It was a nippy day in the Capital of Salvarity. Salvar City was ready to host the International Summit of the International Union of Equality and Freedom. The International Union of Equality has long been known as the largest and most prominent organization made to the defence of Sapient Individuals of any Race and Any Species all over the world. Fernando Alqa was the foriegn minister of Salvarity and it was his job to be the host of the summit. Salvarian High Command or the Space they will host the summit in is the Safest Place in Salvarity. One Whole Regiment of the Salvarian Army guards it and an AIr Force base is less than 10 Miles Away.

Fernando Alqa was prepared for a wide range of different people and it even been reported that the Council Chairman of Crystal Spires. Maven Auryn will be present at the Summit. Food has been prepared and a Service Staff is always Prepared. The Summit shall begin.

Fernando was well aware what he had to do. He had to bring up certain topics as was instructed by Lance Nagala the Prime Minister of Salvarity. Bring up Weapons of Mass Destruction and the proper uses of them. Bring up and sign a Mutual Defense Pact. Get a Whiteline signed on Military Equipment and most important of all bring up a Charter on the Convention of Union of Equality and Freedom Military Etiquette. He knew that would be the hardest one of all because the Union is a wide range and an agreement from all of them would be very hard.

Creation of the International Union of Equality and Freedom


On this day we mandate the creation of the Union that will strive to protect the sapient species of the cosmos and grant them freedom from the suffering that may be created by discrimination.

Races of Acceptance

This Union hereby mandates that for you to be a member of this organization you must adhere to the rights of full Civil and Political rights to any Sapient Race that accepts this coalitions existence. Any being that has reached maturity in a race, by Piaget's stages of development, and can pass Kohlberg's moral reasoning test, and is Sapient according to the Triarchic Model for Sapience by Robert Sternberg shall become protected as a Sapient species by the Union.Any Sapient Species that is under threat of genocide shall receive help the Union. This help is not limited to Humanitarian and can do straight down to Military Protection.

Required Freedoms

To become a member of this organization a state must adhere to this freedoms and provide these freedoms to all it's sapient citizens.
Rights that must be Provided:

Freedom of Speech:: Everyone shall have the right to freely voice their opinion without interference and exercise of this right carries special duties and responsibilities and may only be subject to restrictions when respect of the rights or reputation of others for the protection of national security or of public order, or of public health are concerned.

Freedom of Press: Everyone shall have the right to freedom to hold opinions without interference, and impart information and ideas through any media regardless of frontiers without interference and exercise of this right carries special duties and responsibilities and may only be subject to restrictions when respect of the rights or reputation of others for the protection of national security or of public order, or of public health are concerned.

Freedom of Assembly:Everyone has the individual right to come together and collectively express, promote, pursue and defend their own common interests.

Freedom of Movement A citizen of a state has the liberty to travel, reside in, and/or work in any part of the state where they please within the limits of respect for the liberty and rights of others.

Freedom of and from Religion Everyone individual or community, has the freedom, in public or private, to manifest religion or belief in teaching, practice, worship, and observance; the concept is generally recognized also to include the freedom to change religion or not to follow any religion.

Rights of Customs Everyone has the individual right to leave a state and return at any time.

Freedom from Slavery No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.

Freedom to all Genders Everyone is entitled to all the rights and freedoms without distinction of gender.

Freedom of Sexual Preferences Everyone is entitled to all the rights and freedoms without distinction of sexual orientation or preferences.

Freedom of Political Ideology Everyone is entitled to all the rights and freedoms without distinction of political or other opinion.

Freedom of Opinion Everyone is entitled to all the rights and freedoms without distinction of personal opinion.

Freedom from Discrimination Everyone is entitled to all the rights and freedoms without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, species, national or social origin, property, birth, or other status.

Right of Regret: is a right made up of 2 clauses

"The Regaining Honor Clause:

Nations who have been cited for violations of the Charter in the past can adopt the charter and for a probationary period they can participate as an observer in the UEF, and once they have proven that they are loyal to charter tenets and that they will uphold them, they can reapply for full membership.

The Lost Honor Clause.

Nations who have already adopted the Charter and have been cited for Violations are booted from membership and cannot reapply for membership. They can only ever reapply for observership.

Ilosiaya Kalaj walked briskly along the path leading into the meeting hall for the UEF defense summit, accompanied by several guards. She sauntered casually on her high heels, enjoying the cool breeze and fragrant smell of tropical flora. It was quite a lovely day in Salvar City, the long, miserable ride from Rastynhaven was certainly worth it. For once, it was nice to simply relax and stroll without a care and enjoy being alive, however short that pleasant experience may be. As the meeting hall building started to come into view, Ilosiaya knew that the stress and tension of her hectic days of diplomacy would begin, again. Passing through the Salvarian guards' examinations with flying colors and having her own bodyguards remove their weapons, Ilosiaya entered the conference hall, thoroughly surprised that, save for the Salvarian Foreign Minister, she was the first delegate to arrive. Wanting to be friendly to get off on a good start, she politely greeted Fernando Alqa and sat down at her designated seat.

As usual the storkii approached the entryway into the Salvarian halls and crouched into the entryway as he saw the guards pass by. It was surprising that they were taking things so much more seriously. This gave Maven comfort because it was rather often that somehow someone entered the meeting room with unauthorized arms and strangely enough it was he who was the one who found himself looking down the cold barrel of a gun with the directed intent to kill. It was strange for a mere humble civil servant to attract so much hate and bloodlust. He figured that now would be the time that the UEF would undergo many discussions with regards to defense and also arms.

I wonder if we're going to address Weapons of Mass Destruction. I think that this might be important to do. I do hope we can come up with solutions to the problem of common defense. the humble Storkii thought as he entered the meeting room with a determined look.

Kurisu Senkaku grunted as he pulled his metal-braced legs along with him down the wide, white and blue hall. As he made the noise, a young white coated and blonde maned earth pony a meter or so away looked sympathetically at him. It really didn’t help and just made Kurisu clench his teeth in anger. It would be pointless, but he wanted to take the mare, his presidential aide... Aside for a moment and explain that he was undeserving of her patronizing glance. He was not in pain and was suffering no discomfort. The problem was simply that his baseball cap had slipped a little too far down his forehead, and he had no free hands to rectify the problem. As he moved further into the hall he spotted the tall, imposing statue of Maven Auryn and considered using the High Chancellor’s angular shoulder to fix his hat. In a moment he had decided against it. Sure, the girl had pissed him off and his restricted vision was not helping matters, but he had enough respect for Maven to leave the man alone as he entered what Kurisu guessed was the UEF’s Defense Summit’s meeting room.

Discreetly he pushed the brim of his cap against a wall and tilted the hat back up to its correct position.

“There ya go,” he muttered to himself, his voice barely audible. After cracking his neck a little, he pushed down onto his crutches and made his way out of the hall and into the conference room. Only by sporting an unshaved face and a cap, he stood out. Back in Sani or Vermillion, he would have blended in easily, perhaps even appeared a little conservative in his appearance, but here on the international level things were different. Everyone was neat and tidy, a culture of authority and respect had arisen, and it seemed only the dropouts ever sat around idly. Discarding the thought as little more then his usual level of elevated paranoia, Kurisu spoke upon his entry.

"Afternoon, all." His earth pony aide adding to this as she followed tentatively by his side. "Indeed, assorted greetings’s and good afternoon! President of the Sanian Confederacy, Kurisu Senkaku and I, his aide Cheal ‘Dawn’ Star reporting for attendance!” Her voice was high-pitched to the point of unpleasantness and Kurisu had personally never seen her talk to someone who wasn’t wincing. It was usual for her to affect this ridiculous, sing-song voice whenever speaking to others. And a thing all ponies seemed to have in common he mused while looking over the conference room and it's gathered delegations, realizing he was most likely quite early.

The UNSC personnel arrived with in the city via drop ship, which dropped them off near a long bridge, the resp eventually made their way to the meeting room and waited to be met with.

Sulfarian Minister of Defence Geoffrey Davidson was irked. He had a party yesterday, and had to wake up at 4h30 to take a governmental airplane to Salvar City. While still drunk. The effects wore off during the day, but the minister was still in a bad mood. He was en route to meet with the rest of the Union's members, and ambassador to the UEF Alexander Shawn told him that making a decision in the organization was immensly difficult.

Davidson hoped that some important decisions would be made here for once, such as a common defense policy for example. He could use it; Issaria got bold this month and fired a ballistic missile over Boralus.

When Davidson arrived in the meeting room, he was surprised that only a few delegates were present. He greeted several foreign diplomats and sat down on his designed seat.

[Alpha and Delta Pact]

The Minister of Defence Nick Radkin and his Secretary Ezri Daxen step out of the electric car holding a black leather case carrying documents on the UEF Everett Ambassador to the UEF sent back. Doing up their jackets they both started walking towards Salvarian High Command building looking up at the amazing sight with waterfalls on each side of them. They enter the building then are directed to the room which the Summit is being held in and take the designated seats and now waiting for the Summit to begin.

Fernando was finally done filling the compartments. He had to remember to put Salvarian Organic Chocolate in The desk of Maven Auryn and Unsweetened Candy Canes in the desk of the Crystal Cliff Point Delegate. He was busy and the delegates were arriving."Commander lead the Delegates here the conference will start soon" was the last thing he said to before the delegates started arriving. This was his first major international conference and he was nervous as can be. He had to make sure everything was perfect. a Nice Board Room and Refreshments on the Desk. A lot had to be discussed and chances are Lance Nagala would be visiting the conference to replace him. But None the less Fernando was expect alot of argueing to happen from the more pacififist nations and was curious as to all the delegates that would be arriving. The Teddy Bear from The Teddy Bear Republic Empire that would hopefully arrive was what interested him the most.


Five Minutes Later

It seems that the delegates from The Alpha and Delta Pact had finally arrived. Fernando was quite nervous so he tried to start conversation "Hello there,Nick Radkin and Ezri Daxen i take it is? Well welcome to Salvarity. I am Fernando Alqa the Salvarian Secretary of International Embassies. Anything i may help you with" Fernando said nervously

Also may i ask your name so this conference so i no longer have to call you Ambassador from Lanos" Fernando asked quite bored after the Lanos Delegate came in. Fernando then turned to Maven Auryn who was eating to Salvarian Organic Chocolate that was left in his desk on direct orders from Lance Nagala. Fernando wasn't sure why but he put the chocolate there anyway. "Well Maven Auryn i take it. Welcome to Salvarity. I believe this is your first time here i believe. I hope the Tropical Climate isn't to much of a change from your home nation. I heard that you had assassination attempts on your life. But you shouldn't worry about that here. This place is heavily defended and I am the only one allowed Weaponry in this area along with the Guards. Heavy Surveillance and very few exits which are all heavily guarded. You should be completely safe" Fernando said quite nervously.

The Epsilon pulled into the driveway, a limousine escorted by members of the First Presidential Guards, who were on motorcycles and in small police coupés, on loan from the National Police.
Tottles stepped out quickly when it stopped, preferring not to have anybody hold any doors for him. The guards elected to stay outside, which they did - still armed with small caliber weapons, though. They preferred it when they took security into their own hands.
Tottles entered the auditorium, shaking hands and hooves alike, and began arranging things on the desk marked out for him in the same way he had done for everything single conference: computer on upper left, stationery on upper right, paper on lower left and misc items on lower right. He left the centre clear and, satisfied with the arrangement, went back into the fray of shaking hands and hooves.

"No we're fine thanks Mr Fernando Alqa. It was a bit of a long trip on AlphaOne Airlines but at lest we were in First Class. I see you are hosting the conference. What Everett has told me that it can get a bit tense in these meetings so be aware. So how are you Mr Fernando Alqa? You look a bit nervous."

Three Eurarctans arrived: a Walrusfolk clad in full plate mail, with a sledgehammer and sniper rifle strapped to his back, and a cutlass at his waist; an Ork woman wearing arctic camouflage, a broad sombrero, and bandoleers slung over her white tank-top, with two submachine guns at her sides; and a Togre clad in the finest Eurarctan monster-furs, with a flowing cape of dragonhide held in place with a clasp of centipede chiten, and a tall, black top hat, wielding a cane that conceled a sword, and a qazi machine gun strapped to his back over his cape. The three represented the three Eurarctan 'military guilds' respectively. Each and every weapon, out of a strong sense of satire and annoyance, was labeled in clear, bold, red and green letters "CULTURAL WEAPON: DO NOT MAKE INTO ISSUE". Eurartcans were very tired of having to re-defend their weaponry to this organization, and sincerely hoped that these weapon-stamps would REMIND everyone that this has already been debated, and they should leave the issue alone.

Noticing the lack of any particular form of greeting’s at their arrival and shaking his head as if to wipe his mind clean, Kurisu got a move on and increased his pace. Pushing around or otherwise through the equally disinterested groups before sitting himself down on one of the two wheeled office chairs reserved for the Sanian delegation, removing his hat and yawning all the while.

Cheal having taken the second unclaimed seat and was herself near and leaning over him at an odd angle, paying every bit of her attention to Kurisu’s condition while straining her eyesight toward the other arriving delegations, specifically the Eurarctans, as if their newly arriving presences possessed some terrific gravitational force and would likely threaten to ‘derp’ her if held steady for any realistic period of time.

Kurisu subconsciously checking the MP-412 Revolver stored in the holster beneath his vest at this, waiting for either someone to finally approach them or the conference itself to begin shortly.

[Rastynhaven]

Ilosiaya straightened up as more delegates arrived at the conference room. She raised her unibrow suspiciously for a brief moment at the sight of the weapon-bearing Eurarctans, but immediately remembered that it was permitted for them to practice their national customs and didn't think any more of it. The labels helped.

After reaching a glass of water, Ilosiaya tensely drunk quietly to ease her agitation. Even though it had probably only been a matter of minutes since she had arrived in Salvar City, it seemed to take an eternity for the meeting to commence. Wanting to past the time, Ilosiaya decided to make some small talk with a nearby ambassador. Seeing that what appeared to be the Sanian delegation was closest to her, she asked the two, "So...do either of you have any idea what the topics are going to be about?"

Cheal was the first to respond, nearly jumping at the opportunity to speak to another foreign dignitary. “Oh hi, um well...” It was hard to know how exactly to respond to this. She had asked the very same question to Kurisu many times before and still had no answer from him. And while her company had never come close to inspiring Kurisu’s happiness, he found himself amused as she mulled and simultaneously stumbled over her words.

Before speaking, his calmly collected accent formulated for this very occasion. “This is a defense summit, so I’d suppose most anything and everything military related. I sense things like the issue of WMD’s, the regulation of Biological Weapons and their use by member states in wider UEF operations will come into to play. But beyond that I honestly couldn’t tell you. Oh, and the name’s Kurisu. This is my assistant, Cheal.”

A blip came from his radio, and Tottles nodded apologetically and picked it up. Then he swore in Ancient Teddy.
He looked pale. "Looks like Our New World Oceania tried to kill our HM President. We're getting a warrant for the perpetrators' arrest."

"Of course they did," said Freefang, "Such things are always the outcome in attempting to deal with the Nonexistent Dishonored. Was such a thing not expected from such uncouth dishonorables?"

"Thats horrible. Lily Nance the Salvarian Secretary of State was at that very meeting. I hope she is okay.Well since this happpened with both Teddy Bear Republic Empire and Salvarian Delegates there i believe that the first topic of Defense Summit should be. Should the UEF engage in Regulated Warfare against Great Republicania and New World Oceania.My view is a rest. As a famous Salvarian Scholar once said. They Bring a Sin and you Give them Hell" Fernando Said with a fiery sound in his voice.

"Unfortunately, the UEF as a whole has been unable to engage in warfare against non-compliant nation yet. It has been decreasing our credibility. It is my belief that some kind of legislation should be enacted defining the causes for a UEF-sanctionned war and that « UEF battlegroups » should be created. Participation to these battlegroups would be voluntary, of course. These means of operation would lessen the influence of our national interests , in my opinion."
