom to all Genders
All sapient beings shall be provided all rights and freedoms outlined in this charter regardless of gender.
Section 9: Freedom of Sexual Preferences
All sapient beings shall be provided all rights and freedoms outlined in this charter regardless of sexual orientation or preferences.
Section 10: Freedom of Political Ideology
All sapient beings shall be provided all rights and freedoms outlined in this charter regardless of political and/or philosophical ideology, so long as the practice and/or promotion of the political and/or philosophical ideology does not present a direct and undeniable threat to the life, freedom, or equality of any other sapient being, in which case reasonable restrictions upon the practice and/or promotion of the political and/or philosophical ideology may be enacted.
Section 11: Freedom of Opinion
All sapient beings shall be provided all rights and freedoms outlined in this charter regardless of personal opinion, so long as the practice and/or promotion of the opinion does not present a direct and undeniable threat to the life, freedom, or equality of any other sapient being, in which case reasonable restrictions upon the practice and/or promotion of the opinion may be enacted.
Section 12: Freedom from Discrimination
All sapient beings shall be provided all rights and freedoms regardless of any physical characteristic, including species, subspecies, race, colour, gender, national or social origin, quantity of valued property, birth, or other physical status.
Section 13: Right of Regret
Any nation or other politically-autonomous entity which has been previously cited for violations of the charter can adopt the charter and participate as an observer in the International Union of Equality and Freedom during a probationary period, upon the expiration of which the nation may apply to become a full member nation of the Union of Equality and Freedom. A nation which had already adopted this charter and has been found to be in violation of any portion of this charter shall be permanently removed from membership, but shall be permitted to join as an observer.
Section 14: Statement of Brotherhood
In the event of a disaster man-made or natural, the UEF is to attempt to aid their fellow member nations, and they are to also consider an attack on fellow UEF nation to be attacks on their own nation and should defend each other accordingly.
Article III: Economic Policies of the International Union of Equality and Freedom
All nations and other politically-autonomous entities that sign this charter accept that they are not permitted to blockade or sanction any other member nation of the International Union of Equalty and Freedom unless the other member nation is in violation of this charter. Member nations of the International Union of Equality and Freedom also accept that any goods that are not regarded as contraband in a state must not be prohibited from importation on a governmental level. The member nations of the International Union of Equality and Freedom must respect any economic sanction enacted by the International Union of Equality and Freedom with the exception of the transport of supplies, equipment, or personnel for humanitarian purposes.
Article IV: Military Policies of the International Union of Equality and Freedom
Section 1: Authorization
The International Union of Equality and Freedom is a Union built on a militaristic basis and the notion is that conventional warfare is employed after negoitations fail as defined by "Just War doctrine". The Union of Equality and Freedom shall formally adopt conventional warfare to be acceptable for use.
Section 2: Weapons of Mass Destruction
Weapons of Mass Destruction are to be only used with the solemn knowledge that the potential for retaliation and mutually assured destruction is a very real possibility. Use of Weapons of Mass Destruction on Civilian targets are prohibited due to our deep respect for the Sanctity of Life, somethings our enemies rarely have. Military Targets are considered acceptable targets and are not considered to be protected by the above provisions, but the noted statement on Mutually Assured Destruction is emphasized.

Article V: Membership in the International Union of Equality and Freedom
In addition to adhering to the entirety of this charter, all member nations of the International Union of Equality and Freedom must clearly define the following:
1.National leadership
2.Government and political system
In addition, all member nations must perform the following tasks in order to be accepted into the International Union of Equality and Freedom:
1.Completely adopt this charter in its entirety
2.Fill out the Proper Form
Article VI:On Resolutions and Direction.1. UEF Delegates in the Secret Boardroom may call a vote on any memorandum to direct or to delegate any part or operations of the UEF as a whole, including any appointment to any UEF positions created before, in, or after this document; and the vote shall be counted by the Delegate who brought the Direction to the Attention of the Union; or by a person the Secret Board Room later decides on by other Direction. Such a vote shall run for a short period of time, defined as within a fortnight.*
2. Such a Direction, if agreed upon by a majority of those voting on the action, shall be initiated shortly** unless 5% of all Delegates object and there is more than one delegate objecting, in which case a wider vote shall occur.
3. In case of such a wider vote, all delegates will vote on the Direction in the same manner until there is an absolute majority in favor, in which case the Direction will go forward immediately, or against, in which case the Direction will not go forward.
4. Only UEF Delegates that agree to hold any UEF positions shall be required to serve the UEF.
5. All persons appointed and/or approved of by the Secret Boardroom shall be subject to the confidence of the Secret Boardroom, who may revoke an appointment at their pleasure by a Direction.
6. All UEF Directions and operations shall be subject to the confidence of the Secret Board Room, who may revoke such Directions and operations at their pleasure by further Directions.
7. These procedures may be modified by further Directions, in the manner herein described.
