What is wrong with that? You won't be part of FTZ if your Parliament doesn't approve this Agreement. That's decision of your Parliament.

Correct. The wording on that phrase is intensely misleading, since it shows that the agreement must be ratified and when it is ratified, it is mandatory to implement.

First, no shit, it's mandatory to implement upon ratification, otherwise the ratification process is a waste of time, so since that's redundant, the phrasing shows an expectation that the agreement will be ratified, meaning there is no voluntary procedure.

Did you read Article 5? I don't understand what is the problem. If your Government wants to enter in FTZ it is logically that Parliament will approve FTZ. So, that phrase show expectation for reason. If your Government doesn't want to enter in FTZ, Minister of FA will activate Article 5 and your state will be excepted. In that case, voting in Assembly won't happen, because government doesn't want that agreement. Government proposes to Parliament agreements that they want, if your govenment doesn't like this Agreement they won't propose it to Parliament. So, in that case ratification won't happen.

Parliament is legislative body of one state. Parliament is one of three pillars of one country. Parliament broughts decisions proposed by executive body of one state or other important political person (as King, President). Parliament can be unicameral and bicameral. Unicameral Parliament is parliament when there is only one house of representatives. Like, Narodna Skupština in Serbia. Bicameral Parliament is parliament when there are two houses of representatives. Like, Cortes Generales in Spain. In Spain there are Senado (upper house) and Congreso de los Disputados (lower house).

I didn't ask what a parliament was, I was asking what parliament referred to.

I'm just going to assume you mean it refers to the legislative bodies of member states.

In accordance with this Agreement member states must deliver to us information about their traffic regulations by next points:
1) Speed limits
2) Seat belts
3) Traffic lights
4) Alcohol limits
5) Influence of drugs
6) Forbidden lanes
7) Mobile telephones
8) Safety helmets
9) Other specific rules
10) Information on one driver licence
11) Look of one licence plate (WARNING: It is mandatory to have on left side mark of FSU flag and below flag two letters that represent your state, for example: Semolia- SM)
12) National Organizations in charge for Road, Rail, Air and Water Transport (and their e-mail, address and telephone number(write telephone number with calling code for your state))

Being the capitalist-nationalist state we are, I imaginr wr will have a few disagreements. Chkalovsk has abolished all speed limits, and roads, rail, air and water transport are all run independently by private organizations, under the final say of the government. Furthermore we find the 'one license plate' policy absurd and will continue to use regular national license plates.

In accordance with this Agreement member states must deliver to us information about their traffic regulations by next points:
1) Speed limits
2) Seat belts
3) Traffic lights
4) Alcohol limits
5) Influence of drugs
6) Forbidden lanes
7) Mobile telephones
8) Safety helmets
9) Other specific rules
10) Information on one driver licence
11) Look of one licence plate (WARNING: It is mandatory to have on left side mark of FSU flag and below flag two letters that represent your state, for example: Semolia- SM)
12) National Organizations in charge for Road, Rail, Air and Water Transport (and their e-mail, address and telephone number(write telephone number with calling code for your state))

Being the capitalist-nationalist state we are, I imaginr wr will have a few disagreements. Chkalovsk has abolished all speed limits, and roads, rail, air and water transport are all run independently by private organizations, under the final say of the government. Furthermore we find the 'one license plate' policy absurd and will continue to use regular national license plates.

For the most part, upkeep of infrastructure is run by private entities here, as well. And several of these rules would require the entirety of our infrastructure to be rebuilt from the ground up. So who would pay for that?

We also agree, especially since roughly 1.2 billion license plates would be... difficult to replace, both in terms of time and in terms of budget.

Why you all applied to enter in the Union when you are closed to cooperation?
URA is mandatory to registry vehicle on time limit in your state?
