Yeah you seem to not get what I am saying. The idle nations I mentioned before are not the zombie nations but the anti ones. In my example, if every big and important anti-zombie region in NS closes down its borders from the start, then it's 100% safe from outside zombie raiders (aka active nations that are consciously building zombie empires to horde others). So, with no outside interference, the cure-friendly regions will cure/exterminate whatever zombie there is in their region quickly enough and after that......they will just wait with their borders closed for the event to end. Isn't this scenario mundane?

You're missing the point. If there's a large nation within the region who is using zombie hordes, nobody else stands a chance agains them, unless they all work together with picture-perfect precision.

It doesn't need to be a very large nation. Also, I don't think that keycode thing worked right.
